TEXT: THOUSANDS OF WORKERS GATHERED IN BELGRADE AND IN THE TOWN OF NIS, TO THE SOUTH, TO PROTEST YUGOSLAV GOVERNMENT ECONOMIC POLICIES. POLICE DID NOT INTERFERE AS UNEMPLOYED WORKERS DEMANDED JOBS. WORKERS WITH JOBS DEMANDED OVERDUE PAY. THE DEMONSTRATORS IN BELGRADE WERE JOINED BY YUGOSLAVIA'S CENTRAL BANK GOVERNOR DRAGOSLAV AVRAMOVIC WHO IS CREDITED WITH ENDING THE COUNTRY'S HYPER-INFLATION. MR. AVRAMOVIC SAID GOVERNMENT PRESSURE ON THE CENTRAL BANK TO PRINT MORE MONEY COULD ONLY LEAD TO A NEW INFLATION CATASTROPHE WITHIN TWO WEEKS. HE IS URGING THE GOVERNMENT TO RE-INSTATE HIM AS CHIEF NEGOTIATOR IN YUGOSLAVIA'S ATTEMPTS TO RE-JOIN THE INTERNATIONAL MONETARY FUND. MR. AVRAMOVIC WAS REPLACED LAST WEEK AS NEGOTIATOR BY AN ALLY OF SERBIAN PRESIDENT SLOBODAN MILOSEVIC. HE SAYS HE NOW EXPECTS TO LOSE HIS JOB AS CENTRAL BANK GOVERNOR. HE WAS SIDELINED FROM THE NEGOTIATIONS WITH THE I-M-F BECAUSE OF POLICY DIFFERENCES WITH THE RULING SOCIALIST PARTY IN BELGRADE. HE THOUGHT YUGOSLAVIA SHOULD ACCEPT THE I-M-F'S MEMBERSHIP TERMS. THE SOCIALIST PARTY DISAGREED. THERE WERE ALSO DIFFERENCES OVER PRIVATIZING YUGOSLAVIA'S INEFFICIENT STATE-RUN INDUSTRY. THE CENTRAL BANK GOVERNOR BELIEVES PRIVATIZATION SHOULD BE MANDATORY AND RAPID. THE SOCIALIST PARTY FAVORS GRADUAL AND VOLUNTARY PRIVATIZATION. DESPITE THE SUSPENSION OF INTERNATIONAL SANCTIONS AGAINST YUGOSLAVIA, THE COUNTRY'S ECONOMY IS STAGNATING. INFLATION AND UN-EMPLOYMENT REMAIN AT HIGH LEVELS. THE SERIOUS ECONOMIC PROBLEMS DO NOT THREATEN THE SERBIAN
