[01] ECEVIT LEAVES FOR THE TRNCANKARA, Sept 5 (A.A) - Bulent Ecevit, the Deputy Prime Minister and Minister of State, left on Saturday for the Turkish Republic of Northern Cyprus (TRNC) for a one day official visit.Sukru Sina Gurel, the State Minister, accompanies Ecevit during his visit to the TRNC. Ecevit is scheduled to meet with TRNC President Rauf Denktas. Bulent Ecevit will also hold talks with Hakki Atun, the Speaker of the TRNC Parliament, Dervis Eroglu, the TRNC Prime Minister, Serdar Denktas, the Deputy Prime Minister and Minister of State and Taner Etkin, the Foreign Minister and Minister of Defence. Ecevit will participate in the ''Yesilirmak Resistance and Solidarity Day'' ceremonies and attend the foundation-laying ceremonies of National Lottery Anatolian High School and Girne Rehabilitation Center. Ecevit will return to Turkey later the same day. [02] ANNAN, THE UN SECRETARY GENERAL, SCRUTINIZES CONFEDERATION PROPOSAL OF TRNC PRESIDENT DENKTASNEW YORK, Sept 5 (A.A) - Kofi Annan, the Secretary General of the United Nations (UN) started to scrutinize the letter of President Rauf Denktas of the Turkish Republic of Northern Cyprus (TRNC) concerning the proposal of confederation, it was reported on Friday.The UN Spokesman told the A.A correspondent, ''Annan scrutinizes the proposal within the framework of draft resolutions adopted by the UN Security Council and his good will mission.'' Spokesman reminded that the UN Security Council has revealed its attitude on the Cyprus question with the resolution numbered 1179 that was adopted in June 29, 1998. The UN Security Council has foreseen in the mentioned resolution, ''to solve the Cyprus question in accordance with the principle of only one sovereignty and international individuality, only one citizenship, independence, territorial integrity and existence of two equal communities on the island.'' The attitude of the Council towards establisment of a federation with two communities and two regions on Cyprus, was also confirmed in the draft resolution. [03] ECEVIT, DEPUTY PRIME MINISTER: - ''CONFEDERATION IS THE LAST CHANCE''LEFKOSA, Sept 5 (A.A) - Bulent Ecevit, the Deputy Prime Minister and Minister of State, said on Friday, that Greece has deployed a great number of troops and Russia has placed her own soldiers along with the missiles at the Southern Cyprus, and as a result of these developments Turkish Cypriots and Greek Cypriots have lost the chance of federation, adding, ''confederation is the last chance.''Ecevit evaluated the confederation proposal of President Rauf Denktas of the Turkish Republic of Northern Cyprus (TRNC) in his statement to the ''Cyprus'' newspaper, and stressed, ''acceptance of this proposal by the Greek Cypriot side will create a basis for relations between the two states on Cyprus. At the same time the acceptance will also improve balanced relations between Turkish Cypriot side and Turkey and between Greek Cypriot side and Greece.'' Ecevit emphasized that the confederation proposal of Denktas opens the way for the TRNC to become member of the European Union along with the Greek Cypriot Administration. He added that Turkey will take all necessary measures against Russia's attempt towards including the Eastern Mediterranean into her regions of population with placing Russian soldiers at the Greek Cypriot side along with the missiles. Stressing that the economic and political relations and cooperation between Turkey and the TRNC deepen, Ecevit said, ''we do not care how the third contries will react to these relations. The world will recognize the TRNC sooner or later.'' [04] NUMBER OF FRENCH TOURISTS VISITING TURKEY, INCREASESPARIS, Sept 5 (A.A) - Number of the French tourists visiting Turkey, increased by 35.39 percent in July compared with the same period of last year, it was reported on Friday.Officials from the French Undersecretariat of Tourism told the A.A correspondent that a total of 53 thousand French tourists preferred Turkey for their holidays in July. This number was 39 thousand in the same period last year. The number of the French tourists coming to Turkey increased by 31 percent within the first seven months of this year. Meanwhile a total of 5.1 million foreigners visited Turkey within January- August period. [05] DEPUTY PRIME MINISTER ECEVIT IN TRNC - TRNC PRESIDENT DENKTAS: ''WE REMEMBER ECEVIT AS A SAVIOR PRIME MINISTER''LEFKOSA, Sept 5 (A.A) - Bulent Ecevit, the Deputy Prime Minister and the accompanying delegation arrived in Turkish Republic of Northern Cyprus (TRNC) on Saturday to participate in ceremonies held upon the ''the Liberation Day of Yesılırmak.''Addressing a statement at Ercan Airport, TRNC President Rauf Denktas, who
welcomed Deputy Prime Minister Ecevit at the airport, said that ''we
remember Bulent Ecevit not only as the Prime Minister of Turkey in 1974,
but as a savior Prime Minister who prevented the annihilation of Turkish
Cypriots on the island by carrying out the Peace Operation on July 20,
1974.'' Deputy Prime Minister Ecevit said in his part that ''Everytime I come to TRNC, I see Turkish Cypriots more developed in spite of all the impediments and the embargo imposed by Greek Cypriot side and Greece and by the European Union (EU), adding that an important progress has been recorded concerning the infrastructure of TRNC.'' ''I would like to congratulate Denktas for his recent confederation proposal,'' said Ecevit, pointing out that it is not the Turkish side which took the federation proposal out of the agenda of the Cyprus question. ''Although the Greek Cyproits seemed to favour a federal status on the island, they were hoping to return to the period before 1974 on the island. They reject to focus on the issue of federation, because they think that they don't need to set up any dialogue with the Turkish side,'' Ecevit said. Noting that Greece transformed Cyprus into a military base, Russia makes bankers and tradesmen to settle on the island and brings her soldiers to the southern part of the island along with the S-300 missiles, Ecevit stressed that the EU closes its doors to the northern part of the island, while it opens its doors to Southern Cyprus. Ecevit described the confederation proposal of Denktas as ''the last opportunity to prevent the clear division on the island.'' [06] SEPARATIST TERRORISTS STEAL HUNDREDS OF SHEEPCAT, Sept 5 (A.A) - Separatist terrorists stole approximately one thousand sheep in Cat County of Erzurum Province, it was reported on Saturday.Ahmet Kayhan, the Governor of Erzurum, told the A.A correspondent that four separatist terrorists threatened shepherds in Bardakci Village in Cat County overnight and stole sheeps. Security forces have found the carrions of 20 sheep that were shot dead near Bardakci village. Operations are underway in the triangle of Cat-Yedisu-Karliova in order to capture the terrorists. [07] TURKEY'S INTEREST IN THE MIDDLE EAST - PRESIDENT DEMIREL SENDS LETTERS TO WEIZMAN, THE ISRAELI PRESIDENT AND JORDANIAN CROWN PRINCE HASANANKARA, Sept 5 (A.A) - While Turkey seeks for ways to have an active role to overcome the difficulties that stand in front of the Middle Eastern Peace Process, President Suleyman Demirel sent letters to Ezer Weizman, the Israeli President and Jordanian Crown Prince Hasan Bin Tallal and said that Turkey is ready to fulfil the things that are expected from her concerning the peace process, it is reported on Friday.The letter of President Demirel, which was submitted by Sukru Sina Gurel, the State Minister, who is responsible from Cyprus and the European Union (EU) to the Israeli President, stresses that the existing close relations between Turkey and Israel do not constitute an impediment for the Palestinian administration to express her concerns about the Middle Eastern Peace Process. A high ranking government official, who said that the cooperation among Turkey, Israel and Jordan is showed as if it targets third countries, noted that this image is drawn by those who oppose to this cooperation or by those which wish to take Turkey to their side so that they can feel stronger in the Middle East. Noting that Turkey favours the solution of difficulties concerning the Middle Eastern Peace Process, the same official said that Turkey is ready to do the things that are expected from her to this end. This was also mentioned in President Demirel's letters. Sukru Sina Gurel, the State Minister, who went to the region upon the invitation of Israeli government, held contacts with Jordanian Crown Prince Hasan, Fasal Huseyni, the Chairman of the Palestinian National Council, the Palestinian Minister responsible from Jerusalem and Israeli Foreign Ministry Undersecretary during his visit to Jordan, Israel and Palestine. Gurel also explained the Turkish foreign policy in a meeting held in Ammman, the capital of Jordan by the New Atlantic Initiative and responded to questions concerning the Cyprus question, the EU and Turkey's foreign policy in the Middle East. Meanwhile, Prime Minister Mesut Yılmaz will leave Turkey on Sunday to pay a visit to the Middle East countries covering Jordan, Israel and Palestine. [08] KDP LEADER BARZANI: - ''WE DO NOT ALLOW ANYONE TO USE US IN A PROJECT AIMING AT OVERTHROWING SADDAM'' - ''WE WILL MAINTAIN SUPPORTING TURKEY IN HER STRUGGLE AGAINST SEPERATIST TERRORIST PKK ORGANIZATION''ANKARA, Sept 5 (A.A) - Mesud Barzani, the leader of the Kurdistan Democratic Party (KDP) who came to Turkey before he leaves for the US said on Friday that he has not received any information about a project aiming at overthrowing Iraqi Leader Saddam Hussein, adding, ''we do not allow anyone to use us in such a project.''Responding to questions of journalists at the hotel, Barzani reminded that they maintain dialogue with Baghdat, but have not reached any agreement yet. Pointing out that the seperatist terrorist PKK organization creates problem in Northern Iraq by killing women and children, Barzani stressed, ''we do not let PKK continue its bloody actions in the region.'' Noting that the seperatist terrorist organization continues its attacks in spite of the cease-fire declared by itself, Barzani emphasized, ''Turkey did not form a security zone in the Northern Iraq. We provide the security in the region. Our struggle against all threats targeting our people will continue.'' He added that several significant bases belonging to the seperatist organization, were destroyed, but he did not give information about the number of the seperatist terrorists. Barzani told the reporters that he will come together with Celal Talabani, the Leader of the the Patriotic Union for Kurdistan (PUK), noting he is optimistic about the meeting. He stressed, ''we should have our own rights within the democratic and federal Iraq.'' Responding to a question about the latest attacks on Turkomen, Barzani said ''the Turcomen are our brothers. We have been living with them in peace for centuries. Fanatic groups are responsible for the latest incidents in the region.'' Barzani pointed out that the latest efforts of the US do not mean that they have abandoned the Ankara process. Mesud Barzani stressed that they will do their utmost to protect the cease- fire in the region if they reach such an agreement with Celal Talabani, the PUK leader. Barzani will proceed to Istanbul on Saturday and then leave Turkey for the US on Sunday. He is expected to return to Turkey after he concludes his visit to the US, and give information to the Turkish officials about his contacts in Washington D.C. [09] TURKEY INCREASES HER COOPERATION WITH LATIN AMERICAN COUNTRIESANKARA, Sept 5 (A.A) - Turkey evaluated the possibilities to participate in international institutions in Latin American countries as an observor state and to improve cooperation with these countries during the ''Expansion with Latin American Countries'' meeting held between September 1-3, it is reported on Friday.The Turkish Ambassadors to Latin American countries held consultations in Foreign Ministry during this meeting. Foreign Ministry said that Ismail Cem, the Foreign Minister, Korkmaz Haktanır, the Foreign Ministry Undersecretary and Turkish Ambassadors to Brazil, Argentine, Chili, Mexico, Venezuela and Cuba, who are also accredited to 22 Latin American countries participated in the meeting. The Ambassadors exchanged views upon Turkey's strategy on improving political, economic and cultural relations with Latin American countries and gave information about the countries where they are working and these countries' relations with Turkey. The possibilities for Turkey to participate in the activities of the leading international organizations and institutions of Latin American countries as an observor country was also taken up at the meeting. Foreign Ministry said that the ambassadors also came together with representatives of public institutions and private sector during the meeting which discussed issues like improvement of commercial relations and investments between Turkey and Latin American countries. Other issues like encouraging reciprocal visits of Turkish businessmen and their participation in fairs, establishment of business councils, improvement of air and sea transportation between Turkey and Latin American countries, completion of the infrastructure of commercial and legal relations and improvement of cooperation in the fields of education and culture were taken up at the meeting. [10] LOGAN, BRITISH AMBASSADOR TO TURKEY, IN GAP: - ''I AM DEEPLY IMPRESSED WITH THE GAP'' - ''TURKEY COMES IN THE FOURTH PLACE AMONG COUNTRIES FROM WHICH BRITAIN IMPORTS GOODS''SANLIURFA, Sept 5 (A.A) - David Logan, the British Ambassador to Turkey, said on Friday that he is deeply impressed with Southeastern Anatolia Project (GAP).Logan visited Ahmet Bahcivan, the Mayor of Sanliurfa, and Ahmet Hamdi Nayir, the Acting Governor of Sanliurfa, after he made observations at the Ataturk Dam and the irrigation tunnels. Reminding that he had visited Sanliurfa for the first time 32 years ago, Logan pointed out that Sanliurfa has considerably developed with the GAP. Logan stressed, ''GAP has really effected positively the whole region. British businessmen will make investments in the GAP. More than 200 British companies have already been making business in Turkey. She comes in the fourth place among the countries from which Britain imports goods.'' David Logan will proceed to Adiyaman on Saturday. [11] SILK ROAD SUMMIT IN AZERBAIJAN - PRESIDENT DEMIREL AND FM CEM TO LEAVE FOR BAKU TO PARCIPITATE IN THE SUMMIT ON MONDAYANKARA, Sept 5 (A.A) - President Suleyman Demirel and Foreign Minister Ismail Cem will leave for Baku, the capital of Azerbaijan on Monday to participate in the Summit that will be held concerning the Silk Road (Euroasian Corridor), it is reported on Friday.Foreign Ministry said in a written statement that the summit, which will focus on improvement of international transportation on Euroasian Corridor, is supported by the European Union (EU) within the framework of the technical assistance programme foreseen for the Commonwealth of Independent States (CIS). A statement namely ''Baku Declaration'' is also expected to be issued at the end of the summit. The Foreign Ministry said that a multilateral agreement concerning improvement of international transportation and a document regarding land, naval and railway transportation and customs and taxation procedures are foreseen to be signed at the summit. The agreement and the document aim cooperation among regional countries's transportation policies to improve economic relations, commerce and communication in Europe, Black Sea, Caucasus, Caspian region and Asia. Turkey, Azerbaijan, five Central Asian Republics, 15 EU countries, Norway, Poland, Japan, China, South Korea, Bulgaria, Romania, Moldova, Ukraine, Mongolia, Georgia, Armenia, the US and the EU Commission, UN and representatives of similar international and regional institutions will participate in the summit. [12] PRESIDENT DEMIREL CONGRATULATES IOANNA KUCURADI, THE CHAIRWOMAN OF THE TURKISH PHILOSOPHY ORGANIZATION - TURKEY TO HOST THE 11TH WORLD PHILOSOPHY CONGRESSANKARA, Sept 5 (A.A) - President Suleyman Demirel, congratulated on Saturday Ioanna Kucuradi, the Chairwoman of the Turkish Philosophy Organization, for her contributions on the 11th World Philosophy Congress to be held in Turkey.The Presidency Press Center pointed out that Demirel sent a message of congratulations to Kucuradi. Demirel stressed in his message, ''I have learned with great honour that the International Philosophy Organizations Committee had decided to organize the 11th World Philosophy Congress in Turkey, at the 10th Congress held in Boston, the US. Your success represents the importance Turkey attributes to the philosophy as we are preparing to celebrate the 75th anniversary of the Republic of Turkey.'' [13] PRIME MINISTER YILMAZ TO BEGIN MIDDLE EAST TOUR - YILMAZ TO HOLD CONTACTS IN JORDAN, ISRAEL AND PALESTINEANKARA, Sept 5 (A.A) - Prime Minister Mesut Yilmaz will begin his three day tour to Middle Eastern countries on Sunday including Jordan, Israel and Palestine, it was reported on Saturday.Bilateral relations, regional and international problems including the Middle Eastern peace process will be taken up during Yilmaz's contacts in these countries. Several agreements that will form the legal infrastructure of the cooperation between Israel and Palestinian National Administration along with Turkey, will also be signed during Yilmaz's visit. Yilmaz is scheduled to meet with Crown Prince Hasan Bin Tallal deputizing King Hussein of Jordan suffering from lymphatic cancer, Fayez Tarevneh, the Jordanian Prime Minister and Minister of Defence, President Ezer Weizman of Israel, Prime Minister Benjamin Netanyahu, and President Yaser Arafat of Palestine. Mesut Yilmaz will leave Turkey on Sunday for Jordan, then he will proceed to Israel on Monday after he concludes his contacts in Jordan. He will visit Palestine on Tuesday. Yucel Seckiner and Isin Celebi, the State Ministers, Mustafa Tasar, the Agriculture and Rural Affairs Minister, senior officials, businessmen and journalists will accompany Yilmaz during his visit to the Middle East. Meanwhile Tasar will sign the agricultural cooperation agreement with Israel. [14] KDP LEADER BARZANI LEAVES ANKARA FOR ISTANBULANKARA, Sept 5 (A.A) - Mesud Barzani, the leader of the Kurdistan Democratic Party (KDP) who came to Turkey before visiting the US, left Ankara on Saturday for Istanbul after he concluded his contacts with the senior officials.Barzani will leave Turkey for the US on Sunday. He is expected to return to Turkey after wrapping up his contacts in the US, and give information to the Turkish officials about his contacts in Washington D.C. [15] IRTEMCELIK, THE FM DEPUTY UNDERSECRETARY SUBMITS THE MESSAGE OF PRESIDENT DEMIREL TO UZBEK FOREIGN MINISTER TO BE SUBMITTED TO KERIMOV, THE UZBEK PRESIDENTTASHKENT, Sept 5 (A.A) - Mehmet Ali Irtemcelik, the Foreign Ministry Deputy Undersecretary, who visits Central Asian Turkish Republics, to submit the message of President Suleyman Demirel to these countries concerning the developments in Afghanistan, arrived in Uzbekistan on Friday after wrapping up contacts in Kyrgyzstan and Kazakhstan.Abdulaziz Kamilov, the Uzbek Foreign Minister received Irtemcelik, who submitted the special message of President Suleyman Demirel concerning Afghanistan to him and asked Kamilov to submit the message to Uzbek President Islam Kerimov. Irtemcelik will proceed to Turkmenistan on Monday and will be received by Saparmurad Niyazov, the Turkmen President. Addressing a statement to A.A after meeting with Uzbek Foreign Minister, Irtemcelik stated that he told the Uzbek Foreign Minister about Turkey's deep concern about the recent developments in Afghanistan and uneasiness over the deteriorating effects of these developments on the stability of Central Asian countries. ''I told him that Turkey is sure that Central Asian countries, which prefer to develop within the framework of secularism and democracy, will act by showing the necessary concern to the Afghan problem and Turkey will extend full support to the efforts that will be exerted to this end,'' Irtemcelik said. The Uzbek side said in his part that the views of Uzbekistan are in the same line with those of Turkey concerning the situation in Afghanistan, adding that they favour solution of Afghan problem by political ways, they plan to take a diplomatic initiative by holding a meeting in the coming days in Tashkent. Uzbek side also stressed that she will attribute importance to be in consultation with Turkey concerning this important issue. [16] HAND GRENADE HIDDEN UNDER HEAP OF GRASS, EXPLODES, KILLING ONE PERSON AND INJURING OTHERTEKMAN, Sept 5 (A.A) - A hand grenade exploded in Tekman County of Erzurum Province killing one person and injuring other, it was reported on Saturday.Officials told the A.A correspondent the hand grenade hidden under the heap of grass exploded in Yuvakli Village. Sidik Karagol (aged 45) died and his son Efes Karagol was injured. He was taken to the Erzurum Aziziye Research Hospital for medical treatment. Investigation regarding the incident is underway. [17] PRIME MINISTER YILMAZ: ''THE MEASURES WE'VE TAKEN AGAINST THE ECONOMIC CRISIS HAVE REACHED THEIR TARGET''MALATYA, Sept 5 (A.A) - Prime Minister Mesut Yılmaz said on Friday night that the measures taken by the government against the economic crisis seen in the international platform have reached their targets.Responding to questions of journalists in eastern province of Malatya, Prime Minister Yılmaz said that part of the measures taken against the crisis have been put into force and the remaining part will be put into force in the coming days or weeks. ''After the declaration of these measures, the interest rates decreased considerably - I suppose they decreased by 30 percent. The stock exchange market has become stable in a considerable extent. I think the stock exchange market will pursue a course linked with developments in foreign stock exchange markets from now on. In the meantime, the interest rates will continue to decrease,'' he said. Noting that the inflation numbers announced by the State Statistics Institute have revealed that the decrease in the inflation rate will continue, Prime Minister Yılmaz said that ''the annual inflation rate was approximately 90 percent in August, 1997, but the inflation rate in August this year decreased to 67,4 percent. The target of our government concerning the annual inflation rate by the end of this year is 51 percent. Only if there are unexpected monthly rises, we can't reach our goal and I don't think this will happen.'' [18] DEPUTY PRIME MINISTER ECEVIT IN THE TRNC - ECEVIT RECEIVES CTP LEADER TALAT AND TKP LEADER AKINCI - ECEVIT PARTICIPATES IN FOUNDATION-LAYING CEREMONIESLEFKOSA, Sept 5 (A.A) - Bulent Ecevit, the Deputy Prime Minister and Minister of State who came to the Turkish Republic of Northern Cyprus (TRNC) for a one-day official visit, received on Saturday Mehmet Ali Talat, the Leader of the Republican Turkish Party and Mustafa Akinci, the Leader of the Socialist Liberation Party.Addressing the journalists before coming together with Ecevit, Talat said that the meeting will focus on the latest developments on the island. Talat stressed that they will give priority to the issue of reducing military and diplomatic tension between the Turkish Cypriot side and the Greek Cypriot side at the meeting. He also told the reporters that the deployment of the Russian made S-300 missiles at the Southern Cyprus should be cancelled immediately. Meanwhile Ecevit participated in the National Lottery Anatolia High School and Girne Rehabilitation Center foundation-laying ceremonies. Addressing the ceremonies, Ecevit pointed out that the TRNC developes rapidly despite the obstruction of Greece, the European Union (EU) and the Greek Cypriot side. Ecevit stressed, ''the TRNC will live forever whether or not the world recognizes her. Diplomas of the students who graduated from the six universities in the TRNC, are being accepted all over the world. The TRNC gives off the light of science with her population of 180 thousand.'' Gunay Caymaz, the TRNC Minister of Education, Culture, Youth and Sports noted, ''this school will be the most modern school of the TRNC'', addressing the foundation laying ceremony of the National Lottery Anatolia High School. [19] WOLFENSOHN, THE CHAIRMAN OF THE WORLD BANK ADDRESSES TO A.A: ''WE BELIEVE THAT TURKEY WILL OVERCOME THE CRISIS WITH THE MINIMUM DAMAGE BY PURSUING CORRECT POLICIES ''MARRAKECH, Sept 5 (A.A) - James Wolfensohn, the Chairman of the World Bank said on Friday that the crisis in Russia will naturally have effects in Turkey, but they believe that Turkey will overcome the crisis with the minimum damage by pursuing correct policies.Addressing a statement to A.A in Marrakech city of Morrocco where the ''Second Mediterranean Development Forum'' is held by World Bank, said that Russia and Ukraine are commercial partners of Turkey and in this respect the negative situation in these countries may decrease the trade of Turkey. Regarding the efforts of the Turkish government in the field of economy as positive, Wolfensohn said that the Turkish government tries to implement the structural reforms successfully. Wolfenshon stressed that the main reason of possible negative results that can be seen in the Turkish economy is ''foreign factors and the conjectural changes,'' adding that the possible effects of the Russian crisis on Turkey and other developing countries and the measures that can be taken will be discussed in the first coming World Bank-IMF meeting. [20] ALLEGATIONS CONCERNING SO-CALLED GENOCIDE ON ARMENIANS - KUMAS, CHAIRMAN OF THE UN TURKISH ASSOCIATION: ''WE SHOULD OPPOSE CONSCIOUSLY TO THESE ALLEGATIONS''TRABZON, Sept 5 (A.A) - Rahmi Kumas, the Chairman of United Nations Turkish Association, said on Saturday, ''we should oppose consciously to the allegations and accusations concerning the so-called genocide on Armenians.''Addressing a press conference in the Trabzon Journalists Society, Kumas, former Deputy from Republican People's Party (CHP), reminded that some groups aim at reviving the issue of so-called genocide that was closed in Lousanne. Kumas stressed, ''the purpose of our association that has been established within the structure of the UN, is to defend peace with protecting the interests of Turkish people.
