    US DEBT CEILING -- PRESIDENT CLINTON'S VETO OF A MEASURE TO INCREASE TO SO-CALLED DEBT CEILING, PASSED BY THE REPUBLICAN-CONTROLLED CONGRESS LEAVES THE UNITED STATES CLOSE TO THE LIMIT OF ITS BORROWING AUTHORITY. THIS RAISES THE SPECTER OF THE GOVERNMENT NOT BEING ABLE TO MEET ITS FINANCIAL OBLIGATIONS. SIX PEOPLE WERE KILLED -- FOUR OF THEM AMERICANS -- AND SOME 60 WOUNDED. VOA'S DAVID GOLLUST REPORTS FROM THE PENTAGON.

    TEXT: PRESIDENT CLINTON IS PROMISING AN ENORMOUS EFFORT TO FIND THOSE RESPONSIBLE FOR THE TERRORIST BOMBING HE DESCRIBES AS A HIDEOUS ACT.

    CLAIMS OF RESPONSIBILITY IN THE NAME OF TWO GROUPS OPPOSING THE U-S MILITARY PRESENCE IN SAUDI ARABIA WERE TELEPHONED TO NEWS AGENCIES, BUT NEITHER HAS BEEN VERIFIED.

    OFFICIALS HERE CONCEDED THE BUILDING WAS ONLY LIGHTLY-GUARDED, AND REVIEW OF SECURITY FOR ALL FACILITIES HOUSING U-S MILITARY AND RELATED CIVILIAN PERSONNEL HAS BEEN ORDERED.
