ON THE OTHER HAND, THE INTERNATIONAL COMMUNITY HAS COME TO RELY ON HIM TO DELIVER THE GOODS, WHEN IT COMES TO BOSNIA IN PARTICULAR. I THINK THAT WILL EXPLAIN TO A LARGE DEGREE WHY [PRESIDENT] MILOSEVIC THOUGHT THAT THE TIMING WAS OPPORTUNE FOR HIM TO TRY TO CRUSH THE KOSOVO LIBERATION ARMY." BUT THE TURKISH CYPRIOTS, SUPPORTED BY TURKEY, REMAIN ADAMANT -- AND MR. MILLER ADMITTED THIS MADE HIS TASK, AND THAT OF OTHER FOREIGN MEDIATORS, MUCH MORE DIFFICULT.
