    INTRO: THE FRENCH PARLIAMENT HAS ADOPTED A NEW SET OF IMMIGRATION LAWS DESIGNED TO END THE ANOMALIES OF EARLIER RULES. BUT THE PROPOSED CHANGES SHARPLY DIVIDED THE DIFFERENT COMPONENTS OF THE GOVERNMENT LEFT-WING COALITION, AS JULIAN NUNDY REPORTS FROM PARIS.

    TEXT: ALTHOUGH THE FINAL VOTE ON THE NEW IMMIGRATION LAWS WENT THROUGH WITHOUT A HITCH (PROBLEM), THE DEBATES LEADING UP TO IT WERE OFTEN HEATED.

    FRENCH INTERIOR MINISTER JEAN-PIERRE CHEVENEMENT REACTED UNUSUALLY ANGRILY A FEW DAYS AGO, AS AFRICAN IMMIGRANTS WHO HAVE NOT BEEN ABLE TO OBTAIN LEGAL FRENCH RESIDENTS' PERMITS WERE ALLOWED TO STAY IN A SUBURBAN PARIS CHURCH, WHERE THEY SOUGHT REFUGE. "ON THE DAY OF JUDGMENT," HE SAID, THE LOCAL ROMAN CATHOLIC BISHOP MIGHT HAVE TO ANSWER FOR BEHAVIOR LIKELY TO FAVOR THE RISE OF FRANCE'S EXTREME-RIGHT AND ANTI-IMMIGRATION NATIONAL FRONT.

    MR. CHEVENEMENT IS A LEADER OF A SMALL LEFT-WING FACTION THAT SPLIT FROM THE SOCIALIST PARTY SIX YEARS AGO. HE'S CONSIDERED A STRONG ADVOCATE OF LAW AND ORDER. HIS REMARK ABOUT THE AFRICAN IMMIGRANTS REFLECTS THE HIGHLY CHARGED ATMOSPHERE SURROUNDING IMMIGRATION IN FRANCE. FOR YEARS, A NUMBER OF IMMIGRANTS HAVE BEEN LIVING IN A SORT OF LIMBO. FOR EXAMPLE, BEING MARRIED TO FRENCH CITIZENS OR BEING PARENTS OF CHILDREN RECOGNIZED AS FRENCH PROTECTS AN IMMIGRANT FROM BEING EXPELLED. BUT BECAUSE THEY ORIGINALLY ENTERED FRANCE ILLEGALLY, THE IMMIGRANTS CANNOT HAVE REGULAR RESIDENCE DOCUMENTS.

    AMONG OTHER THINGS, THE NEW LAWS ALLOW OFFICIALS TO GRANT TEMPORARY RESIDENCE PAPERS -- SO THAT IMMIGRANTS CAN LEGALLY SEEK ACCOMMODATION OR WORK -- WHILE THEIR CASES ARE UNDER REVIEW. BUT MANY ON THE LEFT, ESPECIALLY THE COMMUNISTS OR ECOLOGIST "GREENS," SAY THE NEW MEASURES DO NOT GO FAR ENOUGH.

    AS THE PARLIAMENTARY DEBATES WERE IN PROGRESS, THE FRENCH NATIONAL AIRLINE "AIR FRANCE" SAID IT COULD NO LONGER CARRY LARGE NUMBERS OF ILLEGAL IMMIGRANTS BACK TO AFRICA. RECENTLY, SEVERAL FLIGHTS HAVE BEEN DELAYED BECAUSE PASSENGERS PROTESTED THE PRESENCE OF THE HANDCUFFED IMMIGRANTS ON BOARD. ON ONE AIRCRAFT BEFORE TAKEOFF FOR BAMAKO, MALI, A FIGHT BROKE OUT AND THE IMMIGRANTS WERE FINALLY TAKEN OFF THE PLANE.

    THE CHAIRMAN OF THE SENATE COMMITTEE WHICH IS WORKING ON THE TOBACCO SETTLEMENT SAYS THE PROPOSED BILL MAY BE MODIFIED. HOWEVER, SENATOR JOHN MCCAIN EMPHASIZES THAT THE SENATE WILL NOT BE "DICTATED TO" BY THE TOBACCO COMPANIES. ON WEDNESDAY, THE INDUSTRY SAID IT WILL NOT GO ALONG WITH A PLAN WHICH WOULD COST IT MORE THAN 500 BILLION DOLLARS AND OFFER NO REAL IMMUNITY TO LAWSUITS.

    VOICE: THE WAR AGAINST BREAST CANCER CELEBRATED A SIGNIFICANT VICTORY THIS WEEK WITH THE NEWS THAT THE DRUG TAMOXIFEN CUT CANCER RATES BY ALMOST HALF AMONG WOMEN AT RISK. ..... AMID ALL THE JOYFUL WHOOPS, A WORD OF CAUTION MUST BE OFFERED. BECAUSE OF ITS POTENTIAL SIDE EFFECTS, TAMOXIFEN SHOULD NOT BE PRESCRIBED WHOLESALE TO ANY WOMAN WHO FEARS BREAST CANCER. IT SHOULD BE LIMITED TO THE WOMEN AT REAL RISK FOR THE DISEASE.
