[01] CONSTRUCTION COLLAPSES IN BURSA - SIX WORKERS DIE, ONE OTHER INJURED

Six workers died and one other was injured in the incident.

Rafet Kadir who was injured in the incident, was taken to the Uludag University Medical Faculty Hospital.

Celal Sonmez, the Chairman of the Bursa Chamber of Commerce and Industry (BTSO), expressed sorrow about the incident.

Ertugrul Yalcinbayir, the Deputy of the Motherland Party (ANAP) from Bursa, and Hayati Korkmaz, the Deputy of Democratic Left Party (DSP) from Bursa, made observations where the incident occurred.

[02] TURKEY REACTS TO WORDS OF KAKLAMANLIS - FOREIGN MINISTRY: - ''WORDS OF KAKLAMANLIS DISCLOSE PURPOSE AND APPROACH OF GREECE'' - ''KAKLAMANLIS'S WORDS CONCERNING THE REGIME IN TURKEY, ARE WRONG AND INAPPROPRIATE''

The Foreign Ministry stressed, ''Kaklamanlis' statement to a television station, discloses the real purpose and the approach of Greece towards the Turkish minority in Western Thrace''.

The statement of the Ministry pointed out, ''Kaklamanlis' attitude reflects an outdated and racist point of view. In contrast to Kaklamanlis' claims, the Turkish minority living in Western Thrace will be a happy community if they can use their rights given by the bilateral and international agreements. Turkey will monitor closely the future of the Turkish community in Western Thrace.''

The statement emphasized that Kaklamanlis' words concerning the regime in Turkey, are wrong and inappropriate. The Ministry noted that Kaklamanlis should make an effort to recognize Turkey.

Kaklamanlis said in his statement to a television station,

''the Turkish minority living in Western Thrace should be made ''homogeneous'' in order to assure their keeping up with the development in Greece.''

Apostolos Kaklamanlis also added, ''the Greeks wants peace and good relations with neighbouring Turkey. I suppose the Turks who are exposed to the difficulties and arduousnesses of a semi-military regime, want friendly and peaceful relations with the Greeks.''

[03] WATER POLO - NATIONAL TEAM LEAVES FOR SLOVAKIA IN ORDER TO PARTICIPATE IN EUROPEAN CHAMPIONSHIP

The teams from 16 countries will participate at the championship that will be organized in Bratislava between 22 and 30 August.

The Turkish National Team will play in the same group with Slovakia, France and Greece.

The sportsmen forming the national team are as follows:

Baris Yalkin, Akif Topaloglu, Mert Purutcu (Galatasaray), Ozgur Dizar, Caner Erdogru, Fatih Pehlivanoglu (ENKA), Haldun Toygarli, Salim Alyanak, Emre Turanli, Emre Karaahmetoglu (IYIK), Mike Taylan, Roni Izmirli, Avi Sarfati, Yusuf Naiboglu (ASSK).

[04] IMMIGRANT OPERATION IN BODRUM - 100 FOREIGN IMMIGRANTS CAPTURED DURING OPERATION ARE DEPORTED - 228 TURKISH IMMIGRANTS RELEASED

The other 228 Turks, captured along with the foreign immigrants heading towards Greece, were released.

Officials told the A.A correspondent that 4 Moroccans, 7 Nigerians, 2 Canadians and 87 Iraqis were sent to their countries.

[05] ATHLETICS - CIMENTAS TO REPRESENT TURKEY AT EUROPEAN CHAMPION CLUBS CUP

Bulent Araslik, the Coach of the Club, told the A.A correspondent that they have won the championship two successive years.

Araslik added, ''we will compete at the European Champion Clubs Cup in Vesprem, Hungary, on 26 September. Meanwhile, we will represent Turkey at the organization in 1999. Our only aim is to win the championship again next year.''

[06] CAKICI OPERATION - BILICAN, CHIEF OF SECURITY DEPARTMENT: ''PASSPORT OF CAKICI WAS PRINTED AT STATE PRINTING HOUSE, WE ARE SEARCHING FOR HOW THIS WAS SEIZED''

Bilican said two officials from the Security Department and officials from France participated in the operation related to Cakici.

Noting that the officials concluded their studies and that they would return to Turkey on Friday, Bilican said that the security organization succeeded in the capture of three internationally wanted persons like Baybasin, Kursat Yilmaz and Alaattin Cakici.

Cakici said that the red passport which was seized together with Cakici was determined to be printed at the State Printing House, adding that a wide ranged study is underway related to the passport.

[07] EUROPEAN ARCHERY CHAMPIONSHIP - TURKISH ARCHER NATAMIA NATARIZE COMES IN THE FIRST PLACE IN FITA-ROUNDS

Meanwhile, the Turkish National Archery Team has gained the right to participate at the Olympic elimination round.

Turkey will compete at the round with Natamia Natarize, Elif Altinkaynak, Deniz Gunay, Zekiye Keskin, Hasan Orbay, Tunc Kucukkayalar, Ozdemir Akbal and Serdar Satir.

The Championship will end on 23 August.

[08] EROGLU, TRNC PRESIDENT: ''OUR NATIONAL POLICY IS SO DEFINITE THAT IT CAN'T BE AN ISSUE OF BARGAINING WITH S-300 MISSILES AND OTHER ELEMENTS OF PRESSURE''

Addressing a written statement, Eroglu said that they expressed amazement at the meaningless proposal of Greece, which Yannos Kradidyotis, the Greek Foreign Ministry Undersecretary disclosed with the formula of ''missiles vs. the ban of military flights'', was brought to the agenda by Thomas Miller, the Special Coordinator to Cyprus of the US Department of State, during his contacts in Ankara.

Eroglu gave the response, ''Turkey will never accept such a bargaining and won't give up the principle of recognizing the TRNC as a state'' is an indication of the determination of Turkey and TRNC in their national policies.

Recalling that they earlier understood that the Joint Defense Doctrine of the Greek-Greek Cypriots, the Baphos Airbase and the S-300 missiles issue would be used as an element of bargaining, Eroglu said ''it is unacceptable that several foreign circles, who ignored these plans, now bring proposals to Turkish side to get rid of the tension caused by the Greek Cypriot side.''

Eroglu said that the Greek Cypriot side continuously creates tension at the TRNC and in an effort to become sovereign on the entire island adding, ''mediation of the US and other sides on the issue of missiles is for the Greek-Greek Cypriot side. If they really want to annul the coming of the missiles and see the armament of the Greek-Greek Cypriot side as a threat, then they shouldn't accept their blackmail.''

[10] SERDAR DENKTAS EXPRESSES PLEASURE ABOUT THE DETERMINED ATTITUDES OF TURKISH OFFICIALS IN RESPONSE TO MILLER'S PROPOSALS

In a written statement Serdar Denktas said that third parties, who wanted to contribute to the solution of the problem, should act from the point that TRNC should be recognized as a state.

Denktas said that following the Luxembourg decisions of the European Union (EU), the Turkish side was expected to return to the negotiation table of the ''intercommunal talks'' as if nothing had happened.

Denktas pointed out that it was many times disclosed by the Turkish side that the S-300 missiles can never be an issue of bargaining.

[11] FOREIGN MINISTER CEM DUE IN IRAN

The Foreign Ministry officials, speaking to the A.A correspondent said that the visit is planned to take place between 14 and 15 September.

The Iranian side is expected to bring the issue of the advancement of Taleban in Afghanistan onto the agenda during the visit.

Huseyin Lavasani, Iran's Ambassador who came to the Foreign Ministry on Wednesday, said he talked about the Afghanistan issue together with the Turkish diplomats. Lavasani also requested support from Turkey on the international platform to provide for the release of the Iranian diplomats which Taleban arrested.

It is also reported that Iran, which has demands on the Central Asian energy lines, has concerns that its reaching Central Asia will be prevented if Taleban seizes all of Afghanistan.

REACTIONS TO GREEK SPEAKER
In a written statement issued yesterday, the Foreign Ministry reacted to a statement by Apostolos Kaklamanis, the Speaker of the Greek Parliament, in which he claimed that the Turkish minority in Western Thrace had to assimilate into the Greek community to attain affluence. The Foreign Ministry said that Kaklamanis' remarks reflected ethnical discrimination and that Turks would live in comfort in Western Thrace by enjoying their rights assured by bilateral and multilateral agreements. /Hurriyet/

EZER WEIZMAN DUE TO VISIT ANKARA
The Israeli President Ezer Weizman will attend the 75th anniversary celebrations of the Republic of Turkey on 29 October as the official guest of President Suleyman Demirel. As a result of the improving relations between Turkey and Israel, a chain of high-level contacts have taken place between the two countries in the last two years. Prime Minister Mesut Yilmaz will go to Israel in September before the visit of his Isreali counterpart Benjamin Netanyahu at the end of this year. /Sabah/

DEMIREL: ''PEACE AT HOME IS A MUST FOR DEVELOPMENT''
President Suleyman Demirel has said that 'peace at home' is a must for the development of the country, at the ground breaking ceremony of the Istanbul University Theology Department. Demirel added that Turkey was a secular and democratic country which accepted international laws and human rights. ''Freedom of belief is protected by the Constitution. There is no controversy between being a Muslim and being a secularist,'' said Demirel. /All papers/

BAYAR: ''TARGETS IN PRIVATIZATION WORK PROPERLY''
Ugur Bayar, the Chairman of the Privatization Administartion (PA), said that there had been no change in the privatization programme of Turkey due to the Russian crisis. He added that they targetted 4.5 billion US dollars in privatization revenues at the end of 1998 and it seemed that they would reach 4 billion US dollars at the end of the year. Bayar also noted that they would start privatization of the Turkish Airlines in October. Meanwhile, the bidding for the block sales of the state-owned shares of the Deniz Transport Enterprises has begun. According to an announcement of the chairmanship of the Privatization Administration (PA) published in the Official Gazette, the temporary deposit for 99.99 percent of the state- owned shares has been fixed at 2 million US dollars. The sale of the enterprise will be carried out using the bargaining method. /Sabah/Milliyet/

''WITHOLDING TAX TO BE LOWERED''
Gunes Taner, the Minister of State Responsible for the Economy, announced yesterday that the witholding tax for interbank transactions would be reduced from 12 percent to 6 percent. Taner added that this decision would please the markets. After Taner's announcement, transactions on Istanbul Stock Exchange were up and there was a 5.2 percent increase in the prices of share certificates. Taner said, ''Turkey has one of the most powerful economies among the developing countries. Foreign investors are making transactions on the stock exchange without facing any difficulties. They can buy foreign exchange whenever they want. I belive that the foreign investors will again prefer Turkey for their new investments. /Sabah/Milliyet/

ISTANBUL WIIL BE THE CENTRE OF FASHION IN 2010
The 9th Istanbul Fashion Fair opened yesterday at the World Trade Centre (CNR) in Istanbul. At the opening ceremony, Ismet Ozcan, the Chairman of the Turkish Ready-to-Wear Industrialists' Association, said that Istanbul would be the centre of fashion in 2010 when there would be no borders in trade. A total of 578 fashion firms from the US, Germany, the Netherlands, Canada, Russia, the Far East and the Middle East are participating at the fair. It is expected that over 55,000 consumers will visit the fair which will end on 23 August. /Sabah/

[13] TALEBANS FORCE UZBEKS, TURCOMANS AND TADJIKS TO MIGRATE TOWARDS SOUTH OF COUNTRY - TURKEY EXPRESSES WORRY ABOUT DESTINY OF 50 THOUSAND PERSONS - IRAN AIMS AT SETTING UP AN INITIATIVE WITH TURKEY AGAINST TALEBAN MOVEMENT - TURKEY WANTS GENERAL DOSTUM TO STAY IN AFGHANISTAN AND CONTINUE HIS STRUGGLE - OIL AND NATURAL GAS CAUSE UNSTABILITY IN REGION

A senior official from the Foreign Ministry told the A.A correspondent that the Taleban Movement aims at pacifying the Uzbeks, Turcomans and Tadjiks in the southern parts of the country, including Qandahar and Jalalabad near the border with Pakistan, where they are dominant.

The official pointed out, ''Turkey believes that the most reasonable solution in Afghanistan is to set up a government that includes all the ethnic groups living in the country. Turkey is worried about the ethnic power struggle in Afghanistan rather than the fundamentalism. The destiny of the people who have been forced to leave their homes and to migrate is not known. Turkey requested the sides to try to solve the disagreements by negotiations in Turkey, but the Talebans refused her proposal.''

Uzbekistan, Tadjikistan and Kyrgyzstan, the neighbouring countries with Afghanistan, are also worried about the fundamental regime in Afghanistan spreading to their countries.

Meanwhile, diplomatic sources noted that Iran is also concerned with Taleban's advance and seeks for a joint initiative with Turkey against the Taleban Movement.

Hussein Lavasani, the Iranian Ambassador to Turkey, met with the Turkish diplomats in order to discuss the issue of Afghanistan. Lavasani asked for support from Turkey at the international level for the release of the Iranian diplomats who have been captured by the Talebans recently.

At the same time General Rashid Dostum resists in Bamian, Northern Afghanistan. The official from the Foreign Ministry said, ''Dostum can come to Turkey whenever he wants, but we want him to stay in Afghanistan and continue his struggle.''

Diplomatic sources pointed out that generally the oil and natural gas assets in Central Asia cause the unstability in the region.

Pakistan prefers the Turcoman gases to be transported to the Indian Ocean via Afghanistan and Pakistan, and aimed at a closer and stable administration in Afghanistan in order to reach her target.

[14] JAPANESE HOUSES ENDURING AGAINST EARTHQUAKES ARE IN TURKEY

Ertugrul Isiksoy, the Marketing Director of a construction company in the Aegean Izmir Province said the houses called ''monolithic panel systems'' have full protection against heat and noise.

Isiksoy said they would promote these buildings in Turkey, adding that it was impossible to meet the dwelling needs of Turkey in another way.

Isiksoy said ''this system is used in the US, South America and in the Far East'' and pointed out that these houses don't collapse whatever the strength of the earthquake. He said that these houses, which have been constructed with monolithic panel systems are warm in winter and cool in summer and that they provided 60 percent savings in the energy used for heating and cooling.

[15] COMPETITION BOARD ALLOWS TRANSFER OF TURKBANK

Aydin Ayaydin, the Chairman of the Competition Board, made a written statement that they gave permission for the transfer of an 84.52 percent share of the Turkbank, belonging to Central Bank Saving Deposits Insurance Fund, to Korkmaz Yigit Construction and Trade Corp.

Five companies had participated in the final dealing talks which took place at the Central Bank Administration Center.

The highest proposal came from Korkmaz Yigit Construction and Trade Corp for the tender at 600 million US dollars.

After the permission of the Competition Board, the consent of the Undersecretariat of the Treasury is required to conclude the sales procedure.

[16] ATATURK CULTURAL CENTER AT GEBZE GARRISON

Colonel Turgut Degerli, the Commander of the Troops, told the A.A correspondent that the center will be composed of four sections: video showroom, library, exhibition salon and conference salon.

Degerli added that photographs showing the scenes from the War of Independence will be displayed at the exhibition salon.

The center will cost 40 thousand US dollars.

[17] FOREIGN BORROWING POLICY - CRISIS IN RUSSIA MAY INCREASE TURKEY'S FOREIGN BORROWING COSTS

Officials of the Salomon Brothers, Merrill Lynch and Deutsche Bank, international counseling companies, told the A.A correspondent that due to the uncertainity caused by the financial crisis ongoing in the Asian stock exchange, the sales of debenture bonds in Italian Liras that was planned to be made at the end of May was postponed and due to the crisis in Russia, the cost of borrowing will also increase.

Recalling that Russia declared a moratorium after devaluing the ruble, officials said that international investors in Russia were uneasy and that this not only affected Russia, but at the same time Turkey, which is evaluated as on the same investment line with Russia.

Officials said that Turkey has a better position than the other developing countries and that Standard and Poor's looked ''positively'' towards Turkey and that the staff monitoring agreement signed with the International Monetary Fund (IMF) was in favor of Turkey, noting that the moratorium in Russia shook the confidence of the foreign entrepreneurs in the developing markets.

Officials stressed that Turkey, which spent most of her domestic borrowing quota, should place importance on foreign borrowing instead of domestic borrowing to prevent the increase in the interests.

They recalled that the medium-term was the most appropriate for Turkey, pointing out that the five-year term is the best term in such an atmosphere.

[18] CHHIBBER, WORLD BANK OFFICIAL RESPONSIBLE FOR TURKEY: ''FUNCTIONING OF PUBLIC SECTOR SHOULD BE STRENGTHENED IN TURKEY''

In a statement issued in ''Ekonom'', the magazine of the Association of Economy Journalists, Chhibber said that Turkey had to make reforms urgently in five fields in order to be a more developed and effective state.

He named these five fields: social security, agricultural subsidies, deficits of the State Economic Enterprises, restructurings of the state banks and the energy sector and stressed that more interest should be shown for environmental problems and the financing of local administrations.

Mentioning the privitization activities in Turkey, Ajay Chhibber said the means of the privatization is as important as its speed.

[19] THE US STRIKE ON SUDAN AND AFGHAN TARGETS ... - ECEVIT, DEPUTY PRIME MINISTER: - ''WE SHOULD SHOW UNDERSTANDING TO THE SENSITIVENESS OF THE US ADMINISTRATION''

Stressing that the largest danger threatening humanity is terrorism, Ecevit noted, ''we should understand the US Administration's sensitiveness to the bomb attacks on the US Embassies in Kenya and Tanzania, killing nearly 250 and injuring more than 5 thousand. But the US should not claim the lives of innocent persons as she takes measures against terrorism. The US Administration gives the guarantee that she takes care of the security of innocent persons. In contrast to the sensitiveness of the US, terrorists don't have a regard for life. Most of the people who lost their lives at the blasts in Kenya and Tanzania weren't Americans. Turkey requests all countries to cooperate against terrorism.''

Ecevit emphasized, ''unfortunately the US is one of the countries that created the monster named Taleban. The US gave support to the Taleban Movement at first frankly and then secretly. Not certain groups, but all the persons living in the regions dominated by the Talebans are under pressure of terrorism. This is the most terroristic and most outdated regime in the world. This is a regime that doesn't respect women, doesn't care for human rights. I hope the US Administration will correct her mistakes in Afghanistan. The US has condoned the Talebans on grounds that she wants Afghanistan stable. However, there is nothing but terror, sorrow and torture in Afghanistan. Meanwhile, I hope Pakistan will also put an end to supporting the Talebans.''

Demirel stressed, ''we as a country struggling against terrorism, cannot evaluate the US as righful or unfair. All we can say is that the US has taken measures to defend herself. It can be discussed within the framework of international law.''

[21] A SLIGHT EARTHQUAKE SHAKES ADANA PROVINCE LAST NIGHT

The Bogazici University Kandilli Observatory Earthquake Research Institute officials told the A.A correspondent that the earthquake occurred at 12:13 a.m.

No casualties or financial damages were reported at the earthquake.

Following the first earthquake measuring 6.3 on the Richter Scale on 27 June, a total of 117 aftershock earthquakes have occurred in Adana Province.

[22] TURKISH-MACEDONIAN SOCIAL SECURITY AGREEMENT

Nami Cagan, the Minister of Labour and Social Security, said that the administrative agreements related to the implementations of these agreements were prepared by considering the insurance branches adopted by the European Union (EU), International Labour Organization (ILO) and the Council of Europe.

Recalling that Turkey has bilateral social security agreements with 12 countries, Cagan said that administrative agreements, related to the implementation of the agreements signed with Azerbaijan and Albania, will be signed in the near future.

Pointing out that these two countries will provide the required facilities to each other on the issue of social security, Cagan said ''each agreement signed and put into effect, adds momentum to the political and economic cooperation of the party countries.''

Nazer Ziberi, the Macedonian Minister of Labour and Social Policy said that the required legal framework was formed in the social security relations of the two countries.

Youri Djorkaeff whose mother is Armenian, had stated previously that he supports the resolution concerning the so-called genocide on Armenians that was adopted by the French Parliament.

Following the news issued by the A.A the Turkish Soccer Federation has taken action and as a result of its efforts Djorkaeff was expelled from the World Team.

Ismail Ozersin, the Chairman of the 75th Year Celebrations Organization Committee of the Turkish Soccer Federation, told the A.A correspondent, ''we have applied to the FIFA and conveyed Djorkaeff's statements to the AP and L'Equipe magazine following the A.A's news.

We won't let the 75th anniversary celebrations be overshadowed by such incidents.''

[24] SUPPORT FROM THE EU TO TV AND CINEMA - THE EU TO SUPPORT JOINT PRODUCTIONS OF TV, CINEMA AND RADIO IN MEDITERRANEAN COUNTRIES INCLUDING TURKEY

Karen Fogg, the Representative of the European Union in Turkey, said, ''we hope Turkish producers will participate in the joint productions on the issues that will interest the European and Mediterranean communities, such as the role of women, religious pluralism, civil society and joint cultural inheritance.''

The European Union will provide financial support of 3 million ECU to the cooperation projects that bring together at least two member states in the EU and two Mediterranean countries.
