Summary of the political and economic news in the Turkish press
this morning.
[01] DEMIREL PAYS OFFICIAL VISIT TO KUWAIT
President Suleyman Demirel flew to Kuwait on Monday to discuss
bilateral relations and sign an agreement which would prevent double
taxation. Before his departure from Esenboga Airport, Demirel told
journalists that the visit would be an opportunity to find ways to
improve economic relations and to increase the volume of trade with
Kuwait. /All papers/
[02] ISTANBUL CELEBRATES ANNIVERSARY OF LIBERATION
Schoolchildren sang the national anthem as dignitaries laid a
wreath at the Ataturk Monument in Taksim Square Monday to mark the
74th anniversary of the liberation of the city of Istanbul from
foreign occupying forces following the First World War, the Anatolia
news agency reported. Istanbul Metropolitan Mayor Recep Tayyip
Erdogan and military officers were among those who took part in the
ceremony.
[03] DENKTAS REJECTS PARTIAL LIFTING OF TRADE EMBARGO ON THE TRNS
Turkish Cypriot leader Rauf Denktas said on Monday: "The
proposal to partially lift the trade embargo on the Turkish Republic
of Northern Cyprus (TRNC) is a set up to facilitate Greek Cypriot
accession to the European Union, the Anatolia news agency reported.
Denktas added that every TRNC product would have to be approved by the
Health Ministry of the Greek Cyprus administration.
[04] CZECH REPUBLIC AND TURKEY SIGN FREE TRADE DEAL
The Czech Republic's Industry and Trade Minister Klarel Kuhnl
signed a free trade agreement with Turkey on Friday. Kuhnl said after
the meeting that the two countries agreed to improve the contents of
the deal in the future as at the moment the agreement does not include
the trading of services or agricultural goods. /All papers/
[05] WORLD TRANSPORTS IN ISTANBUL
The 53rd General Congress of the World Transporters started in
Istanbul. During the meeting, in which ministers and transporters
from 60 countries attending, will discuss problems of transportation
sector and will sign trade agreements. /Cumhuriyet/
[06] OPERATION IN NORTHERN IRAQ
Operations conducted by the Turkish Armed Forces in Northern Iraq
is continuing. Turkish jets have been bombing terrorist camps in the
region. During the last the last ten days 18 terrorists were killed
and 10 of them surrendered to the security forces. /Cumhuriyet/
[07] WORLD'S FAMOUS PHILOSOPHERS IN URGUP
World's famous philosophers met in Urgup region of Nevsehir for
the "Ethics" seminar. It is reported that the 1997 Administration
Council meeting of the International Philosophy Federation was held in
Turkey on the invitation of the Turkish Philosophy Federation and
Turkish Vasco Tourism Agency. During the seminar universal ethics,
and biyoethic and ekoethic were discussed. /Hurriyet/
[08] PEACE CALL FROM GREEK MINISTER
Greek Minister responsible for Aegean islands, Elisavet Papazoi
said that arm producer countries did not want Turkish-Greek
friendship. At the closing ceremony of the "Friendship Tournament"
between Turkish and Greek football teams in Chios Island, Papzoi said
that both Turkey and Greece should decrease their armament
expenditures. He added: "Turkey and Greece will have to increase
their education expenditures instead of armament." /Hurriyet/
[09] HEINZ: "GREEK CYPRIOT'S EU MEMBERSHIP IS ILLEGAL"
A report, prepared by the world-wide famous German Jurist,
Christian Heinze, was issued as the United Nations (UN) document. The
report proved that Greek Cyprus cannot become a full member of the
European Union (EU) as one sided and its full membership application
to the EU is illegal.
In the report, issued by the initiatives of Turkey, Heinze said
that the application is illegal not only from the framework of the
international law but also EU Charter, London and Zuric Agreements,
and 1960 Guarantee Agreement. In his report Heinze claimed that every
application made under the name of the Cyprus Republic by Greek
Cypriots did not have any legal base and added that the application
did not oblige neither the Turkish Republic of Northern Cyprus (TRNC)
nor Cyprus in general.
Meanwhile, Turkey's permanent representative to the UN,
Ambassador Huseyin Celem sent a letter to the General Secretary Kofi
Annan saying that Turkey hoped that the report prepared by Christian
Heinze would be seriously taken into consideration by all parties.

[10] HEADS OF CENTRAL BANKS FROM 10 COUNTRIES MEET IN ISTANBUL
Heads of Central Banks from 10 countries in Central Asia and in
the Black Sea region gathered at the invitation of Head of the Turkish
Central Bank, Gazi Ercel, in Istanbul yesterday. Noting that they
aimed to establish a "Central Banks' Union" in Istanbul, Ercel said:
"If we can achieve this, Istanbul will be an international financial
centre". During the two-day meetings, issues such as the recent
developments in the Turkish financial system, monetary markets,
banking and electronic fund tranfers will be discussed.

[11] $100 MILLION FOR KOBIs
Special Adviser to the Turkish Union of Chambers and Commodity
Exchanges (TOBB), Prof.Halil Sariaslan, stated that in order to solve
the financial problem of Small and Medium-Scale Enterprises (KOBIs),
credits worth nearly $100 million would be allocated from national and
international financial institutions. A seminar on "Japanese KOBIs"
jointly organized by TOBB and the Japanese Foreign Trade Organization
began at the TOBB centre yesterday. /Sabah/
[12] TURKISH SOLDIERS IN JORDAN
Within the framework of a "Joint Military Training and
Cooperation Agreement" signed in 1984 between Turkey and Jordan, a
36-people Turkish Unit has gone to Jordan by a troop carrier belonging
to the Turkish Air Forces. Delivering a speech during the farewell
ceremony at the Yesilkoy Military Airport, Major General Huseyin
Goksu, said that a unit from the Jordanian Armed Forces participated
in a joint training in Turkey last March. Noting that the 36-people
Turkish Unit went to Jordan for 15 days to participate in a joint
training with the Jordanian Armed Forces, Goksu added: "The Turkish
Army is always ready to do its best for the establishment of peace in
the world and in the region". /Sabah/
[13] 1998 PRIVATIZATION TARGET: $5 BILLION
The Turkish government, which has discussed the 1997
supplementary budget and 1998 budget at the High Planning Council and
announced a three-year stability programme, aims at privatization
worth $5 billion for the next year. The government also aims at 5 %
inflation by the year 2001 and full EU membership by the year 2003.

[14] TURKEY RANKS FOURTH IN COMPUTER OLYMPICS
Turkey won one silver and two bronze medals at the Fifth Balkan
Computer Olympics held in Thessalonica on 1-5 October. Turkey ranked
