HOLBROOKE'S SURPRISE, BOSNIAN SERB LEADER RADOVAN KARADZIC AND HIS MILITARY CHIEF, GENERAL RATKO MLADIC, WERE INTRODUCED TO THE AMERICAN DIPLOMAT. THEY INDICATED THEIR SUPPORT FOR THE SERBIAN PLAN TO STOP NATO AIR STRIKES IN RETURN FOR THE WITHDRAWAL OF BOSNIAN SERB HEAVY WEAPONS AWAY FROM SARAJEVO. THIS WAS MR. HOLBROOKE'S FIRST MEETING WITH THE TWO BOSNIAN SERB LEADERS WHO HAVE BEEN INDICTED AS WAR CRIMINALS BY THE INTERNATIONAL TRIBUNAL IN THE HAGUE. IN RETURN, THE SOURCES SAY THE UNITED NATIONS WILL MONITOR BOSNIAN ARMY HEAVY WEAPONS IN SARAJEVO SO THEY COULD NOT ATTACK SERB-HELD AREAS AROUND THE CAPITAL. NATO HAS ALREADY SUSPENDED ITS AIR ATTACKS ON THE SERBS IN ANTICIPATION THAT THE SERBS WILL SOON BEGIN TO WITHDRAW THEIR HEAVY WEAPONS FROM SARAJEVO. AMERICAN PEACE ENVOY RICHARD HOLBROOKE ENDED A MEETING ON THE DEAL WITH THE BOSNIAN PRESIDENT, ALIJA IZETBEGOVIC. FURTHER DISCUSSIONS WERE POSSIBLE. THE PLAN TO END THE MILITARY CONFRONTATION BETWEEN NATO AND THE BOSNIAN SERBS EMERGED FROM EARLIER TALKS IN BELGRADE. MR.
