TURKISH PRESS REVIEWFRIDAY OCTOBER 25, 1996Summary of the political and economic news in the Turkish press this morning[01] CIVIC GROUPS CONDEMN EUROPEAN DECISIONTurkish civic organizations said the European Parliament decision was not logical, wrong and sad.The European Parliament (EP) voted on Thursday to block hundreds of millions of dollars of aid to help Ankara set up a customs union with the European Union. In addition, the Parliament voted to review substantial financing for Turkey from the EU's MEDA programme, through which up to 842 million ECUs was envisaged for the bloc's Mediterranean neighbours in 1977. Ali Tigrel, chairman of the Turco-European Community Association said he regretted the European Parliament's decision to block financial aid to help compensate Ankara for the customs union set up with the European Union. Tigrel said he hoped the decision was not a sign that Europe was moving away from Turkey. The chairman of the Economic Development Establishment (IKV), Meral Gezgin Eris, condemned the Euro Parliament's decision. "The decision has a political aspect. The EP, by the decision, showed that their attitude is against Turkey. That behaviour is negative and is not based on economic reason. But solution is dialogue," she said. The president of the Ankara Industry Chamber (ASO), Zafer Caglayan, said the EP was doing everything to cut economic assistance to Turkey, eventhough this assistance was very small. /All Papers/ [02] PRESIDENT DEMIREL ENDORSES CONTROVERSIAL CAR IMPORT DECREEPresident Suleyman Demirel, endorsed controversaial government decree on Thursday, which conditionally permits Turkish citizens abroad to import foreign cars up to four years old, if they deposit DM 50,000 at the Turkey's Ziraat Bank for at last one year. There will be no limitation on the number of bank accounts. Therefore, Turkish workers would be able to import as many used cars to Turkey as they desire. /All Papers/[03] PRESIDENT DEMIREL ATTENDS SUMMIT OF BLACK SEA LEADERSPresident Suleyman Demirel is in Moscow for the Summit of the Black Sea Economic Cooperation (KEI) countries. He is also scheduled to hold bilateral talks with the leaders of Georgia, Bulgaria, Russia, Ukraine and Bulgaria.In a press conference before flying to Moscow on Thursday, Demirel said the KEI was on its way to becoming a viable regional organization. "The KEI is on its way to becoming an influential regional organization between Asia and Europe. With a total population of over 400 million and vast natural resources, the KEI has great potential," said the President. Today, President Suleyman Demirel will seperately meet Azerbaijani President Haydar Aliyev and Armenian President Levon Ter Petrosyan to discuss the Azeri-Armenian conflict. The main subject on the agenda will be the Nagorno-Karabakh dispute. /All Papers/ [04] ERBAKAN ASKED TO BE PEACEMAKER IN AFGHAN INFIGHTING BY PAKISTANPrime Minister of Pakistan, Benazir Bhutto, has sent a letter to Prime Minister Erbakan asking him to be a peacemaker in stopping the current infighting in Afghanistan. The letter was given to Erbakan on 23 October by Anwar Saifullah Khan, the Pakistani petroleum and natural resources minister, who was acting as a special envoy for the Pakistani prime minister and making a one-day visit to Turkey.Khan was able to talk with Erbakan during the conference of cooperation for development being held in Istanbul, which is aiming to create a Muslim-Eight (M-8) Group. He said that the Turkish Prime Minister could use his influence over both Afganistan and Pakistan, as well as backing other countries that are backing the many Afghan groups, to stop conflicts in this country. Khan went on to say that Turkish Prime Minister agreed to play a role because it would be a historical role which Turkey would play. /Sabah/ [05] PKK OPERATION: 41 TERRORISTS KILLEDIn operations carried out by security forces in southeast, 41 militants of the PKK terrorist organization have been killed. According to the Office of the Emergency Rule Governor, 11 terrorists have been killed in the Cukurca and Semdinli districts of Hakkari, 12 in the Catak district of Van, seven in the Balli and Gulyazi regions of Sirnak, nine along Erzurum-Bingol border, and one each in the Dicle district of Diyarbakir and the Nusaybin district of Mardin.In an operation carried out in the Cizre district of Sirnak, one terrorist has been captured and 13 terrorists have been arrested in Elazig, Sirnak and Tunceli. In another operation in Batman, two terrorists have been captured with four hand grenades. Meanwhile, 12 people including two women from the ERNK, the military wing of the PKK, have been taken under custody in Istanbul. /Cumhuriyet/ [06] HABITAT FOR MUSLIM BUSINESSMENThe Private Industrialists' and Businessmen's Association (MUSIAD) will host a meeting of the "International Business Forum" of which the first one was held in Pakistan last year with the participation of 23 Islamic countries.It is reported that 35 countries will aprticipate in the forum to be held in Istanbul on 20-22 November. MUSIAD Chairman Erol Yarar said that the importance of Islamic countries, which have 25 % of natural resources, in world trade was increasing. Noting that the International Business Forum and 4th MUSIAD Fair was a great organization just as the Habitat II held in June 1996, Yarar said: "We expect nearly 1000 businessmen and 50,000 visitors from 35 Islamic countries. Our aim at the meeting is to establish a joint communications network between Muslim businessmen and to develop commercial opportunities with sectoral business meetings. /Sabah/ [07] SECOND EURASIA ISLAMIC MEETINGThe Second Eurasian Islamic meeting, jointly organized by the Department for Religious Affairs and the Turkish Religious Foundation, was completed yesterday with the approval of the Istanbul Declaration. The representatives of various Islamic countries noted that the collapse of communism has resulted in broader freedom of religion and conscience for the Eurasian countries, and stressed that Turkey was a "light" for the Islamic world. /Cumhuriyet/[08] TURKISH TOURISM SUCCESSThe famous American tourism magazin "Travel Agent" elected Leyla Ozhan, Turkish tourism representative in the US, as one of the 100 best female tourism agents in the US.
