SIX MEMBERS OF A DRUG TRAFFICKING GANG CAPTURED RADIKAL (LEFT)DEATH TOLL SURPASSES 15 THOUSANDPrime Ministry Crisis Management Center stated that the death toll surpassed 15,082, and the number of injured people who are under medical treatment at the hospitals, increased to 23,983 as of 08:00 local time on Sunday. Meanwhile, a total of 2,377 aftershocks occured in the disaster area in the wake of the 7.4-magnitude earthquake. ALBRIGHT:''TURKEY SHOULD BECOME 12TH CANDIDATE OF EU'' TÜRKİYE (RIGHT)IMF TO PROVIDE URGENT AID LOANThe IMF delegation led by Carlo Cottarelli, the IMF's Turkey Desk Chief who will come to Turkey on September 8, will stay in Turkey for one week. The IMF targets to hold contacts on the ''Urgent Aid Loan'' that was planned to be extended to Turkey within the framework of the quake that hit the Marmara Region. The IMF, which earlier aimed at giving a 325 million U.S. dollars aid to Turkey equalling one-fourth of Turkey's quota, may increase this amount to 650 million U.S. dollars following the talks. TRANSPORTATION OF WATER TO TRNC WITH BALLOONS ZAMAN (CONSERVATIVE)PKK OPERATIONS CONTINUEA total of 29 terrorists were rendered ineffective in operations launched by security forces in eastern Van, Bitlis and Bingol and southeastern Batman and Diyarbakir provinces. 15 terrorists were killed when a clash erupted between security forces and terrorists in rural area between Gurpinar and Catak counties of eastern Van province. [03] TURKEY-MACEDONIA - FREE TRADE AGREEMENT TO BE SIGNED BETWEEN THE TWO COUNTRIESANKARA, Sept 6 (A.A) - Free trade agreement, which was initialed between Turkey and Macedonia earlier, will be signed on Tuesday.A statement of Foreign Trade Undersecretariat said this agreement may increase trade volume between the two countries. The statement stressed that Turkey might be a stable market for Macedonia whose market was disrupted following the collapse of Yugoslavia. The statement pointed out that there were great investment facilities in Macedonia for Turkey especially in the fields of joint initiatives, transportation, communication, energy and construction services. The statement recalled that improvement of economic and trade relations with this country will influence Turkey's existence in the Balkans. Trade volume between the two countries was realized as 81 million U.S. dollars last year. [04] THE U.S. PRESIDENT BILL CLINTON TO SUBMIT QUAKE AID BILL TO CONGRESSWASHINGTON D.C., Sept 6 (A.A) - The U.S. President Bill Clinton is expected to submit a bill to Congress within this week envisaging financial aid worth of 300 or 400 million U.S. dollars to Turkey in the wake of the quake disaster, it was reported on Monday.Sources close to the U.S. Administration told A.A correspondent that the bill underlines that the U.S. should do her utmost in a bid to assist her ally and friend to overcome the aftermath of the quake. The same sources noted that the low-interest financial aid will be between 300 and 400 million U.S. dollars. They added that the aid will be used for the reconstruction of the disaster zone. The U.S. Congress comprising of the Senate and the House of Representatives, will start the new legislation period this week. Diplomatic sources in Washington D.C. pointed out that President Bill Clinton's aid bill will be unconditional, but several circles in the Congress opposing Turkey, may try to include conditions regarded with the Cyprus question to the bill. Besides the aid bill, the U.S. Administration also works to reduce the trade limitations imposed on Turkey in a bid to meet some of the economic damage stemmed from the disaster. The sources also added that all other issues including aid to Turkey, will be discussed in detail during Prime Minister Bulent Ecevit's visit to the U.S. at the end of this month. [05] PRESIDENT DENKTAS OF TRNC IN THE U.S.NEW YORK, Sept 6 (A.A) - President Rauf Denktas of the Turkish Republic of Northern Cyprus (TRNC), who is currenty in the U.S. to hold high-level contacts, is suffering from influenza, it was reported on Monday.President Denktas who will proceed to Washington D.C. later today by train, will return to New York again on Tuesday. He is scheduled to meet with Kofi Annan, Secretary General of the United Nations on Thursday. The United Nations Security Council has assigned Annan to call on President Denktas and Glafcos Clerides, leader of the Greek Cypriot side administration, to start negotiations this fall. President Denktas will discuss the issue with Annan before he invites the two sides on the island to the negotiations. The TRNC had earlier stressed that the negotiations can be held only on the state-to-state level, and noted that TRNC should be recognized by the international community to this end. Meanwhile, President Denktas who is expected to depart the U.S. on September 11, has extended period of his visit to the U.S. President Denktas is expected to hold talks with Tom Weston, Special Representative of the U.S. State Department to Cyprus, and with Sir David Hannay, Britain's Special Representative to Cyprus, on September 12. He will attend a meeting which will be held at ''CIBC World Markets Corp.'' by an organization namely ''Briefings'' as speaker on Wednesday. President Denktas will also address the meeting of the Foreign Relations Council. [06] GURKAN, DSP DEPUTY, SAYS ECONOMY COMMISSION OF COEPA PREPARES DRAFT RESOLUTION ON PROVIDING SUPPORT FOR RECONSTRUCTION OF TURKEYANKARA, Sept 6 (A.A) - Uluc Gurkan, a deputy from the Democratic Left Party and the Chairman of the Turkish Group in the Council of Europe Parliamentarian Assembly (COEPA), said on Monday that the Economy Commission of COEPA prepares draft resolution on providing intensive support for the reconstruction of Turkey after the quake.Gurkan and Mehmet Telek, a Nationalist Movement Party (MHP) deputy and a member of the commission, staged a press conference. Giving information about the studies of the COEPA's commissions, Gurkan said that the Economy Commission is preparing a draft resolution on the continuation of the assistance to Turkey due to the quake. Gurkan noted that the draft resolution which will be submitted to the General Assembly of COEPA on September 19, foresees making intensive assistance for the reconstruction of Turkey after the quake and that this assistance will be made within the framework of the World Bank and European Settlement Fund. Stressing that another draft resolution on the establishment of ''International Emergency Rescue Organization'' under the auspices of the United Nations is being prepared by the initiatives of the Turkish Group, Gurkan stated that the organization will have the authority to declare emergency rule and it will administer the aid and rescue teams. [07] UCAS, DEPUTY LEADER OF MHP: ''WE ARE IN FAVOUR OF PASSING THE AMNESTY LAW IN ITS FORMER SHAPE''SAMSUN, Sept 6 (A.A) - Adnan Ucas, the deputy leader of the Nationalist Movement Party (MHP), said on Monday that they were in favour of passing the amnesty law which was returned to the parliament by President Suleyman Demirel, in its former shape.Staging a press conference in Samsun, Ucas responded the questions of the journalists. When asked about the veto of the Amnesty Law, Ucas said, ''MHP voted in favour of this draft as the requirement of the coalition. The people have many expectations and we think that this law should take effect. When the parliament starts working again, the law will take effect. There can be some changes. We will support the draft prepared by the government. The inconvenient parts of the draft are being discussed. We are in favour of passing this draft in its former shape.'' Responding a question, Ucas noted that he supports the legislation which let the Turkish men pay their way out of compulsory 18-month military service and that this proposal was prepared by the MHP. [08] WESTON, CYPRUS SPECIAL COORDINATOR OF THE U.S. TO VISIT ANKARAANKARA, Sept 6 (A.A) - Thomas Weston, Cyprus Special Coordinator of the U.S. State Department will come to Ankara on Wednesday, it was reported on Monday.Diplomatic sources said Weston is scheduled to meet with Sukru Sina Gurel, Minister of State, and Faruk Logoglu, Foreign Ministry Deputy Undersecretary during his contacts in Ankara. Weston had visited Brussels, Paris and Moscow last week to hold contacts. Weston, who currently holds contacts in Greek Cypriot side, is expected to meet with Rauf Denktas, President of the Turkish Republic of Northern Cyprus (TRNC) on September 12 in New York. Weston is expected to proceed to Athens following his contacts in Turkey. [09] GOKALP, MINISTER OF AGRICULTURE AND VILLAGE AFFAIRS, IN ISRAELANKARA, Sept 6 (A.A) - Husnu Yusuf Gokalp, Minister of Agriculture and Village Affairs, who is currently in Israel on an official visit, said on Monday that agricultural and trade cooperation between Turkey and Israel should be increased.A statement of Agriculture and Village Affairs Minister pointed out that Gokalp met with Ran Cohen, Israeli Industry and Trade Minister today. Gokalp thanked to Israeli government and its people for the rescue teams and aid it sent to Turkey due to the quake disaster. Gokalp wanted Cohen, Israeli Industry and Trade Minister, to broaden agriculture and processed agricultural products list within the framework of Free Trade agreement. Gokalp said: ''When we take into consideration that Israel imported most of the agricultural products and that Turkey is a country exporting agricultural products, I think that Israel may import these products from Turkey. Broadening of the list of agriculture and processed agricultural products will be for the benefit of the two countries.'' Gokalp pointed out that private sectors of the two countries may have joint investments in Southeastern Anatolian Project region (GAP) and Central Asian Turkish Republics, adding that further improvement of relations was important for the two countries and the region. [10] TURKISH-ISRAELI WATER TALKS - ISRAELI EXPERT DELEGATION HOLDS CONTACTS REGARDING WATER PURCHASE FROM TURKEYANKARA, Sept 6 (A.A) - An Israeli delegation, currently in Ankara to discuss water purchase from Turkey, held contacts in Foreign Ministry, it was reported on Monday.Officials of the Israeli Embassy in Ankara pointed out that the delegation, composed of the experts, arrived in Ankara upon the proposal of President Suleyman Demirel made in July regarding water purchase from Turkey. Israeli delegaton will hold observations regarding water purchase from Turkey and will exchange views with the officials during their contacts in Ankara. [11] MEMBERS OF TURKISH-GREEK FRIENDSHIP FORUM VISIT FM CEMANKARA, Sept 6 (A.A) - The members of Turkish-Greek Friendship Forum visited Ismail Cem, the Foreign Minister, on Monday.Ater meeting with Cem for nearly half an hour, the members came together with Faruk Logoglu, Foreign Ministry Deputy Undersecretary. After the meeting, Ilter Turkmen, the Co-president of the Friendship Forum and one of the former foreign ministers, responded the questions of the journalists. Turkmen said that the forum was set up one and a half years ago and that it aims at improving the relations between the two countries and mobilizing all the non-governmental organizations. Emphasizing that the forum is composed of journalists, politicians, diplomats, academicians and businessmen, Turkmen noted that this group managed to convene although the relations with the two countries were so negative due to the head of the terrorist organization. Drawing the attention that the present situation is more convenient than before, Turkmen stated that after the foreign ministers of the two countries made a giant leap forward to improve the relations, the two nations started to get closer to each other. Stressing that the forum will come together with Yorgo Papandreu, Greek Foreign Minister, in the end of October, Turkmen emphasized that they will meet with Sukru Sina Gurel, the State Minister, and visit the parliament during their contacts in Ankara. Responding a question about the effect of the quake disaster on the approach of the two countries, Turkmen stressed that the resolution in the end of yesterday's meeting of the European Union (EU) is a positive development at this stage. Turkmen said, ''a solidarity feeling revives between the two countries. This disaster helped the revival of the solidarity between the two countries.'' Costas Karas, the Co-coordinator of the Forum, said that the Forum tries to help the two governments and that the Forum continued its efforts despite the crisis which escalated between the two countries a short time ago. Emphasizing that they can submit some proposals to the foreign ministers of the two countries when they make a giant leap forward to improve the relations, Karas noted that efforts should be carried out to improve the bilateral relations. Stressing that the two nations are waiting for the improvement of the relations, Karas stated that the politicians and the non-governmental organization should not disappoint the two nations. [12] A SEMINAR TITLED ''RECONSTRUCTION OF DISASTER ZONE AFTER THE MARMARA QUAKE IN THE LIGHT OF HYOGO AND KOBE EXPERIENCES'' HELD IN ANKARA - TOYAMA, JAPANESE AMBASSADOR TO TURKEY: ''500 PREFABRICATED HUTS WHICH WERE CONSTRUCTED AFTER THE KOBE QUAKE WILL BE SENT TO TURKEY FREE OF CHARGE''ANKARA, Sept 6 (A.A) - A seminar titled ''Reconstruction of the Disaster Zone After the Marmara Quake in the Light of Hyogo and Kobe Experiences'' was held within the cooperation of Japanese Intarnational Cooperation Agency (JICA) and Japanese Embassy in Ankara on Monday.Speaking in the seminar, B. E. Atsuko Toyama, the Japanese Ambassador to Ankara, conveyed ''get well soon'' messages to Turkey due to the quake which hit the Marmara region and said that 500 prefabricated huts constructed after the Kobe quake will be sent to Turkey free of charge. Emphasizing that the Japanese health teams and other teams continue their efforts in the disaster zone, Toyama noted that they want to contribute to the reconstruction facilities of Turkey. Tatsuo Yonebayashi, the Local Representative of JICA's Turkey Office, said that the quake which hit Kobe city on January 17, 1995 was a massive quake and that he believes the experiences they gained from this quake will be very useful for Turkey. Takeo Ohara, the Chairman of the Kobe Quake Administrative Affairs Center, said that the quake was measuring 7.2 on the Richter scale and that the death toll was 6,398; adding that the number of injured was 40,082. Ohara noted that a total of 248,388 buildings collapsed in the quake. Michitaka Kawashisa, the Chairman of Health and Life Conditions Division, said that the prefabricated clinics and the psychologic solidarity and aid centers should be set up, the people should be vaccinated to prevent epidemics and the local administrators should be authoritized to give decisions about the health issues. Takao Nakasugi, the Chairman of the Education Committee High Education Division, said that the booklets about the prevention of the disaster should be prepared while Yoshihiro Hayashi, the Public Security Division, said that the people should be settled down in permanent residences because the temperatures will decrease in the following days and that the life conditions in the tent-sites and prefabricated huts should be improved. Stressing that the prefabricated huts should be constructed by taking into consideration the needs of the elderly people and the disabled, Hayashi stated that the prefabricated huts should be constructed in a way that they serve the needs of all the people. [13] AID COLLECTED BY TURKEY'S EMBASSY IN LEFKOSA REACHES 617 BILLION TURKISH LIRASLEFKOSA, Sept 6 (A.A) - The aid collected by Turkey's Embassy in Lefkosa reached 617 billion Turkish liras on Monday.Sozer Ozel, the Chairman of Executive Board of Turkish Cypriot Airlines (KTHY), visited Ertugrul Apakan, Turkey's Ambassador to Lefkosa, and gave the cheque worth of 250 billion Turkish liras. Ozel said that the KTHY arranged three additional flights to Turkey and carried those who want to visit their relatives in Turkey after the quake. Ozel added that the KTHY carried 25 tons of aid from Turkish Republic of Northern Cyprus (TRNC) and Germany. Meanwhile, Retired People's Fund donated 500 million Turkish liras, the University Graduate Women's Association donated 100 million Turkish liras and Gazimagusa People's Fund granted 150 million Turkish liras for the quake survivors. Apakan said that the donations were deposited to the TRNC account opened in the Foreign Ministry via the Ziraat Bankasi and that then, the donations were transferred to the Prime Ministry Crisis Desk. [14] IRTEMCELIK, STATE MINISTER RESPONSIBLE FOR HUMAN RIGHTS, ADDRESSES TO GERMAN DER SPIEGEL MAGAZINE: - ''A NEW ERA STARTED FOR TURKEY''BERLIN, Sept 6 (A.A) - Mehmet Ali Irtemcelik, the State Minister responsible for the human rights and the relations with Europe, made a statement to German weekly Der Spiegel magazine on Monday.Responding the questions of the magazine, Irtemcelik said that a new era started for Turkey after the quake disaster and that Turkey not only geographically approached to West but also politically approached to the West after the quake. Emphasizing that Turkey was affected by the humanitarian aid and the sensitive closeness of the Europeans, Irtemcelik noted that the prejudice which says 'Turk does not have any other friend than a Turk' was revised in the latest weeks. When recalled the allegations saying that Germany did not make enough aid to Turkey due to the quake, Irtemcelik stated that all the Western countries, including Germany, extended the aid they could provide but that the same thing cannot be said for the Moslem countries except Egypt, Syria, Iran and Iraq. Pointing out that a new conscience occured in the evaluation of the issues like the Southeastern Anatolia, Cyprus, human rights and the Aegean which are on the agenda of the relations between Ankara and Brussels following the quake disaster, Irtemcelik stressed that Europe saw that Turkey is not only geographically near to Europe but also close to Europe in humanitarian and cultural fields and that Turkey realized that she is so much dependent on the civilian regime based on democracy and social justice. Defining the studies and efforts of the people, associations, funds and other non-governmental organizations as ''extreme efforts'', Irtemcelik said, ''it has been understood that our country is big enough not to be administered from the top. Now it is time to turn the steer.'' Noting that a new era started after the quake disaster, Irtemcelik emphasized that the results of the quake can be compared with the effects of the atom bombs which were hurled to Hirosima and Nagasaki cities of Japan. Irtemcelik continued, ''we all know that we have to solve our problems , including the southeast, being away from political opportunism and we have to carry Turkey to a modern era level. We need the European aid for this but we cannot give up our independence.'' Recalling that Turkey was shocked and felt great sorrow when the European Union (EU) had taken a decision which excluded Turkey in the Luxembourg Summit in 1997, Irtemcelik said that these feelings were softened after the aid of the EU countries to Turkey for the quake. Stating that the western aid for the quake was a positive signal, Irtemcelik noted that Turkey expects being granted EU membership status. ''We are not children. If they continue to play with us, we will revise our initiatives and efforts concerning Europe and take new decisions.'' [15] SOUTH KOREA SENDS ANOTHER PLANE CARRYING HUMANITAREAN AID TO TURKEYANKARA, Sept 6 (A.A) - South Korea sent another plane loaded with humanitarian aid to Turkey in a bid to heal the wounds of the earthquake that hit the Marmara Region, it was reported on Monday.The South Korean Embassy in Ankara issued a statement saying that the plane carrying remedy and other medical equipment for the victims of the quake will arrive at the Ataturk Airport in Istanbul at 20:00 local time. The statement said the humanitarian aid worth 100 thousand U.S. dollars will be delivered to the Turkish officials and the South Korean officials at the airport. The South Korean Red Cross earlier sent sheltering equipment, medicine and other materials worth 200 thousand U.S. dollars. The statement added that the South Korean government collected aid also from the private organizations in addition to state organizations. [16] FM CEM WELCOMES EU INVITATIONANKARA, Sept 6 (A.A) - Ismail Cem, the Foreign Minister, officially accepted the invitation of Tarja Halonen, the Foreign Minister of Finland, the term president of the European Union (EU), for the EU General Affairs Council meeting on September 13, it was reported on Monday.The Foreign Ministry said Cem, who officially received the invitation the same day, responded the invitation officially with a letter saying that he accepted the invitation and he will due in Brussels. Finnish Foreign Minister Halonen, in her letter of invitation, noted that they expected to see Foreign Minister Cem in the meeting in Brussels on September 13 to listen to his opinions about reconstruction in the earthquake disaster area. Halonen also stated that with this respective, they will be pleased to listen to Cem's evaluation of the latest situation of Turkey-EU relations. [17] INCIDENTS IN SOUTHERN PART OF KYRGYZSTAN - ATACANLI, DEPUTY SPOKESMAN OF FOREIGN MINISTRY: ''TURKEY HAS ALWAYS HARSHLY CONDEMNED EVERY KIND OF TERRORISM''ANKARA, Sept 6 (A.A) - Sermet Atacanli, the Deputy Spokesman of the Foreign Ministry, said on Monday that Turkey condemns every kind of terrrism and within this framework, she supports the measures that the Kyrgyz government took to secure the democratic and secular order in Kyrgyzstan.Responding to a question, Atacanli recalled that terrorist groups in southern part of Kyrgyzstan have been staging activities aimed at destroying the stability in that country, adding that according to the information they received, some technicians in the region were taken hostage, some Kyrgyz villages were occupied and clashes erupted between the terrorists and the Kyrgyz security forces. Noting that they were following those developments with concern, Atacanli said, ''Turkey has always harshly condemned every kind of terrorism and the separatist groups' activities aimed at destroying the stability, and has always stressed the importance of international solidarity against such destructive activities.'' Atacanli stated that Turkey supports all the measures that the Kyrgyz government took to protect the seculer and democratic order and integrity of Kyrgyzstan. [18] TRNC PRESIDENT DENKTAS IN NEW YORKNEW YORK, Sept 6 (A.A) - Rauf Denktas, the President of the Turkish Republic of Northern Cyprus (TRNC) who came to the U.S. to hold several contacts, gave important messages before his meeting with U.N. Secretary General Kofi Annan on September 9, and requested Kofi Annan to suspend his initiative to invite him and Glafcos Clerides, the leader of the Greek- Cypriot side, to the negotiation table, it was reported on Monday.Speaking to the A.A correspondents and Cyprus newspaper journalists, Denktas said he won't respond favorably to the invitation if Annan sends him a letter of invitation. In accordance with a decision taken by the U.N. Security Council in June following the D-8 summit, Annan was authorized to invite Denktas and Clerides to highest-level negotiations. Annan is expected to send letter of invitation at the end of September or early in October. Noting that Kofi Annan was under great pressure, Denktas said, ''in our meeting on September 9, we will request Mr. Annan not to send that leeter.'' ''The good will mission means bringing together the two sides. Saying 'no, you have to do' to a side which says 'I won't do', means a biased manner and means that you are for the other side. We will ask Mr. Annan to try to preape basis where twe two sides can come together, and ask him not to be biased.'' When asked what kind of an attitude Kofi Annan might take towards those requests, TRNC President Denktas said, ''there are two things that Mr. Annan will do: either he says 'you charged me with this duty but one of the two sides talks about these, thus I still do not have a situation to bring them togetner; or he says 'he didn't come although I invited him.'' Explaining the reasons for his decision, Denktas said, ''We can't go if he invites us. A national decision has been taken. The Turkish Parliament took a decision in Turkey. We signed protocols at the highest level. Also, the TRNC Parliament and Government have taken decision.'' ''They know these, and they say 'invite them and make them hold a tete-a- tete meeting' as if these had not occurred. This offends us. They are taking decisions by themselves, saying 'we will go on like this' as if there were not a Turkey, and we had not made a statement. Let's see,'' he said. Denktas stated that he will tell Annan that he can't get a result if he submits that pressure. Noting that participation of a private sector representative in the Secretariat was out of question ando impossible, the statement said, ''the Secretariat has carried out the coordination of foreign humanitarian aid together with the Foreign Ministry. There has not been a problem in the talks with the countries and international organizations which offered help to Turkey and are launching initiatives to aid Turkey.''
