Summary of the political and economic news in the Turkish
press this morning.
[01] DEMIREL IN CHINA
Chinese President Jiang Zemin and Finance Minister Liu
Zhongli welcomed President Suleyman Demirel at the Beijin
Capitol Airport where Turkish Ambassador to Beijin, Beyhan
Ekinci was also present. After President Suleyman Demirel
and his accompanying delegation arrived in Beijin, State
Minister A.Baki Atac laid the foundation for a chewing gum
factory as a first step taken by Turkish investors in China.
The factory of the Baycan company will commence production
in January 1996 at a rate of 120 tons daily. The gums will
be sold not only in China but also in Southeast Asian
countries, Indonesia, South-North Korea and Vietnam. The
investment totals $14 million.
On the first day of his visit, Demirel went to the Empire
Palace in the "Forbidden City". Twenty-four emperors had
lived in the palace the last being Emperor Pu Yi. President
Demirel met with Chinese President Jiang Zemin at the
National Congress in the afternoon. Zemin pointed out that
Demirel's visit would help improve relations. Demirel said
that the visit would contribute to world peace and bilateral
relations, adding that he wanted the Republic of China,
which is a permanent member of the UN Security Council, to
help solve the problems of Bosnia- Herzegovina, Azerbaijan
and Cyprus. Recalling that Turkish construction firms
opened to the world, Demirel noted that Turkey was ready to
cooperate with China. Following the meeting, agreements on
preventetion of double taxation and cultural exchange for
the period 1996-99 were signed. Foreign Minister Erdal
Inonu met with his Chinese counterpart Qian Qichen. Demirel
will visit the Wall of China today. /Sabah-Hurriyet/
[02] TURKISH ADMINISTRATOR IN SPD
Veli Yildirim who lives in Hannover, Germany was elected to
the membership of the City Board of Directors of the German
Social Democrat Party (SPD). While many Turkish citizens
left the SPD because of its attitude towards Turkey,
Yildirim chose to be elected by leaving his German rivals
behind. He obtained 103 votes from 177 delegations. He
stated that his aim was to change the party's policy towards
foreigners. /Cumhuriyet/
[03] TURKEY HAS THE RIGHT TO VOTE
The Western European Union (WEU) Regulations Commission
decided to recognize the right to vote for Turkey with the
exception of some issues despite Greek ooposition. WEU
Turkish Parliamentarians Group Chairman Sait Kemal Mimaroglu
pointed out that if the said decision was ratified also at
the WEU General Committee, then Turkey would have similar
rights as those of full members. He recalled that they
worked very hard for years to attain this success. /Sabah/
[04] SECRETARY-GENERAL OF THE UN TO TURKEY
Secretary-General of the United Nations will pay an official
visit to Turkey as the guest of President Suleyman Demirel
between 16-20 July. Within the framework of the visit, he
will hold bilateral meetings in Ankara and Istanbul.

[05] JUPPE: "WE ARE FOR GOOD RELATIONS WITH TURKEY"
Prime Minister of France, Alain Juppe pointed out that
cooperation should be improved with Turkey, North African
and Middle East countries to enforce the struggle against
fanaticism.
Yesterday, Juppe onnounced the new government programme. In
his speech in parliament Juppe said that if Turkey, and
North African and Middle East countries would be more close
to Europe, it would help prevent fanaticim and ensure
stability in the Mediterranean.
On the other hand, there was a conference under the title of
"European Union and Turkey Relations" at the Gazi University
in Ankara. In his speech at the conference, French
Ambassador to Ankara, Francois Dopffer said that Turkey's
exclusion from Europe would a "horrible" mistake both for
Europe and Turkey. He added that Europe tried to maintain
peaceful and stable relations with Islamic countries; thus,
ensuring good relations with Turkey would be to the benefit
of Europe.
Dopffer noted that inclusive of Greece, 15 European
countries would like to improve their relations with Turkey.
French Ambassador added: "This was a determined decision
that we have taken in spite of the stand of the European
Parliamentary".
In reply to a query Francois Dopffer said that Europe
believed that Turkey was in her right to struggle against
terrorism, taking both political and military measures.

[06] 13TH HISTORICAL TURKISH ARCHITECTURAL WEEK STARTS
The 13th Historical Turkish Architectural Week organized by
Historical Architectural Foundation of Turkey will be held
between 25 May-5 June in Istanbul and Sanliurfa. /Milliyet/
[07] MOBILE TEAMS IN PURSUIT OF THE PKK
Mobile teams have undertaken measures in order to prevent
infiltration of PKK terrorists into Turkey. Units along the
border are being reinforced with teams crossing the border
when necessary to carry out operations. Meanwhile the
Foreign Ministry has denied reports to the effect that the
Turkish Armed Forces have once again entered the Northern
Iraq.
[08] MEXICAN MODEL
It has been ascertained that the security model being
implemented on the US-Mexico border was on the agenda in
Ankara. Electronical measures used by the US in order to
stop Mexican fugitives are being considered for use also
against the PKK. It has been stated that Washington has
promised support to Turkey in the event Ankara approves this

[09] FIRST AZERI-TURKISH JOINT OIL
"ANSAD Oil Company" established in 1993 jointly by the Azeri
Oil Company NEFT and Atilla Dogan Joint Stock Company has
begun the construction of a new oil well at Hilli oil beds
of the Neftcala province of Baku, famous for its rich oil
reserves. This will be the first crude oil production of
Turco-Azeri Co. Oguz Capan, Head of the ANSAD Oil Company
said that 3,000 tons of oil would be produced from this oil
well which would be pumped from a depth of 1,500 metres and
that four new oil wells would be constructed before the end
of the year. Stating that ANSAD was planning to produce
approximately 20 thousand barrels of oil from five oil wells
to be constructed before the end of the year, Capan said
that ten oil depots were being prepared in order to store
the first three months' oil production. Natik Aliyev, Azeri
Oil Minister said that 51 % of the oil to be drilled from
these oil wells belonged to Baku and 49 % of it to the
Turkish partner which has made an investment of $2.5 million
up to now. He added that the Turkish side was giving
support to the immigrants in Azerbaijan with the income
derived from oil. /Hurriyet/
[10] SOUTH AFRICA ON "RED" LIST
Ambassador Nurettin Nurkan, Foreign Ministry Deputy
Spokesman, said that the Republic of South Africa has been
taken on the "red" list and he disclosed that new military
equipment would not be purchased from this country. Nurkan
noted in his written statement that the decision to include
South Africa on the "red" list was due to the amrs embargo
imposed on Turkey by this country. /Cumhuriyet/
[11] MESSAGE OF THANKS FROM BAGRATYAN
Signals on the softening of Turco-Armenian relations are
increasing day by day. It has been ascertained that
Armenian Prime Minister Hirant Bagratyan has sent a message
on April 29 to Prime Minister Tansu Ciller while flying over
Turkish air space. Armenian Prime Minister relayed his good
wishes to Prime Minister Ciller and conveyed his thanks on
the reopening of the H-50 air corridor which is very
important for his country in regard to air transport links
with Western countries. /Cumhuriyet/
[12] COOPERATION WITH BULGARIA AGAINST TERRORISM
Interior Minister Nahit Mentese, who was in Sofia as the
official guest of his Bulgarian counterpart Lubomir Nacev,
said that Turkey has the support of the Bulgarian government
in the struggle against terrorism. Mentese said that very
positive contacts had been made in Bulgaria, adding that the
agreement signed in 1992 relevant to the struggle against
terrorism, drug smuggling and organized crimes was being
implemented successfully. Mentese went on to say that he
had the complete support of Lubomir Nacev, and Bulgarian
Prime Minister Jan Videnov. Mentese also said that new
arrangements would be made following consultations between

[13] TURKEY A BRIDGE FOR CASPIAN OIL
Speaking at the opening of the "International Caspian
Oil-Gas '95 Fair" in Baku, Turkish Minister of Energy Veysel
Atasoy said that Turkey was a bridge in the transport of oil
and gas from the Turkish-Speaking Republics of Central Asia
to Europe. Atasoy also stressed that Turkey was one of the
most attractive markets with her rapidly growing
requirements for oil and natural gas, saying that Turkey
will need over 30 million tons of oil and approximately 20
billion cubic metres of natural gas yearly in the 2000s and
that these figures will increase in the following years.
Atasoy said that oil and natural gas, which Turkey was in
need of, were targetted to be provided after the completion
of projects carried out in neighbouring brotherly countries.
Atasoy said: "The project of the consortium consisted of
big Western companies and Turkish Petroleum Company (TPAO)
for developing Azeri, Cirak and Gunesli deep water areas of
the Caspian Sea is one of the biggest projects within the
oil and gas projects of the Commonwealth of Independent
States in regard to investment, development plan and
strategical importance. It is also important from the point
of its being the first oil to be supplied to Western
countries." Atasoy added that negotiations for the big "Sah
Sea Project" were also underway between TPAO, BP and
Statoil. It is Turkey's belief that a portion of the
country's needs in way of crude oil and natural gas will be
