[01] FINI: “ITALY WILL DO ITS BEST TO SUPPORT TURKISH CYPRUS”Italian Foreign Minister Gianfranco Fini yesterday arrived in Turkey to discuss bilateral and international issues with Turkish officials. Fini was received by President Ahmet Necdet Sezer at the Cankaya Presidential Palace, in a closed-door meeting. Fini then met with Prime Minister Recep Tayyip Erdogan at Prime Ministry headquarters. Fini remarked that although Turkish-Italian economic relations are on the right track, they can still be improved. ‘My country will do its best to end the isolation of Turkish Cyprus,” he added. Last night Fini met with Foreign Minister Abdullah Gul. /Aksam/[02] EUROPEAN REFORM CENTER REPORT PRAISES TURKEYThe European Reform Center, one of the European Union’s leading think tanks, emphasizes Turkey’s rapid improvement in its latest report. In the report, the center states that Turkey’s full EU membership in 2015-2020 wouldn’t be a burden on the EU, but on the contrary would contribute to it positively. According to the report, Turkey will be an engine thanks to its rapidly growing economy, and Ankara has implemented the necessary political criteria for EU bid. The report also emphasizes that Turkey will also reap certain benefits in the process of its EU harmonization in terms of longer-term policies, political and economic stability, foreign direct investment (FDI) and economic growth. According to the report, Turkey is more prepared for membership talks than Eastern European countries, and the EU needs to address the issues of its aging labor force. The report added that Turkey’s young labor force would support that of the EU. According to the report, if Turkey joins the EU in 10-15 years, it would have a better position with a stronger economy and political stability. /Turkiye/[03] SEZER VETOES JUDGES AND PROSECUTORS LAWPresident Ahmet Necdet Sezer yesterday vetoed a bill to revise the Judges and Prosecutors Law and sent it back to the Parliament so its first article can be re-debated. The Presidential Press Center stated that Sezer said in his justification for the decision that the appointment of judges and prosecutors by the Justice Ministry would violate the Constitution. /Turkiye/[04] ERDOGAN RESPONDS TO CRITICISMS BY BAYKALResponding yesterday to criticisms from opposition Republican People’s Party (CHP) leader Deniz Baykal, Prime Minister Recep Tayyip Erdogan said that the government had not forgotten the promises it made before the last elections. Erdogan also stressed that his government doesn’t work for political ends. /Sabah/[05] FRENCH MEP: “TURKEY DOESN’T BELONG IN THE EU”European Parliament Deputy and French Democrat Jacques Toubon yesterday sharply criticized chief Turkish negotiator for EU talks Ali Babacan’s testimony earlier this week before the EP’s Foreign Affairs Committee. “Turkey should fulfill a number of criteria to start its membership talks,” Toubon said. “Babacan failed to say anything meaningful about such sensitive issues as Cyprus, Armenia, minority rights and religious freedom.” Toubon further claimed that Turkey does not belong in the EU as it has completely different political and cultural values. Toubon’s criticism was seen by some as insolence and showing disrespect for Babacan, because the French MEP also said that he hadn’t understood anything that the Turkish official said. /Aksam/[06] BARTOLOMEOS VOICES SUPPORT FOR TURKEY’S EU BIDFener Greek Patriarch Bartolomeos said yesterday in Brussels that Turkey and EU can’t exist without each other. During his meetings with EU Commission Head Jose Manuel Barroso and many EU officials, Bartolomeos said that he believes Turkey’s membership talks will start on Oct. 3 without any problems. Bartholomeos also discussed the issues of the Foundations Law, religious minorities, and the Heybeliada Clergy School and called on the EU Commission to follow these issues. During his contacts, Bartolomeos pledged his support for Turkey’s EU membership. /Hurriyet/[07] NEW RTUK MEMBERS ELECTEDParliament yesterday elected new members to the Supreme Board of Radio and Television (RTUK). Following the election, Parliament went back on summer recess until it reopens on Oct. 1. Among the Justice and Development Party-nominated candidates, Zahit Akman, Abdulvahap Darendeli, Davut Dursun, Ilhan Yerlikaya, Taha Yucel and Pasa Yasar were elected, and Ozer Gurbuz, Saban Sevinc and Mehmet Dadak, were the Republican People’s Party (CHP) candidates chosen as new RTUK members. /Turkiye/[08] TURKEY TO COMMEMORATE LONDON BOMBING VICTIMSAlong with the European Union members and other candidate countries, Turkey will observe two minutes of silence today for the victims of last week’s bomb attacks in London. The Prime Ministry stated that a commemorative ceremony would be organized to observe two minutes of silence at 2:00 p.m. local time. The declaration emphasized how fitting it is for Turkey to participate in this commemoration, and all public institutions’ participation was requested. /Hurriyet/[09] GREEK TRANSPORT MINISTER TO VISIT TURKEY ON FRIENDSHIP TRAINGreek Transportation Minister Michalis Liapis and his accompanying delegation of parliamentarians and journalists will arrive tomorrow in Istanbul on a friendship train. Liapis will be welcomed by Transportation Minister Binali Yildirim in a ceremony at the Sirkeci Train Station. The friendship train made its first trip on July 8. /Star/[10] BUYUKANIT RECEIVES PAKISTANI GENERALDeputy Chief of Pakistani Land Forces Gen. Ahsan Saleem Hyat yesterday visited Land Forces Command Gen. Yasar Buyukanit. Buyukanit welcomed the visiting general with a military ceremony upon his arrival at Land Forces Headquarters. Speaking before the meeting, Buyukanit said that he would discuss the issues of developing cooperation between the land forces of the two countries. Buyukanit stated that Turkish-Pakistani ties come from the two nations’ warm relations with each other and that real friendships are permanent when they’re established between nations. Hyat, for his part, said before the meeting that he had visited Ataturk’s mausoleum, Anitkabir, and that Mustafa Kemal Ataturk was an exemplary leader with his love for his country and the nation. Hyat will leave Turkey on Saturday. /Aksam/[11] FAMOUS BRAIN SURGEON RECEIVES PARLIAMENT AWARDParliament’s National Sovereignty and Honor Award was given to world-famous brain surgeon Gazi Yasargil yesterday in a ceremony attended by political party leaders, his patients and students. During the ceremony, the famous scientist’s life was reviewed, showing how he had ushered in a brand new era in his field. During the ceremony, Republican People’s Party (CHP) leader Deniz Baykal said that the young republic’s educational policy was the basis of Yasargil’s success. Prime Minister Recep Tayyip Erdogan said that besides education, family had an important impact on children and that he was very pleased that the prize was being given to the right person. Accepting his award from Parliament Speaker Bulent Arinc, Yasargil said that the award was for the new generations of the republic. /Milliyet/[12] FROM THE COLUMNS... FROM THE COLUMNS... FROM THE COLUMNS...[13] AN INTERESTING PROPOSAL: LET’S TRAIN 10,000 IRAQI SOLDIERS BY CUNEYT ULSEVER (HURRIYET)Columnist Cuneyt Ulsever comments on a proposal for Turkey to train some 10,000 Iraqi soldiers. A summary of his column is as follows:“An interesting analysis and proposal by Omer Taspinar, the Turkey director of the Washington-based Brookings Institut,e was published in daily Radikal this Monday. ‘Turkey’s EU membership seems politically very difficult,’ Taspinar said. ‘Ankara should develop stronger relations with the United States. If Turkey proposed to the US that it could train some 10,000 Iraqi soldiers, it could strengthen its hand in the region.’ Taspinar stressed that the US people are weary of the never-ending Iraq war and don’t want to send more soldiers to the region. ‘Turkey should take stock of these developments,’ he added. ‘The majority of the Turkish people believe that Washington is planning to attack Syria and Iran. However, this isn’t the case at all. Washington is currently seeking ways to get out of Iraq and the region.’ He also stressed that Turkey should hand the US an olive branch without harming its relations with the EU. ‘Here is an important question to ask,’ he added. ‘Do we want the US to be successful in Iraq? If we do, here is an important opportunity we shouldn’t pass up. The main problem in Iraq is security. Washington doesn’t have enough soldiers to maintain security in the region. The US people don’t want to send more troops to the region. Thus, the US plans to establish a trained Iraqi army. If such an institution can be formed, American soldiers will then be able to withdraw from the region gradually.’ Under these circumstances, Ankara might propose to Washington that it train some 10,000 Iraqi soldiers. Turkey might ask for the following in return: Talabani and Barzani should be convinced of the need for an operation against the terrorist PKK in northern Iraq. 2. The US should take effective measures to improve its relations with Turkish Cyprus in the areas of trade and civil aviation. 1. Ankara and Washington should develop a common strategy on Turkey’s EU membership bid. I believe that Taspinar’s proposal is very important because: Turkish-US relations have been damaged of late, and Ankara should take concrete steps to overcome these problems. 2. It would be a catastrophe for us if the US left Iraq now. This proposal might be brought to an international platform if the training program is conducted under the NATO umbrella.
