[01] ERDOGAN: “EDUCATION IS OUR NATIONAL CAUSE”
Prime Minister Recep Tayyip Erdogan accompanied by Educational Minister
Huseyin Celik yesterday ushered in the new school year at Kutahya’s Linyit
Primary School. Speaking to the opening ceremony, the premier stated that
the government placed great importance on education, pointing out that the
Education Ministry took the biggest share of the state budget. Stressing
that investing in education was an investment in Turkey’s future, Erdogan
said education was a national cause, adding that Turkey would make progress
only with well-educated people. /Hurriyet/
[02] GUL: “THE US SHOULD TARGET THE PKK”
Foreign Minister Abdullah Gul said yesterday that operations against
terrorist groups in Iraq should also be done to the terrorist PKK. Gul, who
is currently visiting New York for a United Nations meeting, told reporters
that the fight against the PKK was not only the duty of Iraqis but also
that of coalition forces in this country. Stressing that his government was
closely pursuing developments in the Iraqi city of Tal Afar, Gul said that
Turkey had called on US officials to protect civilians in the city during
the operations. Meanwhile, Gul held a meeting with Turkey’s consuls general
in the US yesterday. He is also set to accompany Prime Minister Recep
Tayyip Erdogan, who left for New York to attend a UN heads of state and
government summit this week. /Turkiye/
[03] CICEK PRESENTS THREE ANTI-TERROR PROPOSALS
Justice Minister Cemil Cicek has presented a package of amendments to the
Anti-Terror Law in the form of three proposals to the Justice Ministry.
Under these proposals, a wide range of activities constituting crimes meant
to upset the political, legal, economic or social order and foment
instability would be considered terrorist actions. Terrorist group leaders
would be eligible for 10-year prison sentences and group members would be
eligible for five-year sentences. Non-terrorist group members who commit
crimes on behalf of such groups would also be considered terror criminals
and be given jail sentence of five years. Cicek also stated that a bill has
been proposed to give medical treatment to dependents of village guards
with a card issued by the state. /Star/
[04] BAYKAL CALLS ON PARLIAMENT TO CONVENE TO DISCUSS TERRORIST INCIDENTS
Following a two-hour meeting of the main opposition Republican People’s
Party’s (CHP) Central Executive Committee and parliamentary group managing
board yesterday, CHP leader Deniz Baykal said that they had evaluated a
rising wave of terror and unrest in recent months in the country. Speaking
at a press conference, he urged Parliament to hold an extraordinary session
to debate terrorism. Criticizing the government’s stance on the recent
terrorist events, Baykal said that there was lack of a clear policy on the
matter. Under the law, Parliament can be called for an extraordinary
session only by the president or Parliament speaker. Parliament is
scheduled to return from its recess on Oct. 1. /Cumhuriyet/
[05] OZKOK SPEAKS ON RECENT TERRORIST ATTACKS
Speaking yesterday at the 9th Army Corps Command in Erzurum about the
recent terrorist attacks, Chief of General Staff Gen. Hilmi Ozkok called on
the people to live in unity and solidarity. “If we are tied to each other
with bonds of friendship and cooperation, we can develop this country more
and live more happily,” said Ozkok. Then Ozkok visited Erzurum Governor
Celalettin Guvenc at his office. During his visit, he said that the recent
incidents had saddened everybody and that that they hadn’t represented a
certain age group or educational level. He added that everybody should take
lessons from the incidents and that citizens should trust the government
and claim their rights and voice criticisms under the law. _Cumhuriyet
[06] FT: “CYPRUS RECOGNITION DEADLOCK BROKEN”
British daily the Financial Times reported yesterday that the European
Union disagreement over Turkish recognition of the Greek Cypriot
administration had been solved. The daily wrote that Turkey’s hopes for
starting European Union membership talks on Oct. 3 had risen thanks to the
agreement reached between France and EU Term President Britain. The Times
added that there was no obstacle to Turkey’s membership talks and that the
agreement was based on the principle of recognizing the Greek Cypriot
administration not before the negotiations, but before full membership. The
daily added that an agreement was reached on declaring that Turkey would
become a full member after recognizing all the EU members and that Turkey’s
recognizing the Greek Cypriot administration as soon as possible would be
welcomed greatly. /Star/
[07] TALABANI CRITICIZES TURKEY, RUSSIA
Iraqi President Jalal Talabani yesterday made harsh criticisms of both
Turkey and Russia. Speaking to Russian daily Komersant, Talabani said
Russia’s advocating a US pullout from Iraq was unrealistic. Talabani asked
who would prevent Turkey from entering northern Iraq claiming to be
defending the Turkmen, if US soldiers were to leave Iraq tomorrow. Stating
that a period of new realities had started with new political parties and
administration in the post-Saddam era, Talabani said that Turkey was
claiming to have rights in Kirkuk by playing the role of the defender of
the Turkmen minority, adding that Iran and Syria have set their sight on
Iraqi land. /Hurriyet/
[08] WASHINGTON: “TURKEY’S CONCERNS ABOUT THE TERRORIST PKK ARE LEGITIMATE”
US State Department Coordinator for Iraq James Jeffrey yesterday organized
a briefing on Iraq for Turkish journalists in Washington. Speaking to the
briefing, Jeffrey said that the US considered the terrorist PKK no
different from al-Qaeda, and PKK leader Abdullah Ocalan no different from
Osama bin Laden. Stating that the US hopes that the PKK will be destroyed,
Jeffrey said that Turkey’s interests are also the US’ and that the US was
following the terrorists closely and sharing intelligence about them with
the Turkish and Iraqi governments. Jeffrey added that the US was concerned
about the PKK issue and that it considered Turkey’s concerns “legitimate.”
He added that the Iraqi government also considered the PKK a terrorist
group and that all political groups in Iraq should cooperate with Turkey.
Jeffrey said that a wide range of support, including commercial, material,
and electrical, was being provided to Iraq by Turkey. /Sabah/
[09] ANATOLIAN EAGLE MANEUVERS BEGIN
The Anatolian Eagle Maneuvers started yesterday at the Konya 3rd Main Jet
Headquarters Command under the planning, coordination and responsibility of
the Air Forces Command. Flights will be made in non-residential regions in
daytime at medium and high altitudes and traditional training equipment
will be used in the maneuvers, participated in by France, Italy, the
Netherlands and Turkey. /Star/
[10] BABACAN MEETS WITH IMF DELEGATION
State Minister Ali Babacan accompanied by high-level bureaucrats of the
Treasury Undersecretariat yesterday met with an International Monetary Fund
delegation visiting the country for a second review of the nation’s economy
program. During their three-hour-plus meeting, the IMF group headed by
Lorenzo Giorgianni and Turkish officials focused on developments concerning
inflation, employment, monetary policy, payment equilibrium, the 2005-2006
budget, banking and social security reform, as well as growth. /Turkiye/
[11] SHELL-KOC GETS 51 PCT STAKE OF TUPRAS
The Shell-Koc consortium yesterday got a 51 percent stake of giant oil
refiner Tupras during an open auction with a record $4.14 billion offer.
The sale of Tupras was a central element of the Turkish privatization
program, backed by an International Monetary Fund loan deal. /Milliyet/
[12] TURKISH-GERMAN WRITERS TO MEET IN GERMANY
The Forum Freies Theater (FFT), known for its innovative work in Germany,
will organize a Turkish-German Writers Workshop on Oct. 14-16 as part of
the “New East” project. The project concerns young writers who have
published at least one book in both Turkey and Germany. The workshop will
be conducted by two German and two Turkish writers. The participants are to
prepare plays on Turkish-German relations, dialogue opportunities of the
two nations, and the theme of “borders.” /Cumhuriyet/
[13] TURKISH BALLET TO PERFORM IN PAKISTAN
The Ankara State Opera and Ballet will stage a ballet performance on Sept.
28 in Islamabad with the cooperation of the Pakistan Volunteer Women’s
Organization (VWO) and the Turkish Embassy. In 1996 the group became the
first foreign group to perform a ballet in Pakistan as part of Independence
Day celebrations in Pakistan. /Aksam/
