[C] EUROPE[03] COUNCIL OF EUROPE SUMMIT TO BE HELD IN TURKEYWeb Posted: 21:07 GMT+2Strasbourg, 22/02/1999 (MPA) The European Council will hold its Summit on "Democratic Stability, Peace and Sustainable Growth in the Mediterranean and Black Sea regions", on February 25-26 in Turkey.Also, the joint meeting the C of E's Parliamentary Assembly and the congress of Local-regional Authorities of Europe, which will feature the participation of 40 countries, will take place at Marmaris, off the Sea of Marmara, precisely where PKK leader Abdullah Ocalan is being held prisoner by the Turkish state. EU Commissioner Hans van den Broek will visit Istanbul on February 24-25, at a time when Ankara is requesting that EU funds allocated for Turkey be freed. A.F. [04] FOREIGN MINISTER PAPANDREOU SATISFIED WITH EU'S STATEMENTWeb Posted: 20:58 GMT+2Strasbourg, 22/02/1999 (MPA) Greece's Foreign Minister George Papandreou has stated that he is fully satisfied with the content of the statement issued by the EU allies."This statement gives Turkey the opportunity, if it meets the conditions set out in the statement, to strengthen its ties with the European Union," Mr. Papandreou told reporters at a news conference. Greece, he added, had insisted on the statement because a large number of Kurdish political refugees had found sanctuary in Greece and other European countries and because it believed the statement would contribute to achieving stability in the wider region of the Balkans. He underlined that Turkey as a member of the Council of Europe would have to satisfy a series of commitments in relation to Ocalan's trial. A.F. [05] EU GENERAL AFFAIRS COUNCIL HELD IN STRASBOURG TODAYWeb Posted: 20:57 GMT+2Strasbourg, 22/02/1999 (MPA) The European Union's General Affairs Council, presently being held in Strasbourg, has issued a statement condemning all forms of terrorism and stressing that the fight against terrorism had to respect all human rights and democratic rules.The statement calls on Turkey to take all the necessary measures so as to ensure Kurd rebel leader Abdullah Ocalan's trial is conducted on the basis of the rule of law, with Ocalan receiving access to legal counsel of his choice and with international observers admitted to the trial. If Turkey is prepared to satisfactorily meet the above issues, the European Union is prepared to extend all forms of assistance, including financial, the foreign ministers said. A.F.
