ANKARA, Feb 18 (A.A) - Prime Minister Bulent Ecevit said on Wednesday that the operations against the separatist terrorist organization in Northern Iraq were staged periodically, adding, ''the Turkish Army occasionally uses its right for hot pursuit.''

Speaking to the CNN reporter before attending a programme broadcasted by the private television channel NTV, Ecevit said, ''operations against PKK in Northern Iraq are staged periodically because PKK elements try to infiltrate from the border region. Thus the Turkish Army uses its right of hot pursuit from time to time. They gave special permission to us even when Northern Iraq was under control of Baghdad regime.''

Responding to the question about the reason and extension of the operation, Ecevit said, ''we have to take security measures when the number of terrorist elements in the border region increases. It does not take long. Sometimes, one or two days, sometimes one week. The Turkish Army later returns back to Turkey.''

STRASBOURG, Feb 18 (A.A) - Council of Europe Parliamentary Assembly (COEPA) said on Wednesday that it wishes to send a delegation to Turkey as soon as possible concerning the capture of the chief of the separatist terrorist organization PKK.

Russel Johnston, the Chairman of COEPA and a British parliamentarian said that they will phone Ismail Cem, the Foreign Minister on Thursday and ask for the approval of Turkey concerning the issue.

Noting that they wish to send a delegation to Turkey as soon as possible, Johnston stressed that the aim of this delegation is to overcome the concern about the health of the chief terrorist, recalling that Turkey is a member of COE and a party to the European Convention of Human Rights.

''Our aim is to act in a constructive manner and help Turkey, which is a member of the COE,'' said the British parliamentarian, adding they tend to send either a delegation or its two rapporteurs to Turkey.

Russel Johnston called on Turkish parliament to approve the European agreement prohibiting the death sentence in a short period of time in a written statement he issued together with Hans Christian Kruger, the COE Deputy Secretary General on Tuesday. Johnston had stressed that the chief terrorist should be brought before the justice in accordance with the European Convention on Human Rights and other conventions of COE.

[05] PREMIER ECEVIT RESPONDS TO QUESTIONS: ''THE OPERATION CARRIED OUT BY TURKISH ARMED FORCES IN NORTHERN IRAQ IS NOT CONNECTED WITH THE CAPTURE OF THE CHIEF TERRORIST''

ANKARA, Feb 18 (A.A) - Prime Minister Bulent Ecevit said on Wednesday that the operation carried out by the Turkish Armed Forces was earlier planned and it isn't connected with the capture of the chief terrorist.

Responding to questions in the private television channel of NTV, Premier Ecevit stated that within the last 48 hours, the confidence of the Turkish people in the state increased.

''By the capture of the chief terrorist, an opportunity has occured for the deceived young people who live in mountains, because they see the behaviours of the person whom they adore as their leader. They also see how European countries closed their doors to them one by one. Therefore, I hope that they will make a re-evaluation,'' said Premier Ecevit.

When asked whether or not the government would invite the parliament for an extraordinary meeting to discuss the law on repentance, Premier Ecevit said the gathering of the parliament seems impossible, recalling that the parliament couldn't even adopt the law on banks.

''I am sure that after the elections, the parliament will adopt such a law. In fact, this issue had come to the agenda. I can say that this process will be speeded up. If many young people surrender to security forces, our people and the parliament will embrace them. I have no doubt of that, few months can't be considered as a loss,'' Bulent Ecevit said.

Responding to a question asking whether or not the abolishment of the death penalty would come to the agenda of the parliament after the elections concerning the trial of the chief terrorist, Prime Minister Ecevit recalled that the Democratic Leftist Party (DSP) opposed to death sentence from the beginning.

Noting that the death sentence is not applied in Turkey for 15-16 years, Premier Ecevit stated that ''certainly this is a special situation, emotional reactions can be different towards that, so I am not very certain.''

When asked about the operation being carried out in Northern Iraq by the Turkish Arlmed Forces, Premier Ecevit said ''this is not connected with the capture of the chief terrorist. The Turkish Armed Forces is obliged to carry out military operation to the north of Iraq because terrorists can gather in these places as they are very steep and can be used as bases. Turkish Armed Forces stages operations to Northern Iraq and later withdraw from the region.''

[06] DEMONSTRATIONS OF THE SEPARATIST TERRORISTS IN GERMANY - SCHILY, GERMAN INTERIOR MINISTER: - ''WE CAN MAKE THE LAWS MORE STRICT IF NECESSARY'' - ''THE FEDERAL GOVERNMENT IS NOT IN CONTACT WITH THE PKK''

BONN, Feb 18 (A.A) - Otto Schily, German Interior Minister, said on Wednesday evening that they can make the laws more strict against the demonstrations of the supporters of the separatist terrorist organization (PKK), who increased their occupations and attacks in Germany in the last twenty-four hours, if necessary.

Addressing a press conference in Bonn after he postponed his visit to Schwerin for the incidents occured in Israeli Chief Consulate in Berlin, Schily gave information about the latest developments.

Schily said, ''I want nobody to join such demonstrations from now on.''

Stressing that they worry that the violence of the separatist terrorists can be more than the security experts predicted, Schily noted that the federal government has not been in contact with the supporters of the separatist terrorist organization to end this violence.

Noting that it is out of question that the federal government holds contacts with an organization which is banned and which occupies the establishments, Schily said, ''the federal and state governments are determined to prevent such acts of violence. We can make our laws more strict in a way that it eases the deportation of the ones who are involved in this violence.''

Stating that he felt sorry about the latest development in Berlin, Schily stressed that he saw that how dangerous such acts can be despite that the occupation of diplomatic establishments are banned.

Schily emphasized that they continue their efforts to put an end to the occupation of the diplomatic establishments.

Pointing out that the acts of the supporters of the separatist terrorist organization is not held only in Germany, Schily said that the European Union (EU) needs a joint strategy in this issue.

[07] PREMIER ECEVIT RESPONDS TO QUESTIONS: - ''WE'VE NEVER TAKEN ELECTION ACCOUNTS INTO CONSIDERATION CONCERNING THE CAPTURE OF CHIEF TERRORISTY''

ANKARA, Feb 18 (A.A) - Prime Minister Bulent Ecevit said on Wednesday that he has never taken election accounts into consideration concerning the capture of the terrorist chief.

Responding to questions in the private television channel of NTV, Premier Ecevit said that his Democratic Left Party (DSP) is a party which has gained the trust of other parties, adding the support extended by the parliament to his party having 550 deputies is the best example of that.

Recalling that the 55th government realized education and tax reforms in the South Eastern Turkey, Ecevit pointed out that the problem in the region is not connected with ethnic issues, adding that the problem can be solved by education, economic and social investments.

Responding to a question about the Virtue Party (FP), Ecevit stated that it will seen during the election process whether or not the party's understanding of secularism has changed.

Noting that President Suleyman Demirel's term in office can be extended, Premier Ecevit said that Turkey needs privatization.

''Our party does not think that being against privatization is a necessity of being a leftist, privatization is a reality of our age and Turkey needs that. However the Constitution in force today is statist and it is not easy to carry out privatization with this constitution,'' said Premier Ecevit.

Referring to social security reforms, Premier Ecevit pointed out that the age of retirement will be increased. ''Social security system is needs treatment in Turkey,'' said Premier Ecevit.

[08] WALL STREET JOURNAL ASKS QUESTIONS TO CIRCLES WHO DEFEND THE CHIEF TERRORIST

NEW YORK, Feb 17 (A.A) - Wall Street Journal, one of the leading newspapers of the U.S. asked the questions that should be asked to circles who defend the chief of the separatist terrorist organization PKK, it is reported on Wednesday.

An article published in the newspaper by the title of ''a terrorist being brought to justice'' stressed that ''the whole world has finally seen the real face of the supporters of the separatist terrorist organization who occupied embassies by the gasoline drums and who took hostage innocent people.''

The article asked the Italian Foreign Minister Lamberto Dini, who urged for application of legal state's rules for Ocalan, the question of ''why didn't Dini apply such laws to Ocalan when he was in Italy,'' recalling that Italy could have extradited Ocalan, the chief terrorist to Turkey.

Noting that the Italian officials who did not do that, took him on a plane and helped him to escape from the justice, the article also criticized Greek officials who defended the view that ''giving fuel to Ocalan's plane was a humanitarian behaviour.''

The article stressed that Ocalan, the chief terrorist and the separatist terrorist organization have not shown the same humanitarian behaviour to the Turkish pilots and passengers who were crashed by them, adding that Greeks will never be able to explain why they have protected a terrorist wanted by another NATO country.

''Greece has taken the response of the PKK by the latter's occupation of her embassies in 10 countries,'' said the article, stressing that European people who protected the chief terrorist and his supporters have learnt what PKK terrorism meant from the first hand.

''Turkey is a democratic country and the chief terrorist preferred to resort to force instead of defending his case in a democratic plaftorm. European countries think that they have saved themselves from this issue, however the wound they have opened by betraying an allied country won't be forgotten for a long period of time,'' the article added.

LONDON, Feb 18 (A.A) - While it is the third day of the terrorist demonstrations in London and the occupation of the Greek embassy in London, the British police pointed out on Thursday that the assailants have explosive substances and they don't intervene with them due to that reason.

Jim Busby, the Spokesman of London police organization said that the most appropriate way is to wait till the supporters of the the separatist terrorist organization PKK, who occupied the Greek Embassy, get tired and surrender.

Meanwhile the demonstrations of supporters of the separatist terrorist organization around the Greek Embassy continue. The demonstrators who spent the night at the same place started to be active starting from Thursday morning. Security measures have been tightened around the Greek Embassy.

Meanwhile Ozdem Sanberk, the Turkish Ambassador to Britain told B-SKY-B television channel that ''the terrorist chief will be tried fairly. This will be fairer than the treatment he showed to his own victims.''

Noting that Ocalan is a criminal and a fugitive wanted by the red bulletin of Interpol, Sanberk pointed out that ''Ocalan will be defended by lawyers in the court in accordance with Turkish justice system.''

Responding to a question asking whether or not the Israeli and the U.S. intelligence services have participated in the operation which led to the capture of Ocalan, Sanberk recalled the statements of Turkish and Israeli officials about the issue, adding the Israeli intelligence service did not have any connection with the issue.

Stressing that Turkey and Turks don't have any fight with Kurds, and people of Kurdish origin have become Presidents and Parliament Speakers in Turkey, Sanberk added ''our fight is with terrorist organization which does not have even one representative in Northern Iraq and in the region.''

Cem, currently on a one-day official visit to Prague, staged a joint news conference together with Jan Kavan, Foreign Minister of Czech Republic.

Responding to a question about the resignations of Greek Foreign, Interior and Public Order Ministers, Cem said ''whenever Mr. Ecevit becomes the Prime Minister, several positive developments happen in Greece for us. Due to the developments in 1974, which stemmed from Ecevit to a great extend, Greece's transition from a military dictator regime to democracy was facilitated.''

Responding to the question of a foreign journalist related with ''political solution to Kurdish problem and participation of Peoples Democracy Party (HADEP) to general elections'', Cem said ''all the parties and HADEP have the right to participate in the elections. A case was opened in Constitutional Court against HADEP on grounds that it supported separatist terrorist organization and worked together with this organization. I don't know the result of this case and its influence to the participation of the party to the elections.''

Stressing that capture and judgement of the terrorist chief was a case of law, Cem said ''terrorism has no excuse. Not any target makes killing legitimate. Arrest of terrorist chief is in question at the moment. This incident will be resulted under the norms of law.''

Noting that judgement of the terrorist chief did not have military quality, Cem said Turkey, like many Western European countries and the EU countries, have its own legal procedures and noted that those were more liberal than most of the European countries.

Cem said the legal procedure that will be covered on the issue will be appropriate to the international agreements Turkey signed, adding that ''colony era had ended. If some people want colony administrations, they should have to look at some other places, not Turkey.''

When asked if the U.S. Central Intelligence Agency (CIA) played a role in capture of terrorist chief, Cem said ''you should ask this to CIA.''

Cem also said during his meeting with Kavan, his Czech counterpart, they searched for the facilities to improve bilateral relations for future.

Cem pointed out that Turkey had information and experience in the fields of construction, textile and food industry, while Czech Republic has information and experience in the fields of heavy industry and defense industry in particular. Kavan in his part, evaluated his meeting with Cem, and expressed pleasure over the support Turkey expended to Czech Republic's memberships to NATO and EU.

[31] PREMIER ECEVIT: ''A STATE WHO TRIES TO INTERFERE WITH TURKEY'S DOMESTIC AFFAIRS, FACES PROBLEMS ALSO IN HER DOMESTIC AFFAIRS'' - ''GREECE PAYS THE PRICE OF HER SUPPORT TO PKK'' - ''NOBODY HAS THE RIGHT TO QUESTION THE INDEPENDENCE OF THE JUSTICE IN TURKEY''

ANKARA, Feb 18 (A.A) - Prime Minister Bulent Ecevit said on Thursday that a state who tries to stir up Turkey's domestic affairs will face problems in her domestic affairs. ''Greece proved this,'' he added.

Responding to a question concerning how he evaluates the resignation of three ministers in Greece, Ecevit told reporters that ''a state wwo tries to stir up Turkey's domestic affairs faces problems in her own domestic affairs. The Greece incident has shown this. Very serious fluctuation started in her domestic policy due to the support of this country given to the separatist terrorist organization PKK for years. I hope that others will also evaluate this that way. Besides, the real face of Ocalan and the PKK have been understood. Nobody can disregard that PKK is a terrorist organization. Greece is recently paying the price of her support which she has given to this organization until now.

Responding to a question if Abdullah Ocalan, the head of the terrorist organizatio PKK, will be judged in Imralı, or not, Ecevit said, ''it goes by itself any more.''

When a journalist asked, ''Turkey had given the guarantee not to 'execute' the head of the separatist terrorist organization to Europe. How will this influence the judgement process?'' Ecevit said, ''it is not possible to give guarantee. But capital punishment has not been carried out in Turkey for almost 18 years. This was recalled. But what will happen after this, I cannot say anything. But we, as the DSP (Democratic Left Party), are against the capital punishment for a long time. This has nothing to do with this issue.''

Not responding the other questions related to the judgement process, Ecevit stressed that the judgement in Turkey is totally independent. When a journalist reminded that the European Court of Human Rights does not accept the State Securty Courts (DGMs), Ecevit said that ''what is important is that it should fit in our own Constitution. In our Constitution, the DGMs have a place. And this is our domestic issue. Nobody has the right to question the independence of justice in Turkey. The DGMs work within this procedure of independence.''
