    [01] IRISH FOREIGN MINISTER DICK SPRING CONSIDERS CILLER'S RESPONSE IS INSUFFICIENT

    Luxemburg, October 29 (M.P.A.)

    Irish Foreign Minister Dick Spring, whose country currently holds the European Union's rotating presidency, has stated that Turkey must answer to the common statement issued last July by the EU's 15 member-countries according to which Ankara must not engage in violence or use the threat of violence in its claims in the Aegean Sea and should resort to the International Court of Justice at The Hague in regards to the Imia issue.

    Mr. Spring made the statement in response to the letter recently forwarded by Turkish Foreign Minister Tansu Ciller to the EU Foreign Ministers.

    The letter constitutes Ankara's response to the European Parliament's resolution dated September 19 which asks that all economic aid to Turkey be frozen due to this country's continuous violations of human rights and its negative stance in solving the Cypriot issue, as well as Turkey's stance towards the kurdish minority.

    In her letter, wherein Ms. Ciller expresses Turkey's readiness and willingness to proceed to an all-subjects dialogue with Greece, the Turkish Foreign Minister claims that her country is "far more democratic than many of the 12 countries that await funding from the MEDA financing program."

    Also, Ms. Ciller writes that any progress in resolving the Cyprus problem can be achieved only if the two interested parties display their willingness to participate in direct negotiations. Regarding greco-turkish relations, the Turkish Foreign Minister claims that her country wishes for peaceful co-existence with its neighboring countries and emphasizes Ankara's acceptance of international law principles and international agreements.

    According to various political analysts, Ms. Ciller's letter aims to meet any potentially unpleasant developments in light of the Turkey-EU Association Council -whose scheduled date has not been formally announced yet- and hopes to provoke differentiation among the "15" Foreign Ministers, thereby avoiding a common statement from them and attempting to link the funding with the European Parliament's conditions set forth in its resolution.

    Meanwhile, during the Foreign Ministers meeting in Luxemburg yesterday, the content of Ms. Ciller's letter was not addressed.

    Yet, Denmark's and Sweden's Foreign Minister emphasized that in the Turkey-EU Association Council, the human rights issue should definitely be linked to all potential collaborations beween Turkey and the EU.

    [02] RUSSIAN AMBASSADOR: CYPRIOT ISSUE IS SECURITY COUNCIL'S RESPONSIBILITY

    Nicosia, October 29 (M.P.A.)

    Russian Ambassador to Cyprus Boris Zenkov warned today that there is a danger the Cypriot issue will not be included in the Security Council's agenda.

    Mr. Zenkov met this morning with Cypriot President Glafkos Clerides and stated that Russia is not contrary to the initiatives undertaken by various countries on the Cypriot issue, as long as these initiatives are coordinated. Moreover, the Russian diplomat added, the only coordinator is the Security Council and noted that today's initiatives lack cohesion.

    Moscow, Mr.Zenkov said, does not seek to play a self-centered role in the Cyprus problem.

    "All the efforts are undertaken within the framework of the United Nations and especially the Security Council. We consider this organization to be responsible for the Cypriot issue," Mr. Zankov stated.

    [03] CYPRIOT FOREIGN MINISTER TO MEEET WITH SIR DAVID HANNAY IN LONDON

    Nicosia, October 29 (M.P.A.)

    Cypriot Foreign Minister Alekos Michaelides will travel to London today where he will join Sir David Hannay, Britain's representative on the Cyprus problem, for a business luncheon.

    Yesterday evening, Mr. Michaelides stated that certain positive developments have been noted in the issue lately and added that Cyprus salutes the various initiatives presented.

    Meanwhile, United States former Undersecretary of State Richard Holbrooke and US Presidential advisor George Stephanopoulos have said that siginificant developments are to take place in the Cypriot issue.

    Both officials have stated that American President Bill Clinton is expected to undertake a significant initiative on Cyprus following his re-election, which they consider certain.

    [04] CYPRUS TO HOST GREEK BOOK EXHIBIT, THOUSANDS OF TITLES TO BE DISPLAYED

    Nicosia, October 29 (M.P.A.)

    Over five thousand book titles will be on exhibit at the Greek Book Fair on November 5 in Pyle, a city near Famagusta, an event organized by the Greek Ministry of Culture, The Bookseller's Association of Cyprus, the Athens Association of Publishers- Booksellers and various other cultural organizations.

    The Fair will feature books from almost all of Greece's publishing houses, spanning a wide variety of subject matters.

    The exhibit was first held in 1993 with a children's book fair that was so successful, the organizers decided to expand the fair's subjects and hold the event annually.
