ASKED ABOUT REPORTS, THE BOSNIAN GOVERNMENT HAS BEEN PREPARING LISTS OF PEOPLE WHO MAY BE CHARGED WITH WAR CRIMES, NATO OFFICIALS ACKNOWLEDGED SOME MESSAGES BEING PUT OUT ARE NOT HELPFUL.
