INSTEAD OF DEALING WITH THESE HARDSHIPS, SADDAM HUSSEIN HAS POURED GOVERNMENT FUNDS INTO BUILDING BIOLOGICAL, CHEMICAL AND NUCLEAR WEAPONS AND CONSTRUCTING OPULENT PALACES FOR HIMSELF AND HIS FAMILY.
