LESS THAN 10 PERCENT OF THE WORK FORCE HAS ANY KIND OF JOB AND 90 PERCENT OF THE POPULATION DEPENDS ON HUMANITARIAN ASSISTANCE. TOP OFFICIALS ACKNOWLEDGE THE NEED FOR A QUICK DEMONSTRATION OF A TANGIBLE BENEFIT FROM PEACE. THE GENERAL ASSEMBLY IN DECEMBER PASSED THE FIRST NO-GROWTH BUDGET IN ITS HISTORY, WHICH DEMANDED 154 MILLION DOLLARS IN CUTS. THE U-N'S CHIEF FINANCIAL OFFICER SAYS THE U-N WILL HAVE TO DEMAND GREATER EFFICIENCY TO DELIVER THE SAME LEVEL OF SERVICES GOVERNMENTS ARE USED TO. HE BELIEVES IT CAN BE DONE.
