Summary of the political and economic news in the Turkish press this
morning.
[01] TURKISH LEADERS MARK WORLD PEACE DAY
President Suleyman Demirel released a message to mark September 1 as
World Peace Day. In his message Demirel said that Turkey's peaceful
and tolerant stemmed from its past and culture. Turkey will continue
to be a guarantee for peace, democracy and human values in the world's
most sensitive area, Demirel stressed. /Hurriyet/
[02] PM YILMAZ OPENS BILISIM'97 FAIR
On Monday Prime Minister Mesut Yilmaz opened the Bilisim'97
Information and Communications Technologies Fair held at the TUYAP
Fair Center in Istanbul. In a speech at the opening ceremony. Yilmaz
vowed that all primary school students will be taught how to use a
computer within the framework of the "Catching the New Age" project
prepared by the government. More than 100 companies are participating
in the fair. /All papers/
[03] TURKISH-ISRAELI MILITARY MANEUVRES IN NOVEMBER
Turkish and Israeli defence sources have announced that Turkey and
Israel will hold joint military maneuvres on November 15-20. The US
will also participate in the maneuvres as an observer. The joint
maneuvres will be held off the Israeli coast and in the international
waters of the eastern Mediterranean. The joint maneuvres aim to
improve cooperation between the Turkish, Israeli and US navies and
will include search and rescue operations. /Hurriyet/
[04] POOS IN ANKARA
EU Term Chairman and Luxemburg Foreign Minister Jacques Poos paid a
working visit to Ankara. The EU representative had contacts with
Prime Minister Mesut Yilmaz and Foreign Minister Ismail Cem.
Repeating the known EU stance towards Turkey, Poos said that Turkey
remained eligible for Union membership if it fulfilled certain
criteria. "We cannot start negotiations for full membership with
Turkey before some conditions are met. These conditions are good
neighbourly relations with Greece, a constructive attitude towards
Cyprus and efforts to resolve the Kurdish issue," Poos noted.

[05] PRESIDENT DEMIREL CONGRATULATES TURKISH F-16 PILOTS
President Suleyman Demirel on Monday in Ankara congratulated a group
of Turkish F-16 pilots over their successful performance in "Red
Flag", an international military exercise held in the US last month.
For the first time in Turkish Air Force history, the overseas
deployment of the six Turkish F-16 fighter jets was carried out
through an air refuelling by a Turkish tanker aircraft. The pilots
also put on a brilliant performance during the 80 flying hours of the

[06] DEFENCE MINISTER SEZGIN FLIES TO LONDON
Deputy Prime Minister and Defence Minister Ismet Sezgin flew to London
on Monday to visit the 3rd British Royal Fleet and Land Forces Weapons
and Equipment Fair. Sezgin said he was visiting London on the
invitation of his British counterpart. Sezgin's programme includes
meetings with the defence ministers of a number of foreign countries.

[07] PEACE TRAIN ACTIVISTS STALLED AT SANLIURFA
Security officials in the Sanliurfa province detained a group of 125
foreign human rights activists on their way to attend a Monday Peace
Day meeting in the southeastern city of Diyarbakir. Authorities
allowed the seven buses carrying the activists to enter the province.
but turned back some 70 other buses. The activists are supporters of
the so-called "Musa Anter Peace Train" journey, an initiative pressing
for resolving problems in the southeastern parts of Turkey. Turkish
officials have treated the initiative with suspicion from the outset,
fearing that it was being staged by the PKK terrorist organization.

[08] TRANSPORT MINISTER IN BULGARIA
Transport Minister Necdet Menzir is in Bulgaria for the Eighth
European Transport Corridor and Caucasia-Central Asia Connection
meeting. Transport ministers from Albania, Macedonia, Bulgaria,
Kazakhstan, Georgia, Uzbekistan and Turkmenistam are attending the
meeting that will end on September 3. /Anatolia news agency/
[09] GOLDMAN SACHS OPTIMISTIC ABOUT TURKEY'S FUTURE
Turkey does not need to sign a credit deal with the IMF, say officials
from Goldman Sachs, consultants to Turk Telekom. Company specialists
evaluate the September meeting of Turkish officials with IMF and World
Bank representatives as "pivotal" to re-gaining prestige on
international markets, but add that Turkey does not need loans to
resolve economic problems. Goldman Sachs representatives stress that
Turkey could implement a "shadow programme" of reform measures to be

[10] STATE MINISTER GUREL IN US
State Minister responsible for Cyprus and Turco-EU relations, Sukru
Sina Gurel, went to the US yesterday morning. It is reported that
during his contacts, Gurel will submit a five-year plan designed to
provide an economic equality between the Turkish and Greek Cypriots.
Gurel, who will meet with Presidential Special Envoy to Cyprus,
Richard Holbrooke, will convey this message: "Initially, let's ensure
economic equality on the island. Then, integration will be easier".

[11] PKK ATTACKS
Four militants of the PKK terrorist organization attacked a
construction site near the Bostankolu village in the Resadiye district
of Tokat and set a car belonging to the Forestry Administration and
Village Services bulldozer on fire. Elsewhere, a group of PKK
terrorists who raided Eralan village in Mus province kidnapped four

[12] COMCEC EXPERTS IN ISTANBUL
A "Monetary, Financial and Capital Movements" meeting of the
Commercial and Economic Cooperation Permanent Committee (COMCEC) of
the Organization of the Islamic Conference was held in Istanbul
yesterday. Deputy Undersecretary of the State Planning Organization
Timucin Sanalan, who delivered a speech at the meeting, said that
their aim was to put into implementation the government's "New Action
Plan" as soon as possible. /Cumhuriyet/
[13] EUROPEAN SUPPORT INDUSTRY PRODUCERS IN TURKEY
Support industry producers from the European automotives sector, who
have seen signals that Turkey will be an important automotives
production centre in the 2000s, are flowing to Turkey. Since the
beginning of the Customs Union, 680 firms including 100 German
automotive support industries firms have entered the Turkish market.

[14] BRAIN BOURSE OPENS
Companies in Turkey have shown great interest in 30,000 young people
out of nearly three million Turks living in Western European
countries. The European Association of Turkish Academicians (EATA),
which aims to establish a bridge between the Turkish groups living in
Western European countries, especially second generation youth, and
Turkey, held a third meeting of the "Business and Brain Bourse" in
Turkey yesterday. During the meeting organized by the Istanbul
Chamber of Industry, administrators of the eight private companies
held contacts with 75 students who want to work and undergo training
in Turkey. EATA Chairman Hakan Uzun said that the EATA, which was set
up seven years ago, carried great importance for Turkey's opening up

[15] FOCA FESTIVAL ON 5 SEPTEMBER
Mayor of the Foca district of Izmir, Nihat Dirim, has noted that the
Foca Festival, which will be held on 5-7 September, is aimed at
strengthening the friendship between the Turkish and Greek nations.
Dirim said: "We have invited 200 guests from Greece". /Cumhuriyet/
[16] ACROBATIC TEAM TO GO TO PAKISTAN
An acrobatic team consisting of F-16 aircraft of the Turkish Air
Forces will go to Pakistan and hold a show on the occasion of the
Pakistan "Air Forces Day" on 7 September. A statement made by the
Pakistani Embassy in Ankara said that the show by the Turkish Air
Forces acrobatic will be viewed by Pakistani Head of State Faruk Ahmet
Han Legari, Press and Information Minister Mushahid Huseyin, the
Turkish Ambassador in Pakistan, the Commander of the Pakistani Air

[17] POSTEUROPE MEETING IN ISTANBUL
A meeting on "Aid to Central and Eastern European Countries" sponsored
by the European Public Postal Administration Union (Posteurop) will be
held in Istanbul today and tomorrow. According to a written statement
made by the General Directorate of the Postal Administration, the aim
of the Posteurop meeting is to develop and facilitate postal
procedure, modernize postal services, strengthen cooperation among the
European postal administrations and share information among the member

[18] YILMAZ POSTPONES TURKMENISTAN VISIT
Prime Minister Mesut Yilmaz planned to visit Turkmenistan and
Kazakhistan between 8-12 September. However, the Prime Ministry Press
Office announced yesterday that the Turkmenistan visit had been
postponed as Turkmenistan President Saparmurat Turkmenbasi was unwell.
State Minister responsible for Turks living abroad, Ahad Andican, said
that Turkmenbasi had gone to Germany for a check-up and that he had an
urgent operation in Munich. /Hurriyet/
[19] 'VILLAGE-CITY' PROJECT TO BE REALISED
A 'village-city' project, put on the agenda by deputy prime minister
Bulent Ecevit, has been started. ANAP Diyarbakir deputy, Sagbetullah
Seydaoglu, said that the project was about to be put out to tender.
He added that more than 2,000 families would be re-housed in
village-cities to be constructed near the Lice and Dicle townships of
Diyarbakir. /Milliyet/
[20] TURKISH AMBASSADORS SUMMIT IN PARIS
Turkish Foreign Minister Ismial Cem will hold a meeting with Turkish
ambassadors appointed to European Union (EU) countries to decide new
EU strategy before the Luxembourg Summit in December. At the summit
final decision on the extension of the EU will be given, and therefore
Turkey's policies and strategies to be followed during next few months
are very vital. It is reported that, at the meeting, the Turkish
ambassadors and Cem will discuss the necessary steps that the new
government should take on human rights and democratization.

[21] POSITIVE MESSAGES FROM THE FRENCH
The French Foreign Ministry has declared that Turkey was right about
its expectations from Europe. Before Turkish Foreign Minister Ismail
Cem's visit to Paris, French Ministry spokesman, Jacques Rummelhardt,
answered the questions of press members on Turkish-French relations.
Rummelhardt said that Turco-French relations had been developing in
recent years, adding that France was fourt among the main countries
importing from Turkey. He stressed that Turkey was a stable element
in the Caucasias, the Middle East and the Balkans. Rummelhardt noted
that Turkish and French foreign ministers would discuss regional

[22] MINISTRY OF CULTURE TO BUY HISTORICAL WORKS OF ART
In order to prevent historical works of art being sold off to
smugglers, the Ministry of Culture will buy them from citizens who
find them. While continuing its legal struggles abroad to recover
historical pieces smuggled abroad, Turkey is also trying to take new
measures to prevent smuggling. Deputy Undersecretary of the Ministry
of Culture, Huner Tuncer, said that they would buy historical pieces,
at a satisfactory pric, from citizens who find them. /Hurriyet/
[23] FOREST FIRE IN CANAKKALE
Almost 20 hectares of pine wood has been destroyed by fire in
Canakkale. With the help of local people, security forces and fire
fighters the fire was brought under control. /Hurriyet/
[24] CLINTON'S S-300 MISSILES FORMULA
It is claimed that U.S. President Bill Clinton's special envoy to
Cyprus, Richard Holbrook, will ask for a decrease in the number of
Turkish soldiers on the island if the Greek Cypriots halt the purchase
of S-300 missiles from Russia. According to the news of the Greek
Cypriot Haravgi daily newspaper, Holbrook who will visit the island in
November, will ask the Southern Cyprus administration to postpone its
agreement with Russia on buying missiles. Later the U.S. envoy will
request Turkey to reduce its military presence on the island.

[25] MARK PARRIS APPOINTED AS NEW AMBASSADOR TO ANKARA
US President Bill Clinton has appointed Mark Pariss as the new
ambassador to Ankara the Anatolia news agency reported. A statement
from the White House said Mark Parris has been appointed to Ankara
Embassy and Nicholas Burns appointed as US Ambassador to Athens. The
appointments will come into effect following the approval of the
Senate. Parris, who was advisor for the Middle east and South Asia to
President Clinton until last April, also worked as the US ambassador
