[01] SEVEN BUREAUCRATS ARRESTEDSeven bureaucrats out of 16 were detained in connection with the Operation Rip Off carried out in the Ministry of Public Works and Housing. Accused with rigging of some state tenders, Deputy Undersecretary of Public Works and Sedat Aban has also been arrested and put into jail the day before. Meanwhile, the Nationalist Movement Party (MHP), decided not to make any statements on the investigation until the preliminary enquiries were over. /Turkiye/REFORMS IN 16 AREAS In the scope of a study being carried out by the Treasury with the World Bank's support including reforms and policies preventing corruption and ensuring a sound administration in public offices, 16 different areas were determined.. The current situation and reforms needed to be made were specified in detail. During a conference to be held in September the study is expected to be debated. /Turkiye/ 21 TERRORISTS CAPTURED A total of 21 PKK terrorists including two women were captured by security forces before the World Peace Day in Istanbul. Reportedly, the terrorists had been planning to carry out attacks on high level officials on the World Peace Day. On the other hand 16 terrorists out of 21 were wanted, related to various incidents between 1994 and 1999 including the killing of ten security forces. Police said five of captured terrorists were trained in Iran and entered the country with Iranian passports. /Milliyet/ [02] CAKAN'S STATEMENTThe Minister of Energy and Natural Sources, Zeki Cakan, said, "We will implement Turkey's energy projects in time. We cannot say 'excuse us' concerning this issue." Cakan further stated that the energy policies should be followed step by step and that they would continue to explain the facts concerning the energy issue to the people. Cakan recalled that the energy reserves in developed countries reached 30% and that if Turkey's energy supplies increased, then she will have the opportunity of making investments and buying electricity for cheaper prices. /Cumhuriyet/[03] RAPPROCHEMENT BETWEEN TURKEY AND ISRAELThe rapprochement started between Turkey and Israel both on national and international levels, is being strengthened due to a meeting that aims to bring together the representatives of the Turkish and Jewish communities living in New York, the USA. For this purpose, leaders of the Turco-American Associations Federation (TADF) and the Westchester American Jewish Community (AJC), organized a meeting to be attended by the leading figures who play a role in the formation of the public opinion. Chairman of the TADF, Egemen Bagis, said the purpose of the meeting to be held on September 9th would be to provide the leading people of the two communities with the opportunity of getting to know each other more closely and to create an atmosphere in which the opinions can be exchanged. /Cumhuriyet/BAKU-CEYHAN TO BE COMPLETED IN 2005 The Minister of Energy and Natural Sources, Zeki Cakan, said the Baku-Ceyhan-Tbilisi pipeline project will be completed in 2005 and that 50 million tons of petroleum would be given to Ceyhan daily. Cakan said the basic engineering works have been completed in the project and that the detailed engineering works had been started. Cakan added that the construction would start in the year 2002. He added, "During the first three months of the year 2002, gas will start to be received from the Blue Stream Project." Cakan attended the ceremony that was organized on the occasion of the symbolic Caspian gas' delivery to Yumurtalik, Adana, and said the Black Sea passage would be constructed as soon as possible and Russia will be held responsible for all kinds of danger, possible damages and negative outcomes concerning the Black Sea pipeline. /Sabah/ [04] GOVERNMENT TO SUPPORT THE DISABLED PEOPLEThe government will support 7.5 million disabled people, who have been influenced by the economic crisis. The new draft law to be presented to the Turkish Grand National Assembly (TGNA) envisages a discount of 50% in the natural gas, gas and water bills. In addition, the cultural, art and sportive activities such as the transportation, cinema and theatre services will be free for the disabled people, who do not have social security. The government also prepares to increase the amount of the salary given to the disabled people who have neither social security, nor a job. /Hurriyet/[05] TURKISH AVIATION INSTITUTIONEuropean Space Model Championship, organized by the Turkish Aviation Institution, begins today. The General Director of Turkkusu, General Ihsan Aygun, issued a speech in the opening ceremony held in the Foundation of Turkish Aviation Institution. The championship that will begin this morning in the facilities of Turkkusu in Golbasi will end on September 7th. /Sabah/[06] TURKISH PEOPLE WORKING ABROAD CONTRIBUTES TO TURKISH ECONOMYThe Turkish people working abroad have contributed 42 billion 208 million US dollars to the economy since the year 1990. They have sent 4 billion 603 million US dollars to Turkey last year and 1 billion 526 million US dollars in the period of January-June this year. According to the calculation made by the Central Bank this year, the workers working abroad have sent 40 billion 682 million US dollars to Turkey in 1999-2000 and 1 billion 526 million US dollars in the first six months of this year. /Cumhuriyet/[07] WOMEN TO MEET IN ISTANBULHundreds of women from different regions including Diyarbakir, Izmir, Bergama and Golcuk were invited to meet in Istanbul on Sep. 7-9. Women of different cultures from all over Turkey will explain their problems and try to find common solutions during the meeting. /Turkish Daily News/[08] NEW HORIZONS IN TOURISMIt was stated that Romania, which is considered as "the new horizon in tourism," was among the most promising countries for Turkey in the tourism sector. According to the article concerning Romania, which was published in a magazine prepared by the Turkish Association of Travel Agencies (TURSAB) on a monthly basis, this country is an important tourism market for Turkey. It was further stated in the article that Romania also addresses the domestic tourism market as one of the places to visit with its short distance to Turkey, having a wonderful nature and the cultural attractions. /Cumhuriyet/[09] TURKISH BASKETBALL TEAM AT QUARTERFINALSThe Turkish Basketball Team rose to the quarterfinals defeating the Spanish team yesterday with a score of 84-79 their third European Basketball Championship Group B match in Ankara. Quarterfinal matches will be played at the Abdi Ipekci Sports Hall in Istanbul on Sep. 5. /All Papers/[10] FROM THE COLUMNS...FROM THE COLUMNS...FROM THE COLUMNS[11] IT SHOULD NOT BE AN EXAMPLE BY GUNGOR MENGI (SABAH)Columnist Gungor Mengi comments on the permission given to the old aircraft carrier China has purchased from the Ukraine to turn into an entertainment ship. A summary of his column is as follows:"The aircraft carrier China has bought with the purpose of turning it into an entertainment ship is permitted to pass through the Turkish Straits. The length of this ship which may be defined as a wild mine, with no engine, no helm or propeller is 310 meters long. With the tugboats which will tow the boat this length will reach 500 meters in the least. Experts believe that we will cancel the Montreux Agreement protecting our natural, historical and cultural heritage ourselves by permitting the passage of Varyag. Will this not cause a problem for us in the future after having made the whole world accept the principle that no ship exceeding the length of 300 meters can pass through the Turkish Straits? What will be our answer to petroleum companies when they show Varyag as an example when they want their tankers over the limit to pass through the Straits ? The Government should revise its decision concerning this permission which means opening a gap in the Montreux Agreement, our guarantee on the issue. The Government should at least request and get the 'unrestricted guarantee' the US asks from tankers entering her territorial waters. " [12] SEPTEMBER'S AGENDA BY YASEMIN CONGAR (MILLIYET)Columnist Yasemin Congar writes on the Bush Administration and the Cyprus issue. A summary of her column is as follows:"One of the fields where cooperation will take place between Turkey and the US, will be the policy followed after the completion of the peace operation in Macedonia. As Washington is not certain that sending unarmed observers to the region will be enough, the US officials believe they can rely on Turkey in every kind of scenario that may come up. However, on the Cyprus issue the situation is different. The Greek Cypriot Administration has taken great strides in becoming a full EU member. It will not be wrong to say that Cyprus will occupy the agenda in Turkey. The US is not concerned with Cyprus in September. The indications are that the US will leave the matter in the hands of the EU and the UN. It should come as no surprise to anyone if the US stands by while the Cyprus issue becomes an EU problem."
