[16] PRESIDENT SEZER AT THE BALKANS SUMMIT
President Ahmet Necdet Sezer will go to
Bulgaria tomorrow to attend the Balkan Summit meeting,
which is traditionally held between Turkey, Bulgaria and
Romania. The latest developments at the Balkans will be
discussed at the Summit. /Sabah/
[17] RUSSIAN INTERIOR MINISTER RUSHAILO IN
ANKARA
Sending a message to Prime Minister
Bulent Ecevit, Russian Prime Minister Mihail Kasianov
demanded security cooperation between Turkey and Russia be
improved. Russian Interior Minister Vladimir Borisovich
Rushailo, currently in Ankara, met with Turkish officials.
The main topic of his meetings was Russia's security
problems over Chechnya. Following the interdelegational
meetings, Turkish Interior Minister Sadettin Tantan
answered questions from a Russian reporter. He said there
was no information proving that weapons were being sent to
Chechnya through Turkey. Having discussed the
anti-terrorist operations carried out in Chechnya,
Rushailo said "We have similar views on the fight
against terrorism." He evaluated his contacts in
Ankara as a new beginning for Turco-Russian relations.

[18] FOREIGN MINISTER CEM'S SUPPORT TO
REFORMIST LEADER HATEMI
Minister of Foreign Affairs, Ismail Cem
has completed his contacts in Iran yesterday. Cem said the
political, economic and security relations between Turkey
and Iran would move forward during reformist President
Muhammed Hatemi's term in office. Stating that improving
political relations between Turkey and Iran should also
affect economic relations, Cem said, "Iran can reach
Europe via Turkey and Turkey can reach Central Asia via
Iran. We should arrange the regulations necessary for Iran
to benefit from Turkey's customs union agreement with the
EU." Cem and his Iranian counterpart Kemal Harrazi
signed a cultural cooperation agreement. Cem met with
President Harrazi's first Assistant Habibi. Cem and Habibi
evaluated the Middle East Peace Process and Sharon's
success in the recent Israeli elections. Later Cem
delivered a speech to Turkish and Iranian businessmen at
the Iranian Trade Chamber. Saying Turkey and Iran have
entered a new phase concerning bilateral relations, Cem
added, "There are new opportunities for both Turkey
and Iran because of President Hatemi's reforms and
globalization. Turkey and Iran can become economic

[19] IRANIAN PRESS PLEASED WITH CEM'S VISIT
Director-General Feridun Verdinejad of
Iran's official news agency, IRNA, said, in an editorial
published in the Iran Daily, that during Turkish Foreign
Minister Cem's visit to Iran both countries showed they
were ready to improve bilateral relations. Verdinejad
said, "Cem's visit will remove the obstacles to
Turco-Iranian relations. It is the messenger of a new
phase in relations. Ankara and Teheran know that they have
missed good opportunities in the past and they do not want
to make the same mistake in the future." Verdinejad
said it was wrong to be optimistic about bilateral
relations between Turkey and Iran just because Turkey was
not satisfied over her relations with the EU. Verdinejad
argued the EU's stance towards Turkey would lead Turkey to
move closer to her neighbours. Meanwhile, Teheran Times
stated they were optimistic in the sense that they
believed Cem' visit would remove all the obstacles to

[20] ISRAELI CHIEF OF GENERAL STAFF MOFAZ TO
VISIT TURKEY TODAY
Israeli Chief of General Staff Shaul
Mofaz will arrive in Ankara today. Mofaz is expected to
meet with the Minister of National Defense Sabahattin
Cakmakoglu and Chief of General Staff Huseyin Kivrikoglu.
They are expected to exchange information on fight against
terrorism. Among the issues to be discussed with Mofaz are
military cooperation, the peace process and Turkey's
possible contribution to the peace process. Another topic
on their agenda is the situation of Israeli firms in
defense bids after the exclusion of French firms due to
the approval of the so-called Armenian genocide bill.
Israel is hopeful about bids on the satellite and
modernization of M-60 tanks. /Cumhuriyet/
[21] HOUSE OF LORDS MEETING ON THE SO-CALLED
ARMENIAN GENOCIDE
Virtue Party (FP) Deputy Prof. Nevzat
Yalcintas and retired Ambassador Sukru Elekdag replied to
allegations of the so-called Armenian genocide at the
House of Lords meeting in Britain. Refering to a Blue book
published by the British government in 1916 which
supported allegations of the so-called Armenian genocide,
Elekdag said it has now been proven that the book
distorted the facts, included false testimonies and was
written as war propaganda. He added that famous American
historian Justin McCarthy proved the book false with
additional evidence. Elekdag said, "I think the
British government owes an apology to the Turkish nation
for the false publications and documents."

[22] MUTAFYAN'S BUSY SCHEDULE
The Patriarch of Turkish Armenians
Mesrob Mutafyan IInd, a target for the Armenians ever
since he stated his opposition to the Armenian genocide
claims, mentioned his distress over the issue. Mutafyan
visited President Ahmet Necdet Sezer, Speaker of the
Turkish Grand National Assembly (TGNA) Omer Izgi, Prime
Minister Bulent Ecevit and the Chief of the General Staff
Huseyin Kivrikoglu separately. Sezer received Mutafyan but
this meeting was closed to press. After leaving the
Cankaya Presidential Palace without making an explanation
about their meeting, Mutafyan went to the TGNA and said,
"I came to visit Izgi on his election as the Speaker
of the TGNA. The directions and benefits of the Turkish
Armenians are as same as those of the Turkish Republic.
The place to discuss the problems of the Turkish Armenians
is in the TGNA. The references made by foreign parliaments
concerning the Armenians living in Turkey really disturbed
us." After meeting Izgi, Mutafyan visited Ecevit and
explained to Ecevit the problems faced by Armenians living
in Turkey. Mutafyan further stated, "No one has the
right to act as the protector of the Armenians living in

[23] NOW IT IS ANKARA'S TURN
The draft laws that envisage Turkish
recognition of French genocide in some countries,
particularly Algeria, will be discussed at the Foreign
Affairs Commission of the Turkish Grand National Assembly
(TGNA). At the Foreign Affairs Commission, chaired by the
Motherland Party's (ANAP) deputy to Van, Kamran Inan, the
'French Genocide on Algeria Draft Law', prepared by the
Virtue Party (FP) deputy to Adiyaman, Mahmut Goksu and 41
friends, will be discussed. In addition, the draft law on
the 'Recognition of French Cruelties and Genocide' by ANAP
deputy to Istanbul, Bulent Akarcali, and the draft law on
the 'French Genocide in Algeria' by Eskisehir deputy Mail
Buyukerman will be discussed at the Foreign Affairs
Commission of the TGNA. In addition, the Foreign Affairs
Commission will tomorrow discuss the draft law on
'Sanctions to be imposed on the countries opposing
Turkey', presented jointly by the Motherland Party (MHP)
Acting Chairmen, Oktay Vural, Ismail Kose and Mehmet

[24] ALIYEV DENOUNCES FRANCE
Azerbaijani Head of State Haydar Aliyev
accused France of intervening in Turkey's internal affairs
by passing a law recognizing the 'Armenian genocide'
during the Ottoman Empire. Aliyev gave a statement to the
government press service saying, "France does not
have the right to intervene in Turkey's internal affairs.
Azerbaijan denounces France's decision. The French
goverment also knows that this decision does not have any
effect and that it is a mistake." Aliyev added that
he would come to Turkey as the guest of the Turkish
President Ahmet Necdet Sezer on 12 March, where he would
bring many issues on the agenda, including the so-called
Armenian genocide and the Baku-Ceyhan natural gas pipeline

[25] GENOCIDE CLAIMS ON THE RUSSIAN PARLIAMENT
Extreme nationalist Vladimir
Jirinowski's LDPR Party, which is accused of aiding and
abetting terrorist Abullah Ocalan, brought the issue of
the so-called Armenian genocide to the Russian Duma. The
draft law, prepared by one of the party's leading names,
Alexey Mitrofanov, was discussed at the Duma yesterday and
sent to the Plenary Session. Mitrafanov, emphasizing his
success in bringing the issue to the Russian Parliament,
said, "Our aim is not to recognize the Armenian
genocide, but to research the genocide carried out against
Armenia between 1915-1917 by an international
commission." Although some Russian deputies warned
the Foreign Affairs Commission that the draft law would
damage the relations between the two countries, the
so-called genocide was entered into the Plenary Session

[26] CHIEF OF THE GENERAL STAFF'S STATEMENT
The Chief of the General Staff issued a
statement upon receiving news that the Turkish Armed
Forces archive was closed and that researchers could not
obtain documents on the so-called Armenian genocide. The
statement says Turkish Armed Forces' Chairmanship of
Military History and Strategic Studies archives were open
for everyone's use on the condition that the rules of the
archives be followed. /Sabah/
[27] MEETING AT THE EUROPEAN PARLIAMENT
Turkish reporter, Austrian Johannes
Swoboda, spoke during a panel discussion about the
Turkey-European Union (EU), organized at the European
Parliament yesterday. He said, "When Turkey fulfils
Accession Partnership Document conditions, Turkey's full
membership negotiations will be started. If this period
lasts for more than four years, it may be harder for
Ankara to become a full member." Swoboda, who said
conditions in the EU would change in five years, also
criticized the political decisions taken by the involved
parliaments concerning the so-called Armenian genocide,
Swoboda said historians should find a solution to the
issue. The meeting will continue today and the framework
regulation forming the legal basis for the Accession
Partnership Document will be discussed and brought to a

GREEK HISTORIAN ELEFANTIS : " THERE
IS NO GREEK GENOCIDE"
The daily The Independent gave coverage
to allegations of the so-called Greek genocide. The
Independent stated that prominent Greek historian Angelos
Elefantis was not in favour of the allegations and added
Elafantis opposed the Greek government's attmepts to
portray the incidents during the war as genocide. The
Independent blamed Turkey on the issue and stated there
was no historian or writer in Turkey who would dare oppose

[28] LABOR AND SOCIAL SECURITY MINISTER
OKUYAN FLIES TO HUNGARY
Minister of Labor and Social Security
Yasar Okuyan left for Hungary, as the official guest of
the Hungarian Minister for Social and Family Affairs.
Speaking prior to his departure at Ataturk Airport, Okuyan
said he and his counterpart would be discussing the
"Social Security Agreement" to be signed between
the two countries. They will be exchanging views regarding
the illegal immigration issue, a problem for both
countries. Okuyan said he would also meet the Hungarian
Minister of Health in order to exhange ideas regarding

[29] COOPERATION ON DATA-PROCESSING WITH
SWEDEN
Sweden, world center of the mobie
internet, is looking for opportunities to cooperate with
Turkey on data-processing. At "IT Day" organized
jointly by the Swedish Embassy, the Swedish Consul and
Trade Center and the Turkish Data-processing Association,
Swedish state authorities and company representatives
exchanged views and experiences with their Turkish
counterparts. Sweden's Ambassador to Ankara Henrik
Liljegren said data-processing would be a important issue
to improve bilateral relations. Meanwhile Deputy Prime
Minister Mesut Yilmaz stated although Swedish firms were
influential in the world market they were not so in the
Turkish market. He added, "We will be pleased to see
new Swedish investments in Turkey." /Cumhuriyet/
[30] IMF DELEGATION'S CONTACTS IN ANKARA
The IMF Delegation, currently in Ankara
working on the 3-year program, met yesterday with the
Turkish Employee Trade Unions Confederation Secretary
General Bulent Pirler. IMF Turkey Desk Chief Carlo
Cottarelli focused on the collective bargainings during
the meetings. Treasury officials conveyed to the IMF
delegation information on recent developments in the real
sector and the summit results held with the

[31] IMF'S SUPPORT
The International Monetary Fund's
Director to Europe, Michael Deppler, said Turkey's success
in the stability program was greater than envisaged. At a
meeting in Washington yesterday Deppler stated,
"Turkish government has been in compliance with the
spirit and form of the program since December. The
principle to decrease the inflation rate should not be
given up. As long as this is not damaged, we do not oppose
the steps taken to activate the economy. The monetary
data, tax revenues and exports are all in a positive
direction. In addition, even if Telecom is not sold, there
will not be any change in the flow of the loan. /Star/
[32] 'ARIA' TO TAKE PLACE IN
TELECOMMUNICATIONS SECTOR
IS-TIM, the third GSM operator of
Turkey, will take its place in the telecommunications
sector with the number '0555' and under the name 'Aria'.
Chairman of the Executive Board of IS-TIM, and the General
Director of Is Bank, Ersin Ozince, and the General
Director of IS-TIM, Giuseppe Farina, released information
on 'Aria' saying, "As far as the extension area is
concerned, we aim to reach 50% of the Turkish people in
two years and 90% of the Turkish people in five years.

[33] MOODY'S TO INVESTIGATE BANKS
A delegation from the international
rating company, Moody's, came to Ankara yesterday to
investigate the Turkish banking sector. Officials from
Moody's, responsible for the ratings of banks, are
expected to meet with officials from the Banking
Regulation and Supervision Board, Cental Bank, Union of
Turkish Banks and Treasury Undersecretariat. The
above-mentioned delegation from Moodys has nothing to do
with the rating of Turkey. /Sabah/
[34] SCHRODER SALOMON SMITH BARNEY INCREASES
TURKISH BANKS' RATING
International consulting institution
Schroder Salomon Smith Barney (SSSB) has increased the
rating for Turkish banks. The SSSB stated in its last
report that the banking sector's benefit would increase by

[35] TURKISH FOREIGN TRADE DELEGATION VISITS
REPUBLIC OF SOUTHERN AFRICA
A foreign trade delegation chaired by
Minister of State Tunca Toskay began contacts in the
Republic of Southern Africa. Toskay stated Turkey would
improve her economic relations with the Republic of

[36] FUTURES EXCHANGE WINS MINISTER APPROVAL
Regulations providing for the launch of
the futures and options exchange has been approved by the
Minister of State Responsible for the Economy Recep Onal.
The Capital Market Board (SPK) announced that futures
contracts would comprise a wide spectrum of commodities
and instrumuents, including capital market instruments,
precious metals and foreign currency. The SPK said the
futures exchange would be open to international
cooperation and would be allowed to keep its profits.

[37] FAZIL SAY'S CONCERT AMONG THE BEST FIVE
CONCERTS IN JAPAN
One of the famous music authorities in
Japan Koho Uno said pianist Fazil Say's concert was among
the best five concerts given in Japan. Turkey's Ambassador
to Tokyo Aydin Evirgen sent a congratulary message to Say.

[38] 'BEN ANADOLU' TO BE STAGED IN BROADWAY
The play titled 'Ben Anadolu' by Gungor
Dilmen, chronicling the history of Anatolia from women's
perspective, will be staged in Brooklyn in English. Talat
Halman translated the play into English as 'I, Anatolia'.
Four young Turkish artists, Handan Ozbilgin, Kaan Nazli,
Gulcin Hatihan and Umut Egitimci, all living in New York,
will stage the play, in which a historical journey is
depicted with different female characters. The first two
performences will be on 24 and 25 February, whereas the

Former Ambassador Yalim Eralp comments
on the recent claims by Greece regarding genocide of
Greeks during the War of Independence. A summary of his
column is as follows: "The Greek Parliament has
approved a resolution saying Turks committed genocide
against the Greek occupation forces during the War of
Independence and submitted it to the Greek President.
Reportedly this resolution was received with surprise even
in some Greek circles. It should be. Some still remember
that Greece payed indemnity under the Lausanne Treaty for
the actions of the Greek forces. During the Lausanne
negotiations, the oppression by the Greek forces of the
local people and the damages incurred by them were
registered in international law. The Greek adventure in
Anatolia which began in 1919 and ended in 1923 is known as
the 'Asia Minor Tragedy' in Greece. Compensation for the
actions of the Greek army and troops suffered during the
Asia Minor tragedy were discussed in Lausanne for months.
The Allies also agreed that Greece had to pay indemnity.
Greek negotiatior Venizelos, claiming that his country did
not have any money, requested this condition be rejected.
He discussed the issue over and over again with Ismet
Pasha and even threatened the allies, led by Britain, by
signing a separate peace agreement with the Turks. The
issue of indemnity has been a cause for tough
negotiations. For a while even reaching an agreement in
Lausanne was in jeopardy. However, the Lausanne Treaty is
not taught in schools. Its accords are not read. Greece
penniless, left the Karagac region in Edirne to Turkey.
Karaagac is compensation for the war. In Ali Naci
Karacan's book entitled 'Lozan' the issue is explained in

[41] THREE WARNINGS TO YILMAZ BY SABAHATTIN
ONKIBAR (TURKIYE)
Columnist Sabahattin Onkibar writes on
the warnings by the World Economic Forum to Deputy Prime
Minister Mesut Yilmaz. A summary of his column is as
follows: "Although some time has passed, three
warnings given to Deputy Prime Minister Mesut Yilmaz
during the Davos World Economic Forum Summit have not been
seen in the press. The warnings made by the European
conservatives in line with ANAP, are worth thinking over.
These three warnings are: a liberal economy cannot exist
with socialist conditions; it is wrong to pursue a policy
of high taxes; the animosity towards the Turkish
businessmen not only negatively affects Turkish
entrepreneurs but also hampers the inflow of foreign
capital. Turkey has to provide an atmosphere of confidence
to receive foreign capital. Let's discuss the warnings of
Yilmaz's colleagues one by one. The first, that a liberal
economy cannot be executed under socialist rules, is an
indirect definition of the Turkish economy. Turkey while
claiming she has accepted a liberal economy, is in fact
implementing socialist rules on many issues. While Poland,
Bulgaria and even Romania can accept a liberal economy,
Turkey could not move as fast as desired since the Izmir
Economic Congress. Even stances taken by some on the issue
of privatization clearly reveal the degree conservative
ideas are held in Turkey. The second point of criticism is
over taxation. We can add to this criticism the record
number in the variety of taxes. Nowhere in the world is
there such a chaos in taxation. People do not lose half of
the year waiting in line in tax departments. What is more,
nowhere in the world do the rules on taxes change as fast
as in Turkey. Despite all this, there is still no increase
in the revenues from taxes. The reason lies in the fact
that the State takes taxes only from those who pay them
and never follows upon those who do not. In fact, low
rates and widespread taxes mean more revenues. Regarding
the attitude towards businessmen, we can say the economy
cannot be governed by police methods. If so, it will be a
regime of oppression and is seen only in dictatorships.
The policy followed against businessmen by the police has
turned somewhat into a hositility towards enterpreneurs
and damaged Turkey's future. Therefore, these criticisms
are correct."
