    In the hum of the confrontations between the government and ND due to Giannis Tzanetakos' television spot, the election campaign period ends at midnight tonight. All eyes are turned to the Athens-Piraeus Prefecture and the Municipalities of Athens and Piraeus, where PASOK and New Democracy have concentrated all their attention and efforts. The gap between Fofi Gennimata and G. Tzannetakos reached 13.2 % (in favor of Mrs. Gennimata), according to the final results of the first round, which were published yesterday.

    Meanwhile, his decision not to support Giannis Tzannetakos in the second round was expressed by the President of the People's Orthodox Alarm (LAOS) Giorgos Karatzaferis, who concentrated 13.6% of the votes in the Athens-Piraeus Prefecture.

    Speaking in Thessaloniki, Mr. Karatzaferis directed his supporters to vote for Dora Bakoyanni in the Municipality of Athens and Christos Arapidis in the Municipality of Piraeus. Mr. Karatzaferis stressed that he is not a Right wing extremist, fascist or nationalist, but a democrat, while he pointed out that he was slandered by the system, because he left the pen. He in fact congratulated the Greek Communist Party for not being dragged into this slander.

    ND Press Spokesperson Thodoris Roussopoulos referred to the issue of Giannis Tzannetakos' candidacy. What is being attempted against Giannis Tzannetakos, is an effort, of some other forces, to strike at any ND attempt of an opening to the Left or the Center Left, pointed out Mr. Roussopoulos in statements to Flash radio.

    The Greek Communist Party (KKE) accused PASOK of circulating scenarios of cooperation with ND and called its voters to condemn the candidates of the two major parties, in areas where there are no ballots supported by it in the first round. The Coalition of the Left stated that the ballots it supported will decide on the position they will hold according to local government and political criteria. DIKKI was in favor of condemning PASOK and ND candidates, but candidate mayor of Athens Giannis Dimaras called voters to vote according to their consciences.

    [02] N17 QUESTIONINGS COMPLETED IN NOVEMBER

    Judicial and DA authorities are moving rapidly, aiming at completing the questioning of November 17 suspects within November.

    According to estimations in judicial circles, the questioning will be declared complete and the bulky case brief will be submitted within the next month, in order for a DA proposal to be made concerning the indictment of those against whom there is enough proof of guilt.

    The relevant decision of the Appeal's Council is expected to be issued in the beginning of the new year, so that the trial, which is expected to last many months, may begin this coming Spring (quite possibly in March or April).

    [03] GREEK GOV'T ULTIMATUM TO LUKOIL ON THE HELLENIC PETROLEUM BUYOUT

    The Greek government appears determined to settle one way or the other the issue of the Hellenic Petroleum buyout and allegedly has given an ultimatum to the prospective buyer asking to clarify what intends to do.

    According to the Athens newspaper Imerisia, the economic staff has called on the Russian Lukoil to make its position clear and state by the end of the month, at the latest, whether it will go ahead with the buyout with its initial offer.

    The change in the stance of the Russian Group is attributed partly to the fact that Lukoil has turned its interest to the region of Central Asia. This was the result of the geopolitical changes because of the crisis in Iraq and the new planning for the control of the region's oil drawn up by US, Russian and European companies.

    [04] THE GREEK GOV'T SPOKESMAN ON THE INTERCEPTION OF A GREEK PASSENGER PLANE

    Greek government spokesman Christos Protopapas characterized the Turkish fighter jet's attempt to intercept a Greek passenger plane with 36 people on board as unacceptable.

    The passenger plane was en route to Athens from the northeastern Aegean Sea island of Chios.

    Mr. Protopapas stated that the Greek Air Force reacted immediately and Greek fighter jets intercepted the Turkish jet. Also, a protest was made by the Foreign Ministry and a similar move will be made by the Greek Civil Aviation Agency to the International Civil Aviation Organization, ICAO.

    [05] STABILIZING TENDENCIES IN THE ASE

    Stabilizing tendencies dominated in the Athens Stock Exchange today. The general index recorded small losses and dropped to 0.38% at 1.819,66 points, while the volume of transactions was at 73.4 million Euro.

    Of the stocks trading today, 136 recorded gains and 150 had losses, while the value of 89 stocks remained unchanged.

    [06] PROTEST BY COALITION OF THE LEFT DEPUTIES TO THE ITALIAN GOVERNMENT

    Italian newspaper reports caused the reaction of Coalition of the Left deputies Panagiotis Lafazanis and Asimina Xirotiri. The press reports mentioned that the Italian government is allegedly considering the likelihood to suspend the Schengen Accord articles on the free movement of the European citizens. The move will be made in an attempt to block entry to the country for those who want to participate in the European Social Forum events in Florence on November 6-10.

    The two deputies with a letter to the rest of their colleagues in the Greek Parliament call on them to sign a letter addressed to the Italian Parliament. In that letter they call on their Italian colleagues to avert any Italian government move aimed at blocking the free arrival of protesters in Florence.

    [07] OVER 100.000 GREEKS SUFFER FROM SCHIZOPHRENIA

    Schizophrenia affects 1% of the overall population. In Greece it is estimated that over 100.000 people suffer from the disease.

    The percentage is higher among urban population and the population with a low education and socio-economic level. The most negative fact is that over 45% of the patients did not receive treatment correctly.

    The cause for the lack or the interruption of treatment was either the serious side-effects or the ineffectiveness of the drugs.

    The above were mentioned in the 15th EC.N.P. Conference held in Barcelona. According to Oregon University Professor Daniel E. Casey, a new drastic medication called ziprasidone can be used for the treatment of patients suffering from schizophrenia, stressing that it does not have the side-effects of other anti-psychotic medication.

    [08] GREEK LEFT AGAINST CLOSURE OF ITALIAN BORDERS

    The Coalition of the Left expressed its opposition to the possibility of the Italian government suspending the Schengen Treaty, in view of the scheduled events of the European Social Forum in Florence.

    Party MPs Assimina Xirotyri and Panagiotis Lafazanis, stressed the need for Greek MPs to take the initiative and with a joint letter, directly ask their Italian colleagues to take action, so that the Italian government respects and accepts the right of EU citizens to freely protest within it, for peace, life, progress, social justice and the protection of the environment.

    Free movement of people (throughout the EU) and the abolishment of checks at common borders are rights of every European citizen, protected by EU treaties. It is thus obvious that the Italian government cannot restrict the right of free movement and expression the development of sociopolitical activity, drawing on issues of interior order, stated the announcement.

    [09] CHRISTODOULAKIS: THE STABILITY PACT WILL BENEFIT THE EURO-ZONE

    Greek Finance Minister Nikos Christodoulakis expressed support to the Stability Pact with statements he made in Barcelona when he was called to comment on the statements made by European Commission President Romano Prodi according to which, the Stability Pact is foolish like all the decisions lacking flexibility.

    The Greek Finance Minister expressed the belief that the Stability Pact is a very important tool both for fiscal stability and the reliability of the monetary policy. He also stated that it will benefit the Euro-zone, stressing that all the member-states will make a great effort to comply with it.

    He assured that the Greek budget will be within the framework provided by the Stability Pact both in 2002 and in 2003.

    Mr. Christodoulakis arrived in Barcelona yesterday to attend the European Investment Bank Dialogue, Policy and Coordination Committee meeting.

    [10] CHRISTDOULAKIS IN BARCELONA

    Greek positions concerning funding facilitation for the development of the Euromediterranean partnership and investment activity, will be presented today by Minister of Finance Nikos Christodoulakis, in Barcelona.

    Greece's proposals on the issue will be submitted during the relevant convention of the Committee for Dialogue, Policies and Coordination of the European Investment Bank (EIB).

    It should be noted that the Barcelona Summit Meeting I, which was held on March 15 and 16, 2002, had assigned the EIB with creating a new funding facilitation for the Euromediterranean partnership and investment activity.

    [11] RUSSIAN SIGNS APPEAL FOR OLYMPIC TRUCE

    Moscow, 18 October 2002 (13:19 UTC+2)

    EU and Russia relations in view of the Copenhagen Summit were discussed at meetings yesterday, between Russian Foreign Minister Igor Ivanof and the European Troika in Moscow.

    Greek Foreign Minister Giorgos Papandreou is participating in the delegation, as the next chairman, and he had the opportunity have in private discussions with Mr. Ivanof.

    The Russian Foreign Minister signed the appeal for the Olympic Truce and characterized it as a very important contribution of the Greek Republic, both to the Olympic movement and to world peace.

    On his side, Mr. Papandreou underlined the importance of his Russian counterpart's signature, due to the great Russian tradition in sports and the relationship between sports and peace.

    The two Ministers extensively discussed the level of their cooperation in view of the Greek Presidency and especially of the Summit Meeting to take place in St. Petersburg in the first semester of 2003, also, in celebration of the 300th anniversary of its founding by Peter the Great.

    Mr. Ivanof characterized the level of Greek-Russian relations as very high, while he mentioned agreement between the two countries on crucial international issues, such as Iraq, the Middle East, Afghanistan, and drug trafficking.
