TURKISH PRESS REVIEWDIRECTORATE GENERAL OF PRESS AND INFORMATION,OFFICE OF PRIME MINISTER07.11.97Summary of the political and economic news in the Turkish press this morning[01] CHIRAC, KOHL AGREE ON TURKISH STATUS AT EUROPEAN CONFERENCEFrench President Jacques Chirac and German Chancellor Helmuth Kohl have agreed on Turkey's participation in the upcoming European Conference. The two leaders have reached consensus that Turkey should be given a "special status" at the conference, French sources said.Ankara however, would like clarification on the term "special status" in regards to Turkey's participation in the European Conference. Diplomatic sources report that "special status" is used in deference to Turkey's pre-adhesion to the Union. This is acceptable as clearly Turkey has different conditions than other candidate member countries. /Milliyet/Sabah_ [02] YILMAZ VOWES TO IMPROVE TURKEY'S HUMAN RIGHTS RECORDIn a speech to the European Security and Cooperation Organization (OSCE) members in Austria, Prime Minister Mesut Yilmaz pledged that the Turkish government will exert efforts to overcome problems in human rights. In his speech, Yilmaz said that modern states had to show tolerance to different cultures and religious beliefs. He added: "We know the measures to be taken in human rights. The honour of a state depends on respecting the dignity of the individual."Following the meeting with Austrian Prime Minister Victor Klima, a joint press conference was held. Victor Klima said at the conference that they wanted Turkey to be invited to the European Conference to which European Union candidate countries are to be invited. At the conference, Mesut Yilmaz answered the questions of journalists regarding human rights, Kurdish and Cyprus issues as well as Turkey-Greece and Turkey-Syria relations. /Milliyet/Sabah/Cumhuriyet/ [03] ECEVIT EMPHASIZE IMPORTANCE OF DIALOGUE IN OSLOMeeting with Norwegian premier Kjell Magne Bondevik in Oslo on Thursday, Deputy Prime Minister Bulent Ecevit said that Turkey was sensitive to issues involving human rights. "But we do not want the issue of human rights to be mixed up with the question of terrorism," Ecevit said. At a joint press conference with the Norwegian premier, Ecevit emphasized the importance of maintaining good ties with the Scandinavian states. Norwegian Prime Minister Bondevik, in his remarks, pointed out that Turkey played an important role as a bridge between Christians and Muslims. Regarding Turkey's southeastern problem, Bondevik confirmed once more that Norway considered the PKK to be a terrorist organization. The two leaders also discussed the Cyprus and Aegean disputes.Ecevit also met with the Turkish community in Oslo. He said the Turkish government was still studying ways to enable Turkish citizens living abroad to exercise their voting rights. /Milliyet/Sabah/Cumhuriyet/ [04] FOREIGN MINISTER CEM IN STRASBOURGForeign Minister Ismail Cem arrived in Strasbourg on Wednesday to participate in a Council of Europe (COE) Committee of Ministers meeting, which started the same day. Foreign ministers met Organization on Security and Cooperation in Europe (OSCE) National Minority Commissioner, Max van der Steel at the first session and later came together during a dinner hosted by COE Secretary General Daniel Tarchys.The results of a leaders summit held on 10-11 October were evaluated during the meeting. The Committee of Ministers will issue a joint declaration at the end of the meeting and call for setting up a "wise men committee" to investigate structural reforms that can be realized with the COE. /Cumhuriyet/ [05] CELEBI WARNS EU NOT TO EXCLUDE TURKEYSpeaking at a conference in London, Turkish State Minister for Trade, Isin Celebi told his British audience on Thursday that Turkey was disappointed with the EU's approach to financial support for Turkey. Celebi also warned the EU by saying that if Turkey was excluded from the enlargement process, it would take the necessary steps to balance its relations with the EU accordingly. Celebi underlined that the impact of the customs union would be negative in the short term. He added that Turkey would be forced to re-examine the customs union agreement which obviously works to the benefit of the EU. Celebi thanked the British government for supporting Turkey's presence in the EU enlargement process.Meanwhile British Trade Minister Lord Clinton-Davis told the conference that Turkey was one of the markets that had been selected as a "target market" by the British Foreign Office. He said Turkey was a promising and quickly developing market. "Turkey is a market to which we are committed and to which we are committed for the long term, recognizing its value and its importance to us," he said. /Milliyet/Cumhuriyet_ [06] HOLBROOKE AND MILLER TO VISIT CYPRUS ON MONDAYThe U.S. State Department announced on Wednesday that Richard Holbrooke, President Bill Clinton's special envoy will visit Cyprus on 10-11 November, together with Tom Miller, the State Department's Special Cyprus Coordinator.The same sources reported that the two leaders would review regional issues, reaffirm their close bilateral ties and explore opportunities for cooperation on matters of mutual concern. /Milliyet/Sabah/Hurriyet/ [07] NUCLEAR POWER STATION DEALThe Canadian government has approved a 1.5 billion Canadian dollars credit to be given to Turkey in a new nuclear power plant deal. It was announced that the credit would be faciliated by the Canada Exporting Development Institution. /Milliyet/[08] TASAR IN ITALYMinister of Agriculture and Rural Affairs, Mustafa Tasar, has gone to Italy to participate in the 29th session meeting of the Food and Agriculture Organization (FAO) on 7-14 November in Rome, the Anatolia news agency reported. Tasar said that issues like the "world food and agricultural situation, new standards for food production, and a world food summit" would be taken up during the meeting. Tasar will address the FAO General Council and hold bilateral contacts with the FAO Director and the Chairman of International Agricultural Development Fund in Rome.[09] TURCO-GERMAN BUSINESS COUNCILThe fourth general meeting of the Turco-German Business Council attended by representatives of the German-Turco Chamber of Trade and Industry and Turkish Union of Chambers and Stock Exchanges (TOBB) began in Istanbul yesterday. A panel discussion will be held during which issues such as "Turco-German Political Relations, Privatization in Turkey, Economic Reforms, Energy Supply and Targets" will be taken up. /Hurriyet/Cumhuriyet_[10] CITIZENSHIP AGREEMENTThe "European Citizenship Agreement" prepared by the Council of Europe was opened for approval by member countries yesterday. The agreement, signed by 14 member countries at the first stage, deals with various issues such as recognition and relinquishment of citizenship rights, dual citizenship and compulsory military service. It is reported that Turkey presently does not want to be a signatory because of the articles regarding military service. /Cumhuriyet/[11] US ENERGY SECRETARY TO VISIT TURKEYUS Secretary of Energy Frederico Pena will visit Turkey next week and examine power plants up for privatization. It is reported that the visit follows an invitation by Turkish State Minister Gunes Taner who was in the US last week. Turkey has begun to privatize her energy investments in line with proposals from the World Bank. /Cumhuriyet/[12] TURKEY MAY SIGN A THREE-YEAR STAND-BY WITH IMFTurkish Prime Minister Mesut Yilmaz has said that Turkey may sign a three-year stand-by agreement with the International Monetary Fund (IMF) to provide foreign support for the Turkish economy. Yilmaz stated that he would ask US President Bill Clinton to present his views on this. Meanwhile, Turkish Treasury Undersecretary, Mahfi Egilmez, and President of the Central Bank, Gazi Ercel, will hold technical meetings with IMF officials in Washington next week. /Hurriyet/[13] TURKEY IS AN ATTRACTIVE MARKETBritish Secretary of Commerce Lord Clinton-Davis has declared that Turkey has become an "attractive market" among many other markets around the world. Lord Clinton-Davis delivered a speech during a seminar on "Turkey and her commercial relations with her neighbours" held in London by the Turkish-British Business Council. He noted that there were further developing commercial relations between Turkey and Britain and he proposed that more British businessmen should invest in Turkey. /Hurriyet/[14] IMPRISONMENT FOR ATTACKERS IN THESSALONIKITwo young people, members of a group of fanatics, who attacked Turkish businessmen in Thessaloniki, have been sent to prison for four months each. According to Athens News Agency (ANA), two people arrested during the incident which happened last Thursday, have been imprisoned because of insulting and throwing stones at Turkish businessmen in front of the Chamber of Trade and Industry building when a panel on "Thessaloniki, Ataturk and Venizelos" was being held. /Hurriyet/[15] PKK ATTACK: TWO PEOPLE DEADA group of PKK terrorist militants attacked two days ago a police station in the Aricak district of Elazig and killed Saban Gokce and Alpaslan Kaya. During the attack, three soldiers and one village guard were wounded. Meanwhile, 10 PKK militants, who abducted 13 people travelling along the Lice-Diyarbakir highway two days ago, were killed during a clash in the districts of Lice and Kulp and 10 hostages were saved. During the fighting, one security official died. Over the last few days, 11 PKK militants have been killed in Siirt, Mardin, Bingol and Sirnak. /Hurriyet/[16] SIMITIS: WE DO NOT NEED A MEDIATORGreek Prime Minister Kostas Simitis has stated that Turkey and Greece can meet without needing a mediator. Taking the floor at the Greek Assembly, Simitis said: "The meeting with Turkish Prime Minister Mesut Yilmaz was beneficial. Our aim should be to ease tension and develop cooperation between our two countries". /Hurriyet/[17] SUCCESS AWARD FOR TURKISH DOCTORAssc.Prof.Nuran Ozdemir, Chairwoman of the Nephrology Department at Baskent University was presented with the "The Best Young Researcher" award during the European Dialysis and Transplantation Congress held in Geneva. Ozdemir created a precedent in the treatment of kidney diseases by using Lavamizol medicine. /Hurriyet/[18] GENE TECHNOLOGY COMINGA proposal was voiced by Russia during the third term joint economic commission meeting between Turkey and Russia which started yesterday. Russian Health Minister Tatyana Dimitriyeva pointed out that the meeting was considering basic issues such as health, gene technology, contracting and space communications for high-level technical cooperation.
