TURKISH PRESS REVIEWAUGUST 4, 1997Summary of the political and economic news in the Turkish press this morning.[01] NEWS ARMED FORCES COMMAND APPOINTEDFollowing the promotions decided during the three-day meeting of the Supreme Military Council, appointments for the newly-vacated posts have now been completed. Except for Chief of General Staff Gen. Ismail Hakki Karadayi, all the high-ranking command positions have been changed in the Turkish Armed Forces. While the existing commanders have retired, new appointments have been made to the army command posts.According to this, First Army Commander Gen. Huseyin Kivrikoglu has been appointed as Ground Forces Commander, National Security Council General Secretary Gen. Ilhan Kilic as Air Forces Commander, Fleet Commander Vice-Admiral Salim Dervisoglu as Naval Forces Commander, Aegean Army Commander Gen. Fikret O. Boztepe as Gendarmerie General Commander, Commander of the Third Army Gen. Atilla Ates has been appointed as the Commander of the First Army, Ground Forces Command Chief of Staff Gen. Dogu Aktulga as the Aegean Army Commander. Deputy Chief of General Staff Gen. Cevik Bir will stay in his post upon Gen. Karadayi's behest for one more year. /Cumhuriyet/ [02] PRESIDENT DEMIREL CONGRATULATES HIS NEW IRANIAN COUNTERPARTPresident Suleyman Demirel on Sunday congratulated Sayeed Mohammad Khatami on his assuming the Iranian presidency. In his message, Demirel expressed his belief in the need for good neigborly ties between the two countries. /All papers/[03] ITALIAN TRAINING SHIP ANCHORED IN ISTANBULThe Italian training ship, San Giusto with 118 naval academy candidates on board is visiting Istanbul until Tuesday. The ship that serves both as a training vessel and an amphibious ship is 133 meters long, 25 meters wide and weighs 8,000 tons, the Anatolia news agency reported.[04] FREEWAY PILEUP KILLS 18Eighteen people died and 33 were injured in an horrific accident on the Ankara-Adana expressway early on Sunday. The injured people were taken to a hospital in Tarsus. The authorities are yet to identify 12 of the people killed in the accident. /All papers/[05] "EU MEMBERSHIP IS NOT OBSESSION," FM CEM DECLARESForeign Minister Ismail Cem said Turkey's full membership for the European Union was a "target, but not an obsession," the Anatolia news agency said.Speaking at a press conference in Kayseri, Cem said the current government was organising its foreign affairs in a way that it gives priority to the country's identity and characteristics. Cem said Turkey was no longer a country that needed to beg to the other countries. He said Turkey was a strong and culturally rich country. The Foreign Minister said Turkey will seriously continue with its aim to enter the EU. "We are striving to reach that aim, but if we cannot, it will not be the end of the world," he added. Cem also assessed Turkey's relations with the Central Asian Republics, saying these ties had not improved as expected. [06] TURKISH TROOPS LEAVE FOR "RED FLAG 97-4"Turkish, American and Singapore air forces will hold a joint military exercise at the U.S. air base Nellis, the Anatolia news agency reported. The Turkish airforce will participate in "Red Flag 97-4" to be held August 3-28 with F-16, the air force announced. The most strategic part of the exercise for the Turkish airforce is the F-16s will fly with the support of tanker planes over the ocean on their way to the States. The Turkish troops participating in the joint exercise include 30 officers and 57 non-commissioned officers who will be bid farewell in an official ceremony on August 4.[07] ISIN CELEBI: TURKEY TO BOOST EXPORTS TO $50 BILLION BY 2002Turkey has begun a campaign to boost exports to $50 billion by the 2002 with the creation of new free zones and reduced taxes, State Minister Isin Celebi declared on Friday. Celebi said at a meeting of the Turkish Exporters Assembly (TIM) in Istanbul that Turkey had begun an export campaign. Celebi added that the government would raise the number of free trade and industrial zones to boost exports from an estimated $ 23 billion. /All papers/[08] NATURAL GAS PRODUCTION STARTED AT THE END OF AUGUSTWithin the framework of the North Marmara Project, natural gas production will be started at the end of this month. General Directorate of the Turkish Petroleum Board, Sitki Sancar said that with the natural gas production in the north Marmara Sea, seven percent of Turkey's natural gas demand will be met. /Sabah/[09] TURKEY PURCHASES MACHINES AND SELLS KNITTED FABRICDuring the first five months of this year, Turkey exported $1.532 billion worth of knitted fabric and imported $3.116 billion worth of machines, according to data of the State Institute of Statistics (SIS). When compared with the corresponding period last year, the highest increase in exports during the January-May period of 1997 was in grains (547.9 %). /Milliyet/[10] JOBS FOR ONE MILLION PEOPLE IN TOURISMIn tourism, which is the world's third biggest sector, Turkey's high performance in the next 10 years will provide employment for one million people. According to the World Tourism and Travel Council (WTTC), with its new employment opportunity in the next 10 years, Turkey will be the second country following the US, which creates the highest employment. /Cumhuriyet/[11] 1100 YEARS OLD SUNKEN SHIP IN AEGEAN SEAIt is reported that there are many valuable goods in a 1100 years old sunken ship, which belongs to the Roman and found out offshore Karaburun in the Aegean Sea. The American ABC television channel has given a wide coverage to research carried out offshore Karaburun. Many works of art including a golden cup and coins have been found in the ship. /Milliyet/[12] FINANCIAL PROTOCOL HAS POSITIVE IMPACT ON INTERNATIONAL MARKETSThe protocol for cooperation signed last week between the Treasury and Central Bank had a positive impats on Turkey's credibility abroad. According to a number of international advising companies like J.P.Morgan, Merril Lynch, Salomon Brothers, Lehman Brothers, as well according to some rating companies like IBCA and Duff and Phelps, the cost of foreign borrowing had dropped by half a point. International observers note that the protocol demonstrated the determination of the government to implement a liberal monetary policy attaching importance to fiaincial discipline. /Hurriyet/[13] PM YILMAZ: WE WANT DIALOGUE WITH GREECEIn a statement to the Washington Post daily newspaper, Prime Minister Mesut Yilmaz said that Turkey wanted to find a peaceful solution to problems with Greece, and added that they were ready to cooperate with US Special Representative in Cyprus Richard Holbrooke who is exerting efforts to find a solution to the Cyprus question.Yilmaz criticized the EU pointing out that the Union was not fulfilling its obligations towards Turkey outlined in the Customs Union agreement. Commenting on the problem of terrorism in Turkey, the prime minister said that the government was planning a number of economic, social and democratic measures designed to ease tensions in the region. /Cumhuriyet/ [14] "ENVIRONMENT AND PEACE" MEETINGThe International Association of Educators for World Peace and the Black Sea Technical Univeristy have jointly organized a congress on "Peace and Environment" in Giresun. The congress will be attended by nearly 80 educators from various countries including Hungary, Greece, Spain, Nigeria, Ưndia and the US.
