    HURRIYET (LIBERAL)

    LEAKED DOCUMENT TURNS OUT TO BE SCENERIO
    It turned out that the document which was given to Yilmaz by Ulugbay was one of the seven scenerios prepared by the IMF for Turkey. The IMF, in this scenerio, proposed a devaluation of ten percent in the beginning of 2000. The Monetary Council will replace the Central Bank in 2000 January according to the IMF.

    ROME IS PARTNER OF TERRORISM
    President Demirel reacted to Italy which supports the PKK. Demirel said murdering innocent people cannot be justified. ''Whoever is sympathizing with these murderers, this is taking part in the act. If Italy is sympathizing with the PKK, Italy is terrorism's partner,'' the President stated. Demirel also reminded that the international documents of NATO, UN, EU, and OSCE bind member countries to fight against terrorism.

    MILLIYET (LIBERAL)

    THIS IS HOW STOCK MARKET WAS ROBBED
    At the first meeting in June, the IMF announced to politicians that it would not give any money to Turkey. This information reached to a few big institutions at Istanbul Stock Exchange. However, these institutions altered the facts and pretended like the IMF would immediately give financial support to Turkey. So the prices at the stock market increased and the index raised. Manipulators sold the papers at high prices. When it became obvious that no money was going to come from the IMF, the investors who were cheated suffered big losses.

    ULUGBAY SPEAKS: ''I AM VERY WELL''
    Prime Minister Bulent Ecevit who visited State Minister Hikmet Ulugbay in hospital said Ulugbay communicated with his eyes and even spoke a few words. Nedret Ulugbay, Ulugbay's wife who never left her husband alone since the incident occured, went home to bring him some clothes. Doctors said Ulugbay was sitting in the bed and was fed with water, milk, and fruit juice. They also said he would be allowed to leave the hospital within a week.

    FEAR OF EARTHQUAKE IN THRACE
    People of Thrace and Canakkale are in panic after Karl Buckthought, a Canadian scientist claimed that there will be an earthquake at Saros Bay on July 10. The holiday makers started returning to their homes while some citizens abondon their residences and settle in tents. Prof. Ahmet Isikara, the Director of Kandilli Observatory is going to Saros to encourage people. He will also inform people about earthquakes.

    YILMAZ ANSWERS CLAIMS ABOUT HIM
    Mesut Yilmaz, the leader of the Motherland Party (ANAP) responded to the claims that he leaked a document to Stock Market. ''I will ask for an explanation through judicial ways from those who wrongfully accuse me. Disreputating people unfairly must have a price,'' Yilmaz stated. The ANAP leader is getting ready to open a case against Cumhuriyet Newspaper and Zeynep Atikkan who writes for Milliyet.

    INJURED UCK MEMBERS IN TURKEY
    Two members of the Kosovo Liberation Army (UCK) who were injured during the Kosovo conflict, were brought to Turkey for medical treatment. Kamil Hoca and Husen Hoca were taken under treatment in the Haseki Hospital.

    MAJOR OZDEMIR LAID TO REST
    Major Erdogan Ozdemir who was killed when a group of terrorist opened fire on a military convoy near Cayirli village in Cukurca county of eastern Hakkari province on Wednesday, was laid to rest in his birth place Antalya.

    STATE MINISTER GUREL IN TRNC
    Sukru Sina Gurel, the State Minister, will hold contacts in the Turkish Republic of Northern Cyprus (TRNC) as the guest of TRNC Prime Minister Dervis Eroglu. Gurel will make preparations for the Turkey-TRNC Partnership Council meeting which will be held in TRNC to mark the 25th anniversary of Cyprus Peace Operation. Sukru Gurel will be received by TRNC President Rauf Denktas and Prime Minister Dervis Eroglu.

    MAKOVSKY: PKK LOST THE WAR
    Alan Makovsky, U.S. expert on Turkey, said that the supporters of the terrorist organization PKK accepted that they lost the war they declared to Turkish Republic. Makovsky, an expert from The Washington Institute, a leading think-tank institution, said in a panel that he thinks that Abdullah Ocalan, the head of the terrorist organization, will not be executed before the European Court of Human Rights gives a decision.

    TEN TERRORISTS CAPTURED
    Ten terrorists who staged a bomb attack on a cafe in Sefakoy district of Istanbul province, and held illegal demonstrations to protest capital punishment given to Abdullah Ocalan, the head of terrorist organization PKK, were captured by security forces.

    TÜRKİYE (RIGHT)

    FLOOD CLAIMS 4 LIVES IN EASTERN ANATOLIA
    Torrential rains caused floods in Erzurum and Agri provinces in Eastern Anatolia region. Four people including three children, who were carried away by flood waters, died in Eleskirt county of Agri province and in Musatanisman village in Askale county of Erzurum province. Meanwhile, one child got lost in flood waters.

    TURKEY FOUND GUILTY IN 15 SEPARATE CASES
    The European Human Rights Court found Turkey guilty in 15 separate cases, and sentenced her to pay about 110 billion Turkish Liras for damages including court expenses. The Court decided that Turkey violated the Article 10 of the European Human Rights Agreement which regulates the freedom of expression, in 13 of the cases.

    ZAMAN (CONSERVATIVE)

    PRESIDENT DEMIREL: EXECUTION IS A POLITICAL ISSUE
    President Suleyman Demirel said that the trial of Abdullah Ocalan the head of terrorist organization PKK, on the Imrali Island ended, but the legal process continues in the Supreme Court; adding that the execution depends on the decision of the parliament. He added that the execution is a political issue, and it is not a decision which interrogates the decision of the law. Demirel stated that the political side of the execution is not the business of the judges, and that to this end, the execution is bound to the decision of the parliament.

    [02] THE COUNCIL OF MINISTERS CONVENES

    ANKARA, July 9 (A.A) - The Council of Ministers convened at 10.10 local time on Friday under the chairmanship of Prime Minister Bulent Ecevit.

    The draft law envisaging new arrangements in the social security system, will be taken up at the meeting.

    Saadettin Tantan, Interior Minister, will inform the Council of Ministers about the dratf law regarded with the higher education for the police.

    Husnu Yusuf Gokalp, Agriculture and Rural Affairs Minister, will give information about the problems in the agricultural production due to drought and flood, and about the sanctions which will be imposed against import of the animals for breeding and ban on meat imports.

    [03] DELEGATION OF AUSTRALIAN HOUSE OF REPRESENTATIVES DUE IN TURKEY ON SUNDAY

    ANKARA, July 9 (A.A) - Neil Andrew, Speaker of Australian House of Representatives, and an accompanying parliamentary delegation will come to Turkey on July 11 to pay an official visit, it was reported on Friday.

    Members of the delegation are scheduled to visit Yildirim Akbulut, Speaker of Parliament, on Monday.

    The delegation will also come together with members of the Parliamentary Foreign Affairs Commission, and with members of the Turkey-Australia Inter- parliamentary Friendship Group the same day.

    Australian parliamentarians are expected to hold talks with Mehmet Ali Irtemcelik, State Minister responsible for the Human Rights later on Monday.

    On Tuesday, the delegation will visit Prime Minister Bulent Ecevit and Ismail Cem, Foreign Minister. They will be received by President Suleyman Demirel the same day.

    The delegation headed by Neil Andrew, will visit Istanbul on Wednesday, and then proceed to Canakkale to visit the martyr graveyards in Gelibolu county.

    The delegation is expected to leave for Australia on July 17.

    [04] PRESIDENT ECEVIT SAYS ULUGBAY SORRY TO HAVE CAUSED WORRY

    ANKARA, July 9 (A.A) - Prime Minister Bulent Ecevit visited State Minister Hikmet Ulugbay at Baskent University's Hospital on Friday morning. Ecevit stated that Ulugbay was ''sorry to have worried them.''

    Following a ten minute visit, the Prime Minister told reporters that ''Ulugbay is happy to have come back to life and looks healthy''.

    ''I hope he will be released from the hospital soon and go back to work. I am very happy to see him doing so well. I thank Mehmet Haberal and his friends,'' Ecevit continued.

    The Prime Minister declined to give information about the location of Ulugbay's wounds. Prof. Dr. Haberal, similarly refrained from giving information about Ulugbay's wounds. ''We can't comment on this matter. The wounded person comes to us and we treat him. It would be wrong to make a comment on something we don't know. Those that appear in the press are only comments. This is not our specialized field, therefore I can't speak on this issue,'' Prof.Dr. Haberal stated.

    Prime Minister Ecevit said he believed that the reporters who wait in front of the hospital transfer news to their news centers accurately and continued :''But we see made up news everyday. The reporters here are not responsible for this. There are new lies in the papers today. They wrote that Ulugbay asked for an appointment and I declined it. We were coming together a few times everyday, there was no need for an appointment. I hope that such news come to an end.''

    When asked about what might have caused Ulugbay's suicide attempt, Ecevit said, ''it was not the right time to discuss this''.

    Meanwhile, more visitors to come to see Ulugbay. Oltan Sungurlu, former Justice Minister and Vural Savas, the Republican Chief Prosecutor of the Supreme Court visited Ulugbay on Thursday morning.

    [05] ESER, CO-PRESIDENT OF TURKEY-EU JOINT PARLIAMENTARY COMMISSION: - ''ITALY'S ATTITUDE MEANS NOTHING BUT SUPPORTING TERRORISM''

    ANKARA, July 9 (A.A) - Kursat Eser, the Co-President of the Turkey European Union (EU) Joint Parliamentary Commission, said on Friday that the Italian government's attitude means nothing but supporting terrorism.

    Releasing a written statement, Eser recalled that Turkey has been struggling against the terrorist organization PKK which claimed more than 30 thousand lives, for 15 years.

    Eser continued, ''the government of our so-called NATO ally Italy which had welcomed Abdullah Ocalan, the head of terrorist organization PKK, and had hosted him in villas, seems to have undertaken the spokesmanship of Ocalan to overshadow her failure in domestic policy. They want to connect Turkey's full membership to the EU with the execution of a punishment given by the independent jurisdiction.''

    Stressing that such a connection cannot be acceptable, Eser noted that Turkey has followed an compromising attitude so far. He added that the latest arrangements in the structure of the State Security Courts (DGMs) are the signs of this attitude.

    Eser pointed out, ''Italian government's attitude means nothing but supporting terrorism. Italian government will be responsible for the PKK's new massacres.''

    [06] TRNC AGRICULTURE AND FORESTRY MINISTER KUCUK VISITS HIS TURKISH COUNTERPART IN ANKARA

    ANKARA, July 9 (A.A) - Husnu Yusuf Gokalp, the Minister of Agriculture and Rural Affairs said on Friday that Soil Products Office (TMO), Agricultural Institutions General Directorate (TIGEM) and other institutions related to his Ministry will continue to work for the Turkish Republic of Northern Cyprus (TRNC) just like one of the provinces of Turkey.

    TRNC Agriculture and Forestry Minister, Irsen Kucuk visited Gokalp in Ankara. Gokalp stressed that they regard TRNC as a part of Turkey and said they will sign bilateral agreements with TRNC and execute them.

    Irsen Kucuk, on the other hand spoke about agricultural integration between Turkey and TRNC and reminded that Turkey always accepted TRNC's reasonable demands on agriculture. Kucuk added that he hoped to return to the island with new assistance from Turkey.

    The TRNC Minister asked Turkey's urgent support for barley and wheat grown in TRNC.

    [07] AKBULUT, PARLIAMENT SPEAKER: ''ITALY'S INTERFERENCE IN OUR INTERIOR AFFAIRS CANNOT BE ACCEPTED''

    ANKARA, July 9 (A.A)- Yildirim Akbulut, the Parliament Speaker, said on Friday that ınterference of any country, including Italy, in Turkey's interior affairs cannot be accepted when reacting to the decision which the Italian Parliament adopted about Abdullah Ocalan, the head of the terrorist organization.

    Issuing a written statement, Akbulut noted that he totally rejects the motion which was accepted by the Italian Parliament on July 6 and 7, 1999 and that the Turkish parliament hopes that the foreign countries put an end to their stances which do not comply with any of the universal values.

    Emphasizing that some of the members of the Italian parliament started to act like the Italian government about the terrorist organization and its head, Akbulut drew the attention that this kind of stances and behaviours did nothing but support and encourage terrorism.

    Recalling that the trial of the head of the bloody terrorist organization was fair and that the trial process has not ended, yet; Akbulut stated that it is impossible to explain a NATO ally country's attitude, which experienced the pain of terrorism, in sheltering a terrorist organization and its head.

    Noting that Turkey will continue to struggle against terrorism with determination, Akbulut stressed that she will continue to call all the world countries to cooperate against this big international threat.

    Stressing that these incomprehensible behaviours of Italian politicians caused anger in Turkish public opinion, Akbulut said that the parliament thinks that it is its responsibility to be the voice of the Turkish people for this rightful sensitivity and that requests that Italy ends sheltering a terrorist.

    Akbulut said, ''we cannot accept the interference of any countries, including Italy, in our interior affairs. Turkish state is big enough to fulfil the requirements of its national interests and own laws despite all the foreign allegations and statements.

    ''Nobody should hope that we will change our determination because of the foreign pressures. The state of the Republic of Turkey is a sovereign country. It is a state which can apply its own laws independently. We think that supporting terrorism this way or that way is embracing terrorism. This is what Italian parliament does. We told this in every platform. Terrorism is not only an activity which damages the country where it is carried out. But, terrorism is an activity which will damage those who support them during some time. Italy faced this in her own territories,'' Akbulut added.

    Akbulut continued, ''Italy carried out such an initiative because she wanted to compensate her earlier stances of not following a determined stance about Ocalan and of not being in an attitude which would be appreciated by the whole world. But, everybody should know that the Turkish nation got angry about this, is getting angry and will continue to be angry.''

    ''Such behaviours cannot bear the desired result. But, we act and decide in accordance with the interests of our nation. Everybody should keep this in mind.''

    [08] COUNCIL OF MINISTERS REACHES COMPROMISE ON NEW ARRANGEMENT ON SOCIAL SECURITY

    ANKARA, July 9 (A.A) - The Council of Ministers reached a compromise on the new arrangement about the social security system in its meeting on Friday.

    The high-ranking administrators of the social security organizations participated in today's meeting of the Council of Ministers.

    Addressing a statement after they left the meeting two hours later, the administrators of the social security organizations said that they have a compromise on the new arrangement about the social security system.

    Stressing that the draft law includes the unemployment insurance, the administrators of the organizations noted that they will make a comprehensive statement after the meeting ends.

    [09] 20 PERCENT INCREASE TO THE SALARIES OF CIVIL SERVANTS AND RETIRED PEOPLE

    ANKARA, July 9 (A.A) - The Council of Ministers on Friday decided to make 20 percent increase to the salaries of civil servants and retired people.

    Tunca Toskay, Minister of State and Government Spokesman, said 20 percent increase in salaries of civil servants was adopted in the meeting.

    Toskay said although the government targetted more increase in salaries of civil servants and retired people, it could only make this increase within the determination of struggle against inflation and for budget balances.

    Meanwhile, it was reported that retirement age is determined as 58 for women 60 men for those who newly started working.

    Toskay said the gained rights will be reserved.

    [10] DENKTAS, TRNC PRESIDENT, WARNS GREEK CYPRIOTS AGAINST BORDER VIOLATIONS - ''IF THERE IS ANY VIOLATION, IT WILL BE RESPONDED''

    LEFKOSA, July 9 (A.A) - Rauf Denktas, President of Turkish Republic of Northern Cyprus (TRNC) on Friday warned Greek Cypriots who got prepared for border violations due to July 20, the Peace and Freedom Day.

    Addressing a meeting with Turkish Cypriot Journalists Union Executive Board, Denktas said the Greek Cypriots who turned border violations into tradition every year on July 20, got prepared for violations from the sea with speed boats.

    Denktas wished Glafcos Clerides, the Greek Cypriot leader, to take lesson from the border incidents which happened in Derinya region in 1996, adding that ''they should hold demonstrations within their borders. They should not violate our borders or its response will be given.''

    Recalling that thousands of Greek Cypriots were saved from death thanks to the Peace Operation of Turkey who used her guarantorship rights in July 20, Denktas said, ''they (Greek Cypriots) should be more happy than us on July 20.''

    Denktas pointed out that Cyprus question can be solved with friendship and lifting of the embargos, not by enmity, adding that negotiations related with Cyprus can only be hold in state level. Denktas reiterated that otherwise he will not participate in the talks planned to begin in September.

    [11] DENKTAS, TRNC PRESIDENT, RECEIVES GUREL, STATE MINISTER

    LEFKOSA, July 9 (A.A) - Rauf Denktas, the President of the Turkish Republic of Northern Cyprus (TRNC), received Sukru Sina Gurel, State Minister, on Friday.

    Denktas said that he had a phone talk with Yildirim Akbulut, the Parliament Speaker, and that Akbulut invited him to the meeting of the parliament which will be held on July 15, 1999 for the 25th anniversary of the Cyprus Peace Operation.

    Denktas noted that he will go to Ankara on July 15 and that he will make a speech at the parliament.

    Gurel said that there are many things to complete and that they will complete these things with the TRNC officials.

    Gurel stated that the Association Council will convene on July 19, 1999 in TRNC and will make a joint statement on July 20, 1999.

    Gurel will depart TRNC on Sunday.

    [12] DENKTAS, TRNC PRESIDENT, RECEIVES IRISH PARLIAMENTARIANS

    LEFKOSA, July 9 (A.A) - Rauf Denktas, the President of the Turkish Republic of Northern Cyprus (TRNC), received the Irish parliamentarians delegation on Friday.

    Denktas said that the two sides on Cyprus should be treated equally to solve the Cyprus question and that firstly the question should be determined and then the solution should be found.

    Emphasizing that there are two sovereign states on Cyprus, Denktas noted that the TRNC is ready to have negotiations with the status of two states and that holdıng negotiations without the title of ''states'' cannot solve the problem.

    Recalling the statement of the G-8 countries on Cyprus, Denktas stated that the call for having intercommunal talks between the two leaders on Cyprus is an old-fashioned and useless formula.

    Noting that there is nothing left like ''intercommunal talks'' and that the Turkish Cypriots will not fall into the same trap one more time, Denktas stressed that there is not an efficient formula except the state to state talks.

    Sean Power, one of the members of the Irish parliamentarian delegation, said that they will carry out efforts to discuss the Cyprus question primarily in the European Union (EU).

    Power emphasized that if the world wants the solution of the Cyprus question, then it should stop turning a blind eye to the Turkish Republic of Northern Cyprus.

    Pointing out that he earlier came to Cyprus for many times, Power stated that they aim at getting correct and detailed information about the Cyprus question and that they received this information.

    Later, Tahsin Ertugruloglu, the TRNC Foreign and Defense Minister, received the Irish delegation.

    The Irish delegation will depart TRNC on Saturday morning.
