[13] FROM THE COLUMNS... FROM THE COLUMNS... FROM THE COLUMNS...

Columnist Ozgen Acar comments on the new approach adopted for the expected Cyprus talks. A summary of his column is as follows:

"A new negotiation process will begin over Cyprus. UN Secretary General Kofi Annan is bringing forth the issue, continuing over a quarter of century, with a sense of duty. According to news issued from the Greek Cypriot sector, the negotiations will begin on 15-17 September. It was also reported that Annan has asked to meet TRNC President Rauf Denktas in Salzburg, Austria on August 28. In fact, Denktas is meeting with Annan in Salzburg today. EU Commissioner responsible for enlargement Gunther Verheugen, met with Denktas in Zurich to influence today's meeting. In accordance with the calendar adopted, UN Special Cyprus Representative Alvaro de Soto will go to Cyprus to prepare for the negotiations of the new process and exchange information until September 5. Denktas who said he had accepted the UN Secretary General's call to listen to what he had to say added that new realistic approaches were necessary on where, when, and how the negotiations would take place and at what level. There are two basic differences of opinion why the issue has occupied the international platforms for such a long time. First, TRNC and Turkey are accepting 1959-60 Zurich and London agreements as the legal basis, which has provided the Right of Guarantee leading to the proclamation of the Turkish Republic of Northern Cyprus. On the other hand, Greek Cypriot Administration and Greece see the Security Council Resolutions as binding on the issue. It is only understood that the resolutions the Security Council has taken, without taking the afore mentioned agreements into consideration following the 1974 incidents which resulted in the collapse of the Cyprus Republic and Constitution, is blocking the road to a solution. Blocking this path again will leave Denktas to no alternative but launching initiatives for the recognition of the TRNC in various countries. Some signals have been received on the issue from different countries. The first to comprehend this fact in Greece is the Communist Party (KKE). KKE draws attention to the fact that with the new process concerning Cyprus, the recognition of Cyprus will be discussed."
