  • [01] PRAISE FOR FOREIGN MINISTER CEM - ARTICLE PRAISING CEM ISSUED IN THE INTERNATIONAL HERALD TRIBUNE

    ANKARA, August 4 (A.A) - The article praising Ismail Cem, the Foreign Minister, that was previously issued in the New York Times, , was issued in the International Herald Tribune this time, it was reported on Monday.

    The Foreign Ministry stated that the article on ''the Foreign Minister Makes Turkey More Respected'' was written by Stephen Kinzer.

    In the article Cem was described as the ''dynamo who redetermines Turkey's role in the world.''

    Kinzer wrote, ''Ismail Cem is adrenaline for Turkey's foreign policy with his energy and new point of view. He takes diplomatic steps in order to open the doors of new markets for Turkey, such as Latin America and Africa, that has been searching for a role for herself among the unstable countries during the last decade.''

    [02] TCG-II FIRE EXTINGUISHER BOAT AT EREGLI PORT

    EREGLI, August 4 (A.A) - The TCG-II Fire Extinguisher Boat that was constructed in Russia, cast anchor at Eregli Port in Zonguldak Province in the Black Sea region for fuel and food supplies, it was reported on Monday.

    The boat will go to Izmir in order to enter into the service of the Southern Marine Zone Commandership in Izmir.

    [03] NARCOTICS OFFICIALS SEIZE 300 KG OF BASE MORPHINE

    KILIS, August 4 (A.A) - Narcotics officials seized on Monday a total of 300 kg of base morphine having a market price of nearly one trillion Turkish Liras (TL), in a truck's fuel tank that came from Turkmenistan, in the operations they launched in Kilis.

    Officials told the A.A correspondent that three persons including one woman were taken into custody related with the drugs.

    [04] THE EU SUPPORTS THREE ENVIRONMENTAL PROJECTS IN TURKEY WITHIN SCOPE OF ENVIRONMENTAL SUPPORT PROGRAMME

    ANKARA, August 4 (A.A) - The European Union gave support for three projects in Turkey within the scope of the Life Environment Support Programme, it was reported on Monday.

    The European Commission's Agent in Turkey stated that the EU has approved the support for the projects in Mersin, Iskenderun and Bodrum.

    The first project is risk evaluation at the Mersin and Iskenderun ports and setting up capacity in order to get prepared against sea pollution. The EU will provide a total of 532.2 thousand ECU within the framework of technical support. The project aims to get prepared against any emergencies at the ports and to unite the emergency systems with the national system.

    The second project intends to support environmental management in the fields of organized industry. The EU will contribute a total of 398 thousand ECU to the project. The project foresees making research on the measures that will reduce the environmental pollution.

    The EU will provide 139.2 thousand ECU to the project for the Bodrum solid waste management.

    [05] TREASURY CONTROLLERS TO SUPERVISE THE LOANS THAT ARE GIVEN BY WORLD BANK TO TURKEY WITHIN SCOPE OF COUNTRY AID STRATEGY - WORLD BANK TO TRAIN TREASURY CONTROLLERS

    ANKARA, August 4 (A.A) - The treasury controllers will supervise the loans that are given by the World Bank to Turkey within the scope of the country aid strategy, it was reported on Tuesday.

    The World Bank has undertaken to give loans of 1.5 billion US Dollars for three years in order to be used in the fields of agriculture, rural development, education, health, infrastructure and environment.

    The treasury controllers will be trained by the World Bank first in Turkey and then in the US.

    Officials told the A.A correspondent that as the Ankara Agency of the World Bank is becoming a ''Country Office'', the amount and variety of loans that Turkey can make use of will increase.

    [06] EXPORTS FROM GAP REGION - AGRICULTURAL AND ANIMAL PRODUCTS WORTH 297.9 MILLION US DOLLARS EXPORTED IN JANUARY-JULY PERIOD

    GAZIANTEP, August 4 (A.A) - The agricultural and animal products worth 297.9 million US dollars were exported from the Southeastern Anatolia Project region in the January-July period with a 16.2 percent decrease, it was reported on Tuesday.

    Exports worth 355.4 million US dollars were realized in the same period last year.

    Abdulkadir Cikmaz, the Chairman of the Southeastern Exporter Unions, told the A.A correspondent that 11.8 million US dollars in animal products, 96.5 million US dollars in grains and pulses, 24.2 million US dollars in dried fruit and 166.4 million US dollars in textile products were exported within first seven months of this year.

    A 68 percent decrease was recorded in the exports of animal products, 47 percent decrease in grains and pulses, while the exports of dried fruits increased 9 percent and textiles 44 percent.

    [07] CASE ABOUT ARMED ATTACK ON BIRDAL - COURT RELEASES ONE OF THE DEFENDANTS AND DECIDES TO DETAIN SEVEN OTHERS ARRESTED - TRIAL POSTPONED TO 3 SEPTEMBER

    ANKARA, Aug 4 (A.A) - Eight of the 11 defendants were arrested and one of the arrested defendants was released later in the case related to the armed attack on Akin Birdal, the Chairman of the Human Rights Association, on May 12, 1998. The defendants are tried on grounds that they established an armed gang called the Turkish Revenge Brigade (TIT) to commit crimes, to attempt to kill Birdal and that they participated in this crime.

    Mehmet Orhan Karadeniz, the Judge of the Court, said all the necessary disciplinary measures will be taken if the incidents which happened in the morning session are repeated. Cengiz Ersever, one of the defendants, accused of ordering the attack, said ''If I had such an intention (of murdering Birdal), I bet I would have his brain blown out on the wall in 24 hours.''

    Later, the complaints of Birdal were asked. Birdal said that he didn't have personal problem with the defendants, adding that the attack was aimed at the Human Rights Association and human rights.

    The prosecutors requested a minimum sentence of 23 years for four of the defendants and up to 23 years for the other seven.

    The Court decided for the release of Nami Zihni Ozansoy, one of the defendants and postponed the hearing until 3 September.

    [08] TAI TO DELIVER 50TH CN-235 PLANE TO TURKISH AIR FORCES ON 10 AUGUST

    ANKARA, August 4 (A.A) - The Turkish Aviation and Space Industry (TAI) concluded its production within the framework of the CN-235 Light Transport Plane Programme, it was reported on Tuesday.

    The last plane will be delivered to the Turkish Air Forces on 10 August with a ceremony that will held at the TAI.

    The TAI and the CASA firm of Spain signed a contract in 1991 concerning the production of 50 CN-235 light transport planes. The

    TAI has delivered 49 planes to the Air Forces between 1991 and 1998.

    With the delivery of the 50th and the last plane, the programme will be concluded.

    Meanwhile the TAI seeks for the construction of 9 sea patrol planes for the Naval Forces and the Coast Security Commanderships.

    [09] TRANSFER OF MOSQUES TO DIRECTORATE OF RELIGIOUS AFFAIRS

    ANKARA, Aug 4 (A.A) - Approximately 200 mosques will be taken under control of the state with the legalization of a draft resolution by the Parliament related to the ''transfer of mosques, constructed by private and legal persons to the control of the Directorate of Religious Affairs.'' The Office of the Muftis will specify these mosques and inform about them. Mehmet Nuri Yilmaz, Chairman of the Directorate of Religious Affairs said that closure of these mosques and small mosques is out of the question.

    Yilmaz told the A.A correspondent that there are nearly 200 mosques which are outside of the control of the Directorate of Religious Affairs.

    Yilmaz said that allegations related to the closure of mosques weren't true, adding that the Directorate of Religious Affairs won't close the mosques.

    Noting that mosques were places open to everybody, Yilmaz said ''sects can't have private mosques in Islam'', and pointed out that it is the duty of the Directorate of Religious Affairs to inform citizens about religious issues. The draft resolution is prepared with this objective. Imams shouldn't make propaganda for a political party. The mosques will be controlled with this objective.

    A statement of the Directorate of Religious Affairs said that there are 8, 400 mosques which don't have permanent staff.

    [10] WORKERS AT ANKARA MUNICIPALITY GO ON STRIKE

    ANKARA, August 4 (A.A) - Nearly 3.5 thousand workers at the Ankara Municipality started to go on strike after the Hizmet-Is Trade Union and the Municipality couldn't reach an agreement, on Tuesday.

    More than four hundred workers opened placards in front of the Municipality Building at the Kizilay Square.

    [11] OIL EXPLORATION IN GAP REGION

    GAZIANTEP, Aug 4 (A.A) - Yusuf Dulger, Deputy Coordinator General of the Aladdin Middle East Corp. said on Tuesday that in the Southern Mardin Region, an exploration which was not tried earlier was made, and a layer starting at Saudi Arabia and reaching to Turkey via Syria was found.

    Dulger told the A.A correspondent that 650 barrels of crude oil was produced per day in Syria from the same layer, adding that the needed foreign financing was found with the efforts of Oyman Sayer, the General Director of Aladdin Middle East Corp., adding that seismic studies will start in the Southern Mardin Region in the near future.

    Dulger said that drilling activities will start next year according to the results of the seismic studies in Southern Mardin, adding ''we believe that oil wells should be opened, even if we will say there is no oil in a region. However, the exploration for oil and the opening of oil wells requires very high financing.''

    Brifing about the company, Dulger said ''we are the only private company that can remain in operations with this objective, after the TPAO, the state run oil company. Our financing is from foreign sources.''

    [12] DENKTAS-CIZOV MEETING - CIZOV, RUSSIAN SPECIAL COORDINATOR TO CYPRUS: - ''S-300 MISSILES DON'T OBSTRUCT SOLUTION ON THE ISLAND'' - DENKTAS: ''I DON'T AGREE WITH CIZOV. MISSILES ESCALATE TENSION IN THE REGION''

    LEFKOSA, August 4 (A.A) - President Rauf Denktas of the Turkish Republic of Northern Cyprus (TRNC) received on Tuesday Vladimir Cizov, the Special Coordinator of the Russian Foreign Ministry to Cyprus. Taner Etkin, the TRNC Foreign Minister, was also in attendance at the meeting.

    Addressing the journalists after the meeting, Cizov described the meeting as ''interesting'', and claimed that the S-300 missiles which the Greek Cypriot side plans to deploy at Southern Cyprus, don't obstruct a solution on Cyprus.

    Cizov noted that there has been a lack of confidence between the two sides living on the island for a long time, emphasizing that Russia wants the Cyprus problem to reach a peaceful solution. Denktas stressed that he doesn't agree with Cizov on the missiles, pointing out that the missiles escalate the tension on the island.

    Reminding that the issues of the S-300 missiles and the full membership in the European Union formed the agenda of the meeting held at Glion with Glafcos Clerides, the leader of the Greek Cypriot side administration, Denktas noted that the Greek Cypriots accept themselves as the government of the whole island.

    Denktas said that insistence of the Greek Cypriots on their attitude has caused negotiations to be stopped.

    Rauf Denktas pointed out that Russia should act equally to both of the sides in the United Nations Security Council, if she really wants a solution on the island.

    SUPREME MILITARY COUNCIL MEETING
    The Supreme Military Council (YAS), which determines promotions and retirements of Turkish Armed Forces personnel, convened yesterday for a four-day meeting headed by Prime Minister Mesut Yilmaz. The council members visited Ataturk's Mausoleum in the morning. The YAS meeting will end on Thursday. The current chief of General Staff, Gen.Ismail Hakki Karadayi, will be retiring this year and is to be replaced by Land Forces Commander Gen.Huseyin Kivrikoglu. The vacant position left by Kivrikoglu will be filled by 1st Army Commander Gen.Atilla Ates. Deputy Chief of General Staff Gen.Cevik Bir will be appointed to the 1st Army. The current Gendarmerie Forces Commander, Gen.Fikret Ozden Boztepe, will be retiring this year along with Gen.Karadayi. A number of high-ranking officers are expected to be promoted. /All papers/

    PRESIDENT APPROVES AWARD FOR KARADAYI
    President Suleyman Demirel has approved a decision taken by the Council of Ministers to award Chief of General Staff General Ismail Hakki Karadayi with a state "Order of Merit" award. In a statement by the Presidential Press Office, it was stated yesterday that the President would approve the presenting of the "Order of Merit" medal to Chief of General Staff General Ismail Hakki Karadayi in recognition of his devoted, loyal services to the Turkish Republic, the territorial integrity of the country, and the preservation of peace and unity in Turkish society with success. /Sabah/

    CREDENTIALS TO DEMIREL
    Bosnia-Herzegovina's new ambassador to Turkey, Besim Spahic, presented his credentials to President Suleyman Demirel yesterday. Ambassador Spahic replaces Ambassador Hajruddin Somun, who was the first Bosnian envoy to Turkey. President Demirel also accepted the credentials of Moldovian Ambassador Fiodor Angheli yesterday. Ambassador Angheli, who is of Gagauz origin, delivered a speech in Turkish. The European Union (EU) Commission's new representative in Ankara, Ambassador Karen Fogg of Britain, presented her credentials to Demirel yesterday. Ambassador Fogg replaces Ambassador Michael Lake, also of Britain, as the highest EU envoy in Turkey. After presenting her credentials, Ambassador Fogg had talks with Demirel, the Anatolia news agency reported.

    INTERIOR, JUSTICE, TRANSPORTATION MINISTERS TO RESIGN
    Following the July 31 agreement on an election date, the interior, justice and transportation ministers have until 5:00 p.m. today to resign from their posts, as stipulated by Article 14 of the Constitution. The Executive Board of the Motherland Party (ANAP) assembled yesterday and reportedly discussed the resignation of the ministers who have adopted Tuesday, August 4, as their resignation date. /All papers/

    MASHEDOV MEETS WITH CINDORUK
    Chechen Head of State Aslan Mashedov, who is currently in Istanbul, met with Chairman of the Democrat Turkey Party (DTP) Husamettin Cindoruk yesterday. Mashedov noted that the Chechen people had received great support in their just cause. Cindoruk said for his part that the Chechen people had many diplomatic achievements and had the right to be happy. /Hurriyet/

    AUSTRIAN-TURKISH ASSOCIATIONS' UNION VISITS TURKEY
    Members of the Executive Board of the Austrian-Turkish Associations' Union will visit Turkish President Suleyman Demirel today. They will present a goodwill letter from Austrian President Thomas Klestil to Demirel, in which Klestil invites Demirel to Austria in November. /Hurriyet/

    SIEMENS' LEASING COMPLETES FIRST YEAR IN TURKEY
    The latest link in the chain of Siemens' leasing companies which have been established in 15 countries, Siemens Leasing-Turkey aims to become one of Europe's top 10 leasing firms within the next five years. One of the top ranking institutions in the leasing sector, Siemens Leasing is now one year old, an anniversary marked by a press conference at Istanbul yesterday. At the conference, Christoph Urban, the Siemens Leasing-Turkey Board Chairman and SIMKO Trade and Industry Corp. Deputy General Manager gave general information about the Siemens' projects planned for Turkey and made an evaluation of the first year of the Siemens Leasing-Turkey operations. /All papers/

    TURKEY TO BE CAR PRODUCTION CENTER
    The Ford car production center for which the foundations were laid on 26 July in Golcuk, Izmit, has attracted the attention of the Western countries. The weekly British newspaper The European quoted that with her geographic location and natural resources, a powerful automobile industry could be constructed in Turkey like that in Detroit, the US. The newspaper reported that the Turkish government had donated the land to the Koc-Ford joint venture to construct the plant in return for building a university, adding that this was a sign of the importance that Turkey attached to foreign investments. /Milliyet/

    CANEVI IN IIF ADMINISTRATION
    Yavuz Canevi, the Chairman of the Turkish Economy Bank (TEB), has been elected to the Executive Board of the International Institute of Finance (IIF), established by the leading world finance institutions in 1980. /Milliyet/

    'EVIL FRONT' AGAINST TURKEY
    Armenian institutions in America have started efforts to prevent the establishment of Turkish departments in American universities. With this aim in mind, they have formed an 'evil front' against Turkey with Greek, Greek Cypriot and Kurdish societies in America. Vicken Sonentaz-Papazyan, the Chairman of the US Armenian National Committee, claims that the Turkish government is one of duplicity and deceit. /Milliyet/

    SUCCESS OF TURKISH STUDENT IN US
    Ibrahim Deletioglu, studying law at the Illinois University, has been included to the ''Who's Who in American Universities'' catalogue of university successes. The university has also presented an award to Deletioglu in recognition for his success. /Cumhuriyet-Milliyet/

    EIGHT PKK TERRORISTS CAPTURED
    In Pazarcik, Kahramanmaras, eight PKK terrorists have been captured. Security operations are still continuing. /Sabah/

    NARCOTICS WORTH TRILLIONS OF TL SEIZED
    Turkish narcotics agents yesterday found and seized 300 kgs of base morphine worth one trillion Turkish liras in the fuel tank of a truck coming from Iran. Three people were taken into custody in connection with the incident. Their names haven't been disclosed. Guner Ozmen, the Governor of Kilis, near the Syrian border, said that they would ask for four days from the Public Prosecutor's Office to investigate the matter. /Hurriyet/

    [15] SALE OF TURKISH COMMERCIAL BANK - KORKMAZ YIGIT CONTRACTING COMPANY GIVES HIGHEST PROPOSAL OF 600 MILLION US DOLLARS IN FINAL BARGAINING TALKS

    ANKARA, Aug 4 (A.A) - The Korkmaz Yigit Contracting Company gave the highest proposal in the final bargaining talks for the 84.52 percent share of the Saving Deposits Insurance Fund at the Turkish Commercial Bank (Türk Ticaret Bankası) with 600 million US dollars.

    Five companies participated in the final bargaining talks held at the Central Bank Administrative Center under the leadership of Aydin Esen, the Deputy Chairman.

    The sale will be realized after the ratification by the Undersecretariat of the Treasury and the Competition Board.

    [16] TOURISTS VISITING TURKEY - 1,500,549 TOURISTS VISIT TURKEY IN JUNE

    ANKARA/ANTALYA, Aug 4 (A.A) - A total of 1,500,549 tourists visited Turkey in June, it was reported on Tuesday.

    The number of tourists who visited Turkey in the same month last year was 1, 047,568, but the number of tourists who visited Turkey between January-June decreased from 3,868,359 to 3,836,551 this year compared with the same period last year.

    The State Institute of Statistics said that 264,203 of the tourists who visited Turkey in June this year came by sea. A total of 73.3 percent of visitors who came to Turkey between January-June preferred to come by airways.

    The percent of visitors who came to Turkey by highways in June last year was 75.9 percent, but this amount decreased to 70.3 percent in June this year.

    Meanwhile, more tourists started to visit Turkey beginning as of July. Officials said that 413,789 tourists came to the southern Airport of Antalya in July this year.

    While 413,789 tourists came to the Antalya Airport with 2,454 airplanes, 338,964 tourists returned to their countries from the same airport in the same period.

    Officials pointed out that 40 percent of the tourists who came to the southern province of Antalya were German, while 14 percent of them were Russian, 5 percent were Austrian, 6 percent were Turks living abroad, 4 percent were Swedish and 3 percent were the Dutch.

    In the first seven months of 1997, 10,457 airplanes brought 1,640,051 tourists to Antalya.

    [17] CONTACTS OF TRNC DELEGATION IN TURKEY

    ANKARA, Aug 4 (A.A) - Mustafa Tasar, the Minister of Agriculture and Rural Affairs, said on Tuesday that Turkey also supports the Turkish Republic of Northern Cyprus (TRNC) in the field of agriculture as she does in every issue.

    Tasar stressed that the Agricultural Cooperation Protocol between Turkey and the TRNC should be made suitable to the conditions of today.

    The TRNC delegation including the officials from the Cyprus Farmers' Union led by Kenan Akin, the Minister of Agriculture and Forestry of the TRNC, met with Mustafa Tasar.

    Tasar said in the meeting, ''our general policy is to support and assist the TRNC.''

    Stressing that the TRNC was experiencing a shortage of potable water, Tasar said, ''this problem should be solved as soon as possible. Following the transport of water with balloons, the water problem in the TRNC will be solved by pipelines or other methods.''

    Recalling that they put onto the agenda the issue of giving similar aid to the TRNC if any natural disaster occurs in the TRNC, Tasar mentioned that they gave important supports to the TRNC following the drought in that country last year.

    Emphasizing that several changes and arrangements should be made in the Agricultural Cooperation Protocol between the two countries, Tasar said, ''the technical staff of our two countries should convene to make the necessary arrangements and make the protocol suitable to the conditions of today. Then the Council of Ministers will make the required decisions.''

    Noting that Turkey supports the TRNC also in the field of agriculture as she does in every issue, Tasar said, ''Turkey is obliged to support and assist the TRNC.''

    Stating that the issues of ''what can be done in addition to the activities realized up until now?'', ''how can the cooperation in agriculture be further improved?'' and ''what will be the further supports of Turkey to the TRNC?'' will be discussed at the meeting, Tasar said, ''I believe we will reach a consensus on these issues.''

    Kenan Akin, the TRNC Minister of Agriculture and Forestry, said that they, as the TRNC, had difficulties in entering the European market after the decision of the European Union (EU) Court of Justice.

    Akin said that the implementation of the deduction in the agricultural credit interests also for the farmers in the TRNC was a clear indication of the support of the Ministry of Agriculture and Rural Affairs to the TRNC.

    Akin stressed the the Agricultural Cooperation Protocol should be reviewed.

    ANKARA, Aug 4 (A.A) - The Ankara Chief Prosecution started an investigation about Tansu Ciller, the leader of the True Path Party (DYP), her husband Ozer Ucuran Ciller and Mehmet Kaytaz, the former Undersecretary of the Treasury by claiming that ''they gave a false statement and submitted fake documents to officials and they violated the Law on the Declaration of Property and Struggle with Corruption and Bribes,'' it is reported on Tuesday.

    Sabri Ergul, a deputy from the Republican People's Party (CHP) brought a file suit against the Ciller family concerning the ''Diverse Investigation Report'' prepared by the Ministry of Finance about the properties of the Ciller family.

    Bekir Selcuk, the Deputy Chief Prosecutor, who started an investigation about Tansu and Ozer Ciller and Mehmet Kaytaz, has started to examine the report of the Ministry of Finance.

    [19] EXPORTS OF TEXTILE PRODUCTS INCREASE - EXPORTS OF READY-TO-WEAR FROM BURSA PROVINCE IN FIRST SEVEN MONTHS INCREASE BY 39.3 PERCENT

    BURSA, Aug 4 (A.A) - The exports of ready-to-wear from Bursa Province in the first seven months of the year increased 39.3 percent compared to the same period in 1997, it was reported on Tuesday.

    The General Secretariat of the Uludag Exporters' Union said that the exports of ready-to-wear in the January-July 1998 period went from 152.4 million US dollars to 212 million 396 thousand US dollars in the same period last year.

    An official from an exporting company told the A.A correspondent that there wasn't a serious problem in exports but the real problem was in the domestic market.

    ''Great investments have been made in the sector since 1996 with the expectation of a boom in exports as Turkey entered the Customs Union and these investments continue. Actually, there is an increase in exports. The increase was planned to be more, but this didn't occur. The real problem is in the domestic market. There is a stagnation in the domestic market,'' the official said.

    Meanwhile, the exports of textile products including mostly polyester thread from Bursa in the first seven months of 1998 increased 14.9 percent to 234.8 million US dollars.

    [20] NEW MINISTERS TO BE APPOINTED

    ANKARA, Aug 4 (A.A) - The names of new independent ministers who will be appointed to three ministries due to the decision of the Parliament to hold elections, have been determined, it was reported on Tuesday.

    Article 114 of the Constitution says, ''the Ministers of Justice, Interior and Transportation and Communications shall resign prior to the general elections to the Parliament. The Prime Minister shall appoint independent persons from within or outside of the Parliament to these ministries.''

    Hasan Denizkurdu, an independent deputy who had resigned from the True Path Party (DYP) will be appointed as the Minister of Justice, Kutlu Aktas, the Istanbul Governor will be appointed as the Minister of the Interior and lastly Arif Ahmet Denizolgun, who became independent with the closure of the Welfare Party (RP) will be appointed as the Minister of Transportation and Communications.

    Prime Minister Mesut Yılmaz will submit the written decree concerning the appointment of ministers to President Suleyman Demirel the same day.
