Summary of the political and economic news in the Turkish press this morning
[01] TURKS HONOUR THE LEGACY OF ATATURK
Commemorative ceremonies on the 58th anniversary of the death of
Turkey's founder, Mustafa Kemal Ataturk, were held throughout the
country and attracted enthusiastic crowds. Sirens were sounded at
9:05 a.m., the time of Ataturk's death 58 years ago, and
President Suleyman Demirel laid a wreath at Ataturk's Mausoleum
in Ankara.
Tens of thousands of people marched to Anitkabir after the
official ceremony which was led by President Demirel. The march
was organized by civil organizations to pay respect to the
founder of the modern Turkish Republic and demonstrate their
loyalty to the principles of Kemalism. While Prime Minister
Necmettin Erbakan, Chief of General Staff Gen.Ismail Hakki
Karadayi, commanders, political party leaders, and most
government ministers were accompanying the president at the
official ceremony at Anitkabir, Deputy Prime Minister and Foreign
Minister Tansu Ciller was attending the commemoration of the day
in Istanbul. /All papers/
[02] CILLER VISITS JORDAN
Foreign Minister Tansu Ciller will begin a two-day working visit
in Jordan today at the invitation of Jordanian Prime Minister,
Foreign and Defence Minister Abdul Kerim Kabariti to discuss
recent developments in the Middle East with one of Turkey's
friendliest neighbours. Ciller will be accompanied by State
Minister Ufuk Soylemez, Industry and Trade Minister Yalim Erez,
and Energy Minister Recai Kutan. Ciller will meet with King
Hussein, who visited Turkey this past May.

[03] ANKARA CALLS ON EU TO HONOUR ITS COMMITMENTS
Turkey expressed its displeasure over the weekend with the EU for
its failure to honour its commitment towards Ankara within the
context of the customs union accord that came into force at the
beginning of this year. Ankara also underlined that Turkey was in
line for EU membership before the eastern and central European
countries that are vying for this now. Turkey's message was
conveyed on Saturday at a working meeting in Istanbul between the
Irish Foreign Minister Dick Spring, whose country holds the EU's
rotating term-presidency, and Turkish Foreign Minister Tansu
Ciller.
The meeting was designed to prepare the groundwork for the
upcoming meeting of the Turkey-EU Association Council which is
due to be held in Dublin. In a press statement after her
two-and-a-half hour meeting with Spring, Ciller said that the EU
was not honouring its commitment towards Turkey despite the
conclusion of a customs union between the two sides. Foreign
Ministry Undersecretary Onur Oymen, and Chairman of the
Parliamentary Foreign Affairs Commission, Sedat Aloglu, were also
present at the meeting with Spring. /All papers/
[04] 'M-8' SUMMIT IN THE FIRST THREE MONTHS OF 1997
The presidents of Pakistan, Bangladesh, Egypt, Indonesia, Iran,
Malaysia and Nigeria -the "Muslim eight"- will gather in Istanbul
for a summit meeting in the first three months of 1997, Prime
Minister Necmettin Erbakan annnounced over the weekend. Erbakan,
during his visits to these Muslim countries, sparked the M-8
idea, a linkage aimed toward cooperation in the development and
economic growth of its members. Representatives from M-8 nations
over the weekend met in Ankara, setting a date for a council
meeting of foreign ministers next January. /All papers/
[05] CENTRAL BANK RESERVES EXCEED $17 BILLION
The Central Bank's gold and foreign exchange reserves exceeded
$17 billion in the last week of October. The bank said that
Turkish reserves rose from $17.242 billion to $17.274 billion,
increasing $32 million. According to Central Bank figures on
October 25, gold reserves were $1.383 billion, the Central bank's
foreign exchange reserves were $17.37 billion and commercial
banks' foreign exchange reserves were $9.182 billion. Turkey
repaid $200.01 million of its foreign debt in the first week of

[06] FOREIGN CAPITAL IN TURKEY OVER TL 100 TRILLION
Total capital of the 3,501 foreign capital firms in Turkey
reached TL 104.813 trillion in October. Of the established firms,
2,485 are in the services sector, 881 in manufacturing, 87 in
agriculture and 48 in the mining sector. Ready-wear companies
head the manufacturing sector having 116 firms while the food
sector has 112 firms. The trade sector ranked first with 1,429
firms with tourism second with 347 firms. /All papers/
[07] BSEC BORDER CROSSING WORKSHOP
The Black Sea Economic Cooperation Permanent International
Secretariat (the BSEC PERMIS), together with the European
Commission will conduct a workshop in Edirne on November 11-13 on
the subject of border crossing improvement and easing trade in
Black Sea region. A range of subjects which have concerned
members of the BSEC for a long time are to be considered at the
meeting. /All papers/
[08] DM 27.5 MILLION COLLECTED IN CONDITIONAL IMPORTS ACCOUNT
Turkey's state-run Ziraat Bank said that the amount collected in
513 conditional imports accounts had reached DM 27.488 million by
November 7. The Turkish Treasury recently set an annual interest
rate of 10 % to be applied to foreign currency accounts deposited
at Ziraat Bank for at least one year by Turkish workers abroad
wishing to import foreign cars which are four years old or less.

[09] TURCO-MACEDONIAN COOPERATION
Turkish businessmen participated in the second joint meeting of
the Turco-Macedonian Business Council meeting held over the
weekend and made agreements worth $40 million for cooperation
with Macedonian entrepreneurs. Ziraat Bank and the Macedonian
Kommerziyalna Bank have started preparations for the
establishment of a joint bank in Macedonia. /Hurriyet/
[10] POLICEMAN KILLED IN BINGOL
Yesterday night PKK terrorists killed a policeman in Bingol.
Operations for arresting the terrorists are going on. /Sabah/
[11] "SPEND THE WINTER IN TURKEY"
One of the largest tourism agencies in Europe, Sun Tours,
attached special importance on Turkey for the newly starting
winter season. In the newly issued brochure of the company Turkey
was praised as a country with a rich historical and cultural
heritage and warm winter. "Spend the winter in Turkey", invites
the brochure, distributed to all tourism bureaus in Britain.
