    Summary of the political and economic news in the Turkish press this morning

    [01] CILLER HINTS MOTHERPATH NEEDS CENTER-LEFT BACKING

    Addressing the True Path Party (DYP) parliamentary group, caretaker Prime Minister Tansu Ciller said that DYP-ANAP (Motherland Party) cooperation was healthy. She noted that she had left her first meeting with ANAP leader Mesut Yilmaz with good impressions. She implied that the Democratic Left Party (DSP) could back the DYP-ANAP government or the Republican People's Party (CHP) could become a third partner. Ciller stated that she and Yilmaz had adopted a five-year rotational premiership model and were continuing their talks. During the coming negotiations, she said, the priority issue would be the determination of a legislative program, a subject that had already begun to be discussed. She said that the government program would be clear within one or two days.

    Pointing out that she and Yilmaz would continue to talk about the shaping of the government today, Ciller said: "I believe that the DYP-ANAP cooperation will be the most auspicious government model which could have emerged from the current Parliament".

    DSP Chairman Bulent Ecevit yesterday told a news conference that his party's indirect support had been sought by both partners of the center-right alliance. Ecevit said his party would finalize its position on Saturday after the debate of the issue by its executives and legislators. /Hurriyet/

    [02] DEMIREL: "WE WANT A PEACEFUL SOLUTION"

    A high-level delegation of ethnic Turks of Greece rapped Greece on Monday for violating Turks' rights and forcing an "archaic education" on the Turkish community. "The books Turkey sent (to be used at the schhols in Western Thrace, where ethnic Turks live) are not accepted by Greece. Education in Western Thracian schools is archaic with books which date back 20-25 years" Serafettin Serif, head of the Western Thrace Teachers' Association, complained to Turkish Education Minister Turhan Tayan.

    The delegation which includes politicians, activists and religious officials of the ethnic Turkish community also went to the Presidential Palace to meet Suleyman Demirel. "We want the ethnic Turks to be a bridge of friendship between Turkey and neighbouring Greece" Demirel said, maintaining that the rights of the Turkish community were firmly established in the Lausanne Treaty. But Ismail Rodoplu, a member of the delegation, said Athens was far from abiding by the treaty. "The Turks are forced to leave the country and abandon their property" he said. "But no one can change our national identity". /Hurriyet-Cumhuriyet/

    [03] TURKEY TO SEND MORE POLICE TO BOSNIA

    Turkey will send 30 more policemen to Bosnia to reinforce the UN International Police Force which is patrolling the uneasy peace in Sarajevo. According to the police directorate, the group is expected to reach Bosnia at the end of March. Earlier, Turkey sent 50 policemen to Velika Kladusa in Bosnia-Herzegovina as part of the joint force set up to help repatriate refugees from the three-and-half year Bosnian war. The police officers are primarily helping those forced to flee to Croatia to return to their homes in the Bihac area of northwestern Bosnia. /All papers/

    [04] TURKEY SAYS GREECE SHOULD NOT USE EU AS A WEAPON

    Turkish caretaker Prime Minister Tansu Ciller urged Greece yesterday to talk to Turkey about bilateral problems and not use its EU membership as a weapon against its old foe. "Our problems are between Greece and ourselves. If we are going to solve these issues we are going to solve them through dialogue" Ciller said. "Greece may be an EU member. But using its EU membership against Turkey will only restrict Turkey's contribution to the world as it restructures itself" Ciller told deputies of her True Path Party. "It will be the EU's loss" she said. /All papers/

    [05] US STILL PLANS TURKEY-GREECE INITIATIVE

    A US initiative to help resolve disputes between Greece and Turkey over the Aegean Sea and Cyprus will begin after an appropriate "cooling-off period", a senior US official said yesterday. But hopes that tension between the two NATO allies might be easing were dashed when Greece announced it would resist the full implementation of Turkey's Customs Union agreement with the EU. The US official, who declined to be identified, said that after the recent crisis between the two countries, the situation had been too unsettled in both Turkey and Greece to make progress. However, Washington had not abandoned its efforts to promote solutions, he said.

    Greece will block EU funds for Turkey "as long as Turkish aggressiveness persists" Prime Minister Costas Simitis said yesterday. "It would be foolish for Greece to go along as if nothing were happening while Turkey threatens war" he told a news conference. "This is what we told our partners, and this is going to be our policy over the coming months. Nevertheless, we want friendly and peaceful relations with Turkey" Simitis said. Prime Minister and Foreign Minister Theodoros Pangalos visited several EU capitals last week to press their case for greater solidarity against Turkey in the dispute but received a cool reception. Ankara urges that the funds Greece is seeking to block have already been pledged by the Union, through the CU package which has already passed through the European Parliament. /Milliyet-Hurriyet/

    [06] "WORLD WILL ENVY TURKEY"

    Speaking during the closing sessions of the Istanbul meeting of the World Turkish Businessmen's Council, Prime Minister Ciller said that "everyone will envy Turkey" in the future.

    Ciller said that much effort had been expended to bring Turkey into customs union with the European Union (EU), but this would be followed by full membership in the EU with all the market opportunities that would bring in its wake. Ciller called on Turkish businessmen everywhere to invest in Turkey, and "rely on us." Ciller further called on the Turkish business and trade sectors to use the opportunities created by the Ciller government in Turkey's favour, and to use the advantages Turkey can provide more fully in the future. /Cumhuriyet/

    [07] TURKEY WARNS EUROPEAN UNION

    According to diplomatic sources, Turkey has again warned the European Union (EU) about Cyprus developments. EU special representative Di Roberto arrived in Ankara yesterday, and will begin his contacts today. Ankara has however already voiced its views on Cyprus developments.

    In a four-point warning, Ankara has noted that President of the Turkish Republic of Northern Cyprus (TRNC), Rauf Denktas, has never been invited to Brussels, and has never been given the opportunity to explain his views to high-level EU officials. Another point that Ankara has made is that EU aid to the island has always been for the benefit of the Greek community there.

    The EU has accepted requests from the Greek side for full membership in the EU without once consulting the TRNC. More, the EU has in fact, totally ignored the TRNC in its efforts to bring stability to the island. Then too, there is the EU economic embargo against the TRNC to be lifted.

    These points and proposals coming from the UN will be discussed in detail with Di Roberto today. /Cumhuriyet/

    [08] QUALITY CONFERENCE BEGIN IN ISTANBUL

    An International Quality Conference, organized by the Turkish Standards Institute (TSE), began yesterday in Istanbul. The conference provides participants with the opportunity to discuss the ISO 9000 certificate which is given to manufacturers who meet strict international product standards criteria. Panel discussions at the two-day meeting cover such topics as standardization, quality management systems, the service sector, raising the quality of manufacturing and service in the health sector, and environmental quality management. TSE Chairman Mehmet Yilmaz Ariyoruk opened the conference and compared quality with a "weapon". It never goes out of style and is highly effective. International Standardization Organization Chairman Eberhard Mollmenn, who also spoke, talked about international standards as a means of removing boundaries. /All papers/

    [09] CAUCASIAN PACT

    Georgian President Eduard Shevardnadze has proposed a peace accord in the troubled Caucasia region. Shevardnadze floated the idea of a "peace pact" while receiving several diplomats in Tbilisi. "It is time that Azerbaijan, Georgia and Armenia, as well as Russia, Turkey and Iran should think together about the future of Caucasia" he added. /Milliyet/

    [10] ARSONISTS ATTACK TURKISH TRAVEL AGENCY IN GERMANY

    Unidentified vandals firebombed a Turkish travel agency in the German port city of Hamburg early on Friday morning but damage was slight and no one was hurt, police said. Arsonists threw a petrol bomb through the window of the agency, but the fire was quickly spotted and extinguished.
