TURKISH PRESS REVIEWDIRECTORATE GENERAL OF PRESS AND INFORMATION,OFFICE OF PRIME MINISTER30.10.97Summary of the political and economic news in the Turkish press this morning[01] REPUBLIC DAY CELEBRATEDThe 74th anniversary of the foundation of the Turkish Republic was celebrated yesterday throughout Turkey, the Turkish Republic of Northern Cyprus and Turkish missions abroad. A ceremony was held at Ataturk's mausoleum in Ankara with President Suleyman Demirel and senior government officials in attendance. The Ataturk's mausoleum was also visited by thousands of citizens coming to commemorate the great leader of the Turkish Republic. Lavish ceremonies were held in Ankara, Istanbul and Izmir to voice public support for democracy and secularism. /All papers/[02] TURCO-ISRAELI AGRICULTURAL COOPERATION INTENSIFIESA delegation of Turkish officials in charge of the Southeastern Anatolia Project (GAP) are on a two-week working visit to Israel. The delegation will have contacts with Israeli representatives to discuss opportunities for improving bilateral cooperation in agricultural issues. Agriculture Minister Mustafa Tasar is also scheduled to visit Israel in November./All papers/[03] CABINET DEBATES GOVERNOR APPOINTMENTS, TERRORISM AND HUMAN RIGHTSThe Council of Ministers convened on Tuesday to discuss issues of domestic importance. During the meeting the cabinet approved the appointment of 30 new governors. Measures to improve security in the Black Sea region against attempts by the PKK terrorist organization to set up itself there were taken in hand. Laws considered obstructions to freedom of expression were also debated. /All papers/[04] MINISTER CELEBI IN WASHINGTONState Minister responsible for international trade Isin Celebi who is in Washington for an official visit, visited US Undersecretary of State for Business and Economic Affairs Stuard E. Eizenstat. During the meeting quotes applied by the US to Turkish textiles and other goods were taken in hand. In a statement to reporters after the meeting, Celebi said that the meeting went "even better than expected". /All papers/[05] TURCO-AMERICAN DEFENSE GROUP MEETINGTurkish-American High Level Defense Group will meet on Washington on November 24-26 to discuss key defense issues with the participation of high level defense officials from both countries. The Turkish delegation will be headed by Deputy Chief of the General Staff General Cevik Bir, and the US delegation by US Deputy Undersecretary of Defense Jan Lodal. /All papers/[06] KULAHLI JOINS ANAPBursa Deputy Cemal Kulahli, who resigned from the Welfare Party (RP) a while ago, joined the Motherland Party (ANAP) yesterday. Prime Minister Mesut Yilmaz received Kulahli yesterday in his office at the Turkish Parliament. As a result, the number of ANAP seats in Parliament rose to 139, while the number of independents fell to 20. /Cumhuriyet/[07] GUNES TANER RETURNS HOMEA recent statement by US President Bill Clinton that the US economy was experiencing one of the brightest periods in its history had a positive impact on stock exchange markets all over the world. The Istanbul stock exchange, also effected by the worldwide crisis, has started to recover in unison with the international trend. Noting that the recent decrease on the Istanbul Stock Exchanges (IMKB) was caused by economic difficulties in Asia, State Minister Gunes Taner said: "The IMKB will recover faster than other stok exchange markets around the world". /Cumhuriyet/[08] FM CEM'S CONTACTS IN MACEDONIA AND ALBANIADuring his contacts in Skopje and Tirana, Turkish Foreign Minister Ismail Cem gave a message to Macedonia and Albania saying: "All Balkan countries are equal. There is no 'big' or 'little' country. There are lots of things we can learn from each other. In other words, we are not your 'elder brother'." During his contacts in the Macedonian capital of Skopje, Cem took in hand concrete projects such as the construction of energy power plants in Vardar Plain in Macedonia. In the Albanian capital of Tirana Cem had to reply to demands for financial aid lodged by Albanian officials. Cem noted that a joint economic commission meeting could be held with Albanian representatives. /Cumhuriyet/[09] DENKTAS IN USPresident of the Turkish Republic of Northern Cyprus (TRNC), Rauf Denktas, who arrived in Washington last week, said that developments in Cyprus were very serious and dangerous. He added: "Do not think that we are bluffing. Our guarantee is Turkey". He conveyed a message to the US Senate the previous day saying: "Pressures on Turkish Cypriots will force the TRNC to integrate with Turkey".Denktas met with Senator Thad Cochran, one of the influencial figures in the US Senate. Denktas also came together with officials from the Washington Times newspaper and with members of the Committee for International Relations at the House of Representatives. In an interview to the CNN TV channel, Denktas defended the Turkish Cypriot cause and gave details about recent developments on the island. Denktas will proceed to New York today, where he is expected to meet once again US Special Envoy to Cyprus Richard Holbrooke and UN Secretary General Kofi Annan. /Cumhuriyet/ [10] US APOLOGIZES TO TURKEYThe US administration apologized to Turkey for the difficulties caused by the postponement of the Turkey-Israel-US naval exercise planned to be held on 16-20 November. The apology was made by US Deputy Chief of General Staff Joseph Ralston, who arrived in Ankara last week and met with Turkish Deputy Chief of General Staff General Cevik Bir. The Turkey-Israel-US joint exercise has been postponed to an undefined date. /Cumhuriyet/[11] TURKEY COMPETES WITH THE WEST IN MEDICINEFour scientific research studies carried out by Assc.Prof. Mehmet Ozkan and his colleagues have been approved at the 1997 scientific congress of the American Heart Association, one of the most respected organizations in cardiology around the world. The results of the studies will be promoted worldwide during a congress to be held in Orlando, US, on 9-12 November, 1997. /Cumhuriyet/[12] KINKEL: "WE DO NOT EXCLUDE TURKEY"Turkish Chief of General Staff, Ismail Hakki Karadayi and German Foreign Minister Klaus Kinkel met on Tuesday in Bonn. At the meeting Kinkel expressed German uneasiness regarding a misunderstanding that Germany was obstructing Turkey's attendance at the Permanent European Conference. The conference will bring together EU members and candidate countries. He added that Germany did not expect any concrete results to emerge at the end of the meeting and added that they will not object if Turkey wants to attend the meeting.At the meeting with Kinkel Karadayi pointed out that the European Union's (EU) decision to start membership talks with the Greek Cyrpriots had effected negatively the Cyprus problem solving process. Turkey-Greece relations were another subject on the agenda of the Karadayi-Kinkel meeting. Karadayi said that the Lousanne Treaty had established a balance in the Aegean region adding that Greece was trying to upset this balance. /Milliyet/ [13] REACTIONS AGAINST KARADAYI'S LETTERChief of General Staff, Ismail Hakki Karadayż's letter saying that Russia tried to gain power in the Mediterranean aroused reactions in Moscow. According to Russian daily newspaper Nezavisimaya, the letter which was sent to all NATO member countries accept Greece would have negative impact on Russia-NATO and Turkey-Russia relations.Meanwhile, Greek Chief of General Staff, Athanasios Coyanis stressed that not Russia, as claimed by Karadayi, but Turkey was the biggest threat in the region. Commenting on the letter Coyanis said that Greek-Russian cooperation posed no threat to Turkey and added that other NATO member countries had also signed agreements with Russia. Within the same context, Dimitri Reppas, Greek government speaker, also criticised the letter at a press conference in Athens yesterday. /Milliyet/ Hurriyet_ [14] NATO BUFFER IN TURKEY-GREECE TENSIONSAs tensions between Turkey and Greece mount in the aftermath of the Nikiforos military exercise staged by Greece in Southern Cyprus, General Secretary of NATO, Javier Solana suggested new security building measures. It was reported that Solana had invited Turkish and Greek NATO permanent representatives to Brussels and discussed with them a chain of security building measures. According to diplomatic sources, presently both sides are seperately discussing the measures.Meanwhile, the US voiced support for the meeting of Turkish and Greek prime ministers in Crete. /Milliyet/ [15] TURKISH ARMED FORCES OPERATIONSFollowing the murder of seven soldiers and four village-guards in the Beytussebap town of Sirnak, the Turkish Armed Forces have started a wide-scope operation in the region. It was announced that occasionally the operation were carried to northern Iraqi territories. Turkish jets have bombed terrorist shelters in northern Iraq. /Hurriyet/[16] SPANISH TOUR OPERATORS MEET IN ISTANBULMore than 300 Spanish travel agency owners and tour operators met in Istanbul on Tuesday to encourage travel between Turkey and Spain.
