  • [01] CONFEDERATION PROPOSAL OF PRESIDENT DENKTAS OF THE TRNC - DENKTAS GIVES INFORMATION TO HERCUS, DEPUTY REPRESENTATIVE OF UN SECRETARY GENERAL FOR CYPRUS

    LEFKOSA, Sep 1 (A.A) - President Rauf Denktas of the Turkish Republic of Northern Cyprus (TRNC) gave information on Monday to Ann Hercus, the Deputy Representative of the United Nations' Secretary General for Cyprus, about the proposal foreseing a confederation of two states on Cyprus.

    The proposal prepared by President Denktas, foresees a special relationship to be established by the agreements that will be made between Turkey and TRNC, and a similar special relationship to be set up between Greece and the Greek Cypriot administration by the method of symmetrical agreements.

    ''Cyprus Confederation'' is foreseen to be established between TRNC and the Greek Cypriot side, and the 1960 Guarantee System to be protected. If the two sides reach an agreement concerning this issue, the Cyprus Confederation will pursue an accession policy to the EU.

    The proposal also foresees that all the rights and priviledges given to the EU countries by the Cyprus Confederation should be given to Turkey as well by a special arrangement until Turkey becomes a full member of the EU.

    [02] THE FIRST BALLOON CONTAINING 20,000 CUBIC METERS WATER IN THE TRNC

    LEFKOSA, Sep 1 (A.A) - The first balloon of the Mediterranean Water Distribution Company, containing 20,000 cubic meters water, arrived on Monday to the Turkish Republic of Northern Cyprus (TRNC).

    The second balloon carrying 10,000 cubic meters water will be sent to the TRNC after the first one is emptied in 3 September.

    A third balloon having 10,000 cubic meters capacity is expected to arrive in TRNC by mid-September.

    Akman Ozoran, an official from the TRNC Water Works, said that a total of 180 thousand cubic meters water will be brought to the TRNC in September.

    [03] CONFEDERATION PROPOSAL OF DENKTAS ON CYPRUS - BRILL, THE US AMBASSADOR TO LEFKOSA: ''WE SUPPORT BI-ZONAL AND BI-COMMUNAL FEDERAL SOLUTION ON CYPRUS'' - GREEK CYPRIOT TELEVISIONS: ''THE PROPOSAL IS A RATIONAL AND CONCRETE ONE''

    LEFKOSA, Sept 1 (A.A) - Kenneth Brill, the US Ambassador to Lefkosa said on Monday that the US supports a bi-zonal and bi-communal federal solution on Cyprus.''

    Responding to questions of journalists concerning the proposal of Rauf Denktas, the President of the Turkish Republic of Northern Cyprus (TRNC), after meeting with Nikos Rolandis, the Greek Cypriot Minister of Trade and Industry, Brill said that he can make comments after examining the issue, adding that if the proposal opens any door to the European Union (EU), then this is positive.

    Kenneth Brill added that it is high time to focus on political negotiations concerning the Cyprus question.

    Meanwhile, the Greek Cypriot television channels said that ''it was known that the Turkish Cypriot side was in a political preparation, yet the Turkish Cypriot side was not expected to take this initiative so fast, which is a concrete initiative.''

    The Greek Cypriot television channels said that the Turkish side has presented her concrete and rational proposal to the world public opinion before Glafcos Clerides, the Greek Cypriot leader presents his proposal to the UN General Assembly in September.

    [04] FOREIGN MINISTER CEM RETURNS TO TURKEY - CEM: ''GREECE'S APPROACH REVEALS THAT THEY ARE NOT PRODUCTIVE BUT DESTRUCTIVE ON CYPRUS'' - ''PROPOSALS SHOULD BE RESPONDED BY CLERIDES IN A CERTAIN PERIOD''

    ANKARA, Sep 1 (A.A) - Ismail Cem, the Foreign Minister, returned to Turkey on Monday after he concluded his one-day visit to the Turkish Republic of Northern Cyprus (TRNC). Cem's visit to the island aimed at showing Turkey's support to the President Rauf Denktas' proposal of ''establishment of Cyprus Confederation for a realistic solution on Cyprus.''

    Addressing the journalists at the Esenboga Airport, Cem evaluated Denktas's proposal which includes five articles, and said, ''we think that the TRNC has taken a very significant step for a peaceful solution on the island with her own preference and our support.''

    Cem told the reporters that Denktas has conveyed the proposal officially to Glafcos Clerides, the leader of the Greek Cypriot side administration, through the United Nation's representative for Cyprus, and stressed that Clerides is expected to respond the proposal in a certain period.

    Ismail Cem also evaluated the possibility of a negative approach from Greek Cypriot side and Greece to the proposal and said, ''Greece's negative approach to the proposal reveals that they are not productive, but destructive on the island. The TRNC has proposed a realistic and peaceful solution on the island.''

    Pointing out that the Turkey's attitude concerning the Russian made S-300 missiles which are planned to be deployed at the Southern Cyprus by the Greek Cypriot side, is clear, Cem added, ''as Prime Minister Mesut Yilmaz pointed out before, we have taken all necessary measures and will continue to do so.''

    [05] OIL PRODUCTION IN ADIYAMAN PROVINCE - TPAO PRODUCES A TOTAL OF 7.9 MILLION BARRELS OF OIL WITHIN 8 MONTHS

    GAZIANTEP, Sep 1 (A.A) - Turkey Petroleum Corporation (TPAO) produced a total of 7.9 million barrels of crude oil during January-August period in Adiyaman province which has the largest oil reserves of Turkey, it was reported on Tuesday.

    Officials told the A.A correspondent that the TPAO provides 57 percent of the oil production of Turkey.

    Meanwhile the TPAO maintains its oil-prospecting activities in Gaziantep and Hatay Provinces and test-production works in Kilis and Sanliurfa Province in order to increase oil production in Turkey.

    [06] JOHN FRANK ABU, GHANAIAN INDUSTRY AND TRADE MINISTER, IN ANKARA

    ANKARA, Sep 1 (A.A) - John Frank Abu, the Ghanaian Industry and Trade Minister came on Monday to Turkey to join the First Term Turkish-Ghanaian Joint Economic Commission (JEC) meetings.

    Mustafa Yilmaz, the State Minister, welcomed Abu and accompanying delegation at the Esenboga Airport.

    Pointing out that especially the contraction services are highly developed in Turkey, Yilmaz stressed that Turkish contractors have concluded many successful activities abroad. He added that they will hold talks with Abu on the issue of cooperation on contraction between two countries.

    John Frank Abu also expressed satisfaction with the improving relations between Turkey and Ghana.

    Noting that they have developed cooperation relations with Turkish private sector, Abu said, ''Turkish private sector will contribute to the transfer of the labour force in Turkey to Ghana.''

    Abu also added that they will make efforts to improve relations on transportation, construction and agriculture fields.

    [07] ''PEACE BUS'' ACTIVISTS, WHO WERE TAKEN INTO CUSTODY ON MONDAY, WERE RELEASED THE SAME NIGHT

    ISTANBUL, Sept 1 (A.A) - The Beyoglu Administration of Justice released on Monday night 127 people, who were taken into custody by police which tried to prevent the departure of the ''peace bus''.

    The bus was planned to carry the representatives of several non- governmental organizations (NGOs) from Istanbul to southeastern Diyarbakır province by the Human Rights Association (IHD) for September 1, the World Peace Day.

    The interrogations of 127 people, who were taken into custody for opposing the Law No. 2911 on Meetings and Demonstrations, were carried out by four prosecutors.

    The questioning of the suspects continued for a long time and then they were released by the Attorney Generalship.

    Police had detained 127 people including Orhan Baydemir, the Deputy Chairman of the IHD; Ercan Kanar, the Chairman of the IHD's Branch Office in Istanbul; and Mahmut Sakar, the Chairman of the People's Democracy Party (HADEP) Provincial Headquarter in Istanbul.

    [08] YILMAZ, THE CHAIRMAN OF RELIGIOUS AFFAIRS IN TRNC - TRNC PRESIDENT DENKTAS: ''WE ARE HURT BY THE PASSIVE ATTITUDE OF THE ISLAMIC WORLD TOWARDS THE CYPRUS QUESTION''

    LEFKOSA, Sept 1 (A.A) - Rauf Denktas, the President of the Turkish Republic of Northern Cyprus (TRNC) said on Monday that while the Christian world continues to launch efforts to transform Cyprus into a Christian island, TRNC is very hurt by the passive attitude of the Islamic World towards the Cyprus question.

    Receiving the delegation headed by Mehmet Nuri Yılmaz, the Chairman of Religious Affairs, Rauf Denktas said that the Turkish Cypriot people also struggle with a fanatical church, adding that the Turkish Cypriot young people have to be educated by knowing Islam, which suggests love and peace towards the humanity.

    Noting that TRNC aims to further spread the Islam to the Turkish Cypriot people by the mediation of Kemalist, conscious and well-informed people, Denktas asked for construction of a new mosque in TRNC, adding that ''everybody should remember that Greek Cypriots destroyed 107 mosques in the past, no body is aware of that fact. We inform the Islam countries about this situation, but we can't get any answer.''

    Mehmet Nuri Yılmaz said in his part that Rauf Denktas is not only an example for other people by his efforts concerning the Cyprus question, but also by his spiritual life.

    Meanwhile, the Cyprus Foundation of Religious Affairs, which was established by the protocol signed between Directorate of Religious Affairs and Cyprus Department of Religious Affairs, will be implemented soon.

    [09] THE FOURTH EUROPEAN FILMS FESTIVAL - ANKARA, BURSA, IZMIR, DIYARBAKIR AND MERSIN TO HOST THE FESTIVAL BETWEEN 16 OCTOBER AND 15 NOVEMBER

    ANKARA, Sep 1 (A.A) - The Fourth European Films Festival on Wheels will be organized by the Ankara Cinema Association between 16 October and 15 November, it was reported on Monday.

    Five provinces including Ankara, Bursa, Izmir, Diyarbakir and Mersin, will host the festival that aims at spreading the cultural activities into Anatolia.

    A total of 70 short-feature and 20 long-feature films will be shown during the festival that contains the chapters of ''Europe Europe'', ''Bests of Europe'', ''For the Remembrance of Brecht'', and ''the Short is the Best''.

    The short-feature films will be shown under the sub-titles of ''Panorama of Europe'', ''Short Comedy is Better than Others'', ''Short-feature Films from Famous Directors'', ''To Enlighten a Massacre'' and ''A School: FAMU in Czech Republic''.

    Meanwhile the 100th anniversary of Bertold Brecht's birth will be celebrated at the festival. Kuhle Wampe written by Brecht and directed by Slatan Dudow, will be shown within the framework of the celebration.

    [10] NATIONAL DAY OF UZBEKISTAN - PRESIDENT DEMIREL SENDS A MESSAGE OF CONGRATULATION TO HIS UZBEK COUNTERPART KARIMOV

    ANKARA, Sep 1 (A.A) - President Suleyman Demirel sent on Tuesday a message of congratulation to his Uzbek counterpart Islam Karimov for the National Day of Republic of Uzbekistan.

    The Presidencial Press Center quoted Demirel as saying, ''I celebrate the seventh anniversary of the establishment of Republic of Uzbekistan on behalf of the Turkish people. Uzbekistan has achieved great successes within seven years. I believe that the relations and the cooperation opportunities between Turkey and Uzbekistan will be further improved in coming days.''

    [11] AN EMPTY SHIP IS BURNED AND RUNS AGROUND OFFSHORE OF PAZAR COUNTY OF RIZE PROVINCE

    PAZAR, Sept 1 (A.A) - An empty cargo ship, which started to burn offshore of Pazar county of Rize province, ran aground at Ardasen Coast, it is reported on Tuesday.

    The ship called ''Kaptan Sukru'' left the Rize Port after unloading heavy logs for Hopa in order to load mine there. Later the 450 gross tonnes of empty ship started to burn due to a unknown reason in its machine section one mile offshore of Pazar county. The ship called for help, and the seven- member crew left the ship which was left on its own at approximately 21.00 on Monday evening. The crew was rescued by a boat.

    The burning ship ran aground early on Tuesday morning at Ardesen coast.

    Officials said that efforts are underway to extinguish the fire on the ship, adding that the machine section of the ship was completely burned and the other parts were badly damaged.

    [12] WORLD PEACE DAY - PRESIDENT DEMIREL: ''ALL STATES, INTERNATIONAL INSTITUTIONS AND INDIVIDUALS HAVE TO LAUNCH EFFORTS TO MAKE THE WORLD PEACE BE PERMANENT''

    ANKARA, Sept 1 (A.A) - President Suleyman Demirel said on Tuesday upon the September 1- World Peace Day that all the states, international institutions and individuals have to launch efforts to make the peace be permanent in the world.

    Issuing a message upon the World Peace Day, President Demirel said that the Turkish Republic will continue to launch efforts to make friendship and peace be permanent in the world.

    Noting that all countries in the world accepted the fact that every human being has equal and basic rights and freedoms irrespective of their language, religion, gender and race by adopting the International Declaration of Human Rights, President Demirel pointed out that ''the Turkish Republic, which is the only democratic and secular country in her region with its strong democracy, powerful economy and defense, will continue to be the advocate of international humanitarian values and continue to launch efforts to make friendship and peace be permanent in the world by using all of her possibilities.''

    [13] INTERNATIONAL FISHERY SYMPOSIUM TO START IN TRABZON

    TRABZON, Sep 1 (A.A) - The First International Fishery and Ecology Symposium organized by the Karadeniz Technical University under the auspices of President Suleyman Demirel, will start in Trabzon tomorrow, it was reported on Tuesday.

    Nearly 150 scientists from 32 countries will join the symposium that will last for until 4 September.

    Prof. Dr. Mehmet Salih Celikkale, the Dean of the Surmene Oceanography Faculty and the Chairman of the Organization Committee, told the A.A correspondent that the issues of fishery and ecology will be taken up in detail during the symposium. A panel discussion that will be held at the second day, will bring the issue of ''Fishery in the Black Sea and its Problems'' into the agenda.

    Meanwhile an exhibition will also be opened within the scope of the symposium to display fishery equipments.

    [14] STATE MINISTER SECKINER LEAVES FOR ALBANIA

    ISTANBUL, Sep 1 (A.A) - Yucel Seckiner, the State Minister, left on Tuesday for Albania to join the Fifth Term Turkish-Albanian Economic, Commercial, Industrial and Technical Cooperation Joint Commission meetings.

    Addressing the journalists at the Ataturk Airport before his departure, Seckiner said that they aim at further improving the economic and commercial relations between Turkey and Albania.

    Seckiner stressed that the issue of developing the cooperation on the fields of the banking, industry, transportation, tourism, telecommunication and agriculture will be taken up during the meetings. He added that the infrastructure investments that are planned to be made in Albania by the Turkish businessmen, and the contraction projects will also be discussed.

    Yucel Seckiner is scheduled to meet with President Recep Meidani of Albania and Kastriot Islami, the Albanian Deputy Prime Minister.

    DENKTAS PROPOSES CONFEDERATION IN 'FINAL EFFORT' FOR SOLUTION
    President of the Turkish Republic of Northern Cyprus (TRNC) Rauf Denktas called on Southern Cyprus on Monday for the establishment of a confederation with 'special relationships' between the two sides and their motherlands as a 'final effort' on the part of the TRNC for a solution. Denktas revealed a five-point proposal at a press conference in Lefkose, flanked by visiting

    Turkish Foreign Minister Ismail Cem, who emphasized that his presence there underlined the full Turkish support for Denktas' proposal. "This proposal will constitute a realistic solution for Cyprus and will construct the bridges for future cooperation between the two Cypriot sides" Denktas said.

    However, Greece was quick to reject the proposal saying that it aimed at 'formalizing the occupation and partition of Cyprus'.

    Greek government spokesman Dimitri Reppas said that the policy of the Turkish side was completely different from "what the internatioanl community expects from it" and criticized the international community for remaining inactive on the Cyprus problem. /All papers/

    CEM IN TRNC
    Turkish Foreign Minister Ismail Cem said in the Turkish Republic of Northern Cyprus (TRNC) yesterday that the proposal for the establishment of a "Cyprus Confederation" did not have anything to do with the deployment of Russian-made S-300 missiles on the island. Cem added that the radar system of S-300 missiles had the technical capacity to get information from all military activities and communications in southern regions of Turkey and even Mediterranean coasts. While evaluating the negative response, Cem said that Greece once more showed her destructive face to the world. /Milliyet/

    CULTURE MINISTER VISITS BAKU
    Turkish Culture Minister Istemihan Talay went to Baku, the capital of Azerbaijan, yesterday as the official guest of his

    Azerbaijani counterpart Polat Bulbuloglu. In a statement prior to his department from Ankara's Esenboga Airport, Talay noted that they wanted to further develop cultural relations between the two countries. Talay said that Chairman of the Cem Foundation

    Prof.Izzettin Dogan and famous painter Cemil Karababa would accompany him during his visit to Baku and added that portraits of Azerbaijani President Haydar Aliyev and Ataturk, the founder of the Turkish Republic, painted by Karababa, will be presented to Aliyev as a gift. /Sabah/

    LABOUR MINISTER CAGAN IN LUXEMBOURG
    Labour and Social Security Minister Nami Cagan yesterday went to Luxembourg for an official visit upon the invitation of Labour Minister Jeaen Claude Juncker. In a statement by the press office, it was said that Cagan would hold bilateral talks with

    Labour Minister Juncker to improve technical cooperation between the countries and the two ministers would exchange views on various subjects. Cagan will propose to sign an agreement on social security between Turkey and Luxembourg. Labour Minister

    COOPERATION WITH PALESTINE ON EDUCATION
    An agreement envisaging cooperation between Education Ministry and Palestinian Higher Education Ministry went into effect after being published in the Official Gazette yesterday. The agreement, which aims to improve cooperation among the higher educational institutions of both countries, foresees the cooperation of faculty members, experts, university students and graduates in exchanging academic publications, documents and information and research projects. According to the agreement, the Turkish side will give scholarship to a group of Palestinians for university education and post-graduate studies. /Cumhuriyet/

    BARZANI TO VISIT ANKARA
    Chairman of the Iraqi Kurdistan Democratic Party (IKDP) Mesut Barzani will arrive in Ankara tomorrow. Barzani, who will stay in Ankara for three days, is expected to meet with Deputy Prime Minister Bulent Ecevit and Foreign Minister Ismail Cem. Barzani will later proceed on to Washington. /Sabah/

    AUTUMN TO TEST TURKISH ECONOMY'S STRENGTH
    Amer Bisat, an expert in Emerging Markets at the international advisory company, Salomon Smith Barney, has said that in an atmosphere, during which an international economic crisis is being experienced, the efforts to be exerted by the Turkish government were limited. He noted that in order to safeguard the confidence of foreign investors in the economy, Turkey should avoid implementing populist policies such as subsidy in agriculture and salary increases over than planned.

    Meanwhile, the government's newly announced measures to overcome the effects of the Russian economic crisis will be tested in the capital and foreign exchange markets in September. The Cabinet's decision to soften tax reform will take effect today.     Sakip Sabanci Calligraphy Collection comprising valuable calligraphic art, Sultan's decrees and old Korans will be displayed in the world renown "The Metropolitan Museum of Art" and "Los Angeles County Museum of Art".     ATATURK MONUMENT IN VENEZUELA
    At the 76th anniversary of the Victory Day an Ataturk Monument has been erected in Karakas, one of the biggest cities of Latin America and the capital of Venezuela. At the opening ceremony of the monument on 30 August, Baruta Mayor Ivenna Attas said that she decided to erect an Ataturk monument in Karakas during her visit to Izmir last year. The monument was made in Mimar Sinan University, Istanbul. /Milliyet/

    SCHRODER'S STATEMENT ON TURKEY
    Answering questions by Hurriyet newspaper correspondent, Gerhard Schroder, who is running for the position of Chancellor as the candidate of the Social Democrat Party in the general election to be held in Germany on September 7, said yesterday that the gates to Europe must be kept open for Turkey. Noting Turkey's significance for Europe, Schroder said that the current silence in relations between Germany and Turkey must be overcome. Schroder also noted that Turkey should meet some conditions about the internal policy for resuming the talks with the European Union. /Hurriyet/

    [18] CULTURE MINISTER TALAY IN AZERBAIJAN - TALAY: ''TURKISH WORLD WILL REALIZE NEW SUCCESSES IN 2000S''

    BAKU, Sep 1 (A.A) - Istemihan Talay, the Culture Minister who is currently in Baku for an official visit, said on Tuesday that the Turkish World will realize new successes in 2000s.

    Talay and his Azeri counterpart Polat Bulbuloglu have signed a protocol foreseing the cultural cooperation between the two countries.

    Addressing a joint press conference with Bulbuloglu, Talay stressed that they aim at further improving the cultural relations with Azerbaijan.

    The protocol foresees cooperation on the fields of literature, painting and music. The two countries will exchange experts within the framework of the protocol.

    Meanwhile officials from the culture ministries of the both countries will come together within a month in order to prepare a programme of two years.

    [19] FRENCH FIRMS TRY TO WIN THE TURKISH TENDERS CONCERNING PURCHASE OF LOCOMOTIVES

    ANKARA, Sept 1 (A.A) - Bids are received again concerning the tender of 60 electrical main-line locomotives which are foreseen to be purchased within the framework of the rehabilitation of railways in Turkey, it is reported on Tuesday.

    Alsthom GEC, a French firm bid for the second tender put out by the State Railways (TCDD) on August 28. The French firm offered 1,460,000 French francs for each locomotive.

    The same French firm had won the first tender put out by TCDD, however the tender was cancelled as the French firm did not abide by the technical specifications of the tender.

    Asea-Brown Boveri firm, Siemens and AEG firms had participated in the first tender to purchase locomotives by using 100 percent foreign credits.

    If TCDD decides to purchase locomotives from the French firm, the 40 ''main- line locomotives'' will be used in Ankara-Istanbul and Istanbul-Edirne lines.

    [20] AUTOMOTIVE PRODUCTION INCREASES 16 PERCENT IN FIRST SEVEN MONTHS

    ANKARA, Sept 1 (A.A) - The production in the automotive sector increased by seven percent in July while the total increase in first seven months of 1998 reached 26 percent, it was reported on Tuesday.

    In the January-July 1998 period, a total of 247,029 motor-vehicles were produced by the automotive sector.

    The Automotive Industry Association said the production of automobiles increased 12 percent to 148,713 each in the first seven months of 1998.

    In the same period, the production of towing machines increased 49 percent to 413 each; the production of small lorries inclined 63 percent to 24,889 percent; the production of minibuses climbed 14 percent to 7,019 each and the production of midibuses rose 19 percent to 5,593 each while the production of buses decreased 2 percent to 1,852 and the production of lorries reduced 9 percent to 19,907 each.

    In July 1998, the lorry-production decreased by 55 percent, the bus- production declined by 35 percent, the towingmachine-production reduced by 24 percent and the midibus-production dropped by 9 percent while the automobile-production increased by 7 percent, the tractor-production inclined by 27 percent, the small lorry-production rose by 58 percent and the minibus-production climbed by 37 percent.

    The imports of automobiles in the first seven months of the year increased 9 percent to 60,858 each. The number of imported automobiles in the same period last year was 55,772.

    In the January-July 1998 period, the imports from the Eastern Block countries increased by 15 percent and the imports from the European Union (EU) countries rose by 56 percent while the imports from the Far Eastern countries dropped by 16 percent.

    Also in July 1998, the imports from the Eastern Block countries climbed by 2 percent and the impotrts from the EU countries inclined by 27 percent while the imports from the Far Eastern countries reduced by 26 percent.

    In the first seven months of 1998, the share of domestic automobile sales in the total market increased by 6 percent and the share of imported automobiles rose by 9 percent when compared with the same period in 1997. The market share of imports in automobile sales reached 34 percent.

    In the January-July 1998 period, the domestic automobile saled increased from 113,105 each to 118,203 each and the imported automobile sales inclined from 55,772 each to 60,858 each.

    In the same period, the market share of imported light commercial motor vehicles sales was 55 percent.

    [21] FM CEM: ''LATIN AMERICA IS A REGION WHICH HAS A VITAL IMPORTANCE FOR TURKEY''

    ANKARA, Sept 1 (A.A) - Ismail Cem, the Foreign Minister said on Tuesday that Latin America has a vital importance for Turkey, adding that one of the main targets of Turkey for 1999 is to improve relations with this region.

    Addressing the first of the three meetings, which are foreseen to last for three days within the framework of the programme concerning relations with the Latin America, Cem said that Turkey has to spread to the broadest geography concerning political and economic relations.

    Cem noted that the aim of the meetings is to set up the appropriate political basis where economic relations can be founded with Latin American countries.

    Korkmaz Haktanır, the Foreign Ministry Undersecretary, said that they aim to revive the friendship relations with this region, which were set up in the first years of the Turkish Republic, adding that the Latin America has entered into an economic integration process by establishing regional organizations within itself.

    Noting that Turkey launches efforts to be an observor state in these organizations, Haktanır underlined the fact that Latin America is in a big transformation process especially in respect of politics and economics and Turkey has historical links with the region.

    Pointing out that the existance of Turkish people who migrated to Latin America constitutes a potential human resource to improve cooperation with these countries, Haktanır said that Turkey attributes special importance to improvement of transportation services with these countries. Haktanır stressed that they are in contact with the Turkish Airlines and efforts are underway to realize direct flights to the region.

    Prime Minister Mesut Yılmaz will pay a visit to Mexico in September and Foreign Minister Ismail Cem will visit Latin American countries in November including Brazil, Argentine and Chile.

    On the first day of the meetings, the Turkish ambassadors who are working in six regional countries, but who are also accredited to 22 Latin American countries and high ranking diplomats will meet alltogether.

    The General Staff, the Undersecretaries for Foreign Trade and Treasury and several public institutions will participate in the meetings on the second day.

    On the third day, representatives of private sector will participate in the meetings and they will discuss the investment opportunities in the region. Turkey also aims to set up a common business council with regional countries.

    Foreign Ministry says in a report concerning relations with Latin American countries that ''Turkey feels the need to revive her relations with Latin American countries in order to increase her chance to enter into new markets and to explain her problems to broader circles within UN concerning political issues.''

    Turkey aims to have an effective support in UN General Assembly concerning the Cyprus question and efforts of several Middle Eastern countries against Turkey by this programme, which was earlier started to be implemented for African countries.

    [22] TREASURY REALIZES 354.1 TRILLION TURKISH LIRAS IN SALES OF ITS 133-DAY BOND TENDER

    ANKARA, Sept 1 (A.A) - The Treasury realized on Tuesday a total of 354 trillion 140.7 billion Turkish Liras (TL) in sales of 133-day (nearly 4.5 months) term bond tender.

    The total demand had been 377.5 trillion TL in the tender at which the annual simple interest with withholding was 112.48 percent and the composite interest was 156.58 percent.

    Thus, the annual net interest of bonds was 105.6 percent while the composite interest was specified to be 143.30 percent concerning this calculation.

    Meanwhile, a total of 170.5 trillion TL of bonds were sold to public organizations in the same tender.

    The repayment of bonds, whichwill be issued on Wednesday, will be made on 13 January 1999.

    Meanwhile, the Treasury will realize 633.5 trillion TL in domestic borrowing repayment on 2 September; 313.1 trillion TL on 16 September; 140 trillion TL on 25 September and 457.4 trillion TL of domestic borrowing repayment on 30 September.

    [23] TURKISH-GHANAIAN JEC MEETING

    ANKARA, Sept 1 (A.A) - Mustafa Yilmaz, the Minister of State, said on Tuesday that they want the Turkish companies to join in the infrastructural investments in Ghana, stressing, ''Ghana is a country with which we want to further develop commercial and economic relations.''

    The Turkish-Ghanaian Joint Economic Commission (JEC) meeting started on Tuesday in Ankara.

    Addressing the meeting held at the Undersecretariat of Foreign Trade, the State minister Mustafa Yilmaz, the Co-Chairman of the Turkish-Ghanaian JEC, said that the commercial and economic relations failed to reflect the potential although Turkey and Ghana have good political relations.

    ''The trade volume between our two countries has been increased by 72 percent since 1990. Turkey's exports to Ghana reached 13 million US dollars and she imported 7.5 million US dollars of products from Ghana in 1997. There is need for an effective participation in the fairs and exhibitions which are organized to improve the commercial relations. Besides, we attach great importance to the mutual visits in sectoral-basis between the representatives of our private sectors,'' he said.

    Recalling that Turkey's exports were expected to reach 29 billion US dollars in 1998, Yilmaz said, ''we believe that a direct relationship should be set up among our banks regarding the improvement of commercial and economic relations. The investments of the Turkish and Ghanaian companies in the third countries should be supported. The Turkish contracting companies are giving services in several countries, especially in Russia, the Middle Eastern countries, the Central Asian countries and in the Balkans. These companies give services more cheaper than their European rivals but in the same quality. We want our firms to participate in the infrastructural investments in Ghana.''

    John Frank Abu, the Minister of Industry and Trade of Ghana, said in his part that they want the relations between the two countries to further develop in the future, emphasizing, ''our two countries should make efforts to improve cooperation in the fialds of tourism, transportation, construction and banking.''

    [24] BARZANI, THE KDP LEADER IN TURKEY ON WEDNESDAY - KDP DENIES THE NEWS SAYING THAT IT WILL SIGN AN AUTONOMOUS GOVERNMENT AGREEMENT WITH PUK: ''WE ALREADY HAVE AN AUTONOMOUS GOVERNMENT''

    ANKARA, Sept 1 (A.A) - Safeen Dizai, the representative of Kurdistan Democratic Party (KDP) to Turkey, denied on Tuesday the claims saying that an agreement will be signed with Patriotic Union for Kurdistan in Washington D.C. concerning the establishment of an autonomous government.

    Dizai told A.A correspondent before the visit of Mesud Barzani, the KDP leader, to Turkey that ''we already have an autonomous government, we have established a government, there is nothing new in fact.''

    Noting that negotiations continue with PUK, Dizai said that they launch efforts firstly to hold elections.

    Dizai stressed that the visit of Mesud Barzani, the KDP leader to Washington D.C. does not have any connection with the signing of any agreement like that. ''This visit will be held between the US administration and KDP officials concerning bilateral relations,'' he said.

    Pedro Marset, a Spanish deputy, said after visiting Northern Iraq that the two Kurdish groups would sign an agreement in Washington D.C. in September, ending the fight between themselves and set up an autonomous government.

    Barzani, the KDP leader, who will arrive in Ankara on Wednesday, is expected to pay visits to several European countries including Britain before coming to Turkey.

    Dizai said that Barzani can also pay similar visits before proceeding to Washington D.C.

    David Welch, the US Department of State Assistant Secretary for Near Eastern Affairs, conveyed the invitation of the US to Mesud Barzani, the KDP leader and Celal Talabani, the PUK leader during his visit to Northern Iraq last month.

    Dizai said that Barzani will discuss issues like regional relations, security, economy and ''Northern Watch'' with Turkish officials.

    Mustafa Ziya, the Iraqi Turcoman Front representative said in his part that ''we are not aware of such agreement, however all sections in Northern Iraq have to participate to set up a government.''

    Noting that Turcomen have to participate in the local government within the framework of the territorial integrity of Iraq, Ziya said that ''a parliament can't be set up before holding census and elections. Neither census nor elections can be held as long as the fight continues in Northern Iraq. A democratic atmosphere has to be set up for elections.''

    [25] ORIENT EXPRESS IN TURKEY - WORLD'S MOST LUXURIOUS TRAIN, WHICH ARRIVES AT KAPIKULE RAILWAY CUSTOMS, CARRY 126 PASSANGERS INCLUDING ONE TURKISH PERSON

    EDIRNE, Sept 1 (A.A) - The world's most luxury train, the ''Orient Express'' by which the US-dollar billionaires travel, arrived on Tuesday in Turkey with her 126 passengers.

    A total of 44 personnel are working at the Orient Express which had arrived at the Kapikule Railway Customs in Edirne at about 10:30 a.m. and departed for Istanbul following a half an hour-customs inspection and control.

    Pippa Isbelle, the train's responsible person for press and public relations, said that the Orient Express was constructed 115 years ago, adding, ''everything in the train are the restorated objects and furniture produced 155 years ago.

    The travel, which starts from Paris to Istanbul via Budapest and Bucharest, costs 2,870 pounds (4,500 US dollars). The three restaurants in the train were designed differently from each other. Every kind of beverage is offered for the passengers at the drinking bar.''

    Pointing out that they were living the enthusiasm of arriving in Turkey again after 25 years, Isbelle said, ''we are planning to come to Turkey for twice next year. We will return to Paris on Wednesday.''

    Gulay Sumerkan, the only Turkish passenger of the train, said she works as an advisor at the Istanbul branch office of a French firm.

    ''This is my second journey with this train and it is very wonderful. You travel within a historical place. Most of the passengers are American. There are passengers from 11 countries including Britain, France, Portugal and Greece,'' she said.

    [26] HUMANITARIAN AID TO AZERBAIJAN FROM RED CRESCENT

    ANKARA, Sept 1 (A.A) - The aid organization, the Kizilay (Red Crescent), sent 192.6 tonnes of dried foodstuffs, cleaning and medical equipments and one ambulance to Azerbaijan, it was reported on Tuesday.

    The Directorate General of Red Crescent said that the Red Crescent had sent the humanitarian aid and the ambulance to give health services for 11 thousand Azeri refugees, who had to abandon their own lands due to the Armenian attacks and had to live under difficult conditions at the refugee camps set up by the Red Crescent in Aghjabadi and Barda.

    The aid equipments will be delivered by the Red Crescent personnel.
