PRESIDENT SEZER MARKS THE 155TH ANNIVERSARY OF THE ESTABLISHMENT OF GENDARMERIE GENERAL COMMAND President Ahmet Necdet Sezer issued a message on the occasion of the 155th anniversary of the establishment of the Gendarmerie General Command. Sezer said in his message that gendarmerie have always carried out their duties with great sacrifices. Sezer stated the Gendarmerie General Command which has a dignified past marked by lots of successes accomplished very important duties for the protection of Turkey's territorial integrity and for maintaining the security of people and social order. Meanwhile, Prime Minister Bulent Ecevit, Chairman of Nationalist Action Party (MHP) and Deputy Prime Minister Devlet Bahceli and Chairwoman of True Path Party (DYP) Tansu Ciller sent also congratulatory messages to General Commander of Gendarmerie General Aytac Yalman. /Cumhuriyet/

  • [01] BUSY SCHEDULE OF THE EU SUMMIT

    The leaders of the European Union (EU) will meet in Goteborg, Sweden. During the Summit, many issues including the environmental problems, the relations between the US and the EU, the structuring of Europe and the EU enlargement. Prime Minister Bulent Ecevit will attend the luncheon to be given for the candidate countries tomorrow and meet the EU leaders. /Hurriyet/

    [02] MEETING BETWEEN TURKEY AND EGYPT ON THE MIDDLE EAST ISSUE

    Foreign Ministry Undersecretary Ambassador Faruk Logoglu and Egyptian Deputy Foreign Minister Mehdi Fatallah met yesterday to discuss the recent developments in the Middle East. After the meeting, Fathallah said that although they view the cease-fire between Israel and Palestine as a positive development, its continuation for a long time is much more important for the establishment of peace and stability in the region. /Cumhuriyet/

    [03] CONCILIATION COMMISSION OF THE TGNA APPROVES THE CONSTITUTIONAL AMENDMENTS

    The Conciliation Commission of the Turkish Grand National Assembly (TGNA) has reached a consensus for the amendment of 37 out of 51 articles suggested by the Sub-Commission and thus, completed the package of amendments in the Constitution. It was adopted to harmonize many sections with the European Human Rights Convention (EHRC). /Milliyet/

    [04] PARLIAMENTARY COMMISSION APPROVES FOUR LAWS

    Parliamentary Planning and Budgetary Commission approved four additional laws yesterday. The laws which were approved yesterday were about the merging of the banks and other managements, sale of the Vakifbank's A group shares, closure of 17 funds and liquidation of Emlakbank. /Sabah/

    [05] JUSTICE COMMISSION APPROVES CIVIL CODE BILL

    The Parliamentary Justice Commission approved the controversial Civil Code Bill, having 1,030 articles after long debates yesterday. The commission finally reached a reconciliation after five months of discussions. The bill includes the following four chapters: "Introduction", "Family Law", "Heritage" and "Law on Assets." The hottest debate on the bill was about equal share of assets. According to the bill, in case of a divorce the husband and wife will share the assets purchased during the marriage equally. /Turkish Daily News/

    [06] "ARMENIAN CLAIMS DEPEND ON MISSIONARIES' INITIATIVES"

    American Senator Jackson Mc Carthy said the Armenian claims for the so-called genocide by the Ottoman Empire, originated from the initiatives by the American missionaries and British propagandists living in Ottoman territory at that time. Addressing a conference organized by Cankaya Rotary Club in Ankara, Mc Carthy evaluated Turkey's lobby activities and Armenians' claims. He said, "During the First World War, American missionaries were hating Turks and supporting Armenians, for this reason they reflected to the West only the deaths of Armenians not those of Turks." /Turkiye/

    [07] US PROPOSALS FOR CYPRUS

    Reportedly, the US Administration proposed security precautions to Athens and Ankara regarding the Nikiforos and Toros exercises. It asked Greece not to land its F-16 war planes on the Baf Military Air Base during the Nikiforos exercise. An article in the "Simerini Newspaper", published in Southern Cyprus, said, the US Administration prepared a security package including seven items and asked both Turkish and Greek governments to agree on not to send planes equiped with missiles to the region. /Turkiye/

    [08] UKRAINE AND TURKEY BORDER OFFICIALS AGREE ON COOPERATION AGAINST POACHING

    Ukrainian border officials securing the Black Sea are agreed with their Turkish counterparts to cooperate in procedures to punish poachers. The Turkish coast guard will transfer investigation materials gathered by Ukrainian officials to Turkish prosecutors if Ukraine's authorities are not able to apply punishment of Turkish poachers, said Ihor Alferyev, the commander of Ukraine's frontier troops, according to the Interfax news agency. Also, as a preventive measure, border guards will hold meetings with ship-owners in September in both countries, he said. Alferyev praised cooperation with Turkish border officials, saying the poaching problem was almost eliminated. /Turkish Daily News/

    [09] ERDAL'S TRIAL CONTINUES

    The trial of Fehriye Erdal, one of the accused of the assassination of Ozdemir Sabanci, due to the crimes she has committed in Turkey, has continued in Brussels. Erdal has not come to the trial yesterday and she was represented by her three lawyers. The Sabanci family brought an action against Erdal so she can be tried in Belgium due to the crimes that she has committed in Turkey. The lawyer of the family, Fernand Schmitz, defended that this trial is possible within the context of the European Anti-Terrorism. Thus, the Council of State in Brussels will decide if this trial is possible according to the Belgian laws. /Milliyet/

    [10] PARTNERSHIP FOR PEACE TO STRENGTHEN TIES

    The General Staff General Secretary's Office has announced that the Silk Road 2001 Generals/Admirals Seminar is to take place at the Turkish Armed Forces (TSK) Partnership for Peace (PFP) Training Center Command (BIOEM) over Jun. 18-22. The aim of the seminar is to add depth to the relations with NATO and to enable NATO and PFP senior officers see what Turkey's BIOEM has to contribute to the PFP program on site. /Turkish Daily News/

    [11] ENVIRONMENT MINISTER AYTEKIN RECEIVES ALBANIAN AMBASSADOR

    Environment Minister Fevzi Aytekin received the Albanian Ambassador to Turkey Dahnor Dervishi yesterday. Aytekin stated that Turkish-Albanian relations depend on friendship and fraternity. Ambassador Dervishi expressed his wish to cooperate with Turkey in the environmental field as well as defense, public order, politics and social issues, emphasizing that the fight against environmental problems was not sufficient in his country. /Turkish Daily News/

    [12] MINISTER OF STATE MIRZAOGLU'S STATEMENT ON MARITIME TRAFFIC ALONG STRAITS

    Minister of State responsible for Maritime Affairs, Ramazan Mirzaoglu, said they would not allow any of the passages in the Straits which may harm both the environment and people. Yesterday, he replied to the questions posed by press members on the carriage of nuclear waste through the Straits. Stating they could not intervene in Russian plans to store all European nuclear waste materials within their territories, Mirzaoglu said, "However, Turkey is closely concerned over Russia's plans to transport these hazardous materials through the Straits." /Cumhuriyet/

    [13] BALKANS UNDER THREAT

    Turkey is increasing her initiatives since the tension between Albanian terrorists and Macedonian Administration has risen. Meeting with his Macedonian counterpart Boris Traykovski, President Ahmet Necdet Sezer said the problems should be solved in a peaceful way and attacks against Turkish minority should be ended immediately. Stating all of the Balkan countries would be under threat if the problem cannot be solved within the territories of Macedonia, Prime Minister Bulent Ecevit warned that a new rush of immigrants can be observed in the Balkans. /Cumhuriyet/

    [14] OECD MEETING

    The Organization for the Economic Cooperation and Development (OECD), based in Paris, held its fourth meeting outside the OECD Center, in Istanbul yesterday. Delivering the opening speech at the meeting, Foreign Minister Ismail Cem asked the OECD to support the economies in a period of reform and transition. 29 ambassadors from 29 countires joined the OECD's meeting yesterday. /Turkiye/

    [15] DERVIS' OPTIMISTIC MESSAGES ABOUT THE INFLATION RATE

    Minister of State responsible for the Economy Kemal Dervis gave optimistic messages about the Turkish economy. Dervis said after the enactment of the Tobacco Law, a significant improvement would be observed in the economy. Stating the next two weeks are very important for the Turkish economy, the laws on supplementary budget, tobacco and merging of the state banks should absolutely be enacted within this period. Noting that the inflation rate is expected to be 18 % in July, Dervis added, "Turkish investors will be advantageous as they invested their money in Turkish lira." /Sabah/

    [16] CREDIT SUISSE ON DEBT SWAP

    Member of the Executive Board of Credit Suisse First Boston and Chairman of Developing Markets, James P. Healy, spoke at the Financial Markets meetings before the swap bidding to be carried out today and, said, "All the internal and external powers will examine the foreign currencies today. I hope this swap will be successful. The failure or the success of a party affects the other party's success in the swaps. There is a sort of game here. The best thing is to make cooperation. In Turkey, the current deficit is less, whereas the economy is more dynamic. Turkey might economically grow even this year." /Milliyet/

    [17] "A NEW PERIOD FOR FINANCIAL MARKETS AND INSTITUTIONS"

    A meeting entitled "A New Period for Financial Markets and Institutions" , organized by the "Finance World Magazin" was held yesterday. Addressing the meeting, Deputy Governor of the Central Bank, Sukru Binay said, a very important structural change period has been experienced. He said, "How quickly we can adapt ourselves to this change, we can catch the international standards."He also pointed out, in addition to state's administrative role, private sector banks should also be ready to be functional in a new world and in a new Turkey. In his speech at the meeting, Hungarian former Governor of the Central Bank, Györg Suranyi, said, "When I was appointed as the Governor of the Hungarian Central Bank in 1995 for the second time, Hungaria was in a very critical situation. I received great support from Kemal Dervis, who was working at the World Bank responsible for Hungaria at that time." World Bank Turkey Director Ajay Chhibber also said the World Bank fully supports the new economic program. He added, "If the program can be carried out effectively, the Turkish economy will be put on the right track soon." /Turkiye/

    [18] DECREASE IN DOLLAR, INCREASE IN STOCK EXCHANGES

    Positive expectations concerning the debt swap created an optimistic atmosphere in the markets. The dollar and interest rates began to decrease rapidly, whereas the stock exchange rate increased a great deal. The value of shares has increased by 6.09% and the Istanbul Stock Exchange (IMKB)-100 index has increased by 686 points and reached 11,971 points. /Milliyet/

    [19] SCHULTZ ON TURKEY'S PROMOTION

    Lecturer in American Northwestern University, Don E. Schultz, said the biggest advantage of Turkey is its location between the east and west. Schultz came to Turkey as the guest of the Association of Advertisers (RP) to attend the "Crystal Apple Brand Conference" and said, "This geographical location will affect your culture and as a result, a unique cultural atmosphere will emerge. First of all, Turkey should create an image to create world-famous brands. Turkey is not promoted very well. However, the people have a positive image concerning Turkey." /Hurriyet/

    [20] INFORMATION AND MANAGEMENT SEMINAR IN MARMARA UNIVERSITY

    The sixth of the "Information and Management" Seminar, which is annually organized by Marmara University "Management" and "Informatics for Management" Departments, will be held today in the Istanbul Stock Exchange (IMKB) building. Stuttgart University Controlling Board Chairman Prof. Peter Horvarth will deliver a speech at the symposium entitled "Strategic and Operative Control in the 21st Century." /Sabah/

    [21] SUCCESS OF TIMUCIN SAHIN

    Guitarist and composer Timucin Sahin, who is currently living in the Netherlands, will participate in the Dutch Jazz Competition to be held in Denhaag on July 12. Timucin Sahin's band "On the Line" is among the six finalists in the contest in which 95 musical bands participated. /Cumhuriyet/

    [22] EFES GROUP'S BREAKTHROUGH IN RUSSIA

    European Bank of Reconstruction and Development (EBRD) and Efes Beverage Group signed an agreement foreseeing to provide Efes Moscow Beer Factory with a supplementary loan. EBRD Director of Agribusiness Hans Christian Jacobsen said Efes Beverage Group has reached a great success in the Russian market. /Cumhuriyet/

    [24] A SOBERING LETTER TO THE TELEGRAPH BY SEMIH IDIZ (TURKISH NEWS)

    It is highly significant that a group of senior British and French military officers should have slammed plans by the EU for a European army arguing that this would weaken the armed forces of both nations. It is also significant of course that a group of ranking European sodiers should have taken matters into their own hands and sent a letter to The Daily Telegraph suggesting that the idea be thrown into "the dustbin of history". It is not everyday that we get ranking European officers coming out in this way with what is ultimately a political statement...

    The fact that is this group is made up of British and French soldiers is important as these two countries have radically different views on what NATO is and what it should become. They do not even fully agree on the European Security and Defense Policy (ESDP), with the British seeing this more as the European pillar of NATO, but the French aiming for independence from NATO.

    It is telling in this regard that the letter to the Telegraph should have pointed to this by saying "A common Euro army is incompatible with both of our approaches", the reference here being of course to the different perception of NATO the two countries have...

    It is clear that, as European integration goes on, that the notion of national interests is not evaporating into thin air. In other words it is very likely in any future crisis that the European army might have to intervene in that for example France, Germany, and Italy have differing views on the matter...

    It is conceivable then, as the British and French senior officers are apperantly trying to say, that as this "paper tiger" is established, it will draw resources from national armies and end up weakening, and no strengthening, the defense of individual EU members.

    Of course this is where Turkey's argument comes into play and gains weight. What is the point of trying to put up new structures when you already have collective defense structure installed. One which, for all its shortcomings has proved its mettle, and whose shortcomings could be overcome with fine tuning...

    The moral of this story is not too different to the moral that came out of the recent referendum in Ireland that rejected the Nice Treaty. That things in the EU do not progress in a linear fashion, despite what Union officials would have us believe.
