[02] TURKEY-FOREIGN POLICY - FOREIGN MINISTER CEM RETURNS TO TURKEY - CEM: ''TURKEY IS VERY SENSITIVE ON THE ISSUE OF KOSOVO''

Addressing a press conference at the Esenboga Airport, Cem told the reporters that Turkey is extremely sensitive on the issue of Kosovo and gave information about his negotiations with President Milosevic.

Cem said that the hot clashes in Kosovo can conclude at three levels. Cem pointed out that the first level of this process is the ending of the continuous violence, the second level is the application of the education agreement signed in 1996 between the Yugoslav administration and the Albanians in Kosovo. Cem said that the last level is the reinstating of the rights of the Albanians which were suspended by Yugoslavia in 1989. Pointing out that this three-level peace plan should be applied within the national integrity of the country. Cem said that Kofi Annan, the Secretary General of the United Nations shares the same ideas with him.

Stating that the bloodshed in Kosovo should be stopped, and he had positive impressions from his meeting with Milosevic to this end, Cem said that he also had the same positive impression concerning the solution of the problems on education between the sides. ''Some developments may occur in the coming days concerning this issue. This will not solve the problem totally, but will help to ease the tension,'' he said.

Reminding that the Balkan Summit with the participation of the foreign ministers from the Balkan countries will be held in Turkey in June, Cem said that he went to Belgrade for the planning of this Summit.

Underlining the fact that there are more than 40 thousand Turkish minority and more than 200 thousand people who understand Turkish in Yugoslavia, Cem said that he also discussed the situation of the Turkish minority in Yugoslavia during his visit, and added that the Balkan Declaration, which was being prepared by four Balkan countries including Turkey, Greece, Bulgaria and Romania, could not be realized because of the problems caused by the Bulgarian administration.

After the conference Cem made a phone call to his British counterpart Robin Cook and discussed the results of his visit to Belgrade.

[03] TURKEY-INTERNAL - NEARLY 100 SOLDIERS POISONED IN ALASEHIR

Officials told the A.A correspondent that the privates in the Second Battalion of Private Training-Transportation were taken to hospitals in Alasehir, Salihli and İzmir provinces.

Officials said that the health of the soldiers is getting better and they are investigating what caused the poisoning.

[04] TURKEY-WOMEN'S DAY - FIVE POLICEMEN AND MANY DEMONSTRATORS INJURED AT TAKSIM SQUARE, ISTANBUL

A group of approximately 2,000 people, members of the Democratic Peoples' Party (HADEP), held an illegal demonstration on Women's Day. The clashes erupted when the police blocked a march by the demonstrators, bearing on their outfits and banners the green, red and yellow colours of the separatist terrorist organization, PKK.

The Police used tear gas and truncheons to break up the crowd, who in retaliation threw stones and sticks from the banners they carried. Many demonstrators and five policemen were injured in the riot.

Meanwhile, the demonstrators, fleeing from the police, smashed the windows of 43 businesses and police cars along central Istiklal Street. The group also tried to smash the windows of the Beyoglu Police Station, but it was not damaged.

One of the demonstrators took a gun from one policeman and started to shoot, but fortunately nobody was injured.

Officials said that twenty-eight people were taken into custody. Responding to questions of journalists, Kutlu Savas, the Istanbul Governor said that the demonstrations were illegal.

Noting that the ones who applied for holding a demonstration were permitted within the framework of the law, Aktas added that

''we permitted people to demonstrate at Abide-i Hurriyet Square, but the demonstration held at Taksim Square was outlawed. If people invade the streets, then anarchy arises.''

[05] TURKEY-INTERNAL - DEPUTY PRIME MINISTER SEZGIN: - ''WE DID NOT MANAGE TO DECREASE INFLATION'' - ''THE ISSUE OF AN 'EARLY ELECTION' IS NOT ON THE GOVERNMENT'S AGENDA''

Responding to the questions of reporters in Eregli County of northern Zonguldak Province, Sezgin said that the reason for not decreasing inflation was related to too many people having a say on the matter.

Stressing that there was a need for determination in the economy, Sezgin said, ''people should believe and rely on the authorities on the economy.''

''We see that there have been very positive developments in the budget, borrowing and the Central Bank's monetary policy. We believe we will reach our targets for the economic programme by the end of this year, but this requires time,'' Sezgin said.

Sezgin stated that the issue of an ''early election'' was not on the agenda of the 55th government. Pointing out that the 55th government displayed a considerable performance in the last nine months, Sezgin said, ''we, as the coalition partners, are working in harmony.''

[06] TURKEY-KOSOVO-YUGOSLAVIA - TURKISH CITIZENS OF ALBANIAN ORIGIN LAY A BLACK WREATH IN FRONT OF THE YUGOSLAVIAN CONSULATE IN ISTANBUL

Nearly two thousand people gathered at the Vali Konagi Street in the Nisantasi district and marched to the Yugoslavian Consulate, chanting the slogans ''we are backing up Kosovo'' and ''Kosovo is independent and will remain so''.

Fahri Turkler, the Chairman of the Kosovonians' Association and Halil Mete, the Chairman of the Turkish Citizens of Albanian Origin Association laid a black wreath in front of the Yugoslavian Consulate.

The protesters dispersed peacefully.

FM CEM CONVEYS DEMIREL'S MESSAGE TO MILOSEVIC
Visiting Belgrade in search of a peaceful solution to the Kosovo problem, Turkish Foreign Minister Ismail Cem was received yesterday by the Yugoslavia Federation President Slobodan Milosevic. During the one-hour meeting, Cem conveyed a message from President Suleyman Demirel to Milosevic which included proposals to prevent further bloodshed at Kosovo.

Asked by reporters on Saturday about the content of the message to Milosevic, Demirel said that he had warned his Yugoslav counterpart that nothing similar to the terrible strife in Bosnia between 1992-95 should be permitted to happen again. Alev Kilic, the Turkish Ambassador to Yugoslavia, told the Turkish reporters that the presidential message had expressed Turkey's concerns about the recent developments at Kosovo. Kilic said that Cem also voiced Ankara's concern about the possible spread of the conflict into other Balkan countries. Meanwhile, it was also reported that Yugoslavia has invited all the ambassadors in Belgrade to visit Kosovo in order to soften the international reaction. Following his meeting with Milosevic, Cem attended a meeting between the Turkish and Yugoslav missions headed by the two foreign ministers of the two sides.

Meanwhile, following his arrival at Ankara's Esenboga Airport Cem held a press conference during which British Foreign Minister Robin Cook telephoned him. It is reported that Cook, who will head the London Contact Group to be held in London today, wanted to learn about the impressions he had at Kosovo. /Sabah/

BULGARIA AND TURKEY CALL FOR PEACEFUL SOLUTIONS
Bulgaria and Turkey on Saturday urged Serbia and the ethnic Albanians to avoid violence and seek a peaceful solution to the Kosovo crisis. Speaking after talks with his Turkish counterpart Mesut Yilmaz, Ivan Kostov, the Bulgarian Prime Minister said that the Kosovo crisis should be solved ''within the boundaries of Yugoslavia'', making clear that Bulgaria rejects the struggle of ethnic Albanians for more independence. ''We do not accept any kind of violence, no matter against whom it is directed'' he added.

Yilmaz urged all the Balkan states to support a Bulgarian proposal for Bulgaria, Greece, Romania and Turkey to sign a joint declaration that the Kosovo crisis be solved peacefully and without any change of borders. Meanwhile, about 6,000 Turks, mainly of Albanian origin, protested in Istanbul yesterday calling for an end to ethnic violence at Kosovo. /All papers/

WORLD WOMEN'S DAY CELEBRATED
March 8 World Women's Day was celebrated throughout Turkey yesterday. While President Suleyman Demirel and party leaders attended celebrations in Ankara, Prime Minister Mesut Yilmaz participated at celebrations in Istanbul. Delivering a speech, Demirel said, ''It is not the issue of women's rights but the issue of human rights. Actually, there should be no discrimination between women and men''. /Sabah/

GREECE WANTS TO PURCHASE S-300 MISSILES
Greece has initiated official moves for the purchase of Russian-made S-300 missiles. Within the framework of a new armament policy, the Greek Defense Ministry officials will chose between US-made Patriots and Russian-made S- 300s. Greek officials said over the weekend that they will purchase 20 missiles. (Milliyet)

TURKEY-GERMANY CRISIS
Karl Lamers, Spokesman of the Christian Democratic Party in power in Germany, said that the Turkish chances for joining the European Union were waning. Tensions between Turkey and Germany escalated when in a statement to the Financial Times daily newspaper, the Turkish Prime Minister Mesut Yilmaz noted that Germany was blocking Turkey's integration with Europe. Yilmaz said that Germany was especially interested in expanding the EU into 'central and eastern Europe' seen by Bonn as Germany's backyard. Germany voiced strong reactions to the statement of Prime Minister Mesut Yilmaz saying that the wording of Yilmaz implied that he was comparing the present German administration to Hitler's rule in the 1930s and 40s.

Ankara stressed on Sunday that the statement of Yilmaz has been misinterpreted and that he had no intention of drawing parallels between Hitler and the present German government. (Milliyet, Hürriyet)

POSSIBLE PKK WITHDRAWAL FROM NORTHERN IRAQ
In a statement to Med TV, the PKK leader Abdullah Ocalan said that the Iraqi Kurdistan Democratic Party (IKDP) led by Mesut Barzani has asked him to withdraw from Northern Iraq and refrain from interfering in the internal affairs of the region. Ocalan indicated that they were ready to accept a conditional withdrawal from Northern Iraq. /Milliyet/

GERMAN PKK TERRORIST KILLED
''Focus'', a weekly magazine published in Germany said that a German fighting for the PKK terrorist organization has been killed in clashes with security forces in southeastern Turkey. The magazine also said that another German, Eva Juhnke, was arrested last October in Turkey for supporting the PKK terrorist organization. The magazine says that Juhnke will face trial on March 19, and that the prosecutor is expected to demand 24 years imprisonment. /Milliyet/

OECD ADVICE FOR SOCIAL SECURITY INSTITUTIONS
The Organization for Economic Cooperation and Development (OECD) has advised the Turkish social security institutions to establish pension fund management units and invest their assets in the stock exchange in order to improve their financial position. The OECD officials have told the Social Security Administration (SSK), the Retirement Fund, and the fund for self- employed workers (Bag-Kur) that they need to restructure their organizations and change the current system if they are to improve their financial status and prosper.

The OECD made the following proposals: The three institutions should convert their assets into cash. They should then establish fund management units and invest in stocks, bonds and other financial means. The OECD could provide $400,000 in financial aid and expertise to help establish the necessary infrastructure. /Sabah/

340.6 TRILLION TL WORTH OF INCENTIVES IN JANUARY
The Undersecretariat of the Treasury signed incentives for 450 new investments totaling 340.6 trillion TL in January, according to an official notice issued in the Official Gazette. /Milliyet/

FEDERATION NOT REALISTIC
Turkey and the TRNC are trying to improve policies that they will apply during the coming months, according to the Foreign Ministry sources. Following a joint meeting, Turkey and the Turkish Republic of Northern Cyprus (TRNC) have concluded that the aim of a bi-communal federation is not realistic, stating that ''even if an agreement was reached on federation, the Turkish Cypriots would not be able to defend themselves politically and economically because of being a member of the European Union which does not include Turkey.'' It was also noted that the TRNC will not participate in the upcoming meetings concerning the full membership of Cyprus in the EU, unless the TRNC is given an equal status to that of the Greek Cypriot administration. /Cumhuriyet/

[09] TURKEY-INTERNAL - AN ISTANBUL AIRLINES AIRPLANE MAKES A FORCED LANDING AT THE BUDAPEST AIRPORT

Officials from Istanbul Airlines told the A.A correspondent that Klaus Hentschke (54), one of the 169 German tourists on board, suddenly became ill. The pilot Erdinc Vardı called the Budapest flight control tower and asked permission for landing.

The passenger was taken to the hospital and the airplane continued its flight to Istanbul.

[10] TURKEY-MACEDONIA - SECOND TERM TURKISH-MACEDONIAN JEC MEETING HELD IN SKOPJE

The two delegations are headed by Rustu Kazım Yucelen, the Minister of State and Boris Bikalovski, the Macedonian Economy Minister.

The Undersecretariat of Foreign Trade said in a written statement that Yucelen will be received by the Macedonian Prime Minister Crvankovski and will meet with Tome Trombev, the Macedonian Minister of Reconstruction, Housing and the Environment.

The problems of Turkish exporters at the Macedonian customs, the existing relations between the two countries in the field of banking, standardization and improvement of cooperation between the free zones will be taken up during the meetings. The two delegations will also exchange views regarding the Trade Promotion Center of the Balkan Countries, which it has been decided to be constructed in Turkey.

After the end of the JEC meetings, which will last for four days, the Second Term JEC Meeting Protocol will be signed.

ISTANBUL - Naksagin Bagabandi, the Mongolian President will pay a visit to Turkey between March 16 and 18 as the official guest of President Suleyman Demirel, it was reported on Monday.

The Foreign Economic Affairs Committee said that the guest President Bagabandi and the accompanying businessmen delegation would meet with Turkish businessmen in Istanbul on March 18 within the framework of the visit.

CHICAGO - Tuncer Kuzay, a Turkish scientist working at the American Argon laboratories in Chicago, was rewarded with the ''Special Award of 1997'' of the Midwest American Award Committee, it was reported on Monday.

Kuzay received the award at a reception organized in his honour at the Turkish Consulate General in Chicago.

SEUL - South Korean businessmen will visit Turkey towards the end of May to further improve commercial relations with the two countries, it was reported on Monday.

It was reported that nearly 15 South Korean businessmen would firstly hold contacts in Istanbul and then in Ankara during their visit to Turkey, which was organized by the Korean Trade Agency (KOTRA).

GAZIANTEP - The exports of grain-cereals from the Southeastern Anatolia Region in the first two months of this year decreased 41.9 percent from 45.7 million US dollars to 26.6 million US dollars in comparison with the same period last year, it was reported on Monday.

Sahin Batalli, the Chairman of the Southeastern Anatolia Grain-Cereals Exporters' Union, told the A.A correspondent that they exported 26.6 million US dollars of grain-cereals to Iraq, Iran, Azerbaijan, Germany, Uzbekistan, Kazakhstan, Kyrgyzstan, Romania, Jordan, Russia, Syria, Egypt, Saudi Arabia and Sri Lanka.

ANKARA - The Ministry of Industry and Trade officials told the A.A correspondent that they were implementing different studies to support the production of silkworm cocoons and mohair.

Officials said that the production of silkworm cocoons decreased from 217 tonnes to 150 tonnes and the production of mohair decreased from 400 tonnes to 300 tonnes in last eight years.

The proposal for the support with a premium system of the production of silkworm cocoons and mohair will be presented to the Higher Planning Council in a short period of time.

GAZIANTEP - Celal Dogan, the Mayor of Gaziantep, said on Monday that they would construct a modern meat exchange in the city with an expenditure of 500 billion Turkish Liras.

Dogan told the A.A correspondent that the new meat exchange site will include 98 business places, social facilities, an administration building, a veterinary room and a cold storage warehouse.

ALANYA - Fahri Yigit, the Chairman of the Turkish-German Friendship Association, said on Monday that a ''Christian Graveyard'' should be established by allocating a burial ground in the town of Alanya of Antalya Province for the foreigners most of whom are German citizens living in that town.

Pointing out that they asked the German officials to establish a ''Muslim Graveyard'' for the Muslims living in Germany, Yigit said that the German officials had given a positive response to them.

ISTANBUL - The ''Third National Water Symposium'' will take place at the Sabanci Center in Istanbul on March 18, it was reported on Monday.

The mistakes in the production and consumption of healthy water, which has a considerable importance for the public health, and the measures to be taken will be discussed at the symposium.

ANKARA - The final declaration of the ''Women Workers' Fourth General Assembly'' organized by the Turkish Metal Union was announced on Monday.

The Turkish Metal Union said that the final declaration stated that the right of employment of the women should be approved as a basic right.

MERSIN - Narcotics officials seized 4.5 kg of hashish after an operation in northern Mersin Province, it was reported on Monday.

The Icel Provincial Directorate of Security said that the narcotics officials found 4.5 kg of hashish in the hidden compartments of a car.

BERLIN - Ibrahim Gurdal, the Tourism Minister, said on Sunday that the construction of the foreign terminal at the Antalya Airport, where approximately three million tourists arrive every year, will be completed on March 31, 1998.

Addressing a press briefing, Ibrahim Gurdal, who is representing Turkey at the 32nd International Berlin Tourism Fair, said that the environmental project, to which Turkey attributes great importance, has started to be implemented at the western and southern shores of Turkey.

Gurdal pointed out that the project includes implementations in the fields of water, sewage, waste water, collection of rubbish and incineration facilities.

Noting that tourism is an important factor for a country's tourism, Gurdal added that the representatives of the German tourism sector whom he met in Germany are interested in the tourism of Turkey.

''We expect foreign investors this year. Turkey perfectly implements the build-operate-transfer system and it is open to foreign credits,'' Gurdal said.

[12] TURKEY-QUAKE - EARTHQUAKE IN MUGLA PROVINCE

The epicenter of the quake was Koycegiz County of Mugla Province, but it was also felt in Antalya and Burdur Provinces.

No casualties or financial damages have been reported.

[13] TURKEY-TUNISIA - TURKISH-TUNISIAN EIGHTH TERM JEC MEETING - MINISTER OF STATE OZKAN: ''THE PRIVATE SECTOR AND BUSINESSMEN HAVE SOME RESPONSIBILITIES FOR INCREASING THE TRADE VOLUME BETWEEN TURKEY AND TUNISIA'' - TUNISIAN FM MUSTAFA: ''OUR COUNTRY GOT RID OF THE RADICAL DANGER WITH THE HELP OF GIANT DEVELOPMENT IMPLEMENTATIONS''

Addressing the Turkish-Tunisian Eighth Term Joint Economic Commission (JEC) Meeting at the Undersecretariat of Foreign Trade, Ozkan said that the meeting would start a new era for the further improvement of the existing relations.

Stressing that Turkey had realized considerably important structural, economic and social reforms in the last decade, Ozkan said, ''the protection measures were removed in the process of integration with the world. Turkey has entered the Customs Union (CU) in her integration with Europe. Turkey's exports increased from 2.9 billion US dollars to 26 billion US dollars in the last decade. Turkey realized 145 million US dollars in exports to Tunisia last year.''

Pointng out that the Turkish contracting companies had achieved great successes abroad, Ozkan said that Turkey and Tunisia would cooperate in third countries in the field of contracting.

Said Ben Mustafa, the Tunisian Foreign Minister, said that they wanted to be in accord and were trying to set up a productive cooperation with Turkey.

''Tunisia has experienced a strategical period in which intense initiatives for development were realized after 1987. Tunisia got rid of the radical danger with the giant development implementations in the political, economic, social and cultural fields'', Mustafa said.

Mustafa and the accompanying delegation are expected to be received by President Suleyman Demirel.

Meanwhile, the JEC meetings started the same day between the Turkish and Tunisian delegations will end on Tuesday with a protocol.

[14] TURKEY-EGYPT - EGYPTIAN AMBASSADOR FATHALLA: - ''WE SHOULD IMPROVE THE COMMERCIAL RELATIONS BETWEEN OUR TWO COUNTRIES''

Fathalla, who came to southeastern Gaziantep Province upon the invitation from the Gaziantep Chamber of Commerce, met with Germiyan Saatcioglu, the Chairman of the Turkish-Egyptian Business Council and Muammer Guler, the Governor of Gaziantep.

Pointing out that they wanted the commercial relations between the two countries be improved, Fathalla said, ''the trade volume between our two countries was 600 million US dollars last year. We found this amount to be very insufficient. We want to improve the commercial and the cultural relations this year to increase the trade volume.''

Germiyan Saatcioglu said that they were acting as mediators between the Turkish and Egyptian businessmen for the commercial relations and investments.

''We organized a meeting last year in Istanbul to provide a mutual promotion service. It was a very beneficial meeting which a number of businessmen attended. We will hold a similar meeting in Cairo this year,'' Saatcioglu said.

Muammer Guler, the Governor of Gaziantep Province said that the commercial relations were not improved and that he requested the Egyptian entrepreneurs to invest in Gaziantep.

Fathalla and Saatcioglu then met with the Celal Dogan, the Mayor of the city of Gaziantep and later visited the Organized Industry Zone.

Necati Utkan told a press briefing that Prime Minister Yılmaz used the word ''backyard'' in its dictionary meaning while criticizing the EU policy of Germany in the Financial Times last week.

Utkan stressed that Prime Minister Yılmaz did not mean the expansionist policy of Hitler by this word, adding that the reverse is not true.
