[01] DECREE ON SENDING TROOPS ABROAD
While the discussions on whether to send Turkish troops to Afghanistan or
not are continuing, the decree on sending troops abroad was signed by all
the ministers and sent to the Turkish Grand National Assembly (TGNA) last
night. If the Parliament approves the decree, the government will have the
authority to send troops abroad. The government note signed by Premier
Ecevit says, "It is natural for Turkey to support the US who has always
been with Turkey during her fight against terrorism. The operation started
by the US is in the interests of all humanity. Turkey should contribute to
the operation as much as possible." /Turkiye/
[02] TURKISH SOLDIERS READY FOR A CALL
Turkey is keeping her special military units on alert for a possible call
to participate in a land operation in Afghanistan. Turkey will sent a
military unit to the region if the US or NATO requests. On the other hand,
a delegation of a Brigadier General and six officers left for the US to
take part in the command center of the operation in Washington. There are
experts on biological and chemical weapons among the military delegation
which went to Pentagon at the request of the US. /All Papers/
[03] BAHCELI ON THE OPERATION AGAINST AFGHANISTAN
Nationalist Action Party (MHP) leader Devlet Bahceli said the military
operation of the US against Afghanistan should be limited to concrete
targets. During his party's group meeting yesterday, Bahceli suggested that
an international conference should be gathered to remove the double
standards in the fight against terrorism. Bahceli pointed out that the
determination and solidarity should be kept up with the "Committee for
Monitoring the Struggle Against Terrorism" that will be established within
the United Nations. /Milliyet/
[04] CEM TO VISIT GREECE
Foreign Minister Ismail Cem will pay a two-day working visit to Greece on
Nov. 7, the Foreign Ministry said. Relations between NATO allies have been
steadily improving over the past two and-a-half years, bolstered by a
mutual outpouring of help following killer quakes that struck both
countries in 1999. /Turkish Daily News/
[05] THE US SUPPORTS TURKISH ECONOMY
The US Administration, which issued an official statement for the first
time since Minister of State responsible for Economy Kemal Dervis' visit to
Washington last week, stated that it supported Turkey's efforts in
overcoming the economic crisis she was currently in. The US Assistant
Secretary of State for Economic and Business Affairs, Alan Larson, said
Turkish officials were still continuing to meet with the IMF officials and
added that the US Administration wanted to play a productive role in this
period. Larson said, "We view Turkey as a vital ally and friend. Mr. Dervis
met with me, Secretary of Treasury O'Neill and Vice President Dick Cheney
last week. This was a good opportunity for us to see how he evaluates the
current situation." Stating that Turkish government succeeded in pursuing
economic reform programs, Larson said, "Our aim is to maintain the
continuance of this improvement." /Cumhuriyet/
[06] TURKEY IS CONCERNED OVER IRAQ
Turkey has concerns over a possibility which might result in both the
spread of the war in Afghanistan to other countries like Iraq and an inflow
of refugees to Turkey. Expected developments were discussed at the leaders'
summit in Cankaya Presidential Palace two days ago upon Washington's
statements alluding to such a development. It was reported that Foreign
Ministry initiated a work against the inflow of refugees. Parliamentary
Speaker Omer Izgi said that the war which spread towards Uzbekistan would

[07] PEARSON MEETS ZIYAL
The US Ambassador to Ankara, Robert Pearson, met with Foreign Ministry
Undersecretary Ambassador Ugur Ziyal yesterday. Pearson discussed the
possible ways of cooperation with Turkey on the issues of intelligence,
bank accounts of terrorist organizations and military and humane aids.
Stating that the US understands Turkey's concerns over Iraq, Robertson said,
"We have no disputes on this issue." It was stated that Ziyal conveyed
Turkey's requests on combating terrorism to Pearson during the meeting.

[08] A TOUGH OIC SUMMIT
The decisions which will be made at the end of the Organization of the
Islamic Conference OIC Summit to begin in Daho today are being awaited with
great curiosity throughout the world. The summit is expected to be a tough
one after the recent developments in Afghanistan. Foreign Minister Ismail
Cem will represent Turkey at the summit. Many expert diplomats will
accompany Cem during the summit. They are expected to voice Turkey's views
on the international cooperation against terrorism since she accepted to
provide military and logistic support to the US as the only Muslim NATO
country. Diplomats will draw attention to the dangers of newly emerging
prejudices and unjust animosity towards Muslims in the Western world.

[09] DERVIS MEETS ORAL
Minister of State Kemal Dervis and Minister of Finance Sumer Oral met
yesterday to discuss budget figures for the year 2002 before the Higher
Planning Council's convention on Oct. 11. Following the two-hour meeting,
Dervis also met with other economic bureaucrats. /Turkiye/
[10] JORDANIAN KING TO VISIT TURKEY
Jordanian King Abdullah is expected to visit Ankara on Saturday . During
his visit the King will meet with President Ahmet Necdet Sezer and Prime
Minister Bulent Ecevit to discuss the recent operation to Afghanistan.

[11] NATO FLEET IN MEDITERRANEAN
On the demand of the US, NATO deployed its nine-ship fleet in the eastern
part of Mediterranean. Turkey, Germany, Netherlands, Portugal, Spain,
Britain and the US have one frigate, Greek has one destroyer and Germany
has one oil tanker in the fleet. On the other hand, NATO Secretary General
George Robertson pointed out that they would also ask other countries to
help the operation led by the US. Britain is the only one country other
than the US participating in the operation actively from the very

[12] DEMIREL: "TURKEY ENJOYS EQUAL STATUS WITH OTHER EU CANDIDATES
Former President Suleyman Demirel said Tuesday that Turkey would eventually
meet all the requirements delineated in the Copenhagen criteria set for all
candidate European Union members, but that it would also refuse to be
treated differently to other candidate states. Demirel took the floor at
the European Government-Private Sector Relations Council meeting, which was
held behind closed doors at Istanbul's Ceylan Inter-Continental Hotel. The
text of the speech he delivered, entitled "Turkey: Past, Present, and
Future" was distributed to members of the press. In his speech, Demirel
denounced the terrorist attacks carried out against the United States, and
said it had revived debates on "clashes between civilizations," adding:
"Turkey, whose population is mostly Muslim, yet which still is a secular,
democratic republic, is the antithesis of such pessimistic theories about
the future. It is more important than ever before that all nations
comprehend the Turkish example." /Turkish News/
[13] PAPANDREOU TO VISIT ISTANBUL
It was stated that Greek Minister of Foreign Affairs George Papandreou
would arrive in Istanbul today to pay a one-day official visit. Papandreou
will hold a meeting with Ecumenical Patriarch Bartholomeous regarding the
initiative on improving inter-religious dialogue. /Hurriyet/
[14] TURKEY PREPARED FOR REFUGEE INFLOW
With refugee inflow being one of the most likely outcomes of the ongoing
operation against Afghanistan, Turkey, the second largest refugee accepting
country in the world, continues preparations for a possible inflow.
Recently there was a meeting in Hakkari Governor's office, in which the
transfer and control of refugees were discussed by the authorities. The
written statement mentioned that refugees are to be transferred to Gurun
district of Sivas province, the refugee gathering zone. "The refugees shall
be sheltered in the Temporary Sheltering Zones in Hakkari, and their
requirements will be met by a commission, Red Crescent, and Social
Assistance and Solidarity Fund," the statement said. /Turkish Daily News/
[15] TURKS START ELECTIONEERING IN KOSOVO
The only Turkish party to be participating in the general elections in
Kosovo, due to be held on Nov. 17 this year, has begun its election
campaign. Kosovo Turkish Democrat Party (KDTP) Chairman Mahir Yagcilar said
that their members of parliament would speak Turkish in Parliament and
added all children should be taught English, Albanian and other Western
languages but that Turkish should not be neglected. /Turkish Daily News/
[16] IMF DELEGATION TO ARRIVE IN TURKEY
An International Monetary Fund (IMF) delegation will arrive in Turkey
tomorrow for the tenth review and debates on the 2002 budget. Reportedly,
the IMF delegation will put forward some conditions for a possible
additional financial source. During the Higher Planning Board meeting to be
held tomorrow the decrease in the number of state personnel by 30% in
stages and a serious limitation in the state expenditures are expected to
be on the agenda. /Turkiye/
[17] FINANSBANK RECEIVES LOAN
Finansbank ensured a syndication loan amounting to 110 million US dollars
from the international monetary markets. According to the statement
released by Finansbank, the agreement concerning the syndication loan was
signed in Istanbul yesterday. The syndication loan was jointly given by
Alpha Bank, Bank Gesellschaft Berlin, The Bank of New York, Bank of Tokyo -
Mitsubishi, HVB Group and First Union National Bank. General Director of
Finansbank, Onur Umut, said the loan was the proof of the confidence in
Turkey's future and the bank's image with the international markets.

[18] KONSAN COMPANY EXPORTS GOODS TO THE US
Konsan Company began to export technologic construction chemicals and dry
plaster to The Tile Shop in the US. The Company, which attaches importance
to the Research and Development works, aims to sell its goods first to The
Tile Shop and then to the other large construction market chains through

[19] MUSTAFA KOC WINS AWARD IN THE 1ST YESILADA MODEL PLANE CHAMPIONSHIP
Mustafa Koc placed the first in the 1st International Yesilada Model Plane
Championship organized by the Turkish-Cypriot Aviation League. The
sportsmen, who had won a degree at the competition made in Yavrukus
Facilities at Gecitkale Airport, were presented their awards during a
ceremony organized yesterday. Mustafa Koc left his rivals behind and became
the first in the championship, in which 60 sportsmen participated. He
received his award from the Chairman of the Aviation League, Suleyman

[21] WHAT SPRINGS TO MIND? BY OKTAY EKSI (HURRIYET)
Columnist Oktay Eksi writes on the war against terrorism and the fact that
' a terrorrist is a terrorist' no matter what the excuse. A summary of
his column is as follows:
"Human mind races along.... When the incidents on September 11 hurt the US,
all balances in the world were upset and concepts were reviewed. Certain
stances and measures which were believed to be wrong before, were
legalised. In fact, when the US thought it to be fitting, all countries in
the world led by our Western friends felt the need to review the policies
they had followed until then. Turkey does not have any complaints over the
issue since she is not cited in the list of terrorist states, or feels
included among those meant by President Geoge W. Bush's words, 'From this
day forward, any nation that continues to harbor or support terrorism will
be regarded by the United States as a hostile regime.' It may seem as a
joke, but certain Western countries such as Italy (who has harbored the
chief of the PKK terrorist organisation Ocalan), Greece (who has supported
both Ocalan and the PKK in the past), France( who has detained and released
Dursun Karatas, leaving aside the support she had lent to ASALA),
Belgium(who has welcomed Fehriye Erdal with open arms), Germany (who is a
haven for the PKK and fundamentalist reactionaries), Greek Cypriot
Administration (who gave Ocalan a passport) should be disturbed by this
statement.
We are not counting those such as Iran, Syria, Sudan, North Korea and even
Pakistan. Although both Saddam Hussein and Libyan leader Muammar Qaddafi
have lost much of their influence, there are rumors that the war may spread
to Iraq. Recently independent deputy Cemil Cicek asked, 'Are not our
Western friends who opposed us in extraditing Dursun Karatas, Fehriye Erdal
or Ocalan, saying that there was death penalty in Turkey, working hard to
catch Osama bin Laden and hand him to the US in accordance with George W.
Bush's demands?' Can we refute the fact that all of the Western world is
trying to catch Osama bin Laden and hand him to justice in line with
President Bush's demands? A foreign diplomat recalled that America defined
the measures taken by Israel against terror as 'extra judicial execution'
and asked 'Is there a court order for Laden's capture now?'.
