Decisions taken at ''TISK Advisory Board'' meeting hosted by TISK on May 12 in Istanbul which was participated by administrative personel from TOBB, TUSIAD, TIM, Industry Chambers and SIAD, and expectations from the new government were combined in a report.

The report is formed by the common views and suggestions of the leading industrialists and businessmen about the country's major problems, it was reported.

The untrustfullness and uncertainities regarding economy can be removed, the public deficits which are the basic source of unbalance can be closed only through a long term political stability, and through measures that would be taken in public administration, it was emphasized in the report. The industry's competitiveness in local and foreign markets will determine the life standards of the Turkish society, the report also underlined.

The report noted that the application of structural measures is essential to give quality service to people in public administration and suggested that the regulations related to work life must be passed as soon as possible.

The recovery of Turkish economy which is in a crisis situation; stopping of economic shrinkage; increasing of employment; and taking precautions to prevent unemployment must be the basic targets of the new government, it was said.

''The banks law that is on the Parliament's agenda; budget and social insurace law drafts must pass from the government rapidly, and the Turkish banking sector must catch the world standards. To control domestic barrowing, a state barrowing law must be passed; the barrowing must be limited by a certain part of the budget; and usage of state banks must be based on conditons. The customs administrations must be reorganized against situations that weaken the international competitive power of Turkish economy and create unfair competition environments. Tax regulations and bureaucratic processes must be renewed to raise the foreign capital flow to a harmonious level with the potential of Turkish economy,'' the report said.

The report also pointed out that the policies followed by the governments in the field of work life obstructs economic and social development, the regulations of work life must be updated according to today's conditions.

Stressing that the burdens like tax, funds and compensations on the registered companies are far heavier than those on foreign firms, the report said and added that the new tax law does not foresee the targeted arrangements in this field.

The report drew attention to unemployment as Turkey's major problem and demanded a solution to this problem by increasing the industry's international competitiveness.

Regulations that block employment must be avoided and the Employment Agency must be restructured, it was pointed out.

''Flexibility in work life must be evaluated in its largest meaning and our work life must be revised to cover the necessary flexible regulations. Our social security system and its institutions must be reformed according to the international criteria of retirement age and actuarial balance and must also include the state contribution in its financement,'' the report said.

The report that was submitted to the Prime Minister, stressed the need for some radical legal changes to maintain a democratic political stability as well as a transparent and efficient public administration. The regulations must aim to bring clean politics to the government and protect the civilians's rights and give them freedom of thought and expression.

The political immunity of the deputies must be narrowed; a repentance law must be passed to regain young people who were previously involved in terrorist acts; and legal regulations must be made to strengthen democracy, and spread freedom of thought and expression within the frame of the principles to protect the unity of the Republic, it was listed in the report.

The report proposes a change in internal regulations of the Parliament and suggests that the Parliament must work without any recessions during the remaining part of 1999.

Ocalan, the suspect said that he met with Heinrich Lummer, a former parliamentarian of the German Christian Democrat Union Party in Damascus, the capital of Syria and Lummer asked him for help to prevent the violent activities in Europe.

Noting that the weapons seized in six TIRs in Gaziantep and Sanlıurfa provinces and Cilvegozu border gate would have been given to illegal Hezbollah organization if they were not confiscated, Ocalan, the chief terrorist stated that ''if the weapons were coming to us, Iran would have delivered them to us at the border.''

Turgut Okyay, the Chairman of the Court said in the first hearing of the third day which started at 09.55 a.m. that the issues mentioned in the petition submitted to the court yesterday have been examined and later he asked questions to Ocalan about the claims published in some press and broadcasting organs.

The questions Okyay asked to Ocalan and the responds he got from him are as follows:

Okyay: In yesterday's hearing, you said President Suleyman Demirel was prevented from going to the wedding of Mehmet Agar's son. Can you explain this?

Ocalan: We did not prevent him going there. We were told that Demirel was not going to the wedding. We had no role.

Okyay: Who transferred the information to you?

Ocalan: They were on the information notes that we received.

    Okyay: Who brought the notes?

Ocalan: A lawyer....Selim Okcuoglu brought them as information.

Okyay: You attended the meeting of Papendreau and Assad in Lazkiye in 1984.

Ocalan: I had no such meeting. I was definitely not invited.

Okyay: We have information which suggests that the Abu Nidal organization works in cooperation with the PKK and Armenian terrorist organization.

Ocalan: This is definitely not true. I don't know Abu Nidal. There were no activities carried out regarding training in South Cyprus. This is not true.

Okyay: Did you meet with Vassos Lisiradis, the leader of the Socialist Party of the Greek-Cypriot side?

Ocalan: I heard only his name. There was not a meeting.

Okyay: Did you have any relation with a Libyan company which launders black money?

    Ocalan: I don't have information.

Okyay: Do you have any information that Syria prepared a strategical action programme for the organization for the year 2000?

Ocalan: I don't know anything about such an information or document. She did not reflect it to us even if she had such an intention.

Okyay: The German intelligence organization's report in July 1995 includes that you guided arson attacks and violent activities published in the newspapers. Did you meet with German senator Henry Lummer to prevent these?

Ocalan: It is true that I met with Lummer. It occured in 1995-1996 on the basis of paying attention to the laws and democracy in Germany. They requested our help to stop violent activities in Europe. There are many PKK members in Germany. They asked me to expend a special effort. They requested obedience to the laws.

Okyay: Did you launch an initiative to make Syrian Kurds to support Syrian administration?

Ocalan: I wanted them to get their own democratic cultural rights and wanted them to be in cooperation with the regime. My speeches are towards this end.

Okyay: Syrian Government has set up a bureau to recruit the Kurds in PKK, is this right?

Ocalan: Syrian Kurds generally had relatives who have come from Turkey and having similar specialities. They participate in this basis. Syrian State is informed about the issue. Yet, I am not informed about a special bureau like recruiting.

Okyay: Six trucks of weapons were seized in Sanliurfa, Cilvegozu, and Gaziantep. Were they going to the organization?

Ocalan: They were not coming to us. They were going to Hezbollah in Lebanon. Iran would deliver it in the border if it had come to us.

Okyay: Statements of members of organizations, who were captured in operation in Hatay, said Ebru Arzu Erdal, having code name ''Roli'', was killed by Ocalan.

Ocalan: I did not have a special order to kill somebody. On the contrary, I had warnings not to kill.

Okyay: It is said that you have given orders in a panel on October 15, 1996 to hold suicide attacks in Turkey, what do you say?

Ocalan: I did not give orders for a suicide attack. I did not approve it. I have efforts to prevent its repetition.

[13] ERSUMER, MINISTER OF ENERGY AND NATURAL RESOURCES: ''COALITION PARTNERS ARE IN CONSENSUS OF OPINION TO LIFT CONSTITUTIONAL IMPEDIMENTS IN FRONT OF ENTRANCE OF FOREIGN CAPITAL TO TURKEY''

ANTALYA, June 2 (A.A) - Cumhur Ersumer, the Minister of Energy and Natural Resources said on Tuesday that multi-dimensional efforts are underway to meet the energy need of Turkey, adding ''the coalition partners are in consensus of opinion to lift the Constitutional impediments that stand in front of entrance of foreign capital to Turkey.''

Responding to questions of journalists at Antalya airport before visiting Haydar Aliyev, the Azerbaijani President who rests in southern province of Antalya, Ersumer stated that the energy sector is the most active sector of Turkey, adding new resources will be created on the 21,000 megawatt energy capacity of Turkey which was set up in 75 years.

Noting that the 5200 megawatt energy power provided by the law adopted in 1997 to create new sources in energy sector, was put out to tender by ''build-operate-transfer system,'' Ersumer pointed out that, ''we've put out to tender projects of dams, energy plants, and natural gas transformation plants. On the other hand, we made agreements with the U.S, Canada, and France to use hydrolic resources of Turkey. Our preparations are underway, besides we carried out efforts to benefit from our underground water and natural resources in the energy sector.''

Recalling that 14 of the tenders which were privatized, were approved by the Council of State, Ersumer pointed out that the take-over proceedings about these firms will start next Monday.

Ersumer stressed that a source of nearly 200 million dollars has been provided to the energy sector by this privatization process, adding ''the difficulty of electricity in tourism centers stems from the distribution of electricity. We will overcome this difficulty by founding transitory transformers and power plants in regions of tourism.''

[14] TRIAL OF CHIEF TERRORIST - OCALAN, CHIEF TERRORIST: ''GREECE AND SOUTHERN CYPRUS EXTENDED FINANCIAL AID TO US''

IMRALI ISLAND, June 2 (A.A) - Abdullah Ocalan, the chief of the terrorist organization PKK said on Wednesday that Greece and the Greek Cypriot side extended financial aid to the terrorist organization PKK.

Ocalan said that those people having ''peasant-like mentality'' on being in power could have devastated business places and farmers till 1986. Ocalan alleged that he didn't order PKK members to attack touristic installations, plants, and other production centers.

In the first session of the trial today; Turgut Okyay, the Chairman of the Court and the intervenor lawyers asked questions to Ocalan about some claims of press and broadcasting organs.

The questions Okyay and the intervenor lawyers asked to Ocalan and the responds they got from him are as follows:

Okyay: Did you give any orders to PKK militants in prisons to go on hunger strike?

Ocalan: I didn't give orders about hunger strikes, because I didn't consider it as appropriate.

Okyay: Did you give the death order of Kani Yılmaz, Ali Haydar Kaytan, and Sakine Cansız, the members of the terrorist organization?

Ocalan: They are living, you can check this.

Okyay: Did you get support from the two organizations in Greece and Greek Cypriot side?

Ocalan: We have received financial aid. Members responsible from the regions know this. Such supports were in question.

Okyay: Why did you devastate business places and farms in Southeastern and Eastern Region?

Ocalan: There was a struggle within the organization in 1987 for the ruling. It lasted till 1986. They are the mistakes of people who have the peasant-like ruling mentality. They may have devastated them. I hear that there were idle and rebellious gang groups here. They caused difficulties to us. We had been limited. Acts began to take place one by one.

Okyay: Did you give individual orders to a member of terrorist organization to hold terrorist attacks against factories and touristic facilities?

Ocalan: I did not call them and did not give orders to launch attacks on touristic facilities, factories, and other production centers. Structure of PKK was appropriate for this; yet, I am one of the people who prevent this. There might be many terrorist activities like this in a conflicted organization.

An intervenor lawyer: You said ''We will increase the number of our soldiers from 10 thousand to 50 thousand very soon'' at the 3rd Congress of the PKK. What are your sources of income?

Ocalan: There was support under the name of donation in Europe on this matter. I warned them that this was not an obligation. There were places that this support was obtained by force. We had the support of Syrian people.

Okyay: Did you get Greece's support as well?

Ocalan: The financial aid was limited from Greece. We didn't suffer from much difficulty on these matters. After 1993, I lead the organization to develop a political line.

Nejdet Kucuktaskiner, the intervenor lawyer: (On the subject of Savas Buldan and Behcet Canturk who had links with the terrorist organization and who were killed in the recent years) What were the contributions of Savas Buldan and Behcet Canturk who were involved in drugs, to the organization? Besides, it is said that Canturk and Buldan who is the owner of ''Ozgur Gundem'' newspaper were the Moscow representatives of the PKK. Do you have any information regarding this subject?

Ocalan: Buldan is not the Moscow representative. He is the member of the Kurdish parliament that was set up in Brussels. I later heard that he owns the 10 percent of ''Ozgur Gundem'' newspaper.

Court Chairman: Did you get their help?

Ocalan: I don't anything about it. Money was being collected in prisons. They could have collected money too.

[15] FM CEM STAGES PRESS CONFERENCE - CEM: ''THE NAMES OF SOME COUNTRIES, WHICH WERE NAMED BY TERRORIST CHIEF, DO NOT CONSTITUTE A NEW INFORMATION FOR US'' - ''IT IS OUT OF QUESTION FOR US TO DEVELOP A RELATION WITH GREECE AS LONG AS THE TERRORISM ISSUE IS NOT REMOVED FROM THE AGENDA''

ANKARA, June 2 (A.A) - Ismail Cem, the Foreign Minister, said on Wednesday that the statements of terrorist chief Abdullah Ocalan about the relations between the terrorist organization and some countries gained importance as those statements were made at the court, adding that they will evaluate those statements regarding Turkey's foreign policy.

Staging a press conference at the Foreign Ministry building the same day, Ismail Cem said the names of some countries listed by suspect Ocalan did not constitute a new information for them, stressing, ''however, these statements gained importance as they were made at the court. We'll cover all of them rogerding our foreign policy.''

Noting that Ocalan's naming Greece among the collaborators of the terrorist organization was not a new information, Cem said, ''for a long time, we've been saying that terrorism is the main issue of our policy towards Greece and that it is an issue which should be solved.''

Responding to a question, Ismail Cem confirmed that he sent a letter to Greek Foreign Minister Yorgo Papandreu to cooperate in struggle against terrorism, Cem said that there is not a new factor in his letter, and that Turkey's traditional policy is in favor of defending the atmosphere of peace.

Noting that he stressed in his letter the existence of systematic support relation between Greece and the terrorist organization, Cem said, ''we expect Greece to put an end to her ties with terrorism. With this respect, there are agreements we signed with our neighbours and some of these agreements started to bring results already now. It has been put forward that if there will be a development as a result of this; then, it will contribute to the relations between the two countries; and it has been put forward that if the issue of terrorism is removed, an atmosphere of cooperation between the two countries can be created by taking into consideration the principles that were earlier determined by Turkey.''

Foreign Minister Ismail Cem said he has still not received a response to his letter.

When asked whether there was a contradiction between the letter and the policies towards Greece that Turkey earlier followed, Cem said, ''there is not a contradiction. It is out of question for us to develop a relation with Greece as long as the issue of terrorism is not removed from the agenda. This is what was expressed in the letter.''

When asked ''what is Turkey's concrete expectation from Greece?'', Cem said, ''first of all, they have to put forward their will, later it is discussed.''

[16] TRIAL OF TERRORIST CHIEF - SUSPECT OCALAN RESPONDS QUESTIONS

IMRALI ISLAND, June 2 (A.A) - Kazim Ayaydin, one of the lawyers of the intervenors, spoke in Wednesday's hearing of the case in which Abdullah Ocalan, terrorist chief is tried, and said ''we have lived altogether in 4, 000 years history. We will continue to live together in the future.''

Ayaydin said Turks and Kurds lived together for 4,000 years, and that his parents only speak in Kurdish, and he speaks both Turkish and Kurdish, and that his son speaks only Turkish. Ayaydin said, ''we will continue to live together in the future. Who can separate us.''

The Court Chairman, upon the statements of Ayaydin, said ''we will live together. Nobody has the power to separate us.''

Suspect Ocalan said he shared most of the views of the lawyer, and that it has rightful parts.

Ocalan said: ''The element of unity is sovereign in Turkish-Kurdish relations. There were clashes in 200-years past. Foreign and internal forces were influential. We will live together despite this. I did not say on purpose that foreign forces used me. I struggled against the desires of foreign forces to use us since 1990. Traditional line of Britian to this end is clear.

Britain raises hell about me and she broadcasts against me. I believe that she has the wish to guide and she has a Kurdish policy. Britain wishes to make Kurdish people work in her territory and wishes them to remain as a problem of Turkey. I've developed my attitude against it.''

Kemal Bilgic, one of the defendant's lawyers said that there is a respected trial which is going on for three days, adding that explaining personal views on behalf of one section of the society is wrong.

Okyay, the Chairman of the Court thanked to the lawyer upon these words.

Bilgic, the defendant's lawyer said that the Kurdish problem has to be examined by political scientists in universities, adding there are serious problems in Turkey and the Law No. 2839 banned Kurdish language and later the law was lifted.

Okyay said that the mentioned law is wrong and it has been abolished after being examined.

The questions asked after that and the answers of the suspect Ocalan are as follows:

Okyay: Can you talk about the attack on civilians, which has been included in the aims of the organization after 1987?

Ocalan: There were in fact some ignorants in the organization. The conflict within the organization was serious about the attacks on civilian targets. These were the attacks which stemmed from the conflict among us. I struggled a lot to prevent this in principle.

Sevket Can Ozbay, intervenor lawyer: Is there any pressure upon Kurds?

Ocalan: One people's usage of its language is very important. It is not correct to ban conversation in Kurdish language. This is a serious pressure. However, there is a decision given by you about this issue. This suggests solution.

Okyay: We gave a decision about this issue. Does pressure, violence, and torture continue today?

Ocalan: There are developments in human rights in Turkey after 1990s. Revolt is wrong from now on. The issue is on the track of solution. One has to be sensitive for peace and brotherhood.

Okyay: There are some books and booklets determined to be written by the chief terrorist. Did you write them?

Ocalan: I prepared them together with Duran Kalkan and others.

Okyay: Did you give any orders regarding the killing of relatives of temporary village guards and destroying their houses and work places at the PKK's 3rd Congress?

Ocalan: I don't know. I don't accept it. I don't remember if such a decision was taken at the 3rd Congress. I did not give any orders against civilians.

Okyay: Did you have Cahit Sener murdered in Kamisli because he criticized you at the 4th Congress?

Ocalan: This is related to Kesire Ocalan's Vejin fraction. He carried out out activities against us. His killing took place in Kamisli. He was killed when he was in a house with a group of people.

Okyay: Did you give an order to kill him?

Ocalan: I didn't order to kill him because he criticized me. His ties with the organization were broken. He was killed by his friends while he was trying to set up a trap for us. He wanted to get in the Vejin organization. This happened as a result of internal conflicts.

The Court Chairman Okyay asked Ocalan to be sincere from time to time, and asked the intervenors to be registered in the court minutes. Okyay said spectators can wait outside the courtroom during this process if they wished.

The spectators were later taken in at 11.45 a.m.

[17] TRIAL OF TERRORIST CHIEF - OKYAY, COURT CHAIRMAN, GIVES RIGHT TO TALK TO INTERVENOR PLAINTIFFS

IMRALI ISLAND, June 2 (A.A) - Yildiz Namdar, intervenor plaintiff who spoke in the trial of Abdullah Ocalan, said on Wednesday that her husband, who was a non-commissioned officer, was forced to get off the vehicle in which they were together, and later was killed. She said, ''I have lost my dreams. We just want justice. Aren't we humanbeings?''

Turgut Okyay, the Court Chairman, said names of people who want to be intervenors were recorded in the minutes as of 11:45 local time, and wanted the opinion of the prosecutor related with the wishes of people to be intervenors.

Cevdet Volkan, the chief prosecutor, decided that they could act as intervenors as they received harm from the crime.

The Court Delegation accepted the request with the same reason.

Later, Kemal Bilgic, one of the lawyers of defense, said a word he uttered in the morning was misunderstood. Bilgin said he pointed out in the morning that the trial was made ''respectfully'', yet this was recorded in the minutes as ''the trial is 'made appropriate to the laws'.'' Yet, Okyay, the Court Chairman said it was not written like this and that he may see it afterwards.

Okyay later gave the right to talk to intervenor plaintiffs.

Yıldız Namdar, one of the intervenors, while crying, tried to read the text composed of three pages which was very emotional. Namdar said that her husband Murat Namdar was killed by the terrorist PKK members on Erzincan highway.

Noting that she was there when they killed her husband, Namdar said, ''I lost my dreams. These monsters don't know anything apart from killing people... What is the reason of this hatred? Why do they want to overthrow the state which gives work to us? Why do they kill policemen and soldiers? Where is the human rights and humanity?... We only say justice. Aren't we human beings? Murat was my husband and everything. He didn't make discrimination among people in respect of their origins. He gave money to his soldiers for their trips. I swear that he didn't make any discrimination among people of Kurdish and Turkish origin. Is this humanity? He also missed his mother, and we were going to visit his mother. When we passed Erzincan, they stopped us and asked for our identitites. These people wearing clothes of Turkish soldiers, looked odd. I was suspicious. I told Murat that they were terrorists, but he was very calm. When we went further, we saw that they had surrounded the highway and stopped all vehicles on the road. The children and my father were crying. They took him, I begged, but they didn't listen to us.''

These words of Namdar brought tears to the eyes of lawyers and to those who were in the courtroom. The Court Chairman Okyay was also seen wiping his eyes with a hankerchief which he kept under his desk.

Yildiz Namdar, with a Turkish flag and a picture of her husband in her hand, turned to terrorist Abdullah Ocalan, and said, ''What did we do to you? I am suffering deeply. We didn't do any thing to anyone.''

Ocalan, upon this, bowed from where he was sitting, and said ''I share your grief.''

After Namdar completed her speech crying, her relatives, and three intervenor lawyers left the courtroom in tears.

With his warnings, Okyay eased the atmosphere which was getting tense.

[18] FM CEM STAGES PRESS CONFERENCE - CEM: ''WE THINK IT SHOULD BE ACCEPTED THAT THE ISLETS, WHOSE STATE OF BELONGING WAS NOT SPECIFIED WITH AGREEMENTS, WERE INHERITED TO THE REPUBLIC OF TURKEY FROM THE OTTOMAN STATE'' - ''TURKEY HAS THE SOVEREIGNTY ON HER OWN JUDICIARY SYSTEM AND NOBODY HAS THE RIGHT TO INFLUENCE IT'' - ''TURKEY'S ATTITUDE TOWARDS EU MEMBERSHIP IS STILL THE SAME''

ANKARA, June 2 (A.A) - Ismail Cem, the Foreign Minister, said on Wednesday that there are islets in the Aegean which were not given to any country officially and he defined them as ''grey areas'', stressing, ''we think it should be accepted that the islets, whose state of belonging is not determined with an agreement, were inherited to the Republic of Turkey from the Ottoman State.''

Staging a press conference at the Foreign Ministry building, Ismail Cem said that Turkey's policy for the situation of the Aegean islets which state of belonging is not specified still continues.

Pointing out that they did what is necessary for preventing Greek attempts to plant flags on those islets to gain legal meaning, Cem said, ''for what reason an activity, which doesn't have a legal meaning, is carried out? There are two different opinions that they are carried of by people or they are the state-guided activities. We took measures against all of them. Nobody can claim the right of holder over these islets in future.''

When asked whether the European Union (EU), in its Summit in Koln, can give a decision suggesting Turkey not to punish suspect Ocalan with death penalty, Foreign Minister Cem said, ''Turkey has the sovereignty over her own judiciary system and nobody has the right to influence this.''

Noting that he expressed his Western interlocutors prior to the trial that ''nonsenses like (observer)'' can't be accepted, Ismail Cem said, ''do you ask whether a case in Britain is fair? This is our internal law. We won't permit any external interference in our internal law. And up until now, there was not such an attempt.''

Noting that he doesn't accept the criticism ''the trial should be fair'', Cem said Turkey is doing what is necessary for the trial, and she will solve on her own if there may be any deficiency.

Responding to a question, Cem evaluated the EU's Koln Summit which will start on Thursday, saying, ''Turkey's attitude towards EU membership is the same attitude one year ago.''

Stating that they were pleased with the EU Term President Germany's efforts regarding Turkey, Cem said, ''the Copenhagen criteria define membership of candidate countries. It will be meaningless if Turkey enters into discussions for fulfilling that criteria.''

Noting that Turkey already fulfilled the foreseen democratic and economic criteria, Cem said Turkey already exceeds those criteria economically, and she did not realized them for ''being an EU member''.

Noting that Georgian and Abkhazian officials will convene on Thursday in Istanbul to find a solution for the Abkhazia dispute, Cem said that Turkey will bring her own contribution for a peaceful solution.

Pointing out that the meeting will be held under the supervision of the United Nations, Cem emphasized that Turkey is a country influential in the solution of regional disputes like the Kosovo issue.

The sides, the representatives of the Organization for Security and Cooperation in Europe (OSCE), and the representatives of the U.N. Secretary General's Friends Group countries will attend the meeting which will be held to contribute to the solution of the Abkhazia issue within the framework of the Geneva process carried out under the supervision of the U.N.

The Group member countries are the U.S., Germany, France, Britain and Russia.

[19] TRIAL OF TERRORIST CHIEF - TURKYILMAZ, RELATIVE OF TERRORISM VICTIM: ''I CAN ONLY FORGIVE VAMPIRE APO IF HE IS EXECUTED''

IMRALI ISLAND, June 2 (A.A) - Zuleyha Turkyilmaz, an intervenor plaintiff who spoke in the trial of Abdullah Ocalan, terrorist chief, said apology of Ocalan was artificial, adding that ''I can only forgive if only vampire Apo is executed.''

Recalling that she was the sister of Sabri Turkyilmaz, who died in a terrorist attack, Turkyilmaz reiterated that there was not Turkish-Kurdish discrimination. She said Council of Europe mentioned about the human rights of suspect Ocalan, and then she asked for the human rights of his brother.

Later turning to Ocalan, Turkyilmaz said, ''don't speak in vain. Execution will be your end.''

Kadir Tekelioglu, one of the intervenors, stressed that his son Lutfu Tekelioglu, a non-commissioned officer, was killed in Gulyazi region of Sirnak province. Pointing out that terrorist chief put his signature to the bloody acts, Tekelioglu, turning to Ocalan, said ''we don't accept apology of Ocalan. How will he be able to give back the lives of small children. He should be executed and later excuse.''

Tekelioglu said that the suspect Ocalan told in the hearing that he was used by foreign powers, noting that it is not normal for a person who claims to be the leader of an organization to say such things, and recalled that the most important feature that distinguishes human being from an animal is wisdom.

''The world and Turkey will be rescued from a virus,'' said Tekelioglu, adding that if the necessary punishment is not given to Ocalan, the chief terrorist, the rights of mothers of martyrs will be violated.''

Bayram Elyurek, another intervenor said that his son Alaaddin Elyurek is a martyr and asked the suspect and his family what they would do if a similar event happened to them.

Elyurek also asked the suspect ''what the soldiers and police officers did to them,'' noting he believes that the court delegation will give the required punishment to him.

Mehmet Gencer, one of the intervenors, told that he lost his son Serhat Gencer, a non-commissioned officer. Turkey witnessed many rebelions in its history, Gencer said and continued:

''Now he is blaming Britain. Doesn't he know history? How cannot someone who calls himself a leader of an organization know history? Do you want Turkish state to forgive you? The repentance law will not pass, but do you want to benefit from it if it does? Why did you attack soldiers and the police? This is not acceptable. The PKK killed the children, Mister Ocalan.''

The intervenors asked Gencer not to call him ''Mister''. Gencer went on:

''There is no separation between Turks and Kurds. How can peace be maintained when we talk about the deaths of 30 thousand people? I don't believe that he has the power to bring down the terrorist from the mountains in three months. He is not the leader of the organization, he is nothing. My sister-in-law and my brother's wife are of Kurdish origin. Kurds and Turks intermarried, we gave Kurds our brides. I want him to get the punishment he deserves.''

Beyhan Kepenli, an intervenor, said ''Turkey belongs to all of us. Let's live in unity and brotherhood. I want him to be executed on behalf of all mothers of terrorism victims.''

[20] FM CEM STAGES PRESS CONFERENCE - CEM: ''THERE IS FULL CONSENSUS OF POLITICAL OPINION IN TURKEY ABOUT JOINING NATO'S AIR OPERATION''

ANKARA, June 2 (A.A) - Ismail Cem, the Foreign Minister said on Wednesday that there is a full consensus of political opinion in Turkey about joining NATO's air operation, adding an issue like land operation is not at the agenda.

Addressing a press conference at Foreign Ministry, Cem recalled that the parliament had approved joining the air operation in Yugoslavia and the implementation was given to the General Staff by the government, adding that there is not any deficiency in respect of law.

Cem who didn't want to respond to questions asking how many planes will take off from the air bases in Turkey and when, by saying that these are military issues, stressed that the possibility of a land operation is not at the agenda now.

Noting that NATO does not have a decision about this issue, Cem said that decisions are taken by unanimously in the alliance and the support of Turkey is necessary in that respect.

When asked about the dialogue between Turkey and Greece about the Kosovo issue, Cem said that the contacts between the two are limited with this problem in order to prevent misunderstandings.

Referring to the Karabakh problem between Armenia and Azerbaijan, Cem pointed out that ''Turkey wishes the end of this invasion.'' Noting that the contacts between the two countries should not be ignored, Cem said that he thinks the approach developed by Azerbaijan and the US in the past is logical for him in that respect.

Cem recalled that Azerbaijani, Armenian, Georgian presidents and foreign ministers of the U.S, Britain, France, Norway, and Turkey held a meeting in Washington D.C. concerning this conflict when they were there for the NATO summit.

Cem also evaluated his prior term in office as the foreign minister during the press briefing and said that they work by taking into consideration the principles of ''resolution, continuation, and seriosness.''

Stressing that Turkey is a model country for Islamic societies, Cem stated that he tried to develop the historical dimension in foreign policy.

Cem said that Turkey has the most dynamic economy and the most effective armed forces of a geography which extends from the Balkans to Central Asia, adding these are important foundations of Turkish foreign policy.

Emphasizing the fact that the foreign dynamics of terrorism have been weakened and an agreement was reached with Syria, Cem said that the equal sovereignty right of Cyprus was explained well, and the S-300 missiles were not permited to be deployed on Cyprus in his prior term in office.

Noting that Turkey is the first country which tried to help Kosovar refugees in the most effective way, Cem said that new relations have been set up with various countries particularly with the U.S. and the political basis of the economic cooperation has been developed.

[21] KAVI, ISO CHAIRMAN: ''STRATEGICAL BOND MUST BE FORMED BETWEEN TURKEY AND SPAIN''

ISTANBUL, June 2 (A.A) - Husamettin Kavi, the Chairman of Istanbul Industry Chamber (ISO) said on Wednesday that a strategic bond must be formed between Turkey and Spain, which is a EU member.

Kavi told A.A. that Spain was aware of the potential in Turkey and said ''Spain approaches Turkey with very serious projects. Expotecnia'99 brought the Spanish firms to our feet. The Turkish industrialists must benefit from these opportunities.''

''The Turkey-EU relations are going through a very sensitive period. Among the EU members, there are no countries which Turkey has a very close relation with. Turkey did not form a strong bond with any of these 15 countries. Why wouldn't this country be Spain?

The country which will introduce Turkey to the EU will be very lucky and have serious advantages,'' he continued.

Kavi also pointed out that Spain can form a bridge to South America for Turkey and Turkey can do the same thing between Spain and Caucasia, the Middle East and the Middle Asia.

To materialize these, a long term strategical bond must be formed between the two countries, Kavi stressed.

[22] AZERBAIJANI PRESIDENT ALIYEV RECEIVES ENERGY MINISTER ERSUMER - ALIYEV: ''WHY DID THE STUDIES FOR BAKU-CEYHAN PIPELINE PROJECT SLOW DOWN? THESE SHOULD BE ACCELERATED''

CAMYUVA, June 2 (A.A) - Haydar Aliyev, the President of Azerbaijan, received on Wednesday Cumhur Ersumer, the Minister of Energy and Natural Resources, at the Simena Holiday Resort in Camyuva village in southern Antalya province.

Complaining about the delay in the realization of the Baku-Ceyhan oil pipeline project, Aliyev said, ''why did the Baku-Ceyhan Pipeline Project slowed down? It should be accelerated.''

[24] SCHWIMMER, COEPA MEMBER, DESCRIBES THE TRIAL OF OCALAN, HEAD OF TERROR ORGANIZATION, AS FAIR

VIENNA, June 2 (A.A) - It has been reported on Wednesday that the trial of Abdullah Ocalan, head of terror organızatıon, which continues in Mudanya county of Bursa province is going on in a fair atmosphere, and in line with the international norms so far and the right to talk was given to the defendant's lawyers in line with international norms.

Walter Schwimmer, the member of the Council of Europe Parliamentary Assembly (COEPA) and a candidate for COE Secretary General stressed that the first day trial of the chief terrorist was very ''tranquil and fair.''

Schwimmer, the COEPA's Rapporteur for Turkey, who watched the case together with his Finish colleague, issued statements to various Austrian newspapers about the trial.

Schwimmer saıd he had the impression that the chief judge launched great efforts to give all rights to the defence, adding that both the accused Ocalan and his lawyers have all the opportunities to speak. He also praised the efforts of the chief judge to prevent the initiatives of the relatives of terrorism victims to interfere in the trial in a resolved manner.

Noting that he has a ''good impression'' about the health of the head of the terror organızatıon, Schwimmer stated that he also thinks the chief terrorist was not under pressure while talking in the court hearing.

Schwimmer added that both the prosecution and the defendant's lawyers focus on political points rather than legal points and he finds this interesting.

Defending the view that the inclusion of a military member in the State Security Court, which hears the case, does not obey with the norms of the COE, he added that this is a risk which can overshadow the whole trial process.

Turkey's not permitting any ''official observor'' to the case is normal, he added.

Walter Schwimmer had earlier said that there was no need to observe the trial of Ocalan as the trial of a terrorist is not subject to international observation in Germany and Austria.

[25] CAKMAKOGLU, MINISTER OF DEFENSE:''I CALL ON GREECE TO COMMON SENSE''

ANKARA, June 2 (A.A) - Sabahattin Cakmakoglu, the Minister of National Defense said on Wednesday that Greece creates problems in the Aegean and turns these into her foreign policy. ''I call on Greece, which continues its tension policy, to common sense,'' the Minister said.

Cakmakoglu said the crisis must be eased through dialogue between Turkey and Greece and he continued:

''We inherited the islands on the Aegean from the Ottoman Empire. If it was specified in an agreement with a country which broke off from the Ottoman Empire, then that will be obeyed. If it was not specified in the agreement, then the islands should belong not to the country which broke off, but to the main land. This is a basic principle of law. This must be one of the arguments.''

Greece must realize that it should stop animosity and look for a dialogue that will lead to a solution rather than increasing tension, Cakmakoglu pointed out. The Minister also said that Greece was giving a message to countries which sympathize with it by maintaining this tense atmosphere.

''The two neighbour countries must live together and a dialogue is the way to an agreement. The world public opinion does not approve a war or a cold war anymore. But if they oblige Turkey, a similar crisis to Kardak might repeat,'' Cakmakoglu went on.

The Minister stressed that no country would benefit from supporting terrorism and said:''Greece is using every opportunity to display its hostile policy. Its attitute on Ocalan is a part of that.''

Empires that existed at the beginning of the 20th century, faded away at the end of the century, leaving their territories to many independent states. Many significant developments occured in the last five decades of this century.''

Stressing that the world has succeded in preventing a new world war in the wake of First and Second World Wars, President Demirel added, ''great ideological movements such as democracy, communism, and fascism, influenced people in the 20th century. Fascism was eliminated in the middle of the century while communism lost its activity a decade ago when the U.S.S.R. collapsed.''

Reminding that communism is still dominant in People's Republic of China, Demirel described it as ''Chinese-style communism''. He noted that China having a population of 1 billion 300 million, inspired from Marksizm, and has developed a new kind of administration style.

Reminding that number of member countries to the United Nations (UN) which was 50 during the last 50 years, increased to 185, Demirel pointed out that the world deals with politicizing existing 6 thousand languages and religious beliefs rather than struggling for independence.

Emphasizing that there is no enough territory on earth for overall languages to become an independent state, Demirel noted that we live in a painful world, and added, ''issues such as micro nationalism and extreme nationalism keep the world busy.''

President Demirel continued, ''mass destruction weapons are the most important matter of the century. The whole world is disturbed by possible threats and dangers that can jeopardize our future if irresponsible people get access to these kind of weapons. In the wake of the Second World War, the world has faced with a threat like nuclear nightmare for 40 years. The collapse of the U.S.S.R. removed nuclear nightmare considerably.''

Noting that after the armistice in 1945, who world began to think about the ways of protecting peace, President Suleyman Demirel described what happened in Japan as a disaster. He emphasized that such a disaster should not happen again.

Noting that Europe is extremey skilful in destroying each other although it is accustomed to high civilized values, Demirel recalled that this situation has been repeated since Napoleon's period. He stressed that Europe has to get rid of such agitation, remarking that it has begun to take significant steps within this framework.

Pointing out that Europe has been planning new security and economic work systems, and institutions, Demirel described the Council of Europe as the first of these institutions.

Noting that these institutions had undertaken functions as the institutions of divided Europe, Demirel said, ''the idea of an united Europe emerged in the wake of the collapse of the U.S.S.R. I think significant developments occured within the last 4-5 years regarded with the issue, and Turkey was involved in all these developments.''

[27] PRESIDENT DEMIREL MAKES A SPEECH ON ''WORLD AND TURKEY IN JUNE 1999'' AT WAR ACADEMIES COMMANDERSHIP

ISTANBUL, June 2 (A.A) - President Suleyman Demirel said on Wednesday that problems like the re-foundation of politics, economy, and security architecture of Europe are important issues which have been transferred to the 21st century.

Referring to the developments in Europe in his speech at War Academies, President Suleyman Demirel stated that after the end of the Second World War in 1945, people have assumed the roles of reconstructing the architecture of Europe. Noting that they have succeeded in that in a great extent till the beginning of 1960s, President Demirel said that they followed the principle ''peace and prosperity are necessary and they can't be separated from each other.''

''The breaking of the Berlin wall is not ideological after 40 years, it has been seen that Germans living in the western part were richer than those living in the eastern part. This is the reason why the wall was broken down and the Soviet Republic dissolved,'' he said.

President Suleyman Demirel pointed out that the World began to draw lessons while entering into a new century and named them as democracy, human rights, and market economy.

Demirel said it was not possible to separate these three concepts from each other, and noted that none of the countries can be outside of these three concepts. Demirel said every country should adjust its conditions in this respect.

Mentioning about communication reform, Demirel said this reform approached human beings, states, and the nation to each other. Demirel stressed that results of Communication reform will be seen in the new century.

President Demirel noted that the second slogan which the world had to follow in the beginning of the year 1990 was that ''peace, welfare and environment are inseparable elements.''

Demirel said Turkey's population, which was 12 million in 1920, reached 65 million today, adding that ''this increase is good. Yet, when we look at the civilized world today, high population is not meaningful.''

Pointing out that the population should be well educated and have good health conditions, Demirel said Turkey's population will reach 100 million if it continues with 3 percent increase.

[28] PRESIDENT DEMIREL MAKES A SPEECH ON ''WORLD AND TURKEY IN JUNE 1999'' AT WAR ACADEMIES COMMANDERSHIP - ''TERRORISM IS ONE OF THE MOST SIGNIFICANT PROBLEMS OF TURKEY''

ISTANBUL, June 2 (A.A) - President Suleyman Demirel reminded on Wednesday that member countries to the United Nations (UN), the Organization for Security and Cooperation in Europe (OSCE), the NATO, the European Union (EU) and the Council of Europe, signed the international agreements envisaging collective struggle against terrorism, and said, ''First, they signed documents to condemn terrorism, and to cooperate against it; then, they extended support to terrorism. Isn't it a grave shame?''

Recalling that some presumptuous people attempted to compare what happens in Southeastern Anatolia region with what happens in Kosovo, Demirel stressed that if they must make such a comparison, they have to liken the terrorist organization PKK with Yugoslav President Slobadan Milosevic because both of them are claiming innocent lives.

Stressing that terrorism is the most important problem of Turkey as we approach to the 21st century, Demirel described terrorism as a crime against humanity.

Pointing out that terrorism aims at destroying the human rights, Demirel emphasized that it also threatens territorial integrity and security of Turkey.

Demirel said, ''terrorism cannot be excused anyway. We all have responsibilities to struggle against regional and international terrorism. Supporting PKK's terrorist activities, is the gravest of crimes against peace and security. Most of the UN resolutions condemn terrorism, and envisage cooperation against it. Member countries to the NATO, the OSCE, and the EU, are obliged to take all necessary measures to struggle against terrorism. There are 11 international agreements regarded with the terrorism, and Turkey backs all of them. First, they signed documents to condemn terrorism, and to cooperate against it; then, they extended support to terrorism. Isn't it a grave shame?''

Emphasizing that five thousand security officials and five thousand civilians became the victims of terrorism in Turkey, President Demirel added that more than 20 thousand people were deceived by terrorist organization PKK, and then, killed.

Demirel said, ''I talked about these massacres many times in the U.S., and in Europe. I asked them whether they accept these homicides as terrorism or as a liberation movement. If they accept it as a liberation movement, they will become accomplice of a bloody-handed terrorist organization.''

Pointing out that security forces in Turkey do not force people, but protect borders, Demirel emphasized, ''there is not any state that does not protect its borders, and its people. There are terrorists in Turkey, and there are security officials sacrificing their lives for the future of Turkish nation.''

President Suleyman Demirel also stressed that Turkey is one of the most reliable countries in protecting peace and stability both in her region, and in the world, adding that everyone admits this fact.
