THE MANDATE HAS BEEN RENEWED EVERY SIX MONTHS SINCE THE END OF THE GULF WAR, AND IS AIMED AT PROTECTING KURDS IN NORTHERN IRAQ FROM THE FORCES OF IRAQI PRESIDENT SADDAM HUSSEIN.
