    press this morning

    [01] OYMEN OFF TO WASHINGTON

    Foreign Ministry Undersecretary Onur Oymen left for Washington yesterday as the official guest of his US counterpart Peter Tarnoff. Oymen, who is visiting Washington just ahead of a presidential visit that starts next week, will meet with Strobe Talbott, deputy secretary of state; Richard Holbrooke, assistant secretary of state responsible for European Affairs; Anthony Lake, assistant to the President for National Security Affairs and high officials from the Department of Commerce and the Pentagon. Oymen is going to give a series of lectures and meet with members of the media. He will also meet with several congressmen. A statement from the Turkish Foreign Ministry said Turkey and the US will take up bilateral issues and international developments at this meeeting, which is taking place within the context of their "strengthened partnership". President Suleyman Demirel will go to the US to attend the 50th anniversary celebrations of the UN and to meet with US President Bill Clinton. Demirel will leave for Washington on 17 October and meet with Clinton on 18 October. Following his contacts in Washington with high level officials, Demirel will proceed to New York and participate in the UN General Council. Demirel, who will deliver a speech at the General Council, will return to Turkey on 25 October. During his visit to the US, Demirel will also make speeches on TV and give newspaper interviews, including CNN, NBS, New York Times and the Washington Post. Foreign Minister Coskun Kirca, some businessmen and some presidents of universities will accompany Demirel. /Cumhuriyet-Milliyet/

    [02] WHITE HOUSE WELCOMES CASPIAN OIL PIPELINE DECISION

    The White House has welcomed plans by an international consortium to pump oil from the Caspian Sea across the two pipeline routes, one through Russia and the second via Georgia. "We think the idea of having two pipelines makes sense for the five American companies involved and also makes sense for a number of our friends and allies in the area, including Turkey" State Department Spokesman Nicholas Burns said on Tuesday. /Sabah/

    [03] MANUFACTURING INDUSTRY CAPACITY USAGE SOARS TO 81 %

    Capacity utilization in Turkey's manufacturing industry increased to 81 % in September from 78.7 % in the same month last year, State Institute of Statistics (DIE) figures revealed. /All papers/

    [04] FOREIGN INVESTMENT PERMITS JUMP 63.2 % IN FIRST NINE MONTHS

    Turkish foreign investment permits soared 63.2 % in the first nine months of 1995 compared to the same period last year, reaching a high of $1.62 billion, Treasury officials said. In the same period last year, permits worth $993.5 million were issued while the permits issued throughout 1994 registered $1.48 billion. The permits issued in September 1995 reached $192.9 million, a 147.5 % increase compared with the same month last year. The manufacturing sector got the biggest share of the foreign investment permits with $162 million followed by the mining sector with $22.8 million and the services sector with $7.9 million. Foreign capital comes to Turkey mainly from EU countries. The number of foreign investment permits granted to EU countries soared 55.24 % in the first nine months of 1995.

    [05] PKK MILITANTS KILL SEVEN PEOPLE

    The militants of the PKK terrorist organization killed seven people including four village guards in attacks in eastern Turkey, government officials said yesterday. Government troops killed 10 PKK militants in clashes in Bingol and Igdir, the emergency rule governor's office in Diyarbakir said. PKK militants firing rockets and assault rifles killed a village guard and two watchmen at an iron ore mine in the eastern province of Malatya on Tuesday night, the Malatya provincial governor's office said in a statement. The statement added that the militants then killed three other village guards and a night watchman at a nearby state-owned telecommunications station. Meanwhile, the Iraqi Kurdistan Democratic Party (IKDP) led by Mesud Barzani disclosed that 86 PKK militants were killed in clashes during a recent 36 hour period. The IKDP sources said: "More than 400 PKK militants have been killed and 500 injured since August. Some PKK members surrendered". /Hurriyet-Cumhuriyet-Sabah/

    [06] BOSNIA LOOKING TO TURKEY

    War battered Bosnia is looking to Turkey to guarantee the new peace agreement brokered primarily by the US -and that has already been delayed for 48 hours because of continued fighting. In a statement to the Turkish press, Bosnian Foreign Minister Muhammet Sakirbey said yesterday that Turkey would have to shoulder a lot of responsibility when it came to maintaining the peace in the region. He also said that he would like to see more Turkish soldiers deployed in the peace forces policing the peace agreement. Noting that Turkey was the only country connected to the Bosnia war that was a member of both NATO and the Organization for Islamic Conference, Sakirbey added that Turkey's role was critical and important. /Hurriyet/

    [07] NO CONNECTION BETWEEN TURKISH POLICE AND UN

    Foreign Ministry spokesman Omer Akbel declared yesterday that there was no connection between the thought that Turkish police units would ensure the safety of Bosnians returning to their homes and UN operations in the region. During his weekly news conference, Akbel said yesterday that discussions about using Turkish policemen to patrol Bihac and other areas were continuing, and added that nothing had been decided. "This has nothing to do with the UN. This plan involves only the governments of Bosnia, Croatia and Turkey" noted Akbel. /Cumhuriyet/

    [08] TURKMEN NATURAL GAS PIPELINE

    Turkmen Ambassador to Ankara, Nurmuhammed Hanamov, said yesterday that Turkmenistan hoped that natural gas reserves in that country would be delivered to world markets through an overland pipeline going through Iran and Turkey. In a statement, Hanamov said that a meeting would be held in Vienna to clarify the route and debate issues involving the US embargo against Iran. Hanamov implied that if needed, the embargo would be broken in a move to develop Turkmenistan natural gas resources. /Cumhuriyet/

    [09] NEW IRAQ DEAL IN OFFING

    Following up on US initiatives, Ankara has announced that new agreements on preserving the integrity of Iraqi territories are in the offing. Government officials said yesterday that efforts to secure a peace between the warring Kurdish factions in northern Iraq, were moving towards a written agreement. One of the articles in the agreement could well call for the protection and preservation of Iraqi sovereignty and territorial integrity, said officials. /Cumhuriyet/

    [10] US SEEKING BUSINESS PARTNERSHIPS IN TURKEY

    During October 23-24, a delegation of US businessmen will be in Turkey seeking opportunities for new partnerships with Turkish companies. Deals, if successful, will involve anything from cosmetics to vacuum cleaners, producing balloons to kitchen equipment. /Sabah/
