Summary of the political and economic news in the Turkish press this morning
[01] TURKEY WARNS GREECE OVER PROVOCATIONS
In a speech at the symposium of "Contemporary Turkish Diplomacy:
A process of 200 years", President Demirel said that the use of force
was high on the list of options in protecting national interest.
Nevertheless, he stressed that the art of diplomacy should first be
used before resorting to force. Demirel made these remarks against
the backdrop of tension between Turkey and Greece over Cyprus. The
symposium was organized by the Foreign Ministry Strategic Research

[02] AGUSTA TO PRODUCE COST GUARD HELICOPTERS FOR TURKEY
Agusta SpA Cascina Costa has won Turkey's $50 million contract
for five intermediate-class twin-engine helicopters for the Turkish
Coast Guard. Under the Coastal Guard Command's development master
plan, Turkey has been planning to buy five medium-class helicopters to
meet its needs in the field. /Cumhuriyet/
[03] GERMAN DELEGATION IN ANKARA
A German delegation headed by State Minister responsible for
foreign affairs, Helmut Schaefer, arrived in Ankara for bilateral
talks. In a meeting with Turkish State Minister responsible for human
rights, Hikmet Sami Turk, the German guest said he was pleased to see
that Turkey and Germany share the same values on human rights.
Schaefer welcomed the efforts of the Turkish government for abolishing
capital punishment and torture and praised Turkey's legal approach in
the fight against terrorism. The German minister also had a meeting
with Turkish Foreign Minister Ismail Cem. /All papers/
[04] IMF BACKS STABILITY MEASURES
The IMF voiced its satisfaction over the government's plans to
introduce mid-term stability measures, the Anatolia news agency
reported. IMF director Willy Kiekens arrived in Turkey to learn more
about macroeconomic measures to be launched by the Turkish government.
According to Kieckens, insistance on the part of the government to
implement the measures may be effective in pulling down inflation.
The IMF official will meet the State Planning Department
Undersecretary, the Central Bank governor and Prime Minister Mesut
Yilmaz.
[05] WORLD BANK APPROVES WATER PROJECT IN TURKEY
The World Bank approved on Tuesday a $20 million loan to Turkey
in support of a Participatory Privatization of Irrigation Management
and Investment Project. The project will improve irrigation, leading
to higher crop yields and more timely and equitable water delivery.

[06] NO RUSSIAN SUPPORT FOR PKK
Anatoli Kulikov, Russian Deputy Prime Minister and Interior
Minister, said that Russia was not extending support to the PKK
terrorist organization. He said that the Kurdish issue was Turkey's
domestic problem and added that Russia would not intervene in the

[07] KURDISH ORGANIZATIONS AGAINST BARZANI
The Iraqi Patriotic Union of Kurdistan (IPUK) headed by Celal
Talabani, Iraqi Kurdistan Socialist Party (IKSP), Iraqi Kurdistan
Communist Party (IKKP) and the PKK have started fighting against the
Iraqi Kurdistan Democratic Party (IKDP) headed by Mesud Barzani.
During the conflicts, 13 IPUK peshermergas have been killed. A
military vehicle hit a mine in the Resadiye district of Tokat and four
Turkish soldiers died. Meanwhile, 35 militants of the PKK terrorist
organization were killed during operations in the rural areas of the
Lice and Kulp districts in Diyarbakir. Operations are also continuing
in the Sebinkarahisar district of Giresun to seize PKK terrorists, who
have killed one of three engineers whom they have abducted.

[08] ECEVIT'S CONTACTS
State Minister and Deputy Prime Minister Bulent Ecevit requested
support for Turkey's full EU membership during his meeting with
Finland Prime Minister Paavo Lipponen. On the second and last stop of
his Scandinavian tour to rejuvenate bilateral political relations and
to seek support for Turkey's full EU membership, Ecevit visited the
Finland Parliament. Ecevit met with Finn Prime Minister Lipponen.
Ecevit conveyed the developments in Turkey to Lipponen and requested
support for Turkey's full EU membership. /Cumhuriyet/
[09] LUXEMBOURG'S STANCE TOWARDS TURKEY CHANGES
Chairwoman of the Economic Development Foundation (IKV) Meral
Gezgin Eris said that EU term-president Luxembourg, which has
previously had a negative stance towards Turkey, changed its stance
and became positive towards Turkey. Eris noted that Prime Minister
Jean-Claude Juncker and Foreign Minister Jacques Poos would visit
Turkey prior to an EU Summit to be held in December.
Eris, who met with Luxembourg Foreign Minister Poos and State
Minister responsible for the economy, Georges Wohlfart in Luxembourg,
stated that they were aware of the importance of economic cooperation

[10] ANKARA: A MEDIATOR IN GULF
While Washington is exerting efforts to ease the Turco-Greek
tension which has escalated during an exercise in Cyprus, Ankara is
trying to alleviate the US-Iranian tension in the Gulf, which has
escalated with the arrival of the US aircraft vessel Nimitz in the
region. Ankara, which has launched initiatives under the auspices of
Tehran and Washington, gives messages calling upon the sides to be
cold-blooded. /Hurriyet/
[11] THIRD SATELLITE IN 1999
Turkish Transport Minister Necdet Menzir said that the launch of
Turksat 2A satellite was discussed during a meeting of the Council of
Ministers the previous day. Menzir noted that the third Turkish
satellite was expected to be launched in 1999. /Hurriyet/
