THIS WILL BRING EUROPE CLOSER TOWARDS THE AMERICAN SYSTEM OF PATENTS, AND WILL HELP MULTINATIONAL FIRMS LAUNCH NEW PRODUCTS IN THE EUROPEAN MARKET. JOHN FRASER REPORTS FROM BRUSSELS.

    TEXT: EUROPEAN UNION OFFICIALS SAY THAT EXISTING LAWS ON PATENTS WERE DRAWN UP OVER 38-YEARS AGO -- LONG BEFORE THE POSSIBILITIES OF RESEARCH INTO HUMAN AND ANIMAL GENETICS WERE REALIZED. FOR THIS REASON, THEY PROPOSED UPDATING THE RULES ON BIOTECHNOLOGY -- HOPEFULLY CLARIFYING WHICH PRACTICES ARE LEGAL, AND WHICH ARE NOT.

    THE PROPOSAL, NOW MADE LAW BY THE EUROPEAN PARLIAMENT, CONTAINS A NUMBER OF SAFEGUARDS, WHICH WERE NOT IN AN EARLIER PROPOSAL REJECTED BY THE PARLIAMENTARIANS THREE YEARS AGO. HOWEVER, HUMAN CLONING IS OUTLAWED UNDER THE NEW LEGISLATION, AS IS GENETIC MODIFICATION OF HUMANS OR ANIMALS, AND EXPERIMENTATION ON HUMAN EMBRYOS FOR INDUSTRIAL PURPOSES. IT ALSO PROHIBITS UNNECESSARY SUFFERING FOR ANIMALS.
