TURKISH PRESS REVIEWTUESDAY, NOVEMBER 19, 1996This is the summary of the political and economic news in the Turkish press this morning. [01] CILLER:"EU SHOULD NOT BE DRAGGED INTO DISPUTES BETWEEN TURKEY AND GREECE"Deputy Prime Minister and Foreign Minister Tansu Ciller declared on Monday that Turkey strongly objected to the establishment of a linkage between Turkish-European Union relations and the bilateral problems between Turkey and Greece.Before her departure to Brussels to attend a key meeting of the Western European Union, Ciller said the current tension between Turkey and Greece stammed from Greek efforts to push its bilateral problems with Turkey on the EU agenda and have the EU involved in the dispute. Ciller added Turkey was ready to settle its disputes with Greece through the application of international law "without excluding third party mechanisms", but stressed that "in view of the historical balance in the Aegean, these interrelated problems constitute a whole and must be addressed simultaneously." /All papers/ [02] TURKMENISTAN HEAD OF STATE IN ANKARAPresident Suleyman Demirel welcomed Turkmenistan Head of State Sapar Murad Turkmenbasi on his arrival in Ankara on Monday for the official part of his visit after he underwent medical treatment at an Istanbul clinic. The projected pipelines to carry Turkmen natural gas to Turkey over Iran are expected to dominate the official talks between the two presidents./All papers/[03] SECURITY FORCES KILL 41 TERRORISTS IN THE SOUTHEASTSecurity forces killed 41 terrorists from the outlawed Kurdistan Workers' Party (PKK) during operations in the Southeast over the past three days, the Anatolia news agency reported. According to the Office of the Emergency Rule region, operations were continuing in and around Sirnak, Silopi, Bingol, Bitlis, Diyarbakir, Elazig, Mersin and Tunceli.[04] OUSTED AFGHAN PRESIDENT RABBANI COUNTS ON TURKEYOusted Afghan president Burhannedin Rabbani said he believed that Turkey would play an important role in resolving the problems of Afghanistan, the Antolia news agency reported. Rabbani, in Rome to attend the World Food Summit, said that he was greatful to the Turkish government for giving scholarships to Afghan students and he requested humanitarian aid for the victims of war in his country.Noting his appreciation for the Turkish government's support at the United Nations and the Organization of the Islamic Conference (ICO), Rabbani said: "Turkey called warring Afghan sides to Turkey to establish bilateral talks. This is a helpful attitude and we hope it will continue." [05] CANADIAN AIR FORCE COMMANDER VISITS TURKEYCanadian Air Force Commander Lt. Gen. A.M.Dequetteville is in Turkey for an official visit. He met with his counterpart Gen. Ahmet Corekci on Monday and is scheduled to visit several air force bases before returning to Canada. /All papers/[06] GREEK COASTGUARD OPENS FIRE ON TURKISH BOATA Greek coastguard vessel opened fire on a Turkish speed boat and killed a fisherman on board who smuggled a group of Iraqi illegal immigrants to a Greek island, the Anatolia news agency reported. The agency said the Greek vessel opened fire on the boat on Sunday evening after the boat had ignored warning shots and tried to escape. Another Turkish fisherman in the speed boat was wounded, Anatolia said. The agency said that Turkish policemen were questioning the wounded fisherman on charges of smuggling and border violations. It was not pointed out in whose territorial waters the incident occured. The Greek Embassy said it had no information on the shooting.[07] TURKS IN GERMANY: REPORT PROPOSES SOLUTIONSTransferstellen, a unit established by the Turkish Research Centre (TAM) to provide economic support for the Turkish minority living in Germany, has published its annual report. The report states that the unit was supporting Turks in every field of life, especially in the creation of new business opportunities and financing new establishments. German officials also support this project and describe the process as "helping people in order to integrate them into the regional economic structure."/All papers/[08] LEADING WORLD BUSINESSMEN MEET IN ANTALYALeading businessmen from all over the world have gathered in Antalya for meetings of the International Chamber of Commerce (ICC). Hosted by the Union of Turkish Chambers and Exchanges (TOBB), these include the 86th Meeting of the ICC Executive Board, the 172nd Meeting of the organization's Council and a meeting of permanent representatives of national committees. These meetings will be held under the chairmanship of Turkish businessman Rahmi Koc, who said that emphasis would be given to the preparation of an electronic communications system to be called IBCC-NET which is intended to speed up world business links and especially to facilitate the activities of those in the import-export sector./All papers/[09] KOREAN BUSINESSMEN VISIT GAPA group of Korean businessmen headed by Korean Ambassador to Turkey Byung Woo Yu is visiting the southeastern province of Saliurfa for research related to the Southeastern Antolia Project (GAP). The visit that started on November 18, will be completed on November 20. The group will meet with businessmen from Sanliurfa and will have talks aimed at improving bilateral trade./All papers/[10] UAE BUSINESS LEADERS VISIT ITOA leading businessman from the United Arab Emirates said that his organization was targeting cooperation with Turkey within the framework of Turkey's giant southeastern investment and construction project, GAP. Hasan Abdullah El Noman, chairman of the Chamber of Industry and Commerce of the United Arab Emirates is visiting Turkey with a team of eight other business leaders. /All papers/[11] ERBAKAN BRIEFED ON FOREIGN TRADEPrime Minister Necmettin Erbakan received a briefing at the Foreign Trade Undersecretariat concerning Turkey's foreign trade policy and its problems.Prior to the briefing Erbakan told journalists that Turkey's aim was the establishment of macroeconomic balances and that the first target in this respect was a balanced budget. Erbakan added that great importance would be attached to achieving a balance in foreign trade. He pointed out that the imbalance in foreign trade was an important problem for Turkey. Erbakan said the government had launched a production, employment and exports mobilization ongoing in 80 provinces, adding that studies to support the plan with incentives were in progress.
