[01] DENKTAS REJECTS NEW UN DOCUMENTPresident of Turkish Republic of Northern Cyprus, Rauf Denktas on Wednesday rejected the newly amended United nations (U.N.) proposals aimed at fostering compromise in the Cypriot inter-communal peace talks but will stay at the negotiating table. Inal Batu, deputy undersecretary of the Turkish Foreign Ministry who is there representing Turkey as a guarantor state, said that Denktas had refused to discuss or sign the new document tabled on Tuesday but he added negotiations would continue. /Cumhuriyet/[02] TURKISH FIGHTER JET CRASHES, KILLING TWO PILOTSA Turkish Air Force (TuAF) F-4 warplane crashed on Wednesday shortly after taking off from the Konya Fourth Main Jet Base in central Anatolia, killing two pilots. An official statement from General Staff said that the American McDonnell Douglas-made fighter jet crashed near Konya's Kulu town after hitting electricity power lines in the region. The air force has launched an investigation to establish the cause of the crash.Meanwhile, an air force helicopter transporting the investigation team was forced to make an emergency landing due to bad weather conditions. No serious injuries were reported however, the UH-1H helicopter was badly damaged in the incident. /Cumhuriyet/All papers_ [03] TALABANI IN ANKARAJalal Talabani, the leader of the northern Iraq Patriotic Union of Kurdistan (PUK), arrived in Ankara on Wednesday. Talabani was due to hold talks with Foreign Minister Ismail Cem and other senior Turkish officials today on the situation in northern Iraq. He was expected to express his concern about the "Arabization" of northern Iraq.The Turkish side, on the other hand, will reportedly pressure him to be more clear concerning his attitude towards the outlawed Kurdistan Workers' Party (PKK), which has bases in northern Iraq. Ankara will also warn him against his "flirting with Iran". /Cumhuriyet/ [04] TURKEY MOVES TO BUILD DEFENSE INDUSTRYTurkey recently accelerated efforts to ready itself for the 21st century by setting up effective and productive defense industry projects with maximum local input. Turkish defense experts said that Turkey should build up its defense industry with maximum local input as soon as possible to enable it to stop making concessions and to reject extortion or embargo threats. They added that such efforts would also prevent it from lagging behind in the 21st century's rapidly-growing defense sector. /All papers/[05] ANKARA RENEWS PROPOSAL TO HOST AFGHAN DIALOGUETurkey renewed its proposal on Wednesday to host a conference under the auspices of the U.N. in order to find a solution to the problem in Afghanistan. Foreign Ministry Spokesman Sermet Atacanli expressed Ankara's preparedness to help find a way to solve the conflict in Afghanistan. Turkey's readiness to help to establish a means of resolving problems in Afghanistan was emphasized at the Foreign Ministry at the Foreign Ministry's weekly conference. "We have conveyed our proposal to the groups with whom we have had recent contact. This proposal is still on the table," said Atacanli. /All papers/[06] CHANGES TO BOSPHORUS CHARTERChanges will be made to the so-called "Bosphorus Charter" in order to cope with increasing tanker traffic in this busy waterway that splits Istanbul into two. New rules will be included restricting transit in certain cases and vessels sailing through the straits will also have to observe international rulings apart from the regulations in the up-dated manual on Bosphorus rulings. /Cumhuriyet/[07] EMERGENCY RULE PREPARATIONS COMPLETEAs plans to lift the 13 year emergency rule in ten provinces in the southeastern parts of the country move towards being finalized, the military authorities report that that their own plans to secure safety in the regions involved are also moving towards completion. Military representatives say that a special arm of the military services will be brought into action, with centres in places like Van and Diyarbakir. In other areas the local Gendarmerie forces will be beefed up and given more support. /Cumhuriyet/[08] FORESTS IN FLAMESNew forest fires have flared up around the country but the frightening fire in Marmaris hass finally been brought under control, the Anatolia news agency reported. Two hectares of forest land were destroyed in fires in the Gokova and Gocek districts of Mugla in the southern Aegean. At Icel, in the Mediterranean region, two hectares of pine forest were destroyed after wires broke off from a high voltage line and fell to the ground. In the Southeast district of Semdinli, near Hakkari, a fire that started on Tuesday and spread quickly because of the strong winds and destroyed 600 hectares of oak forest.President Suleyman Demirel is scheduled to visit Marmaris and the scene of the fire there. [09] AWARD TO LIVANELIThe Turkish Selection Committee of the Balkan States Literature Award Foundation gave the 1997 Balkan States Literature Award to Zulfu Livaneli with his novel, "Engeregin Gozundeki Kamasma".
