TURKISH PRESS REVIEWDECEMBER 24, 1996Summary of the political and economic news in the Turkish press this morning.[01] TURKISH AMBASSADOR WARNS OF DANGER IN KEEPING TURKEY ON HOLDThe Turkish ambassador to France, Tansug Bleda, has warned that Turkey feels increasingly frustrated that the European Union, which is preparing for enlargement, has not taken concrete measures to ensure Turkey's full integration. In his article in the French daily Le Figaro, Bleda said Turkey's Western orientation started with Ataturk and that the Turkish people were loyal to his heritage. "However, a growing feeling of dissatisfaction exists in Turkey regarding the European Union, where certain of our interlocutors indefinitely postpone, or leave to the Greek timetable, concrete measures to ensure Turkey's full integration the to the union," said Bleda.Responding to a question on Bleda's article in Le Figaro, a French spokesman said the prospect of Turkey's full membership in the European Union was open. The spokesman, quoting the comment of French President Jacques Chirac after the Dublin summit said that it was no suprise to France that Turkey looked forward to full membership./All papers/ [02] TURCO-NIGERIA JOINT ECONOMIC COMMISSION PROTOCOLTurkey will import natural gas and petroleum from Nigeria, according to the Turkey-Nigeria Joint Economic Commission Protocol published in yesterday's edition of the Official Gazette. According to the protocol, the two countries have also granted each other "most favored nation" status and are aiming to increase bilateral annual trade volume to the $500 million level./All papers/[03] DENKTAS WARNS GREEK CYPRIOTS AGAINST EXCESSIVE ARMAMENTPresident Rauf Denktas of the Turkish Republic of Northern Cyprus (TRNC) said that the Greek Cypriots themselves would be hurt by their excessive armaments build-up, reported the Anatolia news agency. Denktas said Greek Cypriot President Glafkos Clerides was an experienced leader but his policies to transform Cyprus into a Greek island were heavily influenced by the church, EOKA and parliament speaker Spiros Kiprianu.[04] TURKISH TEXTILE TRAINING IN EUROPEChairman of the Turkish Textile Training Association Mehmet Ali Ince said that they sought closer ties with the International Textile Training Industrialists Union (CRIET), which is member of Euroteks and based in the Netherlands.Chairmen of textile training associations in Austria, Belgium, the Netherlands, Britain and Italy have visited Turkey. Mehmet Ali Ince said that CRIET would evaluate Turkey's position. He added that Turkey aimed to form control mechanizms and to improve the training of textile workers. Within this framework Turkey looked for training opportunities and educational programmes abroad, said Mehmet Ali Ince./Hurriyet/ [05] EXPORT TO IRAQ THROUGH HABUR GATEIn line with the UN oil for food limited oil sales agreement with Iraq, exporters can use the Habur border gate to reach Iraq. Within the framework of the UN decisions the restriction on delivering exporting goods through Umm-Kasr or Akabe has been lifted for only Turkish exporters. Turkish exporters will now have lower transportation costs./Sabah/[06] TURCO-EU RELATIONSIt is reported that the third of six party meetings held to evaluate Turco-EU relations will be held in Rome, Italy, at the end of January. Foreign Ministry officials have stated that foreign ministers of Turkey, France, Britain, Germany, Spain and Italy will attend the meeting.Turkish Foreign Minister Tansu Ciller will talk about the troubles in the implementation of the Customs Union accord. She will also request support against Greek efforts which aim to block Turco-EU relations. It is expected that Turkey's full membership in the Western European Union (WEU), the EU military defence organization, will also be taken up at the meeting. /Cumhuriyet-Sabah/ [07] STRAITS ON AGENDA AGAINReports suggest that the Russian Foreign Ministry is planning to take up the matter of the Istanbul Bosphorus Straits again in 1997. Russia continues to oppose the unilateral decisions that Turkey took to protect the straits and Istanbul from dangerous cargoes and increasing traffic through the straits.One of the things the Russian Foreign Ministry intends to do is apply to the International Maritime Organization and seek its support to have the situation reviewed.
