    INTRO: THE GERMAN ARMY -- ALREADY UNDER SCRUTINY FOLLOWING A SERIES OF NEO-NAZI SCANDALS -- IS PROBING THE ACTIVITIES OF ITS PEACEKEEPING TROOPS IN BOSNIA-HERZEGOVINA. V-O-A'S KYLE KING REPORTS FROM BONN.

    TEXT: DEFENSE MINISTRY OFFICIALS SAY THEY ARE LOOKING INTO A REPORT THAT TWO GERMAN SOLDIERS STATIONED IN BOSNIA USED ANTI-SEMITIC INSULTS AGAINST ALBANIAN PEACEKEEPING TROOPS.

    A GERMAN TELEVISION NEWS PROGRAM SAYS THE SOLDIERS CALLED THE ALBANIAN TROOPS "DAMN JEWS" WHO WOULD HAVE BEEN SENT TO THE GAS CHAMBER IN THE NAZI ERA. ACCORDING TO THE REPORT, THE INCIDENT HAPPENED LAST OCTOBER AT A GERMAN ARMY BARRACKS OUTSIDE SARAJEVO.

    THE ALBANIAN SOLDIERS WERE ALLEGEDLY NOT AWARE OF THE INSULT. LOCAL COMMANDERS REPORTEDLY RULED THERE WAS NOT SUFFICIENT EVIDENCE OF AN EXTREMIST INCIDENT, BUT FINED THE TWO SOLDIERS ABOUT 27-HUNDRED DOLLARS EACH FOR DRUNKENNESS.

    THE INCIDENT IS THE LATEST IN A STRING OF EMBARRASSING SCANDALS TO HIT THE GERMAN ARMY, INCLUDING THE DISCOVERY OF VIDEO TAPES OF SOLDIERS ENGAGING IN THE BANNED HITLER SALUTE AND DISPLAYING NEO-NAZI FLAGS

    A SPECIAL PARLIAMENTARY COMMITTEE WAS SET UP EARLIER THIS YEAR TO PROBE THE EXTENT OF NEO-NAZI ACTIVITIES IN THE ARMY AFTER IT WAS REVEALED THAT A NEO-NAZI ARSONIST WAS INVITED TO SPEAK AT THE GERMAN MILITARY ACADEMY.

    OFFICIALS SAY THE INCIDENTS WERE ISOLATED AND THE SOLDIERS INVOLVED HAVE BEEN PUNISHED OR DISCHARGED FROM THE ARMY.

    GERMAN TELEVISION REPORTS THE LATEST INCIDENT IN BOSNIA WAS NOT REPORTED UP THE CHAIN OF COMMAND AT THE TIME BECAUSE OF THE SCANDAL IT WOULD CAUSE. DEFENSE MINISTRY OFFICIALS SAY THE INCIDENT WILL BE REINVESTIGATED TO DETERMINE IF FURTHER PUNISHMENT OF THE SOLDIERS IS WARRANTED. (SIGNED)

    INTRO: STOCK PRICES IN THE UNITED STATES WERE UP TODAY (WEDNESDAY) WITH THE DOW JONES INDUSTRIAL AVERAGE CLOSING AT A RECORD HIGH FOR THE SIXTH CONSECUTIVE SESSION. V-O-A CORRESPONDENT BRECK ARDERY REPORTS FROM NEW YORK.

    TEXT: THE DOW JONES INDUSTRIAL AVERAGE CLOSED AT A RECORD HIGH 84-HUNDRED-51, UP 52 POINTS. THE STANDARD AND POOR'S 500 INDEX ALSO CLOSED AT A RECORD HIGH ONE-THOUSAND-32, UP NINE POINTS.

    ANALYSTS SAY THE CURRENT RALLY, WHICH BEGAN FEBRUARY 10TH, IS NOW FEEDING ON ITSELF WITH MANY INVESTMENT MANAGERS AFRAID NOT TO BUY STOCKS.

    U-S WHOLESALE PRICES IN JANUARY FELL BY SEVEN-TENTHS OF A PERCENT, THE BIGGEST DROP IN MORE THAN FOUR YEARS. FALLING ENERGY PRICES AND THE COMPETITIVE PRESSURES BECAUSE OF THE STRONG U-S DOLLAR WERE THE MAIN FACTORS IN THE DROP. THE WHOLESALE PRICE FIGURES UNDERSCORE THE LACK OF ANY SERIOUS INFLATIONARY FORCES IN THE U-S ECONOMY AT THE MOMENT.

    ///REST OPT///

    THE COMMERCE DEPARTMENT REPORTED SIGNS OF A CONTINUED STRONG HOUSING MARKET IN THE UNITED STATES. ALTHOUGH CONSTRUCTION STARTS WERE DOWN SLIGHTLY IN JANUARY, APPLICATIONS FOR NEW HOUSING CONSTRUCTION PERMITS HIT AN EIGHT-YEAR HIGH.

    THE BOEING AIRCRAFT COMPANY SAYS IT HAS NOT LOST A SINGLE ORDER AS A RESULT OF THE FINANCIAL CRISIS IN PARTS OF ASIA. HOWEVER, BOEING CONCEDES THE ASIAN SITUATION MAY RESULT IN A SLOWDOWN OF DELIVERIES TO SOME ASIAN AIRLINES.

    A U-S BOND RATING COMPANY HAS RAISED ITS OPINION OF SOUTH KOREAN DEBT. THE STANDARD AND POOR'S COMPANY RAISED ITS RATING ON SOUTH KOREA'S LONG-TERM DEBT TO A DOUBLE "B" PLUS. THE UPGRADE PUTS SOUTH KOREAN DEBT JUST BELOW WHAT IS CONSIDERED "INVESTMENT GRADE" OR LOW-RISK DEBT.

    THE DURACELL BATTERY DIVISION OF THE GILLETTE COMPANY HAS ANNOUNCED A NEW ALKALINE BATTERY WHICH IT CLAIMS WILL LAST 50 PERCENT LONGER THAN EXISTING ALKALINE CELLS. DURACELL SAYS THE NEW BATTERIES WILL BE IDEAL FOR HIGH-TECHNOLOGY DEVICES SUCH AS HAND-HELD COMPUTERS AND CELLULAR TELEPHONES.

    OFFICIALS OF THE CALIFORNIA GOVERNMENT WORKERS RETIREMENT FUND ARE RESISTING PRESSURE FROM THE STATE LEGISLATURE TO SELL MORE THAN ONE BILLION DOLLARS WORTH OF STOCK IN TOBACCO COMPANIES. [04] NORTHERN IRELAND (L-ONLY) BY ANDRE DE NESNERA (LONDON)

    VOICED AT:

    INTRO: SINN FEIN -- THE POLITICAL WING OF THE IRISH REPUBLICAN ARMY -- IS STILL FIGHTING TO STAY IN THE CURRENT TALKS ON NORTHERN IRELAND AND IS RESISTING AN ATTEMPT BY THE BRITISH GOVERNMENT TO HAVE IT EXPELLED. V-O-A'S ANDRE DE NESNERA REPORTS FROM LONDON.

    TEXT: NEGOTIATORS TRYING TO MAP OUT THE POLITICAL FUTURE OF NORTHERN IRELAND WERE TO HAVE USED THE THREE DAYS IN IRELAND'S CAPITAL, DUBLIN, TO DISCUSS RELATIONS BETWEEN THE BRITISH PROVINCE AND THE IRISH REPUBLIC. INSTEAD, THEY HAVE BEEN ENGAGED IN TIME-CONSUMING DEBATES ABOUT WHETHER TO EXPEL SINN FEIN -- THE I-R-A'S POLITICAL WING -- FROM THE TALKS PROCESS.

    THE BRITISH AND IRISH GOVERNMENTS AGREE SINN FEIN MUST BE THROWN OUT -- AT LEAST TEMPORARILY -- BECAUSE OF ITS CLOSE ASSOCIATION WITH THE I-R-A -- WHICH HAS BEEN BLAMED FOR TWO RECENT KILLINGS IN BELFAST.

    SINN FEIN LEADERS HAVE -- IN A SENSE -- RAISED THE STAKES BY ASKING A DUBLIN COURT TO JUDGE WHETHER THE EXPULSION IS LEGAL. BRITISH AND IRISH OFFICIALS HAVE SAID THIS IS A POLITICAL AND NOT A LEGAL MATTER. BUT SINN FEIN PRESIDENT GERRY ADAMS TOLD REPORTERS HIS PARTY WILL CONTINUE TO FIGHT TO STAY IN THE TALKS.

    /// ADAMS ACT ///

    ANYONE WHO THOUGHT THAT WE WERE GOING TO LIE DOWN, ROLL OVER, I THINK HAS SEEN THAT WE ARE BACK HERE TODAY WITH THE SAME COMMITMENT WE HAD YEARS AGO WHEN WE STARTED TO BUILD THE PEACE PROCESS.

    /// END ACT ///

    LEGAL EXPERTS HERE SAY IF SINN FEIN WINS ITS LEGAL BATTLE AND PREVENTS THE BRITISH GOVERNMENT FROM EXPELLING IT, THAT VICTORY WILL BE SHORT-LIVED BECAUSE A DUBLIN COURT HAS NO JURISDICTION IN NORTHERN IRELAND. AND THE TALKS RESUME IN BELFAST NEXT MONDAY.

    SEVERAL WEEKS AGO, A SMALL PRO-BRITISH POLITICAL PARTY WAS EXPELLED FOR FOUR WEEKS FROM THE TALKS AFTER THE LOYALIST PARAMILITARIES IT REPRESENTS WERE HELD RESPONSIBLE FOR SEVERAL MURDERS IN NORTHERN IRELAND.

    JOHN ALDERDICE -- LEADER OF THE NON-SECTARIAN "ALLIANCE" PARTY - SAYS THE PRINCIPLES OF DEMOCRACY UNDERPINNING THE TALKS -- KNOWN AS THE MITCHELL PRINCIPLES -- HAVE TO BE OBSERVED.

    /// ALDERDICE ACT ///

    THIS IS NOT JUST SOME HIGH-FLOWN DOCTRINAIRE NOTION ABOUT PRINCIPLE. WHEN WE MADE IT CLEAR THAT THE LOYALISTS HAD TO LEAVE IF THEY WERE NOT TO STICK BY THE MITCHELL PRINCIPLES, MANY PEOPLE SAID YOU ARE GOING TO WRECK THE TALKS, THERE WILL BE FAR MORE VIOLENCE AND SO ON. IN FACT, WHEN WE DID WHAT WE DID AND THEY HAD TO LEAVE THE TALKS, THE MURDERS BY LOYALISTS STOPPED OVERNIGHT -- LIKE A TAP BEING TURNED OFF -- AND THE POLITICAL PROCESS LEAPT INTO A NEW PHASE OF PROGRESS. WE MADE SIGNIFICANT STEPS FORWARD.

    /// END ACT ///

    AT THE SAME TIME, MR. ALDERDICE SAYS NEGOTIATORS WILL HAVE TO WORK DOUBLY HARD IF THEY ARE TO REACH AN AGREEMENT BY THE MAY DEADLINE IMPOSED BY THE BRITISH GOVERNMENT -- ESPECIALLY SINCE THE THREE DAYS IN DUBLIN WERE OVERTAKEN BY OTHER EVENTS. (SIGNED)

    [05] WEDNESDAY'S EDITORIALS BY ANDREW N. GUTHRIE (WASHINGTON)

    DATE=02/18/98
    TYPE=U-S EDITORIAL DIGEST

    //// EDS: PERISHABLE MATERIAL, DATED AFTER 10 P-M E-S-T ! ////

    INTRO: REACTION TO PRESIDENT CLINTON'S COMMENTS TUESDAY ABOUT THE REASONS FOR A POSSIBLE U-S ATTACK AGAINST IRAQ DOMINATE THE NATION'S EDITORIAL PAGES TODAY.

    OTHER TOPICS DRAWING REACTION INCLUDE: THE PRESIDENT'S HIGH STANDING IN THE POLLS, DESPITE THE ONGOING WHITE HOUSE SEX SCANDAL; A PLAN TO ELIMINATE A MONUMENT TO TERROR IN ARGENTINA; INDONESIA'S MONEY TROUBLES; INTERPRETING THE NEW, PROPOSED, FEDERAL BUDGET; AND A GOLD MEDAL FOR THE U-S WOMEN'S ICE HOCKEY TEAM DRAWS PRAISE. NOW, HERE IS _____________ WITH A CLOSER LOOK AND SOME QUOTES IN TODAY'S EDITORIAL DIGEST.

    TEXT: THE PRESIDENT'S SPEECH AT THE PENTAGON WAS, IN THE OPINION OF MANY EDITORIAL WRITERS, HIS CLEAREST EXPLANATION OF U-S POLICY TOWARD IRAQ, INCLUDING HIS STRONGEST EXPOSITION OF WHY HE IS PLANNING A MILITARY ATTACK IF DIPLOMACY FAILS. THREE OF THE NATION'S LARGEST AND MOST INFLUENTIAL NEWSPAPERS, "THE NEW YORK, LOS ANGELES TIMES AND "THE WASHINGTON POST," ALL HAD EDITORIALS ON THE PRESIDENT'S COMMENTS. HERE'S SOME OF WHAT "THE NEW YORK TIMES" SAYS.

    VOICE: WITH THE APPROACH OF A NEW MOON OVER IRAQ NEXT WEEK, AND THE DARKNESS IT WILL PROVIDE FOR AIR OPERATIONS, THE DAYS FOR DIPLOMACY WOULD APPEAR TO BE DWINDLING FAST. THAT IS WHY KOFI ANNAN, THE UNITED NATIONS SECRETARY GENERAL, IS PREPARING FOR AN URGENT VISIT TO BAGHDAD, AND IT IS WHY PRESIDENT CLINTON TRAVELED TO THE PENTAGON YESTERDAY TO ISSUE HIS MOST EXPLICIT WARNING TO SADDAM HUSSEIN THAT THE UNITED STATES WILL USE MILITARY FORCE IF HE REFUSES TO ALLOW UNRESTRICTED ACCESS TO U-N WEAPONS INSPECTORS. ..... MR. HUSSEIN MUST HONOR THE AGREEMENTS HE MADE WITH THE SECURITY COUNCIL AT THE END OF THE PERSIAN GULF WAR TO DESIST FROM THE DEVELOPMENT OF WEAPONS OF MASS DESTRUCTION AND TO DESTROY THOSE HE HAS AS WELL AS THE MEANS TO MAKE THEM. .... THE IRAQ CRISIS IS NEITHER MORE NOR LESS THAN THAT.

    TEXT: ADDS "THE LOS ANGELES TIMES:"

    VOICE: IF FORCE IS USED, IT'S REALISTIC AND ACHIEVABLE GOAL WOULD BE TO WEAKEN THE SECURITY UNDERPINNINGS OF HIS REGIME AND AT LEAST SET BACK FURTHER DEVELOPMENT OF HIS TERROR WEAPONS. EVEN THIS LIMITED OBJECTIVE IS RESISTED BY SOME WHO SEE ECONOMIC PROFIT OR POLITICAL VALUE IN OPPOSING U-S POLICY, INCLUDING COUNTRIES THAT WOULD BE AMONG THE FIRST VICTIMS OF A REARMED IRAQ. THAT OTHERS REFUSE TO ACKNOWLEDGE THE MAGNITUDE OF THE THREAT SHOULD NOT INHIBIT WASHINGTON FROM TAKING WHAT MEASURES AMERICAN INTERESTS REQUIRE.

    TEXT: "THE WASHINGTON POST" COMMENTS THAT THE PRESIDENT WAS ONLY PARTLY SUCCESSFUL IN EDUCATING THE AMERICAN PUBLIC TOWARD THE ULTIMATE NEED FOR AN ATTACK.

    VOICE: THE PRESIDENT'S OWN RHETORIC HAS DOWNSHIFTED FROM PROMISING TO DENY SADDAM HUSSEIN THE CAPABILITY TO USE WEAPONS OF MASS DESTRUCTION TO PLEDGING ONLY TO DIMINISH THAT CAPABILITY. ..... IT'S FAR FROM CLEAR THAT AIR STRIKES ARE AN EFFECTIVE WEAPON AGAINST THE CAPABILITIES AT ISSUE HERE, AND IT'S EVEN LESS CERTAIN HOW THE UNITED NATIONS, IF IT DOES NOT GET ITS INSPECTORS BACK INTO IRAQ, WILL HAVE SUFFICIENT INFORMATION IN SIX MONTHS OR A YEAR TO CREDIBLY THREATEN A SECOND ROUND OF MILITARY ACTION.

    TEXT: MOVING ON, "USA TODAY" HAS AN EDITORIAL COMPARING PRESIDENT CLINTON TO RICHARD NIXON, AS REGARDS HIS HIGH STANDING IN CURRENT POLLS, DESPITE A DEVELOPING SCANDAL IN THE WHITE HOUSE, WHICH WAS ALSO THE SITUATION IN THE WINTER OF 1973. SAYS THE PAPER:

    VOICE: [MR.] NIXON, THE ONLY PRESIDENT FORCED TO RESIGN UNDER THREAT OF IMPEACHMENT, WAS AT A PEAK WITH THE AMERICAN PUBLIC SEVEN MONTHS INTO THE WATERGATE SCANDAL. BASED ON WHAT FOLLOWED, CLINTON & COMPANY WOULD DO WELL TO NOTE THE FIRST SIGNS OF A SLIP IN PUBLIC CONFIDENCE, RECORDED BY THE USA TODAY/CNN/GALLUP POLL AND OTHERS THIS WEEK. ...... IF [MR.] CLINTON IS AS CLEAN AS HE'D LIKE THE PUBLIC TO BELIEVE, HE SHOULD HAVE LITTLE TO FEAR. IF NOT, HE HAS A GRIM WHITE HOUSE GHOST FROM A QUARTER-CENTURY AGO TO CONFRONT.

    TEXT: TURNING OVERSEAS, "THE LOS ANGELES TIMES" QUESTIONS THE MOTIVES OF ARGENTINA'S PRESIDENT IN DOING AWAY WITH A GRISLY REMINDER OF THE NATION'S ODIOUS PAST.

    VOICE: NATIONS RAISE MONUMENTS AND PRESERVE RELICS TO CELEBRATE GREAT VICTORIES AND HEROIC DEFEATS. THESE ARE LESSONS OF HISTORY. SO WHY DOES ARGENTINE PRESIDENT CARLOS MENEM WANT TO DESTROY HIS NAVY'S SCHOOL OF MECHANICS BUILDING AND REPLACE IT WITH A MONUMENT TO NATIONAL RECONCILIATION THAT DOES NOT EXIST? .... IT WAS WITHIN THE WALLS OF THE SCHOOL OF MECHANICS THAT THE STATE'S VICTIMS WERE TORTURED, RAPED AND, OFTEN, TOSSED INTO AN AIRPLANE FROM WHICH THEY WERE THROWN ALIVE INTO THE RIO DE LA PLATA OR THE SOUTH ATLANTIC. IF [MR.] MENEM RAZES THE BUILDING, HE WOULD BE TEARING A BLOODY AND UNENDED CHAPTER FROM HIS COUNTRY'S HISTORY. .... WHO SPEAKS FOR THE DEAD? THE SCHOOL OF MECHANICS DOES, JUST AS SURELY AS TO ..... AUSCHWITZ AND DACHAU .....

    TEXT: TODAY'S "NEW YORK TIMES" IS AGAIN COMMENTING ON THE LATEST REPORTS FROM INDONESIA, WHERE THE ECONOMY CONTINUES TO CRUMBLE.

    VOICE: FACING A PLUMMETING ECONOMY AND ANGRY RIOTERS, PRESIDENT SUHARTO HAS TURNED IN DESPERATION TO A MAGICAL REMEDY KNOWN AS A CURRENCY BOARD. ..... IN THEORY, A DOLLAR-BACKED CURRENCY BROAD ASSURES FOREIGN INVESTORS THAT THEIR MONEY IS SAFE, LEADING THEM TO RETURN AND THEREBY STIMULATING RECOVERY. BUT WHAT SOUNDS APPEALING, MOST WESTERN EXPERTS WARN, COULD EASILY BACKFIRE IN PRACTICE. .... THE DICTATORIAL INDONESIAN LEADER HAS THE POWER TO IMPOSE HIS IRRESPONSIBLE WILL ON HIS COUNTRYMEN. BUT THE FUND [INTERNATIONAL MONETARY FUND] MUST TELL HIM THE WEST WILL NOT BE COMPLICIT.

    TEXT: BACK HOME, QUESTIONS ARE BEING RAISED ABOUT THE PROPOSED, AND BALANCED, U-S BUDGET MR. CLINTON SENT TO CONGRESS RECENTLY. SAYS "THE LOS ANGELES TIMES:"

    VOICE: WHEN PRESIDENT CLINTON'S NEW FEDERAL BUDGET HIT THE DESKS IN CONGRESS, REPUBLICANS PROCLAIMED THAT THE DAYS OF BIG GOVERNMENT AND TAXING AND SPENDING WERE BACK. MOST OF THE GOP CONCERNS ARE BASED ON [MR.] CLINTON'S PROPOSED 150-BILLION DOLLARS IN NEW INITIATIVES. WELL THERE ARE MANY WAYS OF ANALYZING A ONE-POINT-SEVEN-TRILLION DOLLAR BUDGET. THE LIBERAL CENTER ON BUDGET AND POLICY PRIORITIES HAS LOOKED AT THE SAME BLUEPRINT AND NOTES THAT THE 1999 BUDGET MEANS GOVERNMENT WILL CONTINUE TO SHRINK AS A SHARE OF THE NATIONAL ECONOMY. ... THE CLINTON BUDGET ..... DOES NOT APPEAR TO BE A SYMPTOM OF MUSHROOMING GOVERNMENT.

    TEXT: FINALLY, SOME WORDS OF PRAISE FROM MAINE'S "PORTLAND PRESS HERALD" FOR THE U-S WOMEN'S ICE HOCKEY TEAM WHICH WON THE GOLD MEDAL IN AN EXCITING THREE TO ONE VICTORY AGAINST CANADA.

    VOICE: A GOLD MEDAL IS SWEET IN ANY OLYMPICS, AS IT MEANS YOU ARE THE BEST IN THE WORLD. WINNING THE FIRST GOLD MEDAL EVER AWARDED IN YOUR SPORT MUST BE SWEETER STILL. HOWEVER, WINNING THE GOLD AS A WOMEN'S TEAM IN A GAME ONCE EXCLUSIVELY MALE HAS TO BE SWEETEST OF ALL. ..... NOW, U-S WOMEN HAVE THE GOLD, AND THEIR SPORT HAS MILLIONS OF NEW FANS. THAT'S THE REAL VICTORY IN NAGANO.

    TEXT: ON THAT NOTE, WE CONCLUDE THIS SAMPLING OF EDITORIAL COMMENT FROM THE DAY'S U-S PRESS.
