[01] LEADERS' MEETING ON PRESIDENT'S VETO
Prime Minister Bulent Ecevit, Deputy Prime Minister Devlet
Bahceli and Deputy Prime Minister Mesut Yilmaz came together
yesterday to discuss future action in the aftermath of President
Ahmet Necdet Sezer's veto of the decree in the force of law.
During the meeting, they agreed to discuss the issue at today's
Cabinet meeting. As it is known, on Tuesday President Sezer had
refused to approve the decree in the force of law concerning the
dismissal of the civil servants who are allegedly involved in
reactionary and separatist actions. /Cumhuriyet/
[02] TURKEY SIGNS NEW ACCORDS
Turkey, which is expected to take steps to fulfill the Copenhagen
Criteria on its way to the full EU membership, will sign the
United Nations (UN) Individual and Political Rights Accord and UN
Economic, Social and Cultural Rights Accord which are both
regarded as references by the European Union and European Court
of Human Rights. It was reported that Turkey's permanent
representative to the UN Volkan Vural will sign the accords
before President Ahmet Necdet Sezer's visit to New York to attend
the UN Millenium Meeting. The Economic, Social and Cultural
Rights Contract refers to the economic, social and cultural
rights, which are mentioned in the UN Human Rights Declaration.
Foreign Ministry officials said that Turkey's signing of these
two accords had been delayed due to the extraordinary conditions
during the period of fighting with terrorism. /Cumhuriyet/
[03] RECEP ONAL: NO REVISION TARGETED
Minister of State responsible for economy Recep Onal said as a
government they have no intention to make revisions on the
targets of the economic program. During a meeting which was held
yesterday to review the results of the economic program in the
last six months, Minister Onal criticized sharply not only the
private sector but also academics, opposition parties and groups
who recently criticized the government by arguing the slightly
higher inflation rate in July. The minister said there was no
need for measures to deter imports, adding that a special
consumption tax could level off the import surge. "The government
isn't insisting on measures that would cause a loss of income" he

[04] AUTOMATION SYSTEM IN PUBLIC FINANCE
Accounting offices of the State Economic Enterprises (SEEs) and
institutions with annexed budgets, municipalities and accounting
offices of ministries will be connected to each other by an
on-line computerised accounting system so that daily transactions
of their income, expenses and cash reserves can be followed up in
time. The problems emanating from old accounting systems will be
removed. The system will enable the Ministry of Finance to
observe the accounts of the public institutions in one system
through the control of General Directorate of Public Accountancy.
Bids for a tender to build a computerized automation system and a
system of communication structure will be received

[05] TURKEY-WHO COOPERATION
A medium-term cooperation program signed between Turkey and the
World Health Organization's (WHO) European office was published
in the Official Gazette yesterday. The program includes the
amount of funds allocated to Turkey for the period 2000-2001 and
details joint activities to be held in Turkey in the field of

[06] PROPOSAL FOR WIND ENERGY POWER PLANT
The Businessmen Association for Wind Energy Power Plant Industry
presented a proposal to Prime Minister Bulent Ecevit for
establishing wind energy power plants to overcome the energy
shortage in Turkey. The Prime Minister listened to the chairman
of the group Prof. Mustafa Ozcan yesterday. /Cumhuriyet/
[07] ECONOMIC STABILIZATION PROGRAM IN TRNC
A program to stabilize the economy of the Turkish Republic of
Northern Cyprus (TRNC) will be put into effect in 15 days. Within
the framework of the stabilization program, TL 150 trillion will
be transferred to TRNC as financial assistance. The officials
said should the program is carried out succesfully, the amount of
assistance can be increased. /Sabah/
[08] STAND-BY REPORT BY THE TREASURY
The Treasury Undersecretariat announced that the deficit in the
Treasury's cash balance reached TL 9.36 quadrillion in the first
six months of this year. The budget surplus without interest
amounted to TL 3.67 quadrillion. The Stand-by Monthly Report
which was prepared to monitor the developments in the Turkish
economy within the framework of the Stand-by Agreement that was
signed with the International Monetary Fund (IMF), recalled that
the international rating company, Moody's began to monitor Turkey
for a possible credibility increase. /Hurriyet/
[09] PERMISSION FOR THE PURCHASE OF SEISMIC SHIP
One year after last year's devastating earthquake, the Prime
Ministry gave permission for the purchase of a new seismic ship,
which would provide detailed information on the fault lines.
General Director of the Mineral Research and Exploration
Institute (MTA) Ali Kemal Isiker said the preparations for
international bidding in regard with the purchase of the new
seismic ship were underway. Isiker said the seismic ship, which
will cost nearly $25 million, will be in service in 18 months.

[10] A NEW RECORD IN TOURISM
It was reported that a new record was broken last July in the
number of tourists who visited Antalya. Nearly 545,613 traveled
to Antalya last month. /Aksam/
[11] YASAR HOLDING REJECTS INVESTOR SOROS' CLAIMS
Yasar Holding released a statement yesterday denying claims by
George Soros, a prominent investor concerning Turk Tuborg, a
brewery company which is one of Yasar's subsidiaries. The
statement said that Soros' claims were not accurate in reflecting
the truth and that those claims had damaged the prestige of Turk
Tuborg. Soros who owns 20.28 percent of Turk Tuborg shares told.
The Wall Street Journal that Turk Tuborg had damaged his
interests by way of buying Yasarbank's shares. Soros insisted
that this action had damaged Turk Tuborg and reduced the worth of
its shares from $10 million to $5 million. He also claimed that
Yasar Holding should compensate his losses and called on the
Turkish government to investigate Turk Tuborg. Yasar Holding, in
refuting Soros, said: "The value of Soros' shares in Turk Tuborg
did not decrease to $5 million; on the contrary their value
increased to $20 million as of 31 January 2000 and its current
value is $12 million". /Sabah/
[12] GALATASARAY BEATS ST. GALLEN
At the Champions League qualifying tour match that was held last
night in Zurich, Galatasaray beat its Swiss rival St. Gallen 2-1.
