ABOUT 50 FOREIGN POLICY EXPERTS HAVE SENT A LETTER TO PRESIDENT BILL CLINTON ARGUING AGAINST EXPANSION, AIMING TO PREVENT RATIFICATION BY THE SENATE IF THE DECISION TO INVITE NEW MEMBERS IS MADE IN MADRID.     INTRO: THE EUROPEAN UNION'S SMALLEST COUNTRY -- LUXEMBOURG -- THIS WEEK TAKES OVER THE E-U PRESIDENCY, AS THE 15-NATION BLOC PREPARES FOR THE ADMISSION OF ITS FIRST NEW MEMBERS FROM EASTERN EUROPE. JOHN FRASER IN BRUSSELS REPORTS ALL 20 MEMBERS OF THE EUROPEAN COMMISSION -- THE E-U'S EXECUTIVE -- WILL TRAVEL THURSDAY TO LUXEMBOURG TO MEET THEIR COUNTERPARTS IN THE LUXEMBOURG GOVERNMENT.

    TEXT: LITTLE LUXEMBOURG, WHOSE ENTIRE NATIONAL POPULATION IS JUST ONE-THIRD OF THAT OF A CITY LIKE BRUSSELS, IS TAKING ON A BIG RESPONSIBILITY.     THIS MONTH, THE EUROPEAN COMMISSION WILL BE PRESENTING ITS ADVICE ON WHICH OF THE CANDIDATES FROM CENTRAL AND EASTERN EUROPE WHO WANT TO JOIN THE E-U SHOULD BE ALLOWED TO DO SO. TO QUALIFY, THEY MUST OBSERVE BASIC HUMAN RIGHTS AND ALSO MUST HAVE ECONOMIES WHICH ARE SUFFICIENTLY ADVANCED, AND WHICH FOLLOW THE FREE MARKET, CAPITALIST MODEL.

    BUT THE E-U ITSELF ALSO HAS TO ADAPT TO ADMIT THE NEW MEMBERS, BY REFORMING ITS TWO MOST EXPENSIVE PROGRAMS -- AGRICULTURAL SUBSIDIES AND HELP FOR EUROPE'S POORER REGIONS.

    WITHOUT SUCH REFORM, THE EUROPEAN UNION'S BUDGET WOULD SPIRAL UPWARDS, AS THE SAME BENEFITS ARE EXTENDED TO ALL NEW MEMBERS.

    THE AMSTERDAM SUMMIT FAILED TO REFORM E-U VOTING RULES, AND TO PUT A CURB ON THE NUMBER OF E-U COMMISSIONERS, AND THESE ISSUES STILL NEED TO BE SORTED OUT BEFORE ANY NEW MEMBERS CAN BE ADMITTED.
