Peter Gowan is Principal Lecturer in European Politics at the University of North London and a member of the Editorial Boards of: New Left Review, Labour Focus on Eastern Europe and Journal of Southern Europe and the Balkans. His significant contribution `The Balkan Tragedy’ (New Left Review, n.234, March-April 1999) has added to the sensation that this war was not about defending `human rights’. If this was the case, then the West must implement its newly found humanitarian principle world-wide, such as in Cyprus and Kurdistan. Peter Gowan recently published the book: The Global Gamble (Verso, June 1999).
