TURKISH PRESS REVIEWTHURSDAY JUNE 27, 1996Summary of the political and economic news in the Turkish press this morning[01] GONENSAY AND INONU REPRESENTS TURKEY AT PAPANDREOU'S FUNERALTurkey was represented at former Greek Prime Minister Andreas Papandreou's funeral by Foreign Minister Emre Gonensay and Erdal Inonu, a former deputy prime minister and foreign minister and current deputy president of the Socialist International.Referring to Andreas Papndreou as a "great politician and economist", Gonensay said he was deeply saddened by the death of the former Greek prime minister. Inonu, also referring to Papandreou as a great political leader, offered his condolences to the family of the former prime minister. Anatolia news agency, in a separate report, said that Yasar Kaya, Zubeyir Aydar, and Mehmet Balci all members of the Brussels-based self-declared Kurdish parliament-in-exile, were also invited to the funeral and given a place in the protocol section.// [02] FOREIGN MINISTRY TURNS HEAT ON EURO MPsThe Turkish Foreign Ministry is using the latest militant attacks in Diyarbakir as propaganda to try and convince those European Parliament MPs who advocate a dialogue with the Kurdish Workers' Party (PKK), of the futility such talks. Omer Akbel, the Foreign Ministry spokesman, said at his weekly press conference that the attacks in Diyarbakir came three days after the decision of six groups in the Euro-Parliament to put pressure on Turkey to start talks with the PKK and to release PKK members from jail."The terrorist attacks in Diyarbakir killed eight people, two of them children, one of them a pregnant woman, and wounded 11. Turkey calls on the Euro-Parliament MPs who support a dialogue with this terrorist organization to think once more as to whether their behaviour is serving democratic values, the superiority of law and to what extent they are attaching themselves to PKK terrorism," Akbel said. /All Papers/ [03] PUMPING UP THE PIPELINEIraq and the United Nations are engaged in the final preparations for the former's limited oil sales, and Turkey has completed all its arrangements, the Anatolia news agency reported. The Kirkuk-Yumurtalik pipeline has been kept ready for oil flow, while Iraq and the United Nations try to solve some technical matters before the oil sales start.TURKEY CONDEMNS BOMB BLAST AT SAUDI COMPLEX Turkey, which has suffered greatly from terrorism, denounces the attack. Foreign Ministry spokesman Ambassador Omer Akbel said in a press conference that Turkey is following the developments very closely. /All Papers/ [04] HEATED ACTIVITY ON CYPRUSIt is expected that Cyprus discussions will start again in July. Turkish Foreign Ministry spokesman Omer Akbel said that Han Sung-Joo, the special representative of the U.N. secretary-general and President Bill Clinton's special representative Richard Beattie will visit the region in July.Akbel briefed the press on the visit of David Hannay, the British special representative to Ankara on Tuesday. "Hannay said that his aim was to help with the U.N. secretary-general's goodwill mission. He defined his aim as to help the commencement of talks between the two societies on the island." Akbel said that Hanney would go to Cyprus in July to talk to both sides of the divided island. Akbel also pointed out that from July 2-4, Hang Song-Joo would visit the region and Richard Beattie from JUly 7-8. "Turkey's target is to find an extensive and permanent solution to the Cyprus problem," Akbel said. Meanwhile, U.N. Secretary-General Boutros Boutros-Ghali talked to British Prime Minister John Major about the Cyprus problem and the U.N. Security Council discussed the issue in New York on Wednesday. /All Papers/ [05] DRAFT BILL GIVES SWEEPING NEW POWERS TO COMBAT MAFIA CRIMEA draft bill giving extensive new powers to combat mafia crime was presented to the press by Justice Minister Mehmet Agar. The bill proposes the creation of special departments to fight a wave of organised crime that Agar says poses a serious threat to public order. The new draft law aims to expose organized crime and punish it more severely than other crime. The draft requires judicial authorization for wire taps and surveillance, but "public prosecutors will have authority in urgent cases," said Agar. The bill provides for the formation of specialized departments to investigate organized crime and gives authority to hear and judge such crimes to state security courts. It also contains provision for witness protection programs. /All Papers/[06] VAKIF BANK LOOKING OUT TO THE WORLDTurkey's Vakif Bank is providing a new service for its customers: General Director of the bank, Gultekin, said yesterday that a new on-line service will provide Vakif Bank investors with access to all the world's main investment markets.Additional services will provide up to the minute details on market developments, the latest exchange rates and assessments of market trends. /Cumhuriyet/ [07] INVITATION FROM BOSNIADuring talks between the Istanbul Chamber of Commerce and the Bosnia Chambers of Trade, the chairman of the Bosnian Chambers, Mensur Smailovic invited Turkish businessmen to invest more in Bosnia.Smailovic said that there were many opportunities for the Turkish business sectors in Bosnia, especially in the areas of forestry, textiles, steel production and agriculture. He added that he hoped Turkish support for Bosnia would continue, and expressed his appreciation for help shown thus far. /Hurriyet/ [08] CNN TO USE TURKISH SATELLITEEven before the launching of Turkey's latest 1C satell te, customers are lining up-including news giants like CNN. Commenting on the situation, Aerospatiale-Turksat Director Ilhami Aygun said yesterday that apart from CNN, Israel, Bosnia and some of the Turkish republics had made initial enquiries about using the satellite facilities. /Hurriyet/[09] AUSTRIAN PRESIDENT FASCINATED BY ISTANBULHere on an official visit, Austrian President Thomas Klestil ended his round of official contacts with a tour of Istanbul including the district of Sultanahmet. During his tour, Klestil declared that Istanbul was truly a wonderful city.Just prior to his departure from Istanbul airport yesterday evening, Klestil thanked his Turkish hosts and added that he hoped relations between his country and Turkey would continue to improve. /Sabah/ [10] AUSTRIA OPENS DOOR TO PKKEven though the visit of Austrian President Klestil to Istanbul went down well, news from Austria itself has created some feelings of unease in Ankara. Austrian Foreign Minister Caspar Einem said yesterday that the Austrian government was going to allow the political wing of the PKK terrorist organization to open representative offices in Austria. Other governmental officials have also noted that to belong to a PKK-affiliated organization like ERNK was "not a crime." /Milliyet/[11] EKEUS COMES TO ANKARAHead of the United Nations special committee for controlling weapons of massive destruction, Rolf Ekeus, will pay a visit to Ankara towards the end of this week. Foreign Ministry authorities reported that weapons of mass destruction belonging to Iraq and the Kirkuk-Yumurtalik overland twin oil pipeline would be the main topics of talks during the visit of Ekeus. /Cumhuriyet/[12] GLIGOROV TO VISIT TURKEYMacedonian President Kiro Gligorov will pay an official visit to Turkey as the official guest of his Turkish counterpart Suleyman Demirel. It has been reported that possibilities for the development of economic relations between the two countries would be discussed during talks. /Cumhuriyet/[13] HONDA TO INVEST IN TURKEYJapan automobile giant Honda has decided to produce cars in Turkey. The foundation of a new Honda car plant will be laid next month in Sekerpinar, Gebze, and the first domestically produced Honda Civic will roll out in 1977. /Hurriyet/[14] TURKISH CRIMINALS ABROADA new draft bill that allows Turkey to extradite Turkish citizens convicted abroad has been approved in the Turkish Grand National Assembly (TGNA). The Turkish Justice Ministry can now demand that Turkish citizens convicted by foreign courts be returned to serve their sentence in Turkey. /Cumhuriyet/[15] TURKEY-EU COMMISSION MEETINGThe 38th meeting of the Turkey-EU mixed commission on Turkey ended in Ankara yesterday with a press meeting at the Turkish Grand National Assembly (TGNA). At the meeting, French Parliamentarian Piquet said that the European Parliament (EP) had a positive approach towards bringing into force a financial and cooperation protocol between Turkey and the European Union.
