    THE PROPOSAL IS SUPPORTED BY BRITISH PRIME MINISTER TONY BLAIR AS PART OF HIS LABOR PARTY'S COMMITMENT TO MODERNIZE THE COUNTRY'S INSTITUTIONS AS BRITAIN ENTERS THE 21ST CENTURY. LAST WEEK, VOTERS IN SCOTLAND OVERWHELMINGLY APPROVED THE IDEA OF A SCOTTISH PARLIAMENT WITH TAX-LEVYING POWERS.     THE BIGGEST GAINS WERE POSTED ON THE FRANKFURT "DAX 30," WHICH ADDED MORE THAN 111 POINTS, DRIVEN IN PART BY SPECULATION ON BANK MERGERS AND TAKEOVERS. IN PARIS, THE "CAC 40" STARTED STRONG, BUT RETREATED AS PRICES FELL LATER IN THE DAY IN NEW YORK. THE PARIS INDEX POSTED A GAIN OF NEARLY THREE-AND-A-HALF POINTS.
