TURKISH PRESS REVIEWJUNE 27, 1997Summary of the political and economic news in the Turkish press this morning[01] YILMAZ: "PRESIDENT WILL APPROVE CABINET"Motherland Party (ANAP) Chairman Mesut Yilmaz, who has been assigned to form a new government, said yesterday that President Suleyman Demirel would approve the Cabinet list. "The president has told me that he will approve the new government for which four political parties have announced their support. He has pointed out that what will happen afterwards belongs to Parliament" Yilmaz said. Yilmaz met yesterday with the leaders of the Democratic Left Party (DSP), Republican People's Party (CHP) and the Democratic Turkey Party (DTP) for the second time, who later announced that they would back the government formed by Yilmaz. In a statement following his meeting with DSP leader Bulent Ecevit, Yilmaz said Ecevit had accepted his request that he become deputy prime minister in the Yilmaz Cabinet. Yilmaz also offered the post of deputy prime minister to DTP leader Husamettin Cindoruk. He said under the laws, it was possible to have two deputy prime ministers.The ANAP leader said that a commission consisting of two people from each of the parties that would be part of the coalition government would start working today on what the structure and agenda of the government would be. He said he and other party leaders who join the new government would meet on Monday to make the final decisions on the government list. They would also review what programmes the government would give priority to. He said he planned to present the Cabinet list to the president either on Monday or on Tuesday at the latest. /Sabah-Milliyet/ [02] SAYGIN JOINS ANAPTrue Path Party (DYP) Izmir Deputy Isilay Saygin resigned from her party yesterday and shortly afterwards, Prime Minister designate Motherland Party (ANAP) leader Mesut Yilmaz announced that she has joined ANAP. This brings the number of DYP deputies down to 113. /Milliyet/[03] TURKEY TO ATTEND EU AMSTERDAM MEETINGTurkey will be represented at the big European Union (EU) meeting in Amsterdam by a delegation which even now is preparing details on Turkey's current situation. Turkey will attend the meeting along with eleven other candidate countries lined up for full membership in the EU.The general message for these countries is apply the principles then expect equal treatment with other countries. Foreign Minister Ciller is representing Turkey at the meeting, and she arrived in Amsterdam last night. /Hurriyet/ [04] PARLIAMENT EXTENDS NORTHERN WATCH MANDATEThe Parliament yesterday approved a Prime Ministry proposal asking for the extension of the Northern Watch mandate for another six months. Northern Watch, the successor of Operation Provide Comfort (OPC), requires review every six months. It is composed of Turkish, US and British air force units whose role is to patrol the UN declared no-fly zone in northern Iraq. /All papers/[05] US PUSHING FOR DEMOCRACY IN TURKEYThe US Principle Deputy Undersecretary of Defence Jan Lodal said yesterday during talks with Turkey's military officials in Ankara that the US was "fully supporting Turkey's democratic process". During his two-day official visit to Turkey, Lodal met with Defence Minister Turhan Tayan and had a long discussion with Deputy Chief of General Staff Gen.Cevik Bir.Throughout the visit, the US delegation carefully pushed messages of democracy. In a press release it was stated that the US delegation reaffirmed the strategic importance of the relationship between the US and Turkey and US support for "Turkish democracy". Lodal, accompanied by Director of Southern European Affairs at the State Department Carey Cavanaugh, met with Foreign Ministry Undersecretary Onur Oymen and attended a luncheon with other high-level military staff. Lodal said that the talks in the capital had covered a broad range of issues including stability in the Aegean, stability in the region as a whole; Iraq, Iran and terrorism issues; armaments cooperation issues; and NATO expansion and adaptation. /Cumhuriyet/ [06] TURKEY: SEVENTH LARGEST ARMS IMPORTER IN 1996According to the annual report published by the Stockholm-based Institute for Peace Research (SIPRI), Turkey was the world's seventh biggest arms importer in 1996, dropping from being the second largest arms purchaser in 1995. With all figures based on the 1990 dollar, Turkey spent around $1 billion for weapons in 1996, while its expenditure totaled around $7.4 billion for the years 1992 to 1996. The same report indicates that the top arms importer in 1996 was Taiwan, which spent $3.3 billion, followed by China, South Korea, Saudi Arabia, Kuwait, India and Turkey. /Cumhuriyet/[07] 'PERFECT FUNCTIONING OF DEMOCRACY IN ALBANIA PLEASES TURKEY'Foreign Ministry Spokesman Omer Akbel said yesterday that Albania is a friendly country and that Turkey hopes the result of the elections that will be held on Sunday will be in conformity with the wishes of Albanian people. Addressing a weekly news briefing, Akbel said Turkey has close relations with Albania, adding that "the perfect functioning of democracy in Albania pleases Turkey". Noting that Turkey's attitude towards Albania is clear, Akbel said that Turkey hopes Albania will improve its democratic process and prosperity.Meanwhile, a Turkish unit as part of the multi-national force in Albania, helps provide security in that country. The 779-person Turkish unit controls Rinas, the only international airport of Albania and regions to the north. The Turkish unit deployed in Zallherr Village 15 km away from the capital Tirana, helps Albanian people also at its hospital where all surgical operations can be undertaken. Commander of the unit, Col.Suleyman Bozkurt, said that they had established a very good dialogue with Albanian people. Further, 80 tons of food aid, which the Turkish Red Crescent sent with five TIR trucks, has arrived in Tirana. /Hurriyet/ [08] GENERAL STAFF BLASTS ATHENS FOR 'SPONSORING TERRORISM'High-ranking officials of the Turkish General Staff accused Greece of sponsoring the PKK terrorist organization in a briefing to journalists in the southeastern city of Diyarbakir yesterday. Col.Husnu Dag of the General Staff said they had positive evidence of Greece giving support to the PKK. He said a "crowd of Greek officers led by a retired Greek general" were training terrorists in regions extending from the Bekaa Valley in Lebanon to the Zap region in northern Iraq."During the latest operation it has been reported that a Greek officer was killed in the Beyazdag region. Also three more officers in the region have still been training the terrorists" Dag said. He also noted that a seven-member group of PKK terrorists who surrendered to Turkish troops had confessed that they had received missile training on the coast of the Adriatic Sea by a high-ranking Greek officer. Col.Dag went on to say that the captured terrorists also confessed that they had stayed at "PKK shelters in Athens", then flew to Damascus for a four-month political indoctrination course at the "PKK's central school" there. /Milliyet-Cumhuriyet/ [09] PKK ACTION IN THE SOUTHEASTDuring a conflict between terrorists and security forces in the Islahiye district of Gaziantep, a terrorist was killed, one sergeant died and one soldier was wounded. Meanwhile, militants of the PKK terrorist organization opened fire on a car traveling from Semdinli to Ortaklar Village when village guard Mahmut Ovec and Naci Karatas died. A tractor used in the construction of roads in the border region of the ULudere district of Sirnak hit a mine laid by terrorists.
